Oil Shale Reserve Fund Revenue Act - Requires that any amounts received by the United States, beginning on November 18, 1997, and ending on the date of enactment of this Act, from a lease under provisions relating to certain oil shale reserves be deposited in the U.S. Treasury. Requires that 50% of such amounts go to the Secretary of the Interior for the costs of all environmental restoration, waste management, and environmental compliance regarding the remediation of the land transferred under certain existing provisions, including the former Anvil Points oil shale facility in Colorado. Requires that the remaining 50% go to Garfield, Rio Blanco, Moffat, and Mesa Counties, Colorado, to mitigate the effects of oil and gas development activities within the affected areas. Prohibits counting such funds in calculating payments for the counties under provisions relating to payment for entitlement land.

Requires the Secretary of Energy to establish a program to provide health care benefits for workers who: (1) have been employed by a Department of Energy (DOE) contractor to perform duties under a contract for environmental remediation, waste management, decontamination and decommissioning, maintenance, security, and administrative activities at the Fernald Closure Project (Harrison, Ohio), the Mound Closure Project (Miamisburg, Ohio), or the Rocky Flats Environmental Technology Site (Golden, Colorado); and (2) would have qualified for health care benefits available for retirees had the individual's employment not been terminated as a result of the accelerated closure of the site.

Aging Water Infrastructure and Maintenance Act - Directs the Secretary of the Interior, acting through the Commissioner of Reclamation, to inspect at least 75% of all project facilities within one year to assess each facility's condition and to estimate the property value and population size that would be at risk if a facility fails, is breached, or otherwise allows flooding to occur. Defines a "project facility" as any part or incidental feature of a reclamation or irrigation project under the Secretary's jurisdiction that is not covered by the Reclamation Safety of Dams Act of 1978. Requires the Secretary: (1) in selecting facilities to inspect, to take into account the risk posed to public health or safety or to property; and (2) to use the data collected to develop detailed schedules for regular facility maintenance and to create a national priorities list of facilities requiring the most urgent maintenance. Requires the Secretary to: (1) carry out periodic reviews of facilities to update the list; (2) publish the list in the Department of the Interior's budget justification; (3) promulgate final regulations to establish standards for the condition and maintenance of facilities and guidelines to implement this Act and ensure compliance with regulations; and (4) carry out or provide financial support to a non-federal entity to carry out any modification determined to be reasonably required to preserve a facility's structural safety. Provides for reimbursement of costs arising from the repair of structurally deficient transferred project facilities.

National Park Centennial Fund Act - Establishes a revolving fund in the Treasury to be known as the National Park Centennial Fund, into which, not later than 30 days after enactment of this Act, on October 1, 2008, and each October 1 thereafter through 2016, there shall be transferred, out of any funds in the Treasury not otherwise appropriated, $100 million to carry out this Act. Requires the annual budget submission of the President for the Department of the Interior to include a list of National Park Centennial proposals. Requires the list to include projects under the following initiatives: (1) an Education in Parks Centennial Initiative; (2) a Diversity in Parks Centennial Initiative; (3) a Supporting Park Professionals Centennial Initiative; (4) an Environmental Leadership Centennial Initiative; (5) a Natural Resource Protection Centennial Initiative; (6) a Cultural Resource Protection Centennial Initiative; and (7) a Visitor Enjoyment and Health Centennial Initiative. Sets forth requirements for: (1) the deposit of revenues in excess of specified amounts received from offshore oil and gas activities in the Gulf of Mexico into the Fund; and (2) the establishment of special rate postage stamps as a means through which the public can contribute to the Fund. Treats the amounts received pursuant to such requirements as offsetting receipts for this Act's purposes. Terminates the authority provided for such offsets on September 30, 2017.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Small Business Health Options Program Act of 2008 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study the rating requirements that apply to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Amends the Surface Mining Control and Reclamation Act of 1977, with respect to the allocation of surface mining reclamation funds to states and Indian tribes, to modify limitations on such allocations to provide for payments for filling voids and sealing tunnels and entryways (of non-coal mines as well as coal mines). Requires uncertified states or Indian tribes to use such allocated funds to fill voids and seal tunnels and entryways (of non-coal as well as coal mines). ("Uncertified states and Indian tribes" are those which have not certified to the Secretary of the Interior that all priorities specified under the Act for eligible lands and waters have been achieved.)

Medicare Fracture Prevention and Osteoporosis Testing Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

Leadville Mine Drainage Tunnel Environmental Improvement Act of 2008 - Amends the Reclamation Projects Authorization and Adjustment Act of 1992 to repeal provisions requiring construction of a water treatment plant to treat effluent discharged from the Leadville Mine Drainage Tunnel, Colorado, and authorizing the Secretary of the Interior to investigate water pollution sources and impacts attributed to development in the Upper Arkansas River basin, develop corrective action plans, and implement corrective action demonstration projects. Requires the Secretary to operate and maintain the Tunnel in a manner that protects human health and the environment. Directs the Secretary, in cooperation with the state of Colorado, the Administrator of the Environmental Protection Agency (EPA), and other federal agencies, to: (1) investigate the Tunnel, groundwater and surface water affected by any blockage of the Tunnel, and the upper Arkansas River Watershed (study area); and (2) submit to the state, the Administrator, and Congress annual reports on how any blockages in the Tunnel affect water quality and aquatic life in the study area. Requires the Secretary, in conjunction with the Administrator, to take actions to: (1) reduce the water level in the mine pool associated with the Tunnel to prevent the risk of a catastrophic rupture and flood; and (2) maintain the water level in the mine pool at a safe level and prevent further mine pool migration. Directs the Secretary, in conjunction with the Administrator and the state, to implement those portions of the remedy selected by the Administrator, dated September 2003, for the California Gulch Superfund Site that pertain to managing the Tunnel and related mine pool.

CPSC Reform Act - Amends the Consumer Product Safety Act to authorize appropriations to carry out the Act and for other purposes. Creates or modifies provisions relating to personnel and Commissioners of the Consumer Product Safety Commission (CPSC), public disclosure of information, and rulemaking procedures. Requires third party certification of, and provides for tracking and record keeping regarding, children's products. Modifies provisions relating reporting of substantial product hazards and corrective action plans. Requires manufacturers, retailers, distributors, and importers to identify each other. Modifies provisions relating to prohibited acts, penalties, preemption, and sharing of information with federal, state, local, and foreign government agencies. Requires certain manufacturers or distributors to post an escrow or proof of insurance to cover recalls. Allows enforcement by state attorneys general and provides public and private sector whistleblower protections. Bans children's products containing lead and lowers the allowable lead content in paint. Requires a study of preventable injuries and deaths of minority children related to consumer products. Requires a cost-benefit analysis under the Poison Prevention Packaging Act of 1970. Imposes or modifies requirements regarding portable gasoline containers, toy safety, all-terrain vehicles, garage door openers, carbon monoxide, cigarette lighters, and consumer product registration forms. Requires development of a risk assessment methodology regarding imports. Requires publication of a list of product defects that constitute a substantial product hazard. Conditions importation of a consumer product on the manufacturer's compliance with certain inspection and record keeping requirements. Requires a database on violations of consumer product safety rules to be used to determine whether a container being imported contains consumer products that are in violation of a consumer product safety standard and whether action should be taken under imported products provisions.

Affordable Housing Investment Act of 2008 - Amends the Internal Revenue Code to revise and enhance tax incentives for investment in affordable housing, including by: (1) renaming the low-income housing tax credit as the affordable housing credit; (2) revising the applicable percentage rates for such credit; (3) increasing the amount of such credit for low-income buildings that are part of state-designated projects; (4) revising rules for the treatment of scattered site and rural residential rental housing projects; (5) permitting affordable housing credits for federally-assisted moderate rehabilitation developments; (6) allowing an offset against alternative minimum tax liability for affordable housing tax credit amounts; (7) exempting interest on certain exempt private activity bonds, qualified mortgage revenue bonds, qualified veterans' mortgage bonds, and certain exempt facility bonds used for residential rental projects from the alternative minimum tax; and (8) allowing the use of mortgage revenue bonds to provide housing assistance for disaster victims, single parents, and displaced homemakers. Repeals: (1) rules requiring recapture of income from sales of low-income buildings that are reasonably expected to be operated on a low-income basis; and (2) requirements to use repayments of mortgage revenue bonds for redemptions. Directs the Secretary of the Treasury to modify regulations for the low-income housing tax credit to disregard certain housing assistance grants for purposes of making reductions in the basis of property eligible for such credit.

Foreclosure Prevention Act of 2008 - Amends the Internal Revenue Code to: (1) authorize use of the proceeds of a qualified mortgage bond issue to refinance a mortgage on a residence originally financed through a qualified subprime loan; (2) raise the ceiling and volume cap imposed upon certain state housing bonds; and (3) exclude from the meaning of tax preference item private activity bonds, for purposes of the alternative minimum tax, qualified mortgage bonds or veterans' mortgage bonds issued after enactment of this Act and before January 1, 2011. Makes FY2008 appropriations for: (1) emergency needs of states and local governmental units to redevelop certain abandoned and foreclosed homes; and (2) the Neighborhood Reinvestment Corporation for foreclosure mitigation activities, including grants for housing counseling. Helping Families Save Their Homes in Bankruptcy Act of 2008 - Authorizes a bankruptcy plan for individuals with regular income to: (1) modify an allowed secured claim secured by the debtor's principal residence if the debtor's income is insufficient to retain possession of the residence by curing a default and maintaining payments while the case is pending; (2) provide for payment of such claim for a period of up to 30 years; (3) set conditions for the addition of certain fees, costs, or charges to secured debt; and (4) waive any prepayment penalty on a claim secured by a debtor's principal residence. Waives the counseling requirement upon certification that a debtor's principal residence is scheduled for a foreclosure sale. Permits the debtor, in lieu of the trustee, to proceed as the real party in interest in certain state or federal actions respecting a claim or defense. Authorizes the bankruptcy court, in core proceedings involving an individual debtor with primarily consumer debts, to conduct the proceeding and enter orders and judgments in lieu of arbitration. Creates a principal residence homestead exemption for debtors over 55 years of age. Directs the bankruptcy court to disallow claims or interests subject to any remedy for damages or rescission due to noncompliance with state or federal consumer protection law, notwithstanding a prior foreclosure judgment. Mortgage Disclosure Improvement Act of 2008 - Amends the Truth in Lending Act to set forth additional disclosure requirements governing any extensions of credit (not only mortgages) secured by the dwelling of a consumer. Increases the actual damages for which a creditor is liable for noncompliance with such Act in the case of an individual action relating to a credit transaction not under an open end credit plan that is secured by real property or a dwelling. Replaces the current range of damages from $200 to $2,000 with a flat damages amount of $5,000, adjusted annually for inflation. Amends the Internal Revenue Code to: (1) set forth carryback rules for net operating losses for specified taxable years; and (2) suspend through taxable year 2008 the 90% of alternative minimum taxable income limit for certain adjustments to the alternative (minimum) tax net operating loss deduction.

Provides for the transfer from the Secretary of the Treasury to the state of Colorado of certain amounts derived from oil and gas development leases involving Oil Shale Reserves Numbered 1 and 3, to be used by Colorado for: (1) conservation, restoration, and protection of land, water, and wildlife resources affected by oil or gas development; (2) repair, maintenance, and construction of state and county roads in development-affected areas; and (3) capital improvement projects to address impacts of such development.

Military Valor Roll of Honor Act of 2008 - Directs the Secretary of Defense to establish the Military Valor Roll of Honor registry which shall: (1) contain the names and citations of all members of the Armed Forces, members of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service), and civilians affiliated with the Armed Forces who have been awarded the medal of honor or any other medal authorized by Congress for the Armed Forces, the U.S. merchant marine, or affiliated civilians; and (2) be a publicly available database.

Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act of 2008 - Directs the Secretary of Energy to suspend, during calendar year 2008, petroleum acquisition for the Strategic Petroleum Reserve (SPR) through the royalty-in-kind program or any other acquisition method. Authorizes resumption of such acquisition not earlier than 30 days after the Secretary notifies Congress that the weighted average price of petroleum in the United States for the most recent 90-day period is $50 or less per barrel.

Secure and Fair Enforcement for Mortgage Licensing Act of 2008, or S.A.F.E. Mortgage Licensing Act of 2008 - Encourages the states to establish a Nationwide Mortgage Licensing System and Registry for the residential mortgage industry through the Conference of State Bank Supervisors and the American Association of Residential Mortgage Regulators. Sets forth procedures, requirements (including education and testing), and standards for mandatory registration and state licensing of mortgage loan originators. Requires the federal banking agencies jointly, through the Federal Financial Institutions Examination Council, to develop and maintain a system for registering depository institiution employees as registered loan originators with the Registry. Directs the Secretary of Housing and Urban Development (HUD) to establish and maintain a backup licensing and registration system for loan originators operating in a state that either: (1) does not, after a certain period of time, have a licensing and registering system for loan originators that meets the requirements of this Act; or (2) does not participate in the Registry. Requires the HUD Secretary also to establish and maintain a backup licensing, supervisory, and tracking system for loan originators if the Registry is failing to meet the requirements and purposes of this Act. Declares that this Act does not preempt state law which provides greater protection to consumers than is provided under this Act. Directs the HUD Secretary to study and report to Congress on the root causes of default and foreclosure of home loans.

Amends the Consolidated Appropriations Act, 2008, to repeal the requirement for a deduction of 2% from the amount payable to a state in FY2008 under the Federal Oil and Gas Royalty Management Act of 1982, and under the provisions of the Mineral Leasing Act and the Geothermal Steam Act of 1970, before disbursing a payment to that state and for the deposit of the amount deducted to miscellaneous receipts.

Forest Landscape Restoration Act of 2008 - Directs the Secretary of Agriculture to establish a Collaborative Forest Landscape Restoration Program to select and fund ecological restoration treatments for priority forest landscapes. Sets forth provisions concerning the eligibility criteria for, and nomination and selection of, collaborative forest landscape restoration proposals for carrying out such treatments. Requires the Secretary to establish a scientific advisory panel to evaluate, and provide recommendations on, any proposal with respect to: (1) the strength of the ecological case of the proposal for landscape restoration and the proposed restoration strategies; and (2) whether the proposal is likely to achieve reductions in long-term wildfire management costs. Authorizes the Secretary to establish a technical advisory panel to evaluate, and provide recommendations on, any proposal with respect to whether the proposal is likely to reduce the relative costs of carrying out treatments resulting from the use of woody biomass and small-diameter trees and to provide local economic benefit. Establishes the Collaborative Forest Landscape Fund, to be used for paying up to 50% of the cost of carrying out ecological restoration treatments on National Forest System land for each proposal selected. Requires: (1) creation of implementation work plans and budgets to implement proposals; (2) submission of annual reports on the accomplishments of selected proposals; (3) use of a multiparty monitoring, evaluation, and accountability process to assess the ecological, social, and economic effects of projects implementing proposals; and (4) submission of reports every five years on the Program.

Armed Forces Suicide Prevention Act of 2008 - Directs the Secretary of Defense to undertake specified actions to enhance the suicide prevention programs of the Department of Defense (DOD), including: (1) suicide prevention training for all members of the Armed Forces and DOD civilian health care community and family support professionals; and (2) a suicide prevention outreach program throughout the Armed Forces and military family communities. Directs the Secretary to provide readjustment assistance to spouses and parents of members returning from deployments, including information on: (1) ways to identify signs and symptoms of risk factors for suicide; and (2) the national suicide prevention hotline and other suicide prevention resources. Authorizes the Secretary to award grants and enter into cooperative agreements to identify and implement within DOD strategies for: (1) the recruitment and retention of qualified military behavioral health professionals to provide mental health services, and substance abuse disorder prevention and treatment services, to members; and (2) reducing the stigma associated with seeking mental health treatment.

Delays until April 1, 2009, implementation of proposed changes to payment rules under title XIX (Medicaid) of the Social Security Act for case management and targeted case management services. Prohibits the Secretary of Health and Human Services, before such date, from taking any action to restrict coverage or payment under Medicaid if such action is more restrictive than the administrative action, policy, or practice that applies to coverage of, or payment for, such services under Medicaid on December 3, 2007. Makes null and void any such action taken by the Secretary between December 4, 2007, and March 31, 2009, that is based in whole or in part on such interim final rule.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Designates the week of February 10-February 16, 2008, as National Drug Prevention and Education Week. Urges communities, schools, parents, and youth to carry out prevention and education activities to reduce and stop drug use.

Colorado Forest Management Improvement Act of 2007 [ sic ]- Directs the Secretaries of Agriculture and of the Interior to make grants to at-risk communities in Colorado to assist them in preparing, revising, or implementing a community wildfire protection plan. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the use of fire department grant funds for the development and implementation of community wildfire protection plans. Directs the Secretaries to establish collection points for the placement of vegetative material removed from federal or other land as part of a hazardous fuel reduction project under this Act. Rewrites provisions governing the biomass commercial utilization grant program. Authorizes the Secretaries to designate as Healthy Forest Partnership Zones certain federal lands and non-federal lands adjacent to those lands that are at risk of uncharacteristically severe damage to at-risk communities or community water supply facilities from a wildland fire or an outbreak of insects or disease and require at least one management activity to reduce that risk. Allows the Secretaries to enter into contracts or other agreements with partnering entities to implement hazardous fuel reduction or other projects on federal land to complement similar projects on bordering or adjacent non-federal land. Directs the Secretary of Agriculture to: (1) provide grant assistance to the Colorado Wood Program and the Forest Restoration Institute, and any other appropriate entities; and (2) collaborate with the Institute to research, develop, and transfer broader landscape treatment strategies and ways to integrate best science with community needs. Establishes the Colorado Forest Health Fund. Requires the Secretaries to provide grants for the Colorado fuels for schools program. Extends terms for stewardship end result contracting projects. Makes permanent the Secretaries' authority to enter into cooperative agreements and contracts for federal and state cooperative watershed restoration and protection. Directs the Secretary of Agriculture to prepare fire-danger maps of forested lands.

Colorado Northern Front Range Mountain Backdrop Protection Study Act - Requires the Secretary of Agriculture, acting through the Chief of the Forest Service, to review the lands within the study area (certain lands in or adjacent to the Arapaho and Roosevelt National Forests in southern Boulder, northern Jefferson, and northern Gilpin Counties, Colorado) and report to specified officials and to Congress on: (1) the present ownership of such lands; (2) which undeveloped land may be at risk of development; and (3) actions that could be taken by the United States, Colorado, a political subdivision, or any other parties to preserve the open and undeveloped character of such lands.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Social Security COLA Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to limit increases in the monthly Medicare premium, including the Medicare Advantage prescription drug program premium, to 25% of any Social Security cost of living increase.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 1997 to extend by one year the moratorium on: (1) implementation of a specified rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program (SCHIP)) of the Social Security Act; and (2) the finalization of a certain proposed rule regarding the authority of states to make payments related to graduate medical education (GME payments). Imposes a one-year moratorium on finalization or implementation of a certain proposed rule regarding the scope of permissible Medicaid payments that redefines outpatient hospitals and specifies methodologies for calculation of the outpatient services upper payment limit.

Fee Repeal and Expanded Access Act of 2007 - Rewrites specified provisions of the Federal Lands Recreation Enhancement Act. Provides for the application and administration of certain admission and use fee authorities under the Land and Water Conservation Act of 1965, the Emergency Wetlands Resources Act of 1986, and the National Parks Omnibus Management Act of 1998 as if the Federal Lands Recreation Enhancement Act had not been enacted.
