Expresses the sense of the Congress that (1) the trials of Antoly Shcharansky, Viktoras Petkus, and Aleksandr Ilyich Ginzburg are matters of deep concern to the American people that adversely affect Soviet-American relations; and (2) the U.S.S.R. Supreme Soviet should seek a humanitarian resolution to these cases and work toward improving such relations.

Declares it the sense of the Senate that Italy deserves the praise of the United States for its efforts to prevent this murder. Declares it the sense of the Senate that the President should instruct the Ambassador to the United Nations to press for consideration of proposals to end terrorism.

PCP Criminal Laws and Procedures Act - Sets forth penalties for the manufacture, distribution, or possession with intent to manufacture or distribute phencyclidine (PCP) and its salts. Requires, with respect to each transfer of piperidine, that the seller report certain information about the buyer to the Attorney General and that the buyer present positive identification. Requires importers to report each shipment of piperidine received. Specifies guidelines for searches of sellers' premises. Prescribes and sets forth penalties for certain other piperidine-related transactions including sales to minors, or sales to or by fugitives or mental defectives, and commerce in stolen piperidine.

Expresses the condemnation of the Senate of the kidnapping of Aldo Moro. Declares it the sense of the Senate that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

National Agricultural Land Policy Act - Title I: Objectives - Declares that it is the policy of the Federal Government, in cooperation with State and local governments, to use all practicable methods to retain and protect agricultural land, to reduce its conversion to nonagricultural uses, and to limit the encroachment of industrial activities. Title II: Research Program - Establishes a three-year Agricultural Land Review Commission to study: (1) agricultural land in the United States; (2) the effects of industrial development, climate and other factors on the productivity of such land; (3) the acquisition of such land by persons not engaged in agricultural activities; and (4) methods of protecting such land, and of reducing the amount of it being converted to nonagricultural uses. Authorizes the Commission to make grants to institutes of higher learning to do research pursuant to its study. Requires the Commission to report its findings, conclusions and recommendations to the President and to Congress. Title III: Demonstration Programs - Authorizes the Secretary of Agriculture to pay up to 75 percent of the cost and to provide technical assistance to any State pilot project undertaken to demonstrate and test methods of reducing the amount of agricultural land being converted to nonagricultural uses. Requires all such projects to be completed within five years after enactment of this Act. Directs the Secretary to report his findings, conclusions and recommendations to the President and to Congress. Title IV: General Provisions - Defines terms used in this Act. Title V: Funding - Authorizes for Title II programs the appropriation of $15,000,000. Authorizes for Title III programs the appropriation of $75,000,000 each for fiscal years 1979 and 1980, and $100,000,000 each for fiscal years 1981, 1982, and 1983.

Directs the Architect of the Capitol to study the feasibility of using solar energy for heating the hot water in the Phillip A. Hart Office Building now under construction. Directs the Architect to make cost comparisons between solar and conventional energy systems over specified periods of time and report such findings to the Senate.

Housing Conservation Act - Amends the Housing Act of 1964 to authorize appropriations for fiscal year 1979 and to set aside specified amounts for multifamily rehabilitation loans and for urban homesteading including under certain circumstances, local programs for homesteading locally held or acquired tax foreclosed land or vacant single family and multifamily properties. Lists conditions to be placed on the authorization of rehabilitation loans.

Congregate Housing Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 month period prior to the submission of an application for renewed funding.

Amends the Internal Revenue Code to direct the Secretary of the Treasury to issue regulations corresponding to the principles set forth in a certain private letter ruling relating to the exclusion from gross income of amounts deferred by participants in public deferred compensation plans.

Authorizes the Board of Regents of the Smithsonian Institution to acquire the Museum of African Art. Establishes within the Smithsonian Institution a bureau to be known as the Museum of African Art. Sets forth the functions of such bureau. Establishes a Commission for the Museum of African Art to assist the Board in the operation and development of the Museum. Authorizes appropriations to carry out the purposes of this Act.

Hubert H. Humphrey Institute of Public Affairs Assistance Act - Authorizes the Commissioner of Education to provide financial assistance to assist in the development of the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota, Minneapolis-Saint Paul. Authorizes up to $5,000,000 to be appropriated for such purpose.

Equal Access to Courts Act - Entitles a party which: (1) prevails in any civil action, including an action for judicial review of agency actions; and (2) is a small business as defined by the Small Business Act or an individual or entity having assets or income below specified amounts to a judgment for costs and an award for attorney fees, witness fees, and necessary studies and reports. Directs an agency to pay costs and fees to a party meeting the criteria of (2) above if such a party: (1) successfully defends the imposition of an agency sanction; (2) successfully opposes the issuance or amendments of certain agency orders; or (3) successfully appeals agency action or is subject to agency action which is appealed or reviewed. Entitles a party partially prevailing against the United States to costs and fees to the extent to which it prevailed. Authorizes, where in the interest of justice, an award of cost and fees to a party which fails to prevail in a civil action instituted by or against the United States.

Omnibus Antiterrorism Act - Title I: Reorganization of Executive Office of the President - Establishes a Council to Combat Terrorism in the Executive Office of the President. Includes among the Council's functions (1) assisting the President to implement this Act, (2) assisting in the preparation of lists of countries aiding terrorist enterprises and of dangerous foreign airports, and (3) coordinating Federal efforts to combat terrorism. Directs the President to: (1) report to Congress on each act of terrorism which involves or affects United States citizens; and (2) impose sanctions against countries on the list of countries aiding terrorists and against airports on the list of dangerous foreign airports. Title II: Reorganization of the Department of State - Establishes a Bureau for Combating International Terrorism in the Department of State. Urges the President to seek international agreements which assure cooperation in combating terrorism. Lists provisions which should be given priority in negotiating such agreements. Requires the President to: (1) develop programs to insure full implementation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation; (2) approve all defense article sales and credits made to any individual or group; and (3) include the names of all types of explosives on the United States Munitions List. Title III: Reorganization of the Department of Justice - Establishes an Office for Combating Terrorism in the Department of Justice. Directs the President to extend existing safety and security requirements to supplemental means of air transportation. Requires that all explosives contain identification and detection taggants. Title IV: Aircraft Sabotage and Piracy - Amends provisions of title 18, U.S. Code, that specify prohibited acts regarding the destruction of aircraft or aircraft facilities to, among other revisions, set forth penalties for committing violence against a passenger which is likely to endanger an aircraft in service and for communicating false information which results in endangering the safety of an aircraft in flight. Sets forth penalties for a person found in the United States who has committed against or aboard a foreign aircraft an offense in violation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation. Authorizes civil penalties for carrying an accessible weapon aboard an aircraft and for imparting or conveying information known to be false regarding one of specified crimes aboard an aircraft. Specifies minimum penalties for threatening to commit air piracy or any other of certain crimes aboard an aircraft.

Repeals the existing program of mortgage protection life insurance for veterans with a permanent and total service-connected disability who are entitled to assistance in acquiring a suitable housing unit with special fixtures or movable facilities made necessary by the nature of the veteran's disability. Establishes a new program of mortgage protection life insurance, which includes the following provisions: (1) sets the maximum amount of insurance under a policy provided under this Act at no more than $40,000; and (2) expands eligibility to include any veteran entitled to compensation for (a) permanent and total service-connected disability, or (b) the loss or loss of use of one lower extremity together with residuals of organic disease or injury which so affect the functions of balance or propulsion as to preclude locomotion without resort to a wheelchair, and any veteran who establishes to the satisfaction of the Administrator of Veterans' Affairs that he is unable to obtain commercial life insurance at a standard rate because of his service-connected disability.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Amends the Regional Rail Reorganization Act of 1973 to authorize the Secretary of Transportation to guarantee securities and obligations issued by a railroad in reorganization to State and local taxing authorities to secure the railroad's tax obligations when the Consolidated Rail Corporation, the United States Railway Association, or the Federal Government asserts a superior interest in payment out of the estate of such railroad during reorganization or liquidation proceedings under the Bankruptcy Act. Directs the Secretary, if insufficient funds are unavailable to discharge such guarantees, to issue notes or other obligations to the Secretary of the Treasury. Authorizes the Secretary of the Treasury to sell such obligations. Authorizes appropriations in such amounts as may be necessary to discharge all of the Secretary of Transportation's obligations under this Act.

Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to eliminate the requirement that States match Federal funds for improvement of nonoperational portions of stations used in intercity rail passenger service and of related facilities and fencing in the Northeast Corridor. Increases the appropriations authorized under such Act for such improvements.

Bikeway Transportation Act - Authorizes the Secretary of Transportation to make grants for 80 percent of the cost to States and municipalities of bikeway construction projects in urban territories or connecting such areas with national, State, or local parks, seashores or recreational areas. Requires such bikeway projects to be in accordance with a continuing comprehensive transportation planning process carried on cooperatively by States and local communities and in accordance with construction standards established by the Secretary.

Social Security Cost-of-Living Improvement Act - Requires an annual cost-of-living increase in Federal old-age, survivors, and disability benefits under the Social Security Act. Defines the base periods from which the need for such increases shall be determined. Directs the Secretary of Labor, in consultation with the Secretary of Health, Education, and Welfare, to develop a special Consumer Price Index for the elderly.

Federal Aid in Nongame Fish and Wildlife Conservation Act - Directs the Secretary of the Interior to provide financial assistance to State nongame fish and wildlife conservation programs. Authorizes the Secretary to transfer personnel, equipment, and scientific information to carry out this Act. Sets forth the formula for the apportionment of revenue to the States and limitations upon administrative expenses of the Secretary and the States chargeable to the Nongame Fish and Wildlife Conservation Fund. Permits any amount apportioned to a State but not expended or obligated after two fiscal years to be used by the Secretary to assist such programs in other States. Permits any such amount not paid or obligated by the Secretary at the end of two fiscal years to be made available for any nongame fish and wildlife resource project of the Fish and Wildlife Service. Directs all Federal departments and agencies to coordinate their programs with nongame fish and wildlife conservation projects administered by the States. Directs each Federal department and agency with management authority over land and water resources (1) to determine which programs under its authority may be extended to include conservation of nongame fish and wildlife species, (2) to notify the appropriate State agency of any such affirmative determination, and (3) to cooperate with the establishment of conservation agreements with State agencies for such efforts. Authorizes appropriations for fiscal years 1978, 1979, and 1980 to carry out this Act.

Rural Housing Act - Amends the Housing Act of 1949 to extend the availability of refinancing of indebtedness for rural housing assistance to elderly or handicapped families. Defines elderly or handicapped families for purposes of this Act. Directs the Secretary of Agriculture to establish a system of escrow accounts to enable borrowers to make periodic payments for taxes, insurance, and other necessary expenses. Authorizes and directs the Secretary to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Empowers the Secretary to foreclose on mortgages only if the borrower has been given prior notice. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped families to include congregate housing facilities for families who require some supervision and central services. Requires that at least 60 percent of insured rural housing loans benefit persons of low income. Makes changes in the guaranteed housing loan program and the homeownership subsidy for low and moderate income persons. Makes it mandatory for the Secretary to provide rural rental assistance. Creates the position of Assistant Secretary for Equal Opportunity in the Department of Agriculture. Amends the Consolidated Farm and Rural Development Act to increase the funds available for grants for water and waste facilities. Amends the Housing Act of 1949 to direct the Secretary of Agriculture to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1978.

Romania Earthquake Relief and Rehabilitation Act - Amends the Foreign Assistance Act of 1961 to authorize appropriations for fiscal year 1977 for relief and rehabilitation assistance to the victims of recent earthquakes in Romania. Authorizes the President to furnish such assistance.
