Directs the Secretary of the Interior (the Secretary) to convey the St. Vrain Supply Canal, the Boulder Creek Supply Canal that extends from the St. Vrain River to Boulder Creek, and the South Platte Supply Canal, all of which are facilities of the Colorado-Big Thompson Project located in the counties of Larimer, Boulder, and Weld, Colorado, to the Northern Colorado Water Conservancy District. Provides that the District shall not be required to provide additional consideration for this conveyance. Directs the Secretary of the Treasury to transfer from the reclamation fund in the Treasury to the Secretary specified funds, which shall be derived from amounts collected by the Western Area Power Administration for the sale of electricity from the Loveland Area Projects. Directs the Secretary: (1) if the transferred water distribution facilities have not been conveyed to the District within one year after this Act's enactment, to submit to specified congressional committees a report that describes the reasons for the failure to convey such facilities and the schedule for completing the transfer as soon as practicable; and (2) to provide annual reports until the date on which such facilities are conveyed.

Darfur Peace and Accountability Act of 2005 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority including congressional notification, to block the assets and deny visas and entry to any individual (and family member) responsible for acts of genocide, war crimes, or crimes against humanity in Sudan. Authorizes the President to provide assistance to reinforce the deployment and operations of an expanded African Union Mission in Sudan (AMIS). Directs the President to instruct the U.S. Permanent Representative to the North Atlantic Treaty Organization (NATO) to advocate NATO reinforcement of AMIS, upon request of the African Union. Directs the President to deny the government of Sudan access to oil revenues, including by prohibiting U.S. entry to cargo ships or oil tankers engaged in the oil sector of Sudan or involved in the shipment of goods for use by the armed forces of Sudan in order to ensure that the government of Sudan does not utilize any oil revenues to acquire offensive military equipment or to finance offensive military activities. (Exempts from such restriction ships or tankers involved in an internationally-recognized demobilization program or the shipment of non-lethal assistance necessary to carry the Comprehensive Peace Agreement for Sudan.) Prohibits, with waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591(embargo on military assistance to Sudan). Directs the President to instruct the U.S. Permanent Representative to the United Nations to urge the adoption of a Security Council resolution supporting AMIS' expansion.

Fallen Heroes of 9/11 Act - Authorizes the President to award a medal to be known as the "Fallen Heroes of 9/11 Congressional Medal," to the personal representative or next of kin of individuals killed as a result of the terrorist attacks of September 11, 2001, in recognition of their sacrifice and to honor their deaths. Instructs the Secretary of the Treasury to strike three medals, to be representative of and in honor of, respectively: (1) victims of the attack at the World Trade Center, including civilians, public safety officers, emergency workers, and hijack victims; (2) victims aboard United Airlines Flight 93 that crashed in Pennsylvania; and (3) victims at the Pentagon, including the hijack victims. Declares eligible for such medal any individual who died on or after September 11, 2001, as a direct result of that act of terrorism within the United States. States the medals are national medals.

United States Army Relief Act of 2005 - Sets forth the following minimum end-strength levels for active-duty Army personnel (502,400 for FY2005): (1) 522,400 for FY2006; (2) 542,400 for FY2007; (3) 562,400 for FY2008; and (4) 582,400 for FY2009 and thereafter.

Government Reorganization and Program Performance Improvement Act of 2005 - Authorizes the President to propose establishment in the executive branch of one or more Results Commissions to improve the overall effectiveness, efficiency, or accountability of executive branch operations through reorganization. Requires an Act of Congress for such establishments. Authorizes the President to submit to Congress for its consideration a proposed schedule for reviewing the performance of, and need for, executive branch agencies and programs at least once every 10 years. Establishes a Sunset Commission to review them. Specifies procedures for expedited congressional consideration of any reorganization proposal.

Encourages parents, schools, civic organizations, and students to support National Take a Kid Mountain Biking Day to promote increased physical activity among youth in the United States.

Declares that the Senate: (1) expresses deepest sympathies and condolences to the people of the United Kingdom and the victims and their families for the heinous terrorist attacks that occurred in London on July 7, 2005; (2) condemns these barbaric and unwarranted attacks on the innocent people of London; (3) expresses strong and continued solidarity with the people of the United Kingdom and pledges to remain shoulder-to-shoulder with them to bring the terrorists responsible for these brutal attacks to justice; and (4) calls upon the international community to renew and strengthen efforts to defeat terrorists by dismantling terrorist networks and exposing the violent and nihilistic ideology of terrorism, increase international cooperation to advance personal and religious freedoms, ethnic and racial tolerance, political liberty and pluralism, and economic prosperity, and combat the social injustice, oppression, poverty, and extremism that breeds terrorism.

Restore Scientific Integrity to Federal Research and Policymaking Act - Prohibits a federal employee from engaging in: (1) tampering with the conduct of federally funded scientific research or analysis; (2) censorship of findings of such research or analysis; or (3) directing the dissemination of scientific information known by the directing employee to be false or misleading. Sets forth a penalty for violations of such prohibition. Includes under prohibited personnel practices the taking or failing to take, or threatening to take or failing to take, a personnel action with respect to any employee because of: (1) the development or dissemination, within the scope of employment, of scientific research or analysis that the employee reasonably believes to be accurate and valid; (2) any disclosure of information by an employee or applicant which the employee or applicant reasonably believes evidences an abuse of authority, including but not limited to, tampering with the conduct of federally funded scientific research or analysis, censoring the findings of such research or analysis, or directing the dissemination of scientific information known by the directing employee to be false or misleading. Sets forth requirements relating to federal scientific advisory committees. States that all appointments to such committees shall be made without regard to political affiliation, unless required by federal statute. Directs each federal agency to determine a peer review process that is appropriate for the agency's functions and needs. Prohibits "The Information Quality Bulletin for Peer Review", issued on December 16, 2004, from applying to any agency that has established its own peer review process. Prohibits the Office of Management and Budget from taking any action to discourage an agency from determining and establishing a peer-review process appropriate for its needs. Requires the Director of the Office of Science and Technology Policy to provide annual reports regarding scientific integrity.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) increased investment in childhood cancer research; (3) incentives to encourage medical trainees and investigators to enter the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.

Bus Utility and Safety in School Transportation Opportunity and Purchasing Act of 2005 - Directs the Secretary of Education to provide grants, on a competitive basis, to rural local educational agencies (LEAs) to pay the federal share (75%) of costs of purchasing new school buses. Requires the Secretary, in providing such grants, to give priority to rural LEAs that: (1) are transporting students in a bus manufactured before 1977; (2) have a grossly depleted fleet of school buses; or (3) serve a school required by law to provide transportation to students to enable them to transfer to another public school served by the rural LEA.

Belated Thank You to the Merchant Mariners of World War II Act of 2005 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts benefits paid under this Act from taxation. Provides for benefits for World War II Merchant Mariners under title II (Old Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act.

Diesel Emissions Reduction Act of 2005 - Directs the Administrator of the Environmental Protection Agency (EPA) to: (1) provide grants and low-cost revolving loans, on a competitive basis, to certain governmental and nonprofit agencies for projects to reduce diesel emissions; and (2) support grant and loan programs administered by the states to achieve reductions in diesel emissions. Requires the allocation of at least 50 percent of the funding under this Act for the benefit of public fleets. Requires the Administrator to give priority to proposed projects that will, among other things: (1) maximize public health benefits; (2) serve areas with the highest population density that are poor air quality or nonattainment areas; and (3) maximize the useful life of any retrofit technology. Requires the Administrator to submit to Congress a biennial report evaluating the implementation of programs under this Act. Directs the Administrator to establish a program for informing industry stakeholders (e.g., equipment manufacturers, state and local air quality managers, community organizations, and public health and environmental organizations) and foreign countries with air quality programs of the benefits and uses of technologies for diesel emission reductions.

Veterans Employment and Transition Services Act - Extends through 2009 (currently, 2004) a requirement for annual reports from the Secretary of Veterans Affairs to Congress on equitable relief provided by the Department of Veterans Affairs to veterans and their dependents following a loss of benefits because of Department administrative error. Directs the Secretaries of Defense and Homeland Security to carry out a program to facilitate access of representatives of military and veterans' service organizations and agencies to provide preseparation counseling and services to members of the Armed Forces who are scheduled for discharge, release from active duty, or retirement. Directs the Secretary of Veterans Affairs to carry out a similar program for facilitating the access of such representatives to provide information and counseling to veterans on the care, benefits, and services offered through the Department. Directs the Secretary of the military department concerned to ensure that preseparation counseling is provided by personnel and offices that are not responsible for encouraging service members to reenlist.

Health Technology to Enhance Quality Act of 2005 or the Health TEQ Act of 2005 - Amends the Public Health Service Act to establish the Office of the National Coordinator of Health Information Technology to carry out programs and activities to develop a nationwide interoperable health information technology infrastructure. Requires the Coordinator to establish a permanent Electronic Health Information Standards Development Working Group to review existing standards, identify deficiencies, and recommend modifications. Requires the Secretary of Health and Human Services to review and provide for the adoption by the federal government of any recommended modification or standard. Requires the Secretary to develop criteria to: (1) ensure uniform and consistent implementation of any standards voluntarily adopted by private entities; and (2) ensure and certify hardware, software, and support services compliance with adopted standards. Requires the Secretary, acting through the Coordinator, to direct and coordinate federal spending related to the electronic exchange of health information and the adoption of recommendations of the Working Group. Prohibits any federal agency from expending federal funds to purchase hardware, software, or support services for implementation of a standard related to the electronic exchange of health information that is not an adopted standard. Allows the Secretary to award grants for the implementation of regional or local health information plans. Requires the Secretary to establish: (1) a safe harbor for group purchasing of hardware, software, and support services; and (2) guidelines that permit certain arrangements between health plans and issuers and health care providers. Requires the heads of relevant federal agencies to adopt and review uniform health care quality measures. Requires the Secretary to establish a Medicare value based purchasing pilot program and authorize waivers for states to establish value based purchasing programs for state Medicaid programs.

Ending the Medicare Disability Waiting Period Act of 2005 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for Medicare benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Violence Against Women Act of 2005 - Reauthorizes and increases funding under the Omnibus Crime Control and Safe Streets Act of 1968 for grants to combat violence against women. Authorizes the Attorney General, through the Director of the Office on Violence Against Women, to award grants to improve court responses. Reauthorizes provisions of the Violence Against Women Acts of 2000 and 1994 concerning training and services for the elderly and the disabled and provisions of the Family Violence Prevention and Services Act regarding funding for the national domestic violence hotline. Amends the Communications Act of 1934 to prevent cyber-stalking. Provides increased penalties for repeat domestic violence offenses and protection order violations. Directs the Secretary of Health and Human Services to award grants to: (1) fund programs serving domestic violence victims ages 12 to 24; (2) develop collaborative responses and services to families where there is both child maltreatment and domestic violence; (3) strengthen home visitation and health care system responses; and (4) develop long-term housing options for domestic violence victims who are homeless. Directs the Attorney General to award grants to reduce violence against women on college campuses. Authorizes limited emergency leave for a public employee who is a victim of domestic violence. Grants the Secretary of Homeland Security (currently, the Attorney General) authority to determine whether an alien is or has been a victim of a severe form of trafficking. Makes inapplicable a provision finding an alien inadmissible upon demonstrating a connection between the alien being a victim of a severe form of trafficking and that alien's unlawful presence in the United States. Directs the Attorney General to: (1) permit Indian law enforcement agencies to enter into, and obtain information from, federal criminal information databases, in cases of domestic violence; and (2) develop a national tribal sex offender registry and a tribal protection order registry. Establishes in the Office a Deputy Director for Tribal Affairs.

VetsRide Act - Directs the Secretary of Veterans Affairs to establish a grant program to provide innovative transportation options to veterans in remote rural areas in order to assist: (1) such veterans to travel to Department of Veterans Affairs medical centers; and (2) in providing medical care to such veterans. Limits grant amounts to $50,000.

Blinded Veterans Continuum of Care Act of 2005 - Directs the Secretary of Veterans Affairs to establish blind rehabilitation outpatient specialists at Department of Veterans Affairs medical centers with: (1) visual impairment services teams with a full-time coordinator; or (2) more than 150 currently enrolled legally blind veterans. Provides a specialist assignment priority.

Veterans Mental Health Care Capacity Enhancement Act of 2005 - Requires the Under Secretary for Health for the Veterans Health Administration of the Department of Veterans Affairs to include as goals in performance contracts for prioritizing mental health services to veterans: (1) establishing appropriate staff-patient ratio levels; (2) fostering collaborative environments for providers; and (3) encouraging clinicians to conduct mental health consultations during primary care visits. Directs the Secretary of Veterans Affairs to ensure that not less than 90 percent of Department community-based outpatient clinics have the capacity to provide on-site, contract-referral, or tele-mental health services for at least: (1) ten percent of all clinic visits by no later than September 30, 2006; and (2) 15 percent of all clinic visits by no later than September 30, 2007. Directs the Secretaries of Defense and Veterans Affairs to enter into a memorandum of understanding to ensure interdepartmental cooperation on mental health awareness and mental illness prevention. Requires the Under Secretary to establish system-wide guidelines for screening primary care patients for mental health disorders and illnesses.

21st Century Federal Pell Grant Plus Act - Amends the Higher Education Act of 1965 to establish a Federal Pell Grant Plus program that increases, to double the amount calculated for the student, the Federal Pell Grant for those students who pursue programs of study in engineering, mathematics, science, or foreign languages.

Local Law Enforcement Enhancement Act of 2005 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the state or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Medicare Ambulance Payment Reform and Rural Equity Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) revise ambulance payment rates; and (2) provide additional payments for providers furnishing ambulance services in rural areas. Directs the Secretary of Health and Human Services to review the system for adjusting payments for rural ambulance services to determine their adequacy and appropriateness. Amends SSA title XVIII with respect to a Secretary-specified uniform coding system identifying furnished ambulance services for purposes of a fee schedule. Directs the Secretary to establish a system or systems for the coding of claims for ambulance services for which payment is made, including a code set specifying the medical condition of the individual who is transported and the level of service that is appropriate for the transportation of an individual with that medical condition. Requires the code set to take into account the list of medical conditions developed in the course of the negotiated rulemaking process. (Current law authorizes the Secretary to require the claim for any ambulance services to include a code (or codes) under a uniform coding system specified by the Secretary, but does not require the establishment of such a coding system.)

Arkansas Valley Conduit Act - Directs the Secretary of the Interior to plan, design, and construct a water delivery pipeline, to be known as the Arkansas Valley Conduit, from a location in the vicinity of Pueblo Reservoir, Pueblo, to Lamar, Colorado. Designates the Southeastern Colorado Water Conservancy District, or its designee that is recognized under State law as an entity that has taxing authority, as the lead non-federal entity for the Conduit. Directs such entity to: (1) act as the official agent of the Conduit; (2) pay the non-federal share of any increased costs, including construction costs, under this Act; and (3) pay costs for and perform the operations, maintenance, and replacement of the Conduit. Sets the federal share of: (1) total planning, design, and construction costs at 80 percent; and (2) any increased costs that are a result of fundamental design changes conducted at the request of anyone other than such entity at 100 percent. Directs the Secretary, upon completion, to transfer ownership of the Conduit to such entity.

National Gasification Strategy Act of 2005 - Directs the Secretary of Energy to establish a federal incentive program that provides loan guarantees and grants for either an integrated gasification combined cycle or an industrial gasification project that will: (1) gasify coal, biomass, or petroleum residues; (2) remove pollutants from the resulting gas; (3) use the resulting gas for industrial purposes or burn it in a turbine to generate electricity; and (4) remove pollutants from the resulting flue gas. Directs the Secretary to provide financial assistance (including grants and loan guarantees) for a project to produce energy from coal mined in the western United States using appropriate advanced integrated gasification combined cycle technology, including repowering of existing facilities, that minimizes and offers the potential to sequester carbon dioxide emissions.

Oil Shale Development Act of 2005 - Directs the Secretary of the Interior to: (1) make available for leasing public land considered necessary to conduct research and development activities with respect to innovative technologies for the recovery of shale oil; (2) complete a programmatic environmental impact statement that analyzes potential leasing for commercial development of oil shale resources on public land; and (3) implement a national assessment of oil shale resources for the purposes of evaluating and mapping oil shale deposits, in specified geographic areas. Declares that this Act does not preempt or affect any state water law or interstate compact relating to water.

Research and Development Investment Act - Amends the Energy Policy Act of 1992 to: (1) direct the Secretary of Energy, if there are insufficient appropriations in any given year, to assign 60 percent of appropriated funds under the renewable energy production incentive program to facilities that use solar, wind, geothermal, or closed-loop biomass to generate electricity; (2) redefine "qualified renewable energy facility"; (3) extend the eligibility period for payments under the program through FY2015; (4) include landfill gas as a renewable energy resource; and (5) extend the termination date and program funding through FY2025. Amends the Internal Revenue Code to: (1) extend the tax credit for production of electricity from certain renewable resources until 2011; (2) include incremental geothermal and hydropower facilities as qualified energy resources for purposes of such credit; (3) allow a tax credit for 10 percent of residential solar and geothermal energy property expenditures; and (4) delay the phaseout of the tax deduction for clean-fuel vehicles and the tax credit for qualified electric vehicles until 2006.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to establish an update to the single conversion factor for 2006 of at least 2.7 %, and a formula for an update to the single conversion factor for 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate a productivity adjustment factor for 2007.

Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification Act or the Sex Offender Registration and Notification Act - Repeals existing provisions governing state registration programs for persons convicted of a criminal offense against a minor or of a sexually violent offense. Directs the Attorney General to carry out a Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification program under which a "covered individual" (an individual convicted of a listed offense against a minor) shall, for that individual's life, provide to the Attorney General specified information, including any change of address and employer. Lists exceptions. Sets penalties for violations. Requires the Attorney General to prescribe regulations to ensure that every covered individual wears and maintains a device that transmits information about that person's whereabouts to the domicile state, subject to specified requirements. Sets penalties for violations. Lists the responsibilities of the Attorney General and State or tribal actors. Provides for specified community notification by law enforcement. Directs the Attorney General to: (1) maintain a National Sex Offender Registry database to track the whereabouts and movements of covered individuals; (2) develop a software application that can be used by state and tribal actors; (3) establish and maintain a database to manage DNA information regarding covered individuals; and (4) carry out a Sex Offender Management Assistance program for awarding grants to states or tribal actors to offset costs associated with implementing this Act. Amends the Immigration and Nationality Act to subject to deportation any alien who is a covered individual and who fails to provide registration information under this Act.

Amends the Internal Revenue Code to extend through December 31, 2010, the income tax credit for biodiesel used as fuel and the excise credits for biodiesel mixtures and biodiesel used to produce biodiesel mixtures.

Presidential $1 Coin Act of 2005 - Amends Federal monetary law to set forth requirements for the redesign and issuance of circulating $1 coins emblematic of each President of the United States. Instructs the Secretary of the Treasury (Secretary) to issue bullion coins emblematic of the spouse of each such President during the same period in which the $1 coins are issued. Expresses the sense of Congress about the issuance of such coins. Instructs the Secretary to strike and issue for sale $20 gold bullion coins initially bearing the original designs by James Earle Fraser, which appear on the 5-cent coin commonly referred to as the "Buffalo nickel" or the "1913 Type 1." Instructs the Secretary of the Treasury to issue 1-cent coins during the year 2009, whose obverse design continues to bear the Victor David Brenner likeness of President Abraham Lincoln, and whose reverse design bears four different designs each representing a different aspect of Lincoln's life.

Rural Teacher Retention Act of 2005 - Directs the Secretary of Education to carry out a five-year pilot program of making allotments to applicant rural local educational agencies for: (1) one-time signing bonuses of up to $2,000 for teachers who begin employment with them on or after enactment of this Act; and (2) bonuses of up to $3,000 to qualified teachers who work in them for at least three consecutive years (or nonconsecutive years under certain circumstances).
