High School Sports Information Collection Act of 2009 - Amends the Education Sciences Reform Act of 2002 to require the Commissioner of the National Center for Education Statistics to collect the following information annually from each coeducational secondary school that receives federal financial assistance and that has an athletic program: (1) the number, gender, race, and ethnicity of students that attended the school; and (2) for each team that competed in athletic competition, the number, gender, race, and ethnicity of participants, the total expenditures, the number, gender, employment status, and qualifications of trainers, medical personnel, and coaches, and the number of competitions and practices scheduled. Requires such schools to: (1) make such information available to students and potential students, upon request, and to the public by October 15 of each school year; (2) ensure that all students at the school are informed of their right to request such information; and (3) annually provide such information to the Commissioner. Directs the Commissioner to: (1) ensure that such information is posted on the Department of Education's website; (2) notify all secondary schools regarding the availability of the information; and (3) issue guidance on how to collect and report the information required under this Act.

Requires specified surcharges in the sale of such coins, which shall be paid promptly to the CGSC Foundation to help finance its support of the College.

Youth PROMISE Act

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to: (1) allow institutions of higher education to serve as regional research partners with PCCs; and (2) hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youth. Establishes a Center for Youth-Oriented Policing. Mynisha's Law - Authorizes any local or tribal government or a group of counties to submit an application to the Attorney General for designation as a High Intensity Gang Activity Area. City Youth Violence Recovery Act - Authorizes the Attorney General to award grants to partnerships comprising state mental health authorities and local or private entities to prevent or alleviate the effects of youth violence in urban communities with a high or increasing incidence of such violence. Prevention Resources for Eliminating Criminal Activity Using Tailored Interventions in Our Neighborhoods Act of 2009 or the PRECAUTION Act - Establishes the National Commission on Public Safety Through Crime Prevention to: (1) carry out a comprehensive study of the effectiveness of certain crime and delinquency prevention and intervention strategies: and (2) make initial and final reports on such strategies to specified federal and state officials. Authorizes the Director of the National Institute of Justice to make three-year grants to public and private entities for the implementation and evaluation of innovative crime or delinquency prevention or intervention strategies. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection grants.

Health Insurance Coverage Protection Act - Amends the Employee Retirement Income Security Act (ERISA) and the Public Health Service Act to prohibit a group health plan from imposing an aggregate lifetime benefit limit of less than: (1) $5 million for the first two plan years; (2) $10 million for the third and fourth plan years; and (3) adjusted amounts based on the consumer price index for subsequent plan years. Excludes from such prohibition a group health plan offered to employees of a small employer, except upon request of the employer for a consistent limit. Requires the Secretary of Health and Human Services to contract with the Institute of Medicine for a study to determine the number of individuals who have reached the lifetime limitations set forth in this Act.

HEART for Women Act

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to deny a new drug application if the application fails to include required information on clinical investigations. Directs the Secretary to: (1) require that a new drug application include any clinical data possessed by the applicant that relates to the safety and effectiveness of the drug involved by gender, age, and racial subgroup; and (2) develop guidance for the staff of the Food and Drug Administration (FDA) to ensure that new drug applications are adequately reviewed to determine whether they include the required clinical data. Authorizes the Secretary to place a clinical hold on an investigation under an investigational new drug application if the sponsor of the investigation fails to meet the requirements of an annual report on the status of each study in progress. Applies provisions relating to clinical data submission for new drug applications to applications for an investigational new drug, a biologics license for a biological product, premarket approval for a class III device, and investigational use of a device. Amends the Public Health Service Act to require the Secretary to provide that all nonidentifiable patient safety work product reported to and among the network of patient safety databases be identified by sex. Directs that analyses of statistics of information reported to the network of patient safety databases take into account data that specifically relates to women and any disparities between treatment and the quality of care between males and females. Requires the Director of the Agency for Healthcare Research and Quality to support research and demonstrations to identify and evaluate clinical and organizational strategies to improve the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires the Secretary to: (1) distribute to females age 65 or older and appropriate health care professionals educational materials relating to the prevention diagnosis and treatment of heart disease, stroke, and cardiovascular diseases in women; and (2) conduct an education and awareness campaign for health care professionals relating to such diagnosis and treatment. Expands the grant program authorizing the Secretary to award grants for preventive health services to all states.

Resource Family Recruitment and Retention Act of 2009 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) with respect to the requirement that state foster care and adoption assistance plans require development of standards to ensure that children in foster care placements in public or private agencies receive quality services that protect their safety and health. Requires such standards to require each public and private placement agency, subject to renewal of its license or other state approval, to certify annually to the state that it provides foster parents with specified services and information. Numbers among such services and information: (1) notifications of scheduled meetings to allow foster parents the opportunity to participate actively in the case planning and decision-making regarding placement of a child in their home; (2) support services to assist with care of the child; (3) information about the child's medical history, educational history, general behaviors, life experiences, the placement circumstances of the child, and the relationship between the child and his or her parents; (4) timely and complete information about all permanency options available to the child; and (5) assistance with the coordination of services for dealing with family loss and separation when a child leaves the foster home. Amends SSA title IV part B (Child and Family Services) to direct the Secretary of Health and Human Services to award grants to eligible states for innovative programs to empower, provide leadership for, and improve the recruitment, support, training, and retention of foster care, kinship care, and adoptive parents.

Fraud Enforcement and Recovery Act of 2009 or FERA - Amends the federal criminal code to: (1) redefine "financial institution" to include a mortgage lending business; (2) define "mortgage lending business" for criminal law purposes; (3) prohibit false statements in mortgage applications by employees and agents of a mortgage lending business; (4) prohibit fraudulent activities related to the Troubled Assets Relief Program (TARP) or a federal economic stimulus, recovery, or rescue plan; (5) expand securities fraud provisions to include fraud involving options and futures in commodities; (6) expand, for purposes of money laundering provisions, the concept of monetary proceeds to include gross receipts; and (7) expand money laundering provisions to prohibit the movement of money outside of the United States to avoid taxes. Authorizes appropriations to the Attorney General for FY2010-FY2011 for investigations, prosecutions, civil proceedings involving federal assistance programs and financial institutions. Authorizes additional appropriations to the U.S. Postal Service and to the Inspector General for the Department of Housing and Urban Development (HUD) for similar investigations. Amends the False Claims Act to: (1) expand liability under such Act for making false or fraudulent claims to the federal government; and (2) repeal the requirement that false claims be presented to a government employee. Requires persons violating such Act to reimburse the federal government for the costs of a civil action to recover penalties or damages under such Act.

Special Inspector General for the Troubled Asset Relief Program Act of 2009

Special Inspector General for the Troubled Asset Relief Program Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 to grant the Special Inspector General (SIG) authority to conduct, supervise, and coordinate an audit or investigation of any action taken with regard to the Troubled Asset Relief Program (TARP) that the SIG deems appropriate. Prohibits any audit or investigation, however, of any action related to: (1) graduated authorization to purchase troubled assets; (2) oversight and audits by the Comptroller General; (3) the Comptroller General's study and report on margin authority; and (4) the Congressional Oversight Panel. Authorizes the SIG to exercise specified employment authorities for additional personnel, but not after six months following enactment of this Act. Prohibits any period of appointment from exceeding the date on which the Office of the SIG terminates. States that if an annuitant receiving an annuity from the Civil Service Retirement and Disability Fund becomes employed within the Office of the SIG for the Troubled Asset Relief Program, such annuity shall continue. Limits such allowance to: (1) not more than 25 employees at any time as designated by the SIG; and (2) only pay periods beginning after the enactment of this Act. Requires the Secretary of the Treasury to: (1) either take action to address deficiencies identified by a report or investigation of the SIG or other auditor engaged by the TARP; or (2) certify to congressional committees that no action is necessary or appropriate. Instructs the SIG to work with Inspectors General of designated federal agencies to: (1) avoid duplication of effort; and (2) ensure comprehensive oversight of TARP. Requires the SIG to: (1) report to Congress by September 1, 2009, on the use of any funds received by a financial institution under TARP; and (2) make such report available to the public, including on the home page of the SIG's website within 24 hours after its submission to Congress. Requires funds for the office of the SIG to be made available not later than seven days after the the date of enactment of this Act. Makes the Special Inspector General for Iraq Reconstruction and the Special Inspector General for Afghanistan Reconstruction members of the Council of the Inspectors General on Integrity and Efficiency until the termination of their respective Offices.

Permits the USTR to take further action to enforce U.S. rights, based on the USTR's monitoring, when a petitioner considers that the actions of a foreign country in implementing a measure have not been satisfactory.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Grants the Comptroller General access, upon request, to any information, data, schedules, books, accounts, financial records, reports, files, electronic communications, or other papers, things, or property belonging to or in use by the TARP, any entity established by the Secretary under EESA, or any entity participating in a program established under EESA, and to any of their officers, employees, directors, independent public accountants, financial advisors and any and all other agents and representatives. Requires the Comptroller General to be afforded full facilities for verifying transactions with the balances or securities held by depositories, fiscal agents, and custodians. Prohibits the Comptroller General from disclosing publicly any proprietary or trade secret information obtained under this Act.

Lung Cancer Mortality Reduction Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (the Secretary) to implement a comprehensive program to achieve a 50% reduction in the mortality rate of lung cancer by 2016. Includes within such program: (1) a strategic review and prioritization of research grants; (2) an expansion of research programs, such as on predispositions to lung cancer; and (3) the expedited development of computer assisted diagnostic, surgical, treatment, and drug testing innovations. Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary to provide incentives for the development of chemoprevention drugs for precancerous conditions of the lung, drugs for targeted therapeutic treatments and vaccines for lung cancer, and new agents to curtail or prevent nicotine addiction. Provides for compassionate access to drugs, biological products, and devices under the lung cancer mortality reduction program. Requires the Secretary to establish an early disease research and management program targeted at the high incidence and mortality rates among minority and low income populations. Requires the Secretary of Defense and the Secretary of Veterans Affairs to coordinate with the Secretary in: (1) the development of the lung cancer mortality reduction program under this Act; (2) the implementation of an early detection and disease management research program for military personnel and veterans whose smoking history and exposure to carcinogens during active duty service has increased their risk for lung cancer; and (3) the implementation of coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the Secretary to establish a Lung Cancer Advisory Board to monitor the programs established under this Act.

Expresses the sense of Congress that the Director of the National Institute of Mental Health may conduct a nationally representative longitudinal study of the relative mental health consequences for women of resolving a pregnancy in various ways. Amends the Public Health Service Act to authorize the Secretary to make grants for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with a postpartum condition and their families. Directs the Secretary to ensure that such projects provide education and services with respect to the diagnosis and management of postpartum conditions. Authorizes such projects to include: (1) delivering or enhancing outpatient home-based health and support services; and (2) providing education to new mothers and their families about postpartum conditions to promote earlier diagnosis and treatment. Sets forth grant requirements. Directs the Secretary to study the benefits of screening for postpartum conditions. Prohibits the Secretary from utilizing amounts appropriated under this Act to carry out activities or programs that are duplicative of activities or programs that are already being carried out through the Department of Health and Human Services (HHS).

Financial Markets Commission Act of 2009 - Establishes in the legislative branch the Financial Markets Commission to: (1) examine all causes, domestic and global, of the current financial and economic crisis in the United States, including the collapse of major financial and commercial firms and the deterioration of the credit and housing markets; and (2) investigate the role in the crisis, if any, of the Securities and Exchange Commission (SEC), nationally recognized statistical rating organizations, the Commodity Futures Trading Commission (CFTC), the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac), trading facilities for commodities and self-regulatory organizations, the federal banking agencies, any financial or commercial corporation, partnership, or entity, and any other governmental or non-governmental entity. Requires the Secretary to sell specified percentages of the quantity of products in the Reserve as of November 1 of a fiscal year if the President finds that, on successive monthly winter dates of the same fiscal year, the average retail price of No.2 heating oil in the Northeast is equal to or more than $4.00 per gallon (in 2008 dollars). Requires the Secretary to use any revenue derived from such sales to provide assistance to low-income consumers of heating oil under the Weatherization Assistance Program for Low-Income Persons of the Energy Conservation and Production Act.

Serve America Act - Amends the National and Community Service Act of 1990 to create two new service-learning programs: (1) a Youth Engagement Zones to Strengthen Communities program, providing competitive grants to partnerships between local educational agencies that serve high-need, low-income communities and certain community-based or state entities to engage students and out-of-school youth in service-learning addressing specific challenges faced by their communities; and (2) a Campus of Service program, which annually grants up to 30 institutions of higher education (IHEs) with exemplary service-learning programs the funds to assist their students' pursuit of public service careers, and the right to nominate additional individuals for ServeAmerica Fellowships. Directs the Corporation for National and Community Service (Corporation) to contract for a 10-year, longitudinal service-learning impact study. Establishes the Commission on Cross-Sector Solutions to America's Problems to study ways in which the federal government and businesses can more effectively collaborate with nonprofit and philanthropic organizations to address pressing national and local challenges. Creates a Community Solutions Funds Pilot program awarding competitive matching grants to grantmaking institutions or partnerships between such institutions and state or local governmental entities which will use the grants to provide competitive matching subgrants to community organizations for use in replicating or expanding proven solutions to specifically identified community challenges. Establishes an Innovation Fellowships Pilot program awarding competitive grants to individuals who are veterans, or have completed at least one period of national service, to establish innovative nonprofit organizations that address national and local challenges. Creates a ServeAmerica Corps program providing formula grants to states and awarding competitive grants to states and nonprofit organizations to fund national service in low-income communities by: (1) Clean Energy Service Corps that improve certain clean energy indicators, including energy efficiency and conservation measures; (2) Education Corps that improve certain education indicators, including student engagement, achievement, and graduation; (3) Healthy Futures Corps that improve certain health indicators, including health care access; (4) Opportunity Corps that improve certain opportunity indicators, including financial literacy and access to housing, and employment-related services; and (5) Encore programs designed to take advantage of the skills of participants age 50 and older. Creates additional incentives for national service participation by individuals age 50 and older. Makes ServeAmerica Corps participants eligible for national service educational awards. Directs a partnership composed of the Corporation, the Director of the Bureau of the Census, and the Commissioner of Labor Statistics to: (1) create a Civic Health Index enabling states and communities to assess their civic health; and (2) conduct research on, and assessments of, domestic and international volunteering. Establishes the ServeAmerica and Encore Fellowships program providing ServeAmerica Fellowships to IHE-nominated individuals and Encore Fellowships to individuals age 50 or older who agree to be placed with nonprofit organizations to carry out projects in specified areas of national need. Makes ServeAmerica fellows eligible for national service educational awards. Creates a Volunteer Generation Fund program awarding competitive matching grants to states and nonprofit organizations to increase the availability and capacity of volunteers to address state priorities with regard to areas of national need or work with nonprofit civic entities, including faith-based organizations, to address such needs. Establishes a National Service Reserve Corps of individuals who have completed a term of national service to respond to national disasters and other emergencies. Directs the Corporation, within 180 days of this Act's enactment, to conduct a nationwide Call to Service Campaign. Requires the Office of Volunteers for Prosperity (VfP) of the United States Agency for International Development (USAID) to implement a VfPServe program providing skilled professionals with fixed-amount stipends to offset their costs of volunteering abroad to address specified VfP objectives aimed at ameliorating living conditions in developing countries.

Requires the Secretary to develop criteria: (1) governing the operation of the grant program; and (2) for the collection of data related to vision assessment and the utilization of follow-up services. Denies a foreign state engaged in such conduct sovereign immunity from the jurisdiction or judgements of U.S. courts in any action brought to enforce this Act. States that no U.S. court shall decline, based on the act of state doctrine, to make a determination on the merits in an action brought under this Act. Authorizes the Attorney General to bring an action in U.S. district court to enforce this Act. Amends the federal judicial code to make an exception to the jurisdictional immunity of a foreign state in an action brought under this Act.

Requires an air carrier to provide passengers on a departure- or arrival-delayed grounded aircraft with: (1) adequate food, water, restrooms, ventilation, and medical services; as well as (2) a time frame under which passengers may deplane a delayed aircraft after three hours, except in specified circumstances. Requires an airport operator plan to describe: (1) how passengers will be deplaned following a long tarmac delay; and (2) how facilities will be shared and gates made available to aircraft that experience such delays. Authorizes the Secretary to assess a civil penalty against air carriers and airport operators that fail to submit, obtain approval of, or adhere to a contingency plan. Requires public access to such plans. Directs the Secretary to establish a consumer hotline telephone number for air passenger complaints.

Applies the preceding provisions to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time wages, benefits, or other compensation is paid.

Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to convene or use an existing interagency committee on ocean and coastal mapping to implement such program and to coordinate federal ocean and coastal mapping and surveying activities with other federal efforts (including the Digital Coast, Geospatial One-Stop, and the Federal Geographic Data Committee), international mapping activities, coastal states, user groups, and nongovernmental entities. Authorizes the Administrator to convene an ocean and coastal mapping advisory panel consisting of representatives from nongovernmental entities to provide input regarding activities of the committee. Directs the Administrator to develop a plan for an integrated ocean and coastal mapping initiative within NOAA that: (1) identifies all ocean and coastal mapping programs within NOAA, establishing priorities; (2) encourages the development of innovative ocean and coastal mapping technologies and applications; and (3) documents available and developing technologies, best practices in data processing and distribution, and leveraging opportunities with other federal agencies, coastal states, and nongovernmental entities. Authorizes the Administrator to establish joint ocean and coastal mapping centers of excellence (including a joint hydrographic center) in institutions of higher education to conduct specified activities, including: (1) research and development of innovative ocean and coastal mapping technologies, equipment, and data products; and (2) mapping of the U.S. outer continental shelf. Requires the Administrator to continue developing a strategy for expanding contracting with nongovernmental entities.

Requires the Council to establish an Interagency Ocean Observation Committee to plan and coordinate system implementation. Establishes the Interagency Program Coordinating Office located in, but not an office of, the Department of Commerce, to facilitate the Interagency Ocean Observation Committee's responsibilities for system implementation, budgeting, and administration. Requires the National Oceanic and Atmospheric Administration (NOAA) to provide leadership for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters.

Directs the Secretary to establish a methodology for making adjustments in Medicare payment amounts for providers of services and suppliers who use health information technology and technology services with patient-specific applications that improve the quality and accuracy of clinical decision-making, compliance, health care delivery, and efficiency. Requires the Secretary to provide for the development and adoption of national data and communication health information technology standards that promote the efficient exchange of data between varieties of provider health information technology systems. Amends the Internal Revenue Code to allow an eligible entity to elect to expense qualified health care informatics system expenditures.

Federal Ocean Acidification Research And Monitoring Act of 2009 or FOARAM Act - Defines "ocean acidification," for this Act, as the decrease in pH of the Earth's oceans and changes in ocean chemistry caused by chemical inputs from the atmosphere, including carbon dioxide. Requires that the Joint Subcommittee on Ocean Science and Technology of the National Science and Technology Council coordinate federal activities on ocean acidification and establish an interagency working group. Requires the Subcommittee to develop a strategic plan for federal ocean acidification research and monitoring that provides, among other things, for the development of adaptation and mitigation strategies. Directs the Secretary of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), to enter into an agreement with the National Academy of Sciences (NAS) to review the plan. Directs the Secretary to establish and maintain an ocean acidification program in NOAA to conduct research, monitoring, and other activities, including: (1) providing grants for critical research projects exploring the ecosystem and socioeconomic impacts of ocean acidification; and (2) incorporating a competitive merit-based process for awarding grants that may be conducted jointly with other participating agencies or under the National Oceanographic Partnership Program. Requires the National Science Foundation (NSF) director to continue to carry out ocean acidification research supporting competitive, merit-based, peer-reviewed proposals for research and monitoring of ocean acidification and its impacts. Requires the administrator of the National Aeronautics and Space Administration (NASA) to ensure that space-based monitoring assets are used in as productive a manner as possible for the monitoring of ocean acidification and its impacts.

Coastal and Estuarine Land Protection Act - Directs the Secretary of Commerce to establish a Coastal and Estuarine Land Protection Program to protect the environmental integrity of undeveloped coastal and estuarine areas. Requires the program to be administered by the National Ocean Service of the National Oceanic and Atmospheric Administration (NOAA) through the Office of Ocean and Coastal Resource Management. Authorizes the Secretary to make Program grants to coastal states with approved coastal zone management plans or National Estuarine Research Reserve units for the purpose of acquiring property that will further the goals of an approved Coastal Zone Management Plan or Program, a National Estuarine Research Reserve management plan, or a regional or state watershed protection plan. Prohibits any more than 75% of the funding for any project funded with a grant made under the program from being derived from federal sources. Reserves 15% of program funds for acquisitions benefitting the National Estuarine Research Reserve. Specifies that when property is acquired under this program, the grant recipient shall provide assurances that: (1) title will be held by the recipient or another public agency designated by the recipient in perpetuity; (2) property will be managed consistent with the purpose of the Program; and (3) funds will be returned to the Secretary for redistribution if the property is sold, exchanged, or divested.

Requires that the program be conducted through a national headquarters, a network of extramural regional undersea research centers that represent all relevant NOAA regions, and the National Institute for Undersea Science and Technology. Requires that funding for projects conducted through the regional centers be awarded through a competitive, merit-reviewed process.
