Stop Fentanyl Now Act of 2023

United States · United States Congress · 22 June 2023

Stop Fentanyl Now Act of 2023 This bill establishes several programs and requirements to address the use of fentanyl and related substances. For example, the bill expands the Comprehensive Opioid Abuse Grant Program in the Department of Justice (DOJ) to include training and resources for teachers on how to carry and administer opioid overdose reversal drugs (e.g., naloxone). DOJ must also increase resources and establish an interagency task force for law enforcement agencies to combat the trafficking of fentanyl, fentanyl-related, and fentanyl-laced substances. Additionally, the Department of Health and Human Services must develop a national strategy to prevent the use of these substances, award grants to state and localities for treatment programs for those who are addicted to these substances, and research the health effects of these substances. The bill also increases criminal penalties for adulterating or misbranding drugs if the violation results in serious bodily injury or death (imprisonment of up to 10 years, a fine of up to $1 million, or both for violations that result in serious bodily injury, and up to life imprisonment, a fine of up to $5 million, or both for violations that result in death). Penalties are higher for violations that include the intent to defraud or mislead. The bill adds up to 5 years of additional imprisonment if the violation involves drugs that are promoted or sold online. Furthermore, the bill exempts the possession, sale, or purchase of fentanyl drug testing equipment, including test strips, from criminal penalties under the Controlled Substances Act.

VET PFAS Act

United States · United States Congress · 21 June 2023

Veterans Exposed to Toxic PFAS Act or the VET PFAS Act This bill provides eligibility for Department of Veterans Affairs (VA) hospital care and medical services to veterans and their family members (including those in utero) who have specified conditions and resided at a military installation where individuals were exposed to perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

United States · United States Congress · 15 June 2023

American Dream and Promise Act of 2023 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the alien applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS and DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. DHS may not use information from applications filed under this bill or for Deferred Action for Childhood Arrivals status for immigration enforcement purposes. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

Right to Contraception Act

United States · United States Congress · 14 June 2023

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Specifically, the Environmental Protection Agency (EPA) must issue several reports related to composting and recycling, including a report on the capability of the United States to implement a national composting strategy in order to reduce contamination rates for recycling. The EPA must also inventory certain facilities that recycle residential materials and describe the materials that the facilities can process; collect data related to curbside and drop-off recycling and composting programs in order to establish a comprehensive baseline of data for the U.S. recycling system; and develop and disseminate best practices that states, local governments, and Indian tribes may use to enhance recycling and composting. The EPA must also develop a metric for determining the proportion of recyclable materials in commercial and municipal waste streams that is being diverted from circular markets, which are markets that utilize industrial processes and economic activities to enable post-industrial and post-consumer materials used in those processes and activities to maintain their highest values for as long as possible. After developing the metric, the EPA must then study the proportion of recyclable materials in such waste streams that were diverted from those markets in the prior ten years. Finally, the Government Accountability Office must report on the recycling practices of federal agencies.

Dealers and exhibitors with suspended or revoked licenses may not be (1) granted another license, (2) granted another license through another person or entity, or (3) employed by another licensee to work with animals during the period of the suspension or revocation.
