Medicare Part D Outreach and Enrollment Enhancement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide a special 90-day enrollment period for individuals who qualify for an income-related subsidy under the Medicare prescription drug program under part D (Voluntary Prescription Drug Benefit Program), with waiver of any late enrollment fee. Makes appropriations to the National Center on Senior Benefits Outreach and Enrollment to provide outreach and enrollment assistance with respect to premium and cost-sharing subsidies under the drug program. Requires the Commissioner of Social Security, when conducting Medicare eligibility screening, to screen also for an individual's eligibility for medical assistance under SSA title XIX (Medicaid) for any Medicare cost-sharing, and, if the results are positive, report the pertinent information to the appropriate state Medicaid agency for the individual's eligibility determination and enrollment for Medicare cost-sharing under the state plan. Directs the Assistant Secretary of the Administration on Aging to study and report to Congress on screening processes used by government needs-based programs.

Matthew Shepard Local Law Enforcement Hate Crimes Prevention Act of 2007 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state, local, or Indian tribal laws; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of state, local, or tribal hate crime laws. Directs the Attorney General to give priority for such assistance: (1) with respect to crimes committed by offenders who have committed crimes in more than one state; and (2) to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement agencies with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state, local or tribal programs designed to combat hate crimes committed by juveniles. Amends the federal criminal code to impose criminal penalties for causing (or attempting to cause) bodily injury to any person using fire, a firearm, or any explosive or incendiary device because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of such person. Amends the Hate Crimes Statistics Act to require Attorney General to: (1) acquire data on crimes that manifest evidence of prejudice based on gender and gender identity; and (2) include in an annual summary of such data crimes committed by, and against, juveniles.

Cold War Medal Act of 2007 - Directs the Secretary of the military department concerned, upon application, to issue Cold War service medals to military personnel who served honorably during the Cold War era (September 2, 1945, through December 26, 1991).

Part D Equity for Low-Income Seniors Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Commissioner of Social Security to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information. Increases the alternative resource standard for determination of eligibility for a low-income subsidy for 2008, indexed for inflation for succeeding years. Requires indexing of deductibles and cost-sharing above the annual out-of-pocket threshold for individuals with income below 150% of the poverty line.

Informed Air Traveler Act of 2007 - Directs the Secretary of Transportation to promulgate rules to require a passenger air carrier to: (1) publish customer service data for all passenger flights on, or in conjunction with the issuance of, an airline ticket and on the air carrier's website; and (2) disclose on-time performance and cancellation rate for a chronically delayed or chronically canceled flight whenever a passenger makes a reservation or purchases a ticket for such flight in person, by telephone, or through the air carrier's website.

Clean Fuels and Vehicles Act of 2007 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to: (1) establish a process for determining the lifecycle greenhouse gas (GHG) emissions of a fuel; and (2) determine the average quantity of lifecycle GHG emissions per unit of energy delivered to a motor vehicle, or the fuel emission baseline. Requires the Administrator to include in regulations procedures by which the Administrator shall: (1) determine the lifecycle GHG emissions of a fuel and the fuel emissions baseline; (2) make such determinations and related information available to consumers; (3) label fuels with low lifecycle GHG emissions; and (4) provide information about adverse impacts of the fuel on land use and land cover, water, soil, and air quality, and public health. Directs the Administrator to: (1) establish a credit trading program to address the lifecycle GHG emissions from fuels available for use in motor vehicles; and (2) require each major oil company, refiner, or fuel importer that produces or sells fuels available for use in motor vehicles to reduce the average lifecycle GHG emissions per unit of energy delivered to a motor vehicle through fuel to specified levels. Permits a provider of a fuel that achieves a greater than required reduction in lifecycle GHG emissions to generate credits. Directs the Administrator to: (1) determine the average quantity of GHG emissions per mile for new vehicles; and (2) require each automobile manufacturer to reduce the average quantity of GHG emissions per vehicle mile of the aggregate quantity and variety of automobiles to specified levels. Redefines the term "alternative fueled automobile" to mean an automobile that is a dedicated, dual fueled, or optimized dual fueled automobile. Specifies a formula the Administrator shall use to measure the fuel economy for any model of dual fueled automobile manufactured in model years 2001-2015. Extends through model years up to 2015 the maximum increase in average fuel economy for a manufacturer attributable to dual fueled automobiles of 1.2 miles a gallon. Requires the Secretary of Transportation to: (1) require each manufacturer of alternative fuel vehicles that run on fuels with low lifecycle GHG emissions to install a green fuel cap on such vehicles; and (2) prohibit a manufacturer from installing a green cap on an automobile that does not run on such fuel.

Early Hearing Detection and Intervention Act of 2007 - Amends the Public Health Service Act to expand the newborns and infants hearing loss program to include diagnostic services among the services provided. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to assist in the recruitment, retention, education, and training of qualified personnel and health care providers. Includes within the purposes of such program: (1) developing efficient models to ensure that newborns and infants who are identified with a hearing loss through screening are not lost to follow-up by a qualified health care provider; and (2) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute on Deafness and Other Communication Disorders, to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of early intervention services, educational and program placements, and other options for their child from highly qualified providers.

Elder Justice Act - Amends the Social Security Act to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry.

Retirement Security for Life Act of 2007 - Amends the Internal Revenue Code to allow an exclusion from gross income for 50 percent of the amount otherwise includible in gross income as guaranteed payments from certain annuity or life insurance contracts. Limits the amount of such exclusion to $20,000 in any taxable year. Provides for an inflation adjustment of the $20,000 limitation beginning in 2009.

Disabled Veterans Fairness Act - Eliminates a $3 per round trip deductible charged by the Secretary of Veterans Affairs in connection with the veterans beneficiary travel program (a program authorizing a travel allowance or reimbursement for beneficiaries providing transportation for veterans to obtain medical care). Directs the Secretary, in determining the amount of such allowance or reimbursement, to use the mileage reimbursement rates for the use of privately owned vehicles by government employees traveling on official business.

Senator Paul Simon Study Abroad Foundation Act of 2007 - Establishes in the executive branch the Senator Paul Simon Study Abroad Foundation to carry out this Act under the authorities of the Mutual Educational and Cultural Exchange Act of 1961. Requires the Foundation to award grants, increasingly for study in nontraditional study abroad destinations, to: (1) U.S. students; (2) nongovernmental institutions that provide and promote study abroad opportunities for U.S. students, in consortium with institutions of higher education (IHEs); and (3) IHEs, individually or in consortium.

Designates May 18, 2007, as Endangered Species Day. Encourages: (1) educational entities to spend at least 30 minutes on such Day teaching students about threats to, and the restoration of, endangered species; and (2) organizations, businesses, private landowners, and agencies with an interest in conserving endangered species to collaborate on educational information for use in schools.

Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to provide that the value of certain funeral and burial arrangements involving an irrevocable trust whose named beneficiary is the funeral provider are not to be considered, under the SSI program, as resources available to the individual.

Permits the Live Earth organization and the Alliance for Climate Protection to sponsor the Live Earth Concert as a free public event on the Capitol grounds on July 7, 2007. Requires the sponsors to enter into an agreement with the Architect of the Capitol and the Capitol Police Board under which the sponsors agree to: (1) reimburse the U.S. Capitol Police for all costs incurred (including additional personnel costs and overtime) in meeting the security related needs at the event; and (2) comply with the requirements of this Act. Revokes the authority to hold the event on the Capitol grounds if the sponsors fail, or are unable, to enter into such agreement within 14 days before the scheduled date of the event.

Stopping Overseas Subsidies Act - Amends the Tariff Act of 1930 to apply countervailing duties to nonmarket economies. Authorizes the use of alternative methodologies in determining whether a subsidy is countervailable with respect to the People's Republic of China (PRC). Requires congressional approval for revocation of nonmarket economy country determinations made by the administering authority. Requires a United States International Trade Commission study of how the PRC uses government intervention to promote investment, employment, and exports.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Coastal and Ocean Observation System Act of 2007 - Directs the President, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system for the timely detection and prediction of changes occurring in the ocean and coastal environment that impact the nation's social, economic, and ecological systems. Makes the National Oceanic and Atmospheric Administration (NOAA) the lead federal agency for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires the Council to establish in NOAA an interagency program office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters. Authorizes departments and agencies represented on the Council to participate in interagency financing and to share funds appropriated to any Council member.

Integrated Deepwater Program Reform Act - Regulates Coast Guard procurements relating to the Integrated Deepwater Program, including requiring full implementation of the measures contained in the Coast Guard's report entitled Coast Guard: Blue Print for Acquisition Reform. Permits the Coast Guard Commandant to transfer funds for personnel, compensation, and benefits from the appropriation account Acquisition, Construction, and Improvement to the appropriation account Operating Expenses for personnel compensation and benefits and related costs necessary to execute new or existing Coast Guard procurements.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Veterans Small Business Opportunity Act of 2007 - Amends the Small Business Act to extend certain small business loan time limits with respect to a small business owned and controlled by: (1) a veteran called to active duty on or after September 11, 2001; or (2) a service-disabled veteran who became disabled due to an injury or illness incurred or aggravated during a period of active duty on or after such date. Extends such time limits by the period that the veteran was on active duty. Directs the Secretary of Defense to conduct a study for promoting positive working relations between employers and their reserve component employees. Increases: (1) certain Small Business Administration (SBA) loan limits for small business owners who are members of the National Guard or reserves; and (2) SBA funding for the Office of Veterans Business Development. Directs the President to establish an interagency task force to coordinate federal efforts to increase capital and business development opportunities for, and increase the award of federal contracting and subcontracting opportunities to, small businesses owned and controlled by disabled veterans and other veterans (businesses). Requires the SBA Administrator and the Secretary of Veterans Affairs to ensure one-stop online registration for such small businesses. Authorizes the Secretary to develop business development assistance for such small businesses.

No Oil Producing and Exporting Cartels Act of 2007 or NOPEC - Amends the Sherman Act to declare it to be illegal and a violation of the Act for any foreign state or instrumentality thereof to act collectively or in combination with any other foreign state or any other person, whether by cartel or any other association or form of cooperation or joint action, to limit the production or distribution of oil, natural gas, or any other petroleum product (petroleum), to set or maintain the price of petroleum, or to otherwise take any action in restraint of trade for petroleum, when such action has a direct, substantial, and reasonably foreseeable effect on the market, supply, price, or distribution of petroleum in the United States. Denies a foreign state engaged in such conduct sovereign immunity from the jurisdiction or judgements of U.S. courts in any action brought to enforce this Act. States that no U.S. court shall decline, based on the act of state doctrine, to make a determination on the merits in an action brought under this Act. Authorizes the Attorney General to bring an action in U.S. district court to enforce this Act. Amends the Federal judicial code to make an exception to the jurisdictional immunity of a foreign state in an action brought under this Act.

Short Line Railroad Investment Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable amount of the railroad track maintenance tax credit; (2) extend such credit through 2010; and (3) allow such credit against alternative minimum tax liabilities.

Savings for Working Families Act of 2007 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

Calls on the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to accurately characterize the systematic and deliberate annihilation of 1,500,000 Armenians as genocide and to recall the U.S. intervention in opposition to the Armenian Genocide.

Camp Ellis Beach Restoration Act - Authorizes the Secretary of the Army to carry out a project for the mitigation of shore damages attributable to the navigation project for Saco River, Maine.

Deauthorizes: (1) a portion of the project for navigation at Rockland Harbor, Maine; and (2) the portion of the Illinois Waterway project authorized by the River and Harbor Act of 1927 in the South Fork of the South Branch of the Chicago River. Redesignates a portion of the navigation project, Saco River, Maine, described as a maneuvering basin as an anchorage area. Directs the Secretary of the Army, by May 31, 2007, to publish a supplement to the major rehabilitation report for the Herbert Hoover Dike system, approved by the Chief of Engineers in November 2000, which shall: (1) evaluate existing conditions at the Herbert Hoover Dike system; (2) identify additional risks associated with flood events at the system that are equal to or greater than the standard projected flood risks; (3) evaluate the potential to integrate Corps of Engineers projects into an enhanced flood protection system for Lake Okeechobee, including the potential for additional water storage north of that lake and an analysis of other project features included in the Comprehensive Everglades Restoration Plan; and (4) review the report prepared for the South Florida Water Management District dated April 2006.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Comprehensive National Mercury Monitoring Act - Directs the Administrator of the Environmental Protection Agency (EPA) to establish a national-scale mercury monitoring program. Requires such program to monitor: (1) long-term changes in mercury levels in the air and watersheds; (2) mercury levels in water and soil chemistry; and (3) mercury levels in plants and animals. Establishes the Mercury Monitoring Advisory Committee to advise the Administrator on the establishment and operation of the program.

Water Quality Investment Act of 2007 - Amends the Federal Water Pollution Control Act to require projects receiving sewer overflow control grant assistance to be carried out subject to the requirements applicable to projects receiving assistance from state water pollution control revolving funds, except to the extent that the governor of the state in which the project is located determines that a revolving fund requirement is inconsistent with the purposes of the sewer overflow control grant program. Reauthorizes appropriations for sewer overflow control grants through FY2012. Modifies grant funding allocation provisions to reflect new dates of authorization and reauthorized amounts. Establishes a December 31, 2010, deadline for the report to Congress of the Administrator of the Environmental Protection Agency (EPA) on recommended funding levels for sewer overflow control grants.

Acknowledges the observance of March 8, 2007, as International Women's Day. Applauds the enactment of the Legal Capacity of Married Persons Act by the Kingdom of Lesotho. Lauds the Kingdom of Lesotho for demonstrating its commitment to improve gender equity. Commends the Millennium Challenge Corporation (MCC) for developing and implementing policies to advance gender equity in the Kingdom of Lesotho and other countries eligible for MCC financial assistance.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.
