National Endowment for the Oceans Act - Establishes in the Treasury the National Endowment for the Oceans which shall fund grants (in conjunction with state matching grants) for programs to restore, maintain, or understand living marine resources and their habitats, and ocean, coastal, and Great Lakes resources, including baseline scientific research, ocean observing, and other programs in coordination with federal and state departments or agencies. Authorizes the Secretary of Commerce to make grants for such purposes. States that programs funded in Great Lakes states shall also seek to attain the goals embodied in the Great Lakes Restoration Initiative Plan, the Great Lakes Regional Collaboration Strategy, the Great Lakes Water Quality Agreement, or other collaborative planning efforts of the Great Lakes Region. Directs the Secretary to make grants to: (1) coastal states or affected Indian tribes; and (2) regional planning bodies to create and implement regional strategic plans. Directs the Secretary to establish a National Endowment for the Oceans Council.

Spectrum Measurement and Policy Reform Act - Directs the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration to conduct a study of occupancy on the electromagnetic spectrum (between, at least, 100 megahertz and 10 gigahertz) based on the extent of the use of such spectrum, including the amount and percentage of spectrum used in the band and the duration and percentage of time such spectrum is in use. Directs the FCC and the Administration to determine appropriate benchmarks for assessing: (1) the utilization of each electromagnetic spectrum band; and (2) the availability of services operating in other bands capable of offering substitutable services. Directs the FCC and the Administration to identify specified close proximity electromagnetic spectrum most feasible for: (1) spectrum sharing opportunities for commercial and government users; (2) spectrum reuse opportunities for commercial and government users; (3) temporary or dynamic short-term assignment and use; and (4) spectrum layering opportunities for commercial and government users. Directs the FCC and the Administration to: (1) implement pilot programs to promote spectrum sharing and reuse activities for such identified spectrum bands; (2) perform a cost-benefit analysis on electromagnetic spectrum relocation opportunities to move certain federal users and services currently operating in a specific band of the spectrum to more efficient spectrum bands; and (3) establish the Spectrum Advisory Committee. Amends the National Telecommunications and Information Administration Organization Act to authorize the Secretary of Commerce to: (1) withhold or refuse to assign frequencies for mobile radio service or other radio service; (2) assess from each federal user an annual fee for the assigned spectrum that is based on the spectrum's fair market commercial value; and (3) develop an auction revenue sharing plan where, in exchange for relinquishing spectrum usage rights, certain federal users currently operating in an assigned spectrum band would receive as an auction incentive award a percentage of the auction revenue from any resulting auction. Amends the the Communications Act of 1934 to: (1) provide that, if consistent with the public interest for a licensee to relinquish some or all of its spectrum usage rights in order to permit the assignment of new initial licenses or the allocation of spectrum for unlicensed use, the proceeds from the use of a competitive bidding system may be shared with any licensee who agreed to relinquish such usage rights; and (2) authorize the FCC to assess from each spectrum licensee an annual fee based on the fair market commercial value of that spectrum and the public interest of the service the spectrum is being used for. Amends the National Telecommunications and Information Administration Organization Act to provide for the reversion of unused Spectrum Relocation Fund amounts to the Treasury after 20 years (current law provides for reversion after 8 years).

Directs the Secretary of Veterans Affairs (VA) to pay to a state veterans home the cost of nursing home care provided to a covered veteran that is in excess of the amount paid for such care under part A of title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act. Defines a covered veteran as one: (1) in need of nursing home care for a service-connected disability; or (2) with a service-connected disability rated at 70% or more and in need of such care. Replaces provisions providing for payment of nursing home care at the lesser of the prevailing rate or the cost of daily care with provisions providing for payment at the applicable or prevailing rate in the area in which the state home is located. Directs the Secretary to reimburse a state home for any Medicare copayment required of a covered veteran. Permits a state home, in lieu of receiving payment under the above provisions, to elect to receive payment to furnish nursing home care to a veteran through a specified agreement entered into by the Secretary and the state home.

Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Requires the Secretary to report to Congress on cost share requirements under the Hollings Manufacturing Extension Partnership Program (the Program). Directs the Secretary, if a state provides financial support to a Center which exceeds 25% of the capital and annual operating and maintenance funds required to create and maintain such Center, to provide that Center, under the State Incentive Program established by this Act, assistance that is in addition to the assistance otherwise provided to it under the Program. Authorizes appropriations for FY2011-FY2015 to carry out: (1) the Program, including the Manufacturing Extension Partnership (MEP) Advisory Board; (2) the Competitive Grant Program; and (3) the State Incentive Program.

Motor Carrier Protection Act of 2010 - Requires each freight forwarder or freight broker registered with the Federal Motor Carrier Safety Administration (FMCSA) to: (1) pay an annual registration renewal fee in an amount determined by the Secretary of Transportation (DOT); (2) provide updated registration information; and (3) submit proof of compliance with applicable surety and insurance requirements. Requires noncompliant brokers, freight forwarders, or motor carriers to be listed as inactive on all relevant DOT websites. Requires the FMCSA Administrator to issue a distinctive registration number for each activity or service of a person (including motor carrier, freight forwarder, or broker) registered to provide one or more such activities or services. Requires a registrant to specify, in writing, the authority under which it is providing required services for each shipment for which it seeks compensation. Revises federal motor carrier registration requirements to prohibit a motor carrier from brokering transportation services unless registered as a broker. Requires registered motor carriers to maintain insurance for property damage when transporting property. Revises and consolidates federal registration and security requirements for freight forwarders and brokers. Prohibits a person from acting as a freight forwarder or broker unless that person: (1) holds a freight forwarder's permit or broker's license issued by the FMCSA; and (2) furnishes a bond or other surety from a provider determined by the FMCSA Administrator to be adequate to insure financial responsibility of at least $100,000. Prohibits a person acting as a broker (other than a non-vessel-operating common carrier), or an ocean freight forwarder providing brokerage as part of an international through movement involving ocean transportation between the United States and a foreign port, from providing interstate brokerage services unless that person: (1) is registered under and in compliance with this Act; and (2) has satisfied financial security requirements. Prescribes civil penalties for violators of such requirements.

Post-9/11 Veterans Educational Assistance Improvements Act of 2010 - Revises provisions concerning the post-9/11 veterans' educational assistance program to, among other things: (1) revise definitions concerning eligibility, and include certain National Guard service as service qualifying for such assistance; (2) revise assistance amounts (including monthly stipends), and types of approved programs of education; (3) allow the pursuit of educational programs at institutions other than institutions of higher learning, including on-job training and apprenticeships, flight training, and correspondence courses; (4) provide an assistance amount for programs of education pursued while on active duty; (5) repeal the limit on the use of such assistance for the payment of only one licensing or certification test; (6) allow an individual entitled to supplemental educational assistance to transfer such entitlement to the post-9/11 program; (7) provide for the transfer of unused educational benefits to family members in the case of individuals who are no longer members of the Armed Forces; (8) bar the duplication of benefits under other educational assistance programs; (9) include distance learning as an approved program of education; (10) increase the amount of the reporting fee paid by the Secretary of Veterans Affairs (VA) to an educational institution for providing information concerning an individual's enrollment in a program of education; and (11) repeal the authority to make certain interval payments. Provides an alternate subsistence allowance amount for veterans entitled to such allowance due to service-connected disabilities.

Home Star Energy Retrofit Act of 2010 - Requires the Secretary of Energy to establish: (1) the Home Star Retrofit Rebate Program to provide rebates to contractors to be passed through as discounts to homeowners who retrofit their homes to achieve energy savings; (2) a Federal Rebate Processing System to enable rebate aggregators to submit claims for reimbursement; and (3) a national retrofit website and public information campaign that provide information on the Program. Requires the Secretary to ensure that rebates are available to homeowners within 90 days of this Act's enactment. Requires the Secretary to: (1) develop a network of rebate aggregators that can facilitate the delivery of rebates to reimburse participating contractors and vendors; and (2) develop guidelines for states to allow utilities participating as rebate aggregators to count the energy savings from their participation toward state-level energy saving targets. Sets forth eligibility criteria for rebate aggregators. Establishes: (1) a Silver Star Home Energy Retrofit Program to award rebates during the first year after this Act's enactment for the energy retrofit of a home for the installation of specified energy saving measures, including air-sealing and insulation measures, duct seal or replacement, window, door, skylight, or roof replacement, heating or cooling system replacement, water heater replacement, water temperature controllers, and window film installation; and (2) a Gold Star Home Energy Retrofit Program to award rebates for retrofits that achieve whole home energy savings. Authorizes Silver Star and Gold Star rebates to be provided for the same home under specified circumstances. Sets forth provisions concerning: (1) the amount of the rebates (up to $3,000 per home for Silver Star rebates or $8,000 per home for Gold Star rebates); and (2) the treatment of rebates for tax purposes (excluded from taxable income). Requires a state that receives funding under this Act to submit to the Secretary a plan to implement a quality assurance program that covers all federally assisted residential efficiency retrofit work administered, supervised, or sponsored by the state. Requires the Secretary to establish a Home Star Energy Efficiency Loan Program to make funds available to states to support financial assistance provided by qualified financing entities for making, to existing homes, energy efficiency improvements that qualify under the Silver Star or Gold Star programs. Terminates such program two years after this Act's enactment.

Requires the Secretary, in allocating such funds, to: (1) give special consideration to the total scope and the basis of a state's needs, including the total number of patients on a waiting list, eligibility requirements, and other cost containment measures; and (2) ensure that funds be used only to provide treatments to individuals who were eligible to participate in the state program on the date of enactment of this Act.

Fairness in Women-Owned Small Business Contracting Act of 2010 - Amends the Small Business Act with respect to the procurement program for women-owned small businesses (providing a federal procurement contracting preference to such businesses) to: (1) remove the requirement that the woman or women owning such business be economically disadvantaged; (2) remove contract award price limits; and (3) allow a contracting officer to award a sole source contract to such a business under the same conditions as such a contract may be awarded to a qualified HUBZone (historically underutilized business zone) small business. Strengthening Entrepreneurship for America's Veterans Act of 2010 - Amends the Small Business Act to direct the Associate Administrator for Veterans Business Development of the Small Business Administration (SBA) to establish an online mechanism to assist, and coordinate and leverage the work of, veterans' assistance providers. Requires the SBA Administrator to establish a veterans' business center program to provide financial assistance to private nonprofit organizations to conduct five-year projects for the benefit of small businesses owned and controlled by veterans. Directs each organization receiving such assistance to establish a veterans' business center to provide specific assistance to veterans, service-disabled veterans, and reservists, as well as their spouses. Sets assistance limits at not less than $150,000 or more than $200,000 per organization per fiscal year. Provides matching funds requirements. Requires the Associate Administrator to conduct an annual examination of the programs and finances of each center, and authorizes the Associate Administrator to discontinue a center's funding under appropriate circumstances. Requires the Administrator to designate at least one individual in each SBA district as a veterans business ownership representative. Directs the Comptroller General to report to: (1) the congressional veterans and small business committees regarding the ability of small businesses owned and controlled by veterans to access credit; and (2) Congress an evaluation of the effectiveness of the veterans' business center program. Requires the Administrator to report to Congress at least semiannually on appointments made to, and activities of, an interagency task force established for small businesses owned and controlled by veterans and service-disabled veterans. Repeals current grant provisions providing for the establishment and implementation of outreach programs for veterans, disabled veterans, and reservists and permits any organization previously awarded such a grant to apply for a grant renewal under the provisions of this Act.

Authorizes the Secretary of Education to modify an AYP timeline. Allows states to use: (1) additional types of statewide models and systems for measuring all students' progress; and (2) alternative assessments, designated by their individualized education program plan teams, for students with disabilities. Gives states an option to include as limited English proficiency students, until they complete secondary school, those formerly in such subgroup who have subsequently acquired English proficiency. Permits use of local assessments in measuring AYP. Increases the levels of ESEA funding which must be reached before states are not allowed certain deferrals of academic assessments. Revises requirements relating to AYP by group and subgroup. Adds options for deeming teachers of multiple academic subjects as highly qualified, and for general social studies certification. Reauthorizes the Reading First and Early Reading First programs through FY2015. Authorizes use of reading activities subgrants for individual or small-group instruction, as well as for class-wide instruction.

Motor Vehicle Safety Act of 2010 - Directs the Secretary of Transportation, acting through the Administrator of the National Highway Traffic Safety Administration (NHTSA), to establish within NHTSA: (1) a Center for Vehicle Electronics, Vehicle Software, and Emerging Technologies to build, integrate, and aggregate NHTSA's expertise in vehicle electronics and other new and emerging technologies; and (2) an honors recruitment program for engineering students, computer science students, and other students interested in vehicle safety to train with engineers and other safety officials for careers in vehicle safety. Requires the Secretary to initiate a rulemaking to prescribe a federal motor vehicle safety standard to: (1) prevent unintended acceleration in passenger motor vehicles (excluding motorcycles or trailers) through a brake override system; (2) prevent potential obstruction of pedal movement by establishing minimum clearances for passenger motor vehicle foot pedals; (3) require electronic systems in passenger motor vehicles to meet minimum performance standards; (4) establish standards for the operation of passenger motor vehicles with keyless or push-button ignition systems, particularly in bringing a vehicle under control during an emergency situation; and (5) require an intuitive configuration and labeling of gear shifting controls for drivers. Directs the Secretary to require all passenger motor vehicles to be equipped with an event data recorder (EDR) that meets certain federal motor vehicle safety standards. Increases civil penalties for persons who violate federal motor vehicle safety requirements. Requires the Secretary to notify manufacturers of motor vehicles or related equipment whose noncompliance with federal motor vehicle safety standards or defect presents an imminent hazard to public safety that may result in death or serious bodily harm. Authorizes the Secretary, in such instances, to issue an imminent hazard order to the manufacturer, dealer, and distributor to: (1) stop further production, sale, lease, distribution, or importation into the United States of the item; and (2) notify purchasers of the imminent safety hazard. Requires the Secretary to issue regulations to require public disclosure of possible defects of motor vehicles or related equipment reported to the Secretary by motor vehicle manufacturers (Early Warning data). Directs the Secretary to: (1) improve public accessibility to information on the NHTSA vehicle safety databases; (2) issue regulations to require passenger motor vehicle manufacturers to affix, in a readily accessible location, a device that provides information on how to submit a safety-related motor vehicle defect complaint to NHTSA; and (3) establish a NHTSA passenger vehicle safety defect hotline for manufacturer, dealer, and mechanic personnel. Requires certain motor vehicle manufacturer communications to include all notices to dealerships of software upgrades and recommended vehicle modifications. Establishes whistleblower protections for motor vehicle manufacturer, part supplier, and dealership employees. Directs the Secretary to require the principal executive officer of a corporation to be responsible for requests for information in NHTSA safety or compliance investigations. Prescribes both civil and criminal penalties for knowingly and willfully submitting false, misleading, or incomplete information. Prohibits a motor vehicle manufacturer or other person who is subject to federal motor vehicle safety regulation from employing NHTSA employees for the 36-month period following the employee's termination of employment with NHTSA. Prescribes civil penalties for violations of such prohibition.

Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Veteran Employment Assistance Act of 2010 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program, headed by a Director, which designates veterans business centers to provide entrepreneurial training and counseling to veterans in areas in which the number of veterans, especially veterans of Operations Iraqi Freedom and Enduring Freedom, exceed the national median. Requires the Director to establish a program of grants to veterans business centers to: (1) provide federal procurement assistance to small businesses owned and controlled by veterans; and (2) develop outreach programs to create or further develop service-disabled veteran-owned small businesses. Authorizes the Director to hold biennial veterans entrepreneurial development summits. Decreases from three years to one year the period for completion of training of new disabled veterans' outreach program specialists and local veterans' employment representatives. Directs the Secretary of Labor to provide a training subsistence allowance for each month that an unemployed veteran is enrolled in a full-time employment and training program that is offered by an eligible training provider and teaches a skill connected to a career in an in-demand industry. Provides for the use of veterans' post-9/11 educational assistance for the pursuit of apprenticeships and on-job training. Requires the Secretary of Veterans Affairs (VA) to establish: (1) a program to award grants to states to establish veterans conservation corps to give veterans volunteer and employment opportunities under state conservation projects; and (2) a center of excellence of methods for educational institutions to afford academic credit to veterans for previous military experience and training. Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to establish: (1) information technology military pathways demonstration programs to enable veterans to build upon technical skills learned in the military when entering into the civilian information technology workforce; and (2) nursing, public health and allied health professional, and physician assistant military pathways demonstration programs to enable veterans to build upon military technical skills when entering into civilian positions in those fields. Requires the Secretary of Labor to carry out a veterans energy-related employment program to encourage the employment of veterans in the energy industry. Directs the Secretary of Defense (DOD) to carry out the Veterans to Work pilot program to provide veterans with employment in military construction projects. Requires: (1) a report on improvements and enhancements of the Transition Assistance Program to better meet the needs of members of the Armed Forces and veterans; and (2) a study on a program of transition assistance modeled on the Employment Enhancement Program of the Washington National Guard.

Prohibits separate financial requirements or more restrictive treatment limitations. Requires a health plan that does not provide coverage for benefits outside of a network to ensure that such provider network is adequate to ensure enrollee access to prosthetic and custom orthotic devices and related services provided by appropriately credentialed practitioners and accredited suppliers. Limits coverage for required benefits for prosthetics and custom orthotics to the most appropriate device or component that adequately meets the medical requirements of the patient. Requires benefits to include repair and replacement due to normal wear and tear, irreparable damage, a change in the condition of the patient, or as otherwise determined appropriate by the treating physician. Prohibits any annual or lifetime dollar limitation on benefits for prosthetics and custom orthotics unless such limitation applies in the aggregate to all benefits. Directs the Comptroller General to study the effects of the implementation of this Act.

Program for Offshore Wind Energy Research and Development Act of 2010 or the POWERED Act of 2010 - Requires the Secretary of Energy (DOE) to initiate the development of a comprehensive roadmap to assist and coordinate offshore wind power implementation efforts. Defines "offshore wind power" to mean the generation of electricity from the deployment of wind turbines in the Great Lakes and other inland navigable waters or in U.S. coastal waters, including the territorial sea, the exclusive economic zone, and the outer continental shelf. Requires the Secretary to: (1) establish the Offshore Wind Power Research and Development Program to assist and coordinate offshore wind power analysis and implementation efforts consistent with the roadmap; (2) award grants to academic institutions or industry-academic consortia to establish two or more national offshore wind centers on a competitive basis with an emphasis on technical merit; (3) ensure, in selecting academic institutions or industry-academic consortia, that at least one center focuses on transitional depth and deepwater floating offshore wind energy technologies and at least one center focuses on shallow water offshore wind energy technologies; (4) award grants to states, academic institutions, and industry-academic consortia to conduct coordinated, cohesive offshore wind power analysis, research, and development projects; and (5) request grant proposals for Program projects for implementing specified activities, plans, analysis, studies, and research related to developing offshore wind power. Amends the Public Utility Regulatory Policies Act of 1978, as it would be amended by the American Clean Energy Leadership Act of 2009 as reported to the Senate as an original measure on July 16, 2009 (S.1462), to revise the federal renewable energy credit trading program by allowing triple credits for the generation of energy from offshore wind power.
