Agricultural Job Opportunities, Benefits, and Security Act of 2007 or the AgJOBS Act of 2007 - Directs the Secretary of Homeland Security to confer "blue card status" upon an alien who: (1) has performed agricultural employment in the United States for at least 863 hours or 150 work days during the 24-month period ending on December 31, 2006; (2) applied for such status during the 18-month application period beginning on the first day of the seventh month that begins after the date of enactment of this Act; (3) is otherwise admissible to the United States; and (4) has not been convicted of any felony or a misdemeanor, an element of which involves bodily injury, threat of serious bodily injury, or harm to property in excess of $500. Directs the Secretary to adjust a blue card alien (and spouse and minor children) to permanent resident status if the alien has fulfilled specified periods of agricultural employment. Amends the Social Security Act to exempt blue card aliens from prosecution for social security-related identity or payment false statements if such conduct occurred prior to the granting of blue card status. Amends the Immigration and Nationality Act to revise H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities.

Pharmaceutical Market Access and Drug Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to revise provisions governing the importation of prescription drugs. Waives the limitation on importation of prescription drugs that have been exported from the United States. Prohibits the importation of a qualifying drug unless such drug is imported by: (1) a registered importer; or (2) an individual for personal use. Establishes registration conditions for importers and exporters. Requires the Secretary to inspect places of business, verify chains of custody, inspect facilities, and determine compliance with registration conditions. Sets forth provisions governing the importation of qualifying drugs that are different from U.S. label drugs, including standards for judging such differences. Prohibits manufacturers from: (1) discriminating against registered exporters or importers; (2) causing there to be a difference in a prescription drug distributed in the United States and one distributed in a permitted country; (3) engaging in actions to restrict, prohibit, or delay the importation of a qualifying drug; or (4) engaging in any action that the Federal Trade Commission (FTC) determines discriminates against a person that engages or attempts to engage in the importation of a qualifying drug. States that the resale in the United States of prescription drugs that were properly sold abroad is not patent infringement. Requires the Secretary to educate consumers regarding prescription drug importation. Sets forth provisions governing the sale of prescription drugs through an Internet site. Includes the dispensing or selling of a prescription drug in violation of this Act as a prohibited act under FFDCA. Prohibits the introduction of restricted transactions with unregistered foreign pharmacies into a payment system or the completion of such transactions using a payment system.

Preserving United States Attorney Independence Act of 2007 - Amends the federal judicial code to authorize the U.S. district court for a district in which the office of the U.S. attorney is vacant to appoint a U.S. attorney to serve until that vacancy is filled. Repeals the authority of the Attorney General to make such a vacancy appointment.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Granada Relocation Center National Historic Site Act of 2007 - Establishes the Granada Relocation Center National Historic Site, consisting of parts of Camp Amache, located in Granada, Colorado, as an affiliated site of the National Park System. Designates the "Friends of Amache" as the management entity for the Site. Requires the Secretary of the Interior to develop a general management plan for the Site.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Congressional Pension Accountability Act - Prohibits a Member of Congress, or a survivor or beneficiary, from receiving an annuity or retired pay if such Member is: (1) convicted of bribery of public officials and witnesses, conspiracy either to commit any offense against the United States or to defraud the United States, perjury, or subornation of perjury; or (2) indicted or has outstanding charges for such offenses under the Uniform Code of Military Justice.

Cache la Poudre River National Heritage Area Technical Amendments Act of 2007 - Amends the Cache La Poudre River Corridor Act to redesignate the Cache La Poudre Corridor as the "Cache la Poudre River National Heritage Area." Designates the Poudre Heritage Alliance as the management entity for the Area. Provides for the removal of private property included within the boundary of the Area upon request from the owner. Prohibits the Alliance from using federal funds received under this Act to acquire real property. Bars the acquisition of any land or interest in land by the Secretary of the Interior or the Alliance under this Act without the owner's consent. Requires the Alliance to prepare and submit a management plan for the Area. Allows the Secretary to enter into cooperative agreements with the Alliance for the purpose of carrying out the plan. Prohibits any private property from being preserved, conserved, or promoted under the plan until: (1) the Alliance notifies the owner; and (2) the owner provides to the Alliance consent for the preservation, conservation, or promotion. Specifies private property protections. Terminates the authority of the Secretary to provide financial assistance to the Alliance (excluding technical assistance and administrative oversight) under the Act 10 years after enactment of this Act.

Mesa Verde National Park Boundary Expansion Act of 2007 - Authorizes the Secretary of the Interior to acquire specified land adjacent to the Mesa Verde National Park in Colorado or an interest in such land for addition to the Park. Revises the boundary of the Park to reflect the acquisition of such land. Requires the Secretary to administer any land or interest in land acquired under this Act as part of the Park.

Energy Diplomacy and Security Act of 2007 - Expresses the sense of Congress on energy diplomacy and security. Urges the Secretary of State to seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. Urges the President to place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Encourages the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. government.

National Energy and Environmental Security Act of 2007 - Expresses the sense of Congress that Congress should enact, and the President should sign, legislation to enhance the security of the United States by reducing its dependence on foreign and unsustainable energy sources and the risks of global warming by: (1) requiring reductions in emissions of greenhouse gases; (2) diversifying and expanding the use of secure, efficient, and environmentally-friendly energy supplies and technologies; (3) reducing the burdens on consumers of rising energy prices; (4) eliminating tax giveaways to large energy companies; and (5) preventing energy price gouging, profiteering, and market manipulation.

Amends the Great Sand Dunes National Park and Preserve Act of 2000 to provide that the purpose of the Baca National Wildlife Refuge shall be to restore, enhance, and maintain wetland, upland, riparian, and other habitats for native wildlife, plant, and fish species in the San Luis Valley. Instructs the Secretary of the Interior, in administering the Refuge, to: (1) emphasize migratory bird conservation; and (2) take into consideration the role of the Refuge in broader landscape conservation efforts. Provides for the Secretary, in administering water resources for the Refuge, to use decreed water rights on the Refuge in approximately the same manner that the water rights have been used historically.

Lane Evans Veterans Health and Benefits Improvement Act of 2007 - Makes a veteran who served on active duty during a period of war eligible for a mental health evaluation and hospital care, medical services, nursing home care, and family and marital counseling for any identified mental health condition, notwithstanding insufficient medical evidence to conclude that the condition is attributable to such service. Requires: (1) post-deployment medical and mental health screenings to be conducted within 30 days after a deployment; (2) each member, upon discharge, to be provided an electronic copy of all military records of such member; and (3) the Secretary of Defense to ensure appropriate outreach to members of the National Guard and reserves concerning benefits and services available upon discharge or deactivation. Directs the Secretary of Veterans Affairs to establish and maintain a Global War on Terrorism Veterans Information System. Requires quarterly reports from the Secretaries of Veterans Affairs, Labor, and Defense on the effects on veterans and on each such department of participation in the Global War on Terrorism.

Habeas Corpus Restoration Act of 2007- Repeals provisions of the Military Commissions Act of 2006 that eliminated the jurisdiction of any court to hear or consider applications for a writ of habeas corpus filed by aliens who have been determined by the United States to have been properly detained as enemy combatants (or who are awaiting such determination) and actions against the United States relating to the detention of such aliens and to military commissions (thus restoring habeas corpus rights existing prior to the enactment of such Act). Allows courts to hear or consider legal challenges to military commissions only as provided by the Code of Military Justice or by a habeas corpus proceeding.

American Fuels Act of 2007 - Establishes in the Executive Office of the President the Office of Energy Security to oversee all federal energy security programs, including coordination of all federal agency efforts to assist the United States in achieving full energy independence. Amends the Internal Revenue Code to provide: (1) a tax credit, against both ordinary and alternative minimum tax, for production of qualified flexible fuel motor vehicles; and (2) an alternative fuel retail sales credit. Amends the Clayton Act and the Petroleum Marketing Practices Act to prohibit restrictions on the installation of alternative fuel pumps within fuel franchise documents. Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency to promulgate regulations to ensure that diesel sold or introduced into commerce in the United States, on an annual average basis, contains specified percentages of alternative diesel fuel. Sets forth a credit program for the generation of diesel fuel. Amends the Internal Revenue Code to allow an excise tax credit for: (1) production of cellulosic biomass ethanol; and (2) qualifying ethanol blending and processing equipment. Amends the Energy Policy Act of 1992 (EPA) to treat a medium or heavy duty hybrid vehicle as an alternative fueled vehicle. Sets a deadline by which: (1) any federal property with at least one fuel refueling station must include at least one alternative fuel refueling station; and (2) any alternative fuel refueling station on federally-owned property must permit full public access for the purpose of refueling using alternative fuel. Amends federal transportation law to require that any bus purchased with funds from the Mass Transit Account of the Highway Trust Fund to be a clean fuel bus. Amends armed forces law governing energy-related procurement to direct the Secretary of Defense to develop a strategy to use fuel produced from domestically produced fuel using starch, sugar, cellulosic biomass, plant or animal oils, or thermal chemical conversion, thermal depolymerization, or thermal conversion processes (covered fuel). Authorizes the Secretary to enter into contracts to: (1) develop and operate covered fuel production facilities; and (2) provide for construction or capital modification of such facilities. Amends the EPA to include among alternative fueled vehicles any vehicle propelled by electric drive transportation, engine dominant hybrid electric, or plug-in hybrid technology.

Arkansas Valley Conduit Act - Directs the Secretary of the Interior to plan, design, and construct a water delivery pipeline, to be known as the Arkansas Valley Conduit, from a location in the vicinity of Pueblo Reservoir, Pueblo, to Lamar, Colorado. Designates the Southeastern Colorado Water Conservancy District, or its designee that is recognized under state law as an entity that has taxing authority, as the lead non-federal entity for the Conduit. Directs such entity to: (1) act as the official agent of the Conduit; (2) pay the non-federal share of any increased costs, including construction costs, under this Act; and (3) pay costs for and perform the operations, maintenance, and replacement of the Conduit. Sets the federal share of: (1) total planning, design, and construction costs at 80%; and (2) any increased costs that are a result of fundamental design changes conducted at the request of anyone other than such entity at 100%. Directs the Secretary, upon completion, to transfer ownership of the Conduit to such entity.

Biofuels Security Act of 2007 - Amends the Clean Air Act to replace provisions prescribing the volume of renewable fuel that gasoline sold in the United States must contain with provisions that require the Administrator of the Environmental Protection Agency (EPA) to determine the applicable volume for 2010 and beyond. Requires such volume to be at least 10 billion gallons in 2010, 30 billion gallons in 2020, and 60 billion gallons in 2030. Requires the Secretary of Energy to promulgate regulations to ensure that each major oil company that sells gasoline in the United States through wholly-owned or branded stations provides pumps that dispense E-85 fuel (a blend approximately 85% of the content of which is derived from ethanol produced in the United States) at not less than: (1) a specified percentage of all of its stations (increasing from 5% in 2008 to 50% in 2017); and (2) a minimum percentage of its stations in each state. Allows a company to earn and sell production credits when it exceeds the percentage required. Prohibits companies from using credits purchased to fulfill geographic distribution requirements. Amends the Energy Policy Act of 1992 to increase to 100% the proportion of vehicles acquired by a federal fleet in and after 2008 that must be light duty alternative fueled vehicles. Amends the Clayton Act to: (1) prohibit restricting the right of a franchisee to install a renewable fuel pump; and (2) define "gasohol" as any blend of ethanol and gasoline. Requires makers of new automobiles capable of operating on gasoline or diesel fuel to ensure that a specified percentage of automobiles manufactured in any model year after 2007 for sale in the United States (increasing from 10% in 2008 to 100% in 2017) are dual fueled automobiles. Allows the manufacturer to earn and sell production credits if it exceeds the number required. Requires the Secretary of Transportation to promote the use of fuel mixtures containing gasoline or diesel fuel and one or more alternative fuels. Prescribes formulas to be used by the Administrator to measure the fuel economy of dual fueled automobiles manufactured in model years beginning 18, 30, 42, and 54 months after enactment of this Act.

Indian Tribes Methamphetamine Reduction Grants Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm such eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Trade Adjustment Assistance Improvement Act of 2007 - Trade Adjustment Assistance Equity for Service Workers Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition for certification of eligibility to apply for trade adjustment assistance by adversely affected: (1) workers in a service sector firm, its subdivision, or public agency; and (2) service sector firms. Authorizes the Secretary of Commerce to provide technical assistance to service industries adversely affected by import competition. Requires the Secretary of Labor to: (1) certify as eligible to apply for trade adjustment assistance adversely affected secondary workers in a service sector firm, its subdivision, or a public agency; and (2) upon the request of the President, the U.S. Trade Representative, or resolution of Congress, initiate an investigation to determine the eligibility for trade adjustment assistance for a group of workers or all workers in an occupation (effectively providing another method for petitioning for trade adjustment assistance). Provides for industry-wide certification of workers, including agricultural commodity producers, for trade adjustment assistance where bilateral or other safeguard provisions are invoked or antidumping or countervailing duties have been imposed. Establishes: (1) the Office of the Trade Adjustment Assistance Advisor; and (2) the Office of Trade Adjustment Assistance. Revises alternative trade adjustment assistance program eligibility requirements for older workers. Revises trade readjustment assistance eligibility requirements for adversely affected workers to extend job training enrollment deadlines and the provision of assistance during such training. Extends the trade adjustment assistance program through FY2012. Trade Adjustment Assistance Accountability Act - Requires the Secretary to collect necessary data regarding the trade adjustment assistance program. Makes fishermen who harvest wild stock eligible for trade adjustment assistance. Modifies trade adjustment assistance group eligibility requirements for agricultural commodity producers.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Legislative Transparency and Accountability Act of 2007 - Authorizes a point of order by any Senator against consideration of a conference report that includes any matter not committed to the conferees by either chamber. Adds Rule XLIV (Earmarks) to the Standing Rules of the Senate to make it out of order to consider any Senate bill, amendment, or conference report, unless a list of all its earmarks, the identity of the Member or Members proposing them, and an explanation of their essential governmental purpose, along with any associated joint statement of managers, is made available to all Members, and to the general public on the Internet, for at least 48 hours before its consideration. Amends Rule XXVIII (Conference Committee; Reports; Open Meetings) to make it out of order to consider a conference report unless it is available to all Members and the general public on the Internet for at least 48 hours before its consideration. Amends Rule XXIII (Privilege of the Floor) to deny floor privileges (except for ceremonial functions and events) to former Senators and Senators elect, Secretaries, Sergeants at Arms of the Senate, and Speakers of the House of Representatives if they: (1) are registered lobbyists or agents of a foreign principal; or (2) are in the employ of or represent any party or organization for the purpose of influencing, directly, or indirectly, the passage, defeat, or amendment of any legislative proposal. Amends Rule XXXV (Gifts) to exclude gifts from lobbyists or agents of a foreign principal from the gift ban exceptions. Requires a Member, officer, or employee, before accepting otherwise permissible transportation or lodging from any person other than a governmental entity, to obtain a written certification from such person that includes certain disclaimers regarding a registered lobbyist or foreign agent. Prescribes additional disclosure requirements, including certain information regarding noncommercial air travel. Amends the Federal Election Campaign Act of 1971 to require a publicly available report, in the case of a principal campaign committee of a federal candidate (other than one for President or Vice President), of any flight taken by the candidate on an aircraft not licensed by the Federal Aviation Administration (FAA) to operate for compensation or hire. Amends Rule XXXVII (Conflict of Interest) to impose a one-year lobbying moratorium, upon leaving such position, on any employee on the staff of a Member or on the staff of a committee meeting specified rate of pay and congressional employment criteria. Prohibits a Senator from directly negotiating or having any arrangement concerning prospective private employment until after the election for his or her successor has been held, unless public disclosure of such employment negotiations and arrangements is provided. Requires a Member to prohibit all of his or her staff from having any official contact with the Member's spouse or immediate family member if such individual is a registered lobbyist or is employed or retained by a registered lobbyist to influence legislation. Amends Rule XLIII (Representation by Members) to prohibit a Member, with the intent to influence on the basis of partisan political affiliation an employment decision or employment practice of any private entity, from: (1) taking or withholding, or offering or threatening to take or withhold, an official act; or (2) influencing, or offering or threatening to influence, the official act of another. Expresses the sense of the Senate that any applicable restrictions on congressional branch employees in this Act should apply to the executive and judicial branches. Prohibits a Member of Congress from receiving a cost-of-living adjustment (COLA) if he or she voted for any amendment (or against tabling it) that provided that such adjustment would not be made. Specifies conditions under which the Majority and Minority Leaders of the Senate shall recognize a notice of intent of a member of their caucus to object to proceeding to a measure or matter. Lobbying Transparency and Accountability Act of 2007 - Amends the Lobbying Disclosure Act of 1995 (LDA) with respect to lobbying disclosures reports, including electronic filing and mandatory free availability to the public over the Internet. Increases the penalty for noncompliance with LDA disclosure requirements. Includes among lobbying activities any paid efforts to stimulate grassroots lobbying, but excludes grassroots lobbying itself. Amends the Foreign Agents Registration Act, with respect to foreign government lobbying registration statements and updates, including electronic filing and mandatory free availability to the public over the Internet. Requires the Comptroller General to audit annually lobbyist disclosure information. Requires the Select Committee on Ethics to provide certain ethics training and awareness programs for Senators and their staff. Expresses the sense of the Senate that the lobbying community should develop specified proposals for multiple self-regulatory organizations. Requires the House Committee on Standards of Official Conduct and the Senate Select Committee on Ethics each to report annually on alleged ethics violations in its chamber. Amends the federal criminal code to extend from one to two years the ban on lobbying contacts by former very senior executive personnel, former Members of Congress, and officers of the legislative branch with any Member, officer, or employee of the entity in which such person served before his or her tenure terminated. Prohibits former employees of either chamber of Congress, within one year after leaving office, from making lobbying contacts with a Member, officer, or employee of either chamber. Exempts contacts with staff of the Secretary of the Senate or the Clerk of the House regarding compliance with LDA lobbying disclosure requirements. Amends the LDA to prohibit a registered lobbyist from knowingly making a gift or providing travel to a Member, officer, or employee of Congress, unless the gift or travel may be accepted under the rules of the House or the Senate. Subjects lobbyists to LDA penalties for violating this ban. Commission to Strengthen Confidence in Congress Act of 2007 - Establishes in the legislative branch the Commission to Strengthen Confidence in Congress.

Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

Medicare Cost Contract Extension and Refinement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) extend the period reasonable cost reimbursement contracts under Medicare can remain in the market, and the period during which they can be modified to expand their service area; and (2) apply to extended or renewed reasonable cost contracts certain requirements under Medicare part C (Medicare Advantage).

Research Competitiveness Act of 2007 - Amends the Internal Revenue Code to: (1) modify the tax credit for increasing research expenses to establish a standard 20% credit rate for research expenses exceeding 50% of average expenses over the preceding three year period; (2) establish a uniform 80% reimbursement rate for all contract research expenses (100% for basic research payments); (3) make such tax credit permanent; (4) allow a tax credit for equity investments in small business innovation companies; and (5) allow the issuance of tax exempt facility bonds for research park facilities used in connection with research and experimentation. Directs the Secretary of the Treasury to: (1) study and report to Congress on taxpayer compliance with the substantiation requirements for claiming the tax credit for increasing research activities; and (2) issue regulations on the application of private activity bond rules to the funding of federal research agreements.

Restoring Fiscal Discipline Act of 2007 - Makes it out of order in the Senate to consider any direct spending or revenue legislation that would increase or cause an on-budget deficit during certain specified time periods. Makes it out of order in the Senate to consider, under the expedited procedures applicable to reconciliation in the Congressional Budget Act of 1974 (CBA), any bill, resolution, amendment, amendment between chambers, motion, or conference report that increases the deficit or reduces the surplus in the first fiscal year or the ensuing five or 10 fiscal years covered by the most recently adopted concurrent resolution on the budget. Makes it out of order in the Senate to consider, pursuant to CBA, any resolution, concurrent resolution, amendment, amendment between the chambers, motion, or conference report that contains reconciliation directives that would increase the deficit or reduce the surplus in such fiscal years.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm such eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Allows any person that holds an approved Federal Communications Commission (FCC) permit to construct or install on Lookout Mountain in Jefferson County, Colorado, either a digital television broadcast station antenna or tower, or both, to proceed with such construction, and all associated facilities and services, if such antenna or tower is of the same height or lower than the tallest existing analog broadcast antenna or tower at that location.

Satellite Consumer Protection Act of 2006 - Grants a satellite carrier under an injunction for certain secondary transmission violations a statutory license to provide distant network stations in specified local markets under prescribed conditions. Requires a satellite carrier as a condition of license use to deposit escrow funds with the Copyright Office. Imposes monetary penalties for license violations. Terminates such license authority after February 17, 2009.

Summer of Service Act of 2006 - Amends the National and Community Service Act of 1990 to create Summer of Service programs providing at least 100 hours of summer community service learning opportunities to youth who will subsequently enroll in grades six through nine. Requires the Chief Executive Officer of the Corporation for National and Community Service to provide competitive three-year grants to: (1) states under a State Grant program; and (2) public or private organizations under a National Direct Grant program, when a state does not apply for funding or the community service program includes multiple states. Requires states and organizations, in making project subgrants, to favor entities with established track records that: (1) have leadership positions in the communities from which participating youth will be drawn; (2) focus on youth service during the transition year before high school; (3) encourage or enable youth to continue providing community service throughout the school year; (4) involve youth in the design and operation of the community service project; and (5) include youth of diverse backgrounds, at least 50% of which are from low-income families. Permits such entities to charge the parents of participants an income-based fee to contribute to the nonfederal share of project costs. Makes each youth serving at least 100 hours in a service-learning project eligible for an educational award of up to $500.

Iraq Reconstruction Accountability Act of 2006 - Amends the John Warner National Defense Authorization Act for Fiscal Year 2007 to change the date for termination of the Office of the Special Inspector General for Iraq Reconstruction (Office). Provides that the Office shall terminate 10 months after 80% of the funds appropriated or made available for the Iraq Relief and Reconstruction Fund have been expended. Requires the Special Inspector General, prior to the termination date of the Office, to prepare a final forensic audit report on all funds appropriated or made available to the Iraq Relief and Reconstruction Fund.

Budget Enforcement Legislative Tools Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to provide for expedited consideration of certain rescissions proposed by the President of discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; (2) a maximum 25% ceiling on amounts subject to rescission; and (3) expedited congressional consideration of such proposal. Makes it out of order in the Senate to consider any direct spending or revenue legislation that would increase the on-budget deficit or cause an on-budget deficit for: (1) the first year or first five fiscal years covered by the most recently adopted concurrent resolution on the budget; or (2) the five fiscal years following such fiscal years. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to retain (by eliminating the expiration of) pay-as-you-go requirements. Extends specified budget enforcement mechanisms through FY2011.

Designates October 12, 2006, as National Alternative Fuel Vehicle Day to promote programs and activities that will lead to the greater use of cleaner, more efficient transportation that uses new sources of energy. Urges Americans to: (1) increase the personal and commercial use of, and promote public sector adoption of, cleaner and energy-efficient alternative fuel and advanced technology vehicles; and (2) encourage the enactment of federal policies to reduce U.S. dependence on foreign oil through the advancement and adoption of alternative, advanced, and emerging vehicle and fuel technologies.

Emergency Farm Relief Act of 2006 - Directs the Secretary of Agriculture to provide financial assistance for: (1) crop disaster assistance for qualifying quantity or quality losses for the 2005 or 2006 crop due to weather or related conditions (including disease, insects, and delayed harvest; (2) livestock assistance for 2005 and 2006 disaster-caused losses; (3) livestock indemnity payments for 2005 and 2006 disaster-caused losses (including wildfires, hurricanes, floods, and anthrax); (4) ewe lamb replacement and retention; (5) sugar beet disaster assistance for crop year 2005; (6) sugarcane growers in Hawaii through a payment to an agricultural transportation cooperative in Hawaii; (7) flooded crop and grazing land in the Devils Lake basin, the McHugh, Lake Laretta, and Rose Lake closed drainage areas, North Dakota; and (8) bovine tuberculosis indemnification. Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses. Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program; (2) the emergency conservation program, including wildfire recovery efforts; and (3) the environmental quality incentives program, including wildfire recovery efforts. Directs the Secretary to use specified funds to hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

Comprehensive Assistance for Veterans Exposed to Traumatic Stressors Act of 2006 - Extends eligibility for readjustment counseling services for Vietnam-era veterans. Requires implementation of a Department of Veterans Affairs (VA)-Department of Defense (DOD) Health Care Sharing Incentive Fund. Requires: (1) the DOD to assist the VA with post-traumatic stress disorder (PTSD) and other mental health-related data collection; (2) substance use disorder questions in pre- and post-deployment screens and related treatment protocols; and (3) routine preventative maintenance intervention for returning members of the Armed Forces. Requires a study of factors that decrease the likelihood of developing combat-related chronic PTSD. Extends the enhanced eligibility period for VA health services for certain veterans. Provides for a joint demonstration project that stations VA psychologists and psychiatrists at major demobilization sites and military treatment facilities. Directs the Secretary of Veterans Affairs to: (1) carry out a program of veteran peer counseling to other veterans on mental health matters; and (2) develop model programs to address mental health disorders prevalent among veterans of Operations Enduring Freedom and Iraqi Freedom. Requires: (1) performance measures that ensure appropriate deployment of resources to implement the Iraq war clinical practice guidelines; (2) establishment of the DOD/VA Council on Post-Deployment Mental Health; (3) a plan for expanded access to specialized PTSD care; and (4) additional mental health services personnel for certain VA programs and locations. Requires counseling for immediate family members of disabled veterans and Armed Forces personnel killed in action. Establishes a National Steering Committee on PTSD Education. Addresses deficiencies in compensation and pension examinations with regard to PTSD. Requires development of criteria for determining which medical conditions are likely associated with PTSD and when secondary service-connection should be granted for those conditions. Provides for an outreach program to enhance PTSD awareness.
