Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Airline Customer Service Improvement Act

Airline Customer Service Improvement Act - Directs the Secretary of Transportation to increase Department of Transportation (DOT) resources allocated to providing: (1) airline passenger consumer protection and related services; and (2) oversight and enforcement of laws and regulations that provide protection for air travelers. Amends Federal aviation law to require each large air carrier to incorporate the provisions of the Airline Customer Service Commitment executed by the Air Transport Association on June 17, 1999, in its contract of carriage. Requires each large air carrier to institute the following specified practices, including to: (1) include fares available at the air carrier's ticket offices and airport ticket service counters (including notifying customers that lower fares may be available on the Internet) when quoting the lowest fare available to passengers; (2) disclose, without being requested, the on-time performance and cancellation rate for a chronically-delayed or canceled flight whenever a customer makes a reservation or purchases a ticket; (3) establish a plan with respect to passengers who must unexpectedly remain overnight during a trip due to flight delays, cancellations, or diversions; (4) establish a customer service quality assurance and performance measurement system; (5) establish realistic targets for reducing chronically-delayed and canceled flights; (6) establish a toll-free telephone number that passengers may use to check on the status of checked baggage that was not delivered on arrival at the passenger's destination; (7) monitor its efforts to improve services provided to passengers with disabilities and special needs; and (8) if it has a frequent flyer program, make available to the public a comprehensive report of frequent flyer redemption information in their customer literature and annual reports. Provides for improved DOT statistics with respect to missing passenger baggage and chronically delayed or canceled flights. Requires the Secretary to initiate a rulemaking to amend DOT regulations to: (1) establish a uniform check-in deadline and to require air carriers to disclose their policies on how such deadlines apply to passengers making connections; and (2) increase the maximum amount of denied boarding compensation for passengers denied boarding involuntarily (bumped).

Prohibits any such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the applicant is a major source of employment in its surrounding area. Requires, for such assistance: (1) a declaration of a disaster by the President or the SBA Administrator; or (2) a certification from the governor of the State that its small businesses have suffered such economic injury and are in need of assistance which is not otherwise available.

Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Amends the Merchant Marine Act, 1936 to add passenger vessels in the oceangoing domestic trade to the list of vessels for which a capital construction fund may be established. Amends the Internal Revenue Code respecting tax incentives relating to merchant marine capital construction funds, including: (1) qualified withdrawals for payments that reduce the principal of a qualified lease of a qualified vessel; (2) prior year deposits based on audit adjustments; (3) capital gains and losses; and (4) interest computation on nonqualified withdrawals.

Directs the Secretary of Education to: (1) disseminate information and facilitate the sharing of information designed to assist small businesses in working with school systems to improve the education system through specified means, including the Internet World Wide Web; (2) establish a centralized database of materials to act as a clearinghouse for information on successful initiatives and best practices regarding the involvement of small businesses in education; and (3) study and report to Congress on the challenges facing small businesses in obtaining workers with adequate skills. Amends the Department of Education Organization Act to establish an Office of Small Business Education, administered by a Director, to: (1) review the needs of small businesses and the contributions the small business community may make with respect to efforts to improve education; (2) promote efforts to address the needs of small businesses though education programs; (3) work to remove impediments to partnerships between school systems and small businesses; and (4) propose solutions to education-related problems facing small businesses. Requires the Director to provide technical assistance to small businesses, small business organizations, school systems, and communities working cooperatively to improve education outcomes. Amends the Internal Revenue Code to establish a small business education opportunity tax credit for qualified education opportunity expenses.

Adjusts similarly the authorized percentage amounts of SBP supplemental annuity authorized for such spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay deductions for such supplemental annuities made necessary by this Act.

Unaccompanied Alien Child Protection Act of 2001 - Establishes within the Department of Justice (DOJ) the Office of Children's Services which shall be responsible for coordinating and implementing law and policy for unaccompanied alien children. Establishes an Interagency Task Force on Unaccompanied Alien Children. States that an unaccompanied alien child found in the United States shall be promptly paroled into the United States and placed under the jurisdiction of the Office. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for prohibited detention practices. Prohibits an unaccompanied alien child from being repatriated to a country unless an appropriate voluntary agency has conducted an assessment of the country conditions and the Office has conducted an assessment of the suitability of the placement of the child. Directs the Office to provide that each unaccompanied child have counsel and guardian ad litem. Amends the Immigration and Nationality Act to establish a special immigrant juvenile visa (J Visa). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Attorney General to provide immigration officers with related training. Amends the Act to exempt unaccompanied alien children from certain removal and asylum filing provisions. Directs the Comptroller General to report respecting the Office's effectiveness.

Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

Bipartisan Campaign Reform Act of 2001 - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to soft money to prohibit: (1) a national committee of a political party from soliciting or receiving contributions or making expenditures not subject to FECA; (2) a national, State, district, or local committee of a political party from soliciting or donating funds to a tax-exempt organization; and (3) a candidate or an incumbent for Federal office from soliciting or receiving funds not subject to FECA, and from soliciting, receiving, directing, transferring, or spending funds in connection with any election other than an election for Federal office, or disbursing funds in connection with such an election unless the funds meet specified requirements. Establishes an individual annual limit of $10,000 for State committee contributions. Increases the aggregate individual contribution limit to $30,000. Requires national and State committees to report all receipts and disbursements. Repeals the building fund exception to the definition of contribution. Requires the filing of additional statements on electioneering communications with the Federal Elections Commission (FEC). Sets out provisions with regard to electioneering communications, including rules prohibiting corporate and labor disbursements for such communications. Adds requirements for reporting certain independent expenditures to the FEC. Prohibits a committee of a political party from making both independent and coordinated expenditures for a nominee. Requires coordinated activities to be considered as contributions to and expenditures by a candidate. Lists the permitted and prohibited uses of amounts contributed by a candidate or an incumbent. Amends the Federal criminal code to revise the prohibition against campaign fundraising on Federal property. Amends FECA concerning contributions and donations by foreign nationals in connection with Federal, State, or local elections. Amends the National Labor Relations Act to codify the U. S. Supreme Court decision in Communications Workers of America et al. v. Beck et al.

Public Safety Medal of Valor Act- Authorizes the President to award, and present in the name of the Congress, a Medal of Valor to a public safety officer cited by the Attorney General, upon the recommendation of the Medal of Valor Review Board, for extraordinary valor above and beyond the call of duty. States that the Public Safety Medal of Valor is the highest national award for valor by a public safety officer. Establishes a Medal of Valor Review Board to select candidates to receive the Medal from among applications received by the National Medal Office. Establishes within the Department of Justice a National Medal Office to support the Board and establish criteria and procedures for the submission of nominee recommendations for the Medal. Repeals provisions of the Fire Prevention and Control Act of 1974 establishing the President's Award for Outstanding Public Safety Service and the Secretary of Commerce's Award for Distinguished Public Safety Service.

Advancing Truth and Accountability in Campaign Communications Act of 2001 - Amends the Federal Election Campaign Act of 1971 to require the filing of a report with the Commissioner of the Federal Election Commission within 24 hours of each date during a calendar year (disclosure date) on which disbursements for electioneering communications exceed an aggregate of $10,000. Defines "electioneering communications" as certain communications broadcast from either a television or radio station that refer to a clearly identified candidate for Federal office. Provides that if any person makes, or contracts to make, any payment for any electioneering communication, and such payment is coordinated with a candidate for Federal office or an authorized committee of such candidate, a Federal, State, or local political party or committee thereof, or an agent or official of any such candidate, party, or committee, then such payment or contracting shall be treated as a contribution to and an expenditure by such candidate. Prohibits, in general, corporate and labor disbursements for applicable electioneering communications.

Building, Renovating, Improving, and Constructing Kids' Schools Act - Directs the Secretary of the Treasury to make amounts in the Treasury stabilization fund available to States for loans for school construction bond interest payments and related support. Requires States to use at least 50 percent of such funds for loans to enable State, regional, or local entities to make annual interest payments on certain qualified school construction bonds they issue. Allows States to use up to 50 percent of such funds to support State revolving fund programs or other State-administered programs that assist such entities to pay for certain construction, rehabilitation, repair, or acquisition costs, with priority for projects for schools with the greatest need. Sets forth requirements for loan repayment and interest rate. Exempts a State from repayment and interest rate accrual before January 1, 2007, unless the amount appropriated to carry out assistance for education of all children with disabilities under the Individuals with Disabilities Education Act for any fiscal year before FY 2007 is sufficient to fully fund such assistance for the fiscal year at the originally promised level, which promised level would provide to each State 40 percent of the average per-pupil expenditure for providing special education and related services for each child with a disability in the State. Directs the Secretaries of the Treasury and of Education to ensure that funds are used only to pay for the interest on qualified school construction bonds or for certain other costs. Denies the Secretaries authority to approve or disapprove school construction plans assisted under this Act, except to ensure that funds under this Act are used only to supplement, and not supplant, the amount of school construction, rehabilitation, and repair in the State that would have occurred in the absence of such funds.

Sets forth certain measures that shall be applied in the event that a Palestinian state is unilaterally declared, including: (1) to make it unlawful for the government of any unilaterally declared Palestinian state, the Palestinian Authority, the Palestine Liberation Organization (PLO), or any successor entities to establish an office in the United States; (2) to bar of U.S. assistance to the government of any unilaterally declared Palestinian state, the Palestinian Authority (or to any successor entity), and any programs or projects in the West Bank or Gaza (except humanitarian assistance); (3) to withhold a specified percentage of the U.S. contribution to any international organization that recognizes a unilaterally declared Palestinian state; and (4) to oppose such state's membership in any international financial institution or the extension by such institution of any loan or other financial assistance to it. Authorizes the President to suspend, for one year, the application of a specified number of such measures provided he determines and certifies to specified congressional committees that such suspensions are in the national security interests of the United States or the application of such measures would significantly hinder the prospects for a negotiated peace agreement in the Middle East.

Child Support Distribution Act of 2000 - Title I: Distribution of Child Support - Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act (SSA) to revise requirements for the distribution of child support collected by States on behalf of children receiving certain welfare benefits. Title II: Review and Adjustment of Child Support Orders - Requires the chief executive officer of a State to certify that the State has established procedures to ensure that the State agency administering the child support enforcement program will be notified of certain families leaving the Temporary Assistance for Needy Families (TANF) program under SSA title IV part A. (Sec. 201) Requires the State child support enforcement agency to review and, if appropriate, adjust any child support order relating to any individual leaving the TANF program. Title III: Demonstration of Expanded Information and Enforcement - Directs the Secretary of Health and Human Services to develop recommendations which address the participation of public non-IV-D child support enforcement agencies in establishing and enforcing child support obligations. (Sec. 302) Prescribes requirements for ten demonstration projects involving establishment and enforcement of child support obligations by such public non-IV-D agencies. (Sec. 303) Requires a Comptroller General report to Congress on private child support enforcement agencies. Title IV: Expanded Enforcement - Reduces from $5,000 to $2,500 the amount of child support arrearage which shall trigger denial of a passport. (Sec. 402) Revises requirements for the use of tax refund intercept program to collect past-due child support on behalf of non-minor children. (Sec. 403) Prohibits garnishment of certain compensation for a service-connected disability paid to a former member of the Armed Forces for: (1) alimony; or (2) child support less than 60 days in arrears. Permits no more than 50 percent of such compensation to be garnished to pay for such child support. Title V: Fatherhood Programs - Directs the Secretary to award competitive matching grants to eligible entities to establish programs to promote marriage and successful parenting, and help fathers and their families avoid or leave cash welfare (TANF) and improve their economic status. Establishes the Fatherhood Grants Recommendations Panel to review grant applications and recommend awards. (Sec. 502) Directs the Secretary to award a $5 million grant to an experienced, nationally recognized, nonprofit fatherhood promotion organization to develop a media campaign and establish a national clearinghouse for information relating to fatherhood promotion. (Sec. 503) Directs the Secretary to award grants to States to encourage such media campaigns. (Sec. 504) Directs the Secretary to award block grants to encourage States to support the efforts of local governments, public agencies, and private nonprofit organizations to promote responsible fatherhood. Title VI: Miscellaneous - Requires the Secretary to report to Congress: (1) an interim evaluation of abstinence education programs; and (2) on undistributed child support payments. (Sec. 603) Requires the Secretary to disclose new hire information to a State to assist in the administration of unemployment compensation programs. (Sec. 604) Amends the Immigration and Nationality Act to make ineligible to receive a visa and to exclude from admission to the United States any nonimmigrant alien more than $2,500 in arrears in legally obligated child support. (Sec. 605) Declares that certain (welfare-to-work and child support) amendments made by Public Law 106-246 shall take effect as if included in the enactment of section 806 of H.R. 3424 of the 106th Congress by Public Law 106-113. (Sec. 606) Eliminates the set-aside of welfare-to-work funds for payment of a successful performance bonus. (Sec. 607) Provides for an increase in payment rate, according to a specified formula, to States for short term training of staff of State-licensed or State-approved child welfare agencies providing services. Title VII: Effective Date - Specifies the effective date of this Act.
