Unfair Foreign Competition Act of 2010 - Amends the Tariff Act of 1930 to authorize a petitioning party, in an antidumping or countervailing duty investigation, to elect, within 30 days after the investigation has started, to bring a civil action in a U.S. district court for determination that a U.S. industry is materially injured or is threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports, or sales (or the likelihood of sales) for importation, of the merchandise subject to the investigation, and that imports of the subject merchandise are not negligible. Authorizes such a petitioning party, within 30 days after a five-year review of an antidumping or countervailing duty order is initiated, to bring a civil action in a U.S. district court for determination of whether revocation of the antidumping or countervailing duty order, or termination of a suspended investigation, would likely lead to continuation or recurrence of material injury. Provides for preliminary relief and expedited action. Applies this Act to goods from Canada and Mexico.

Expresses support for the goals and ideals of Multiple Sclerosis Awareness Week. Reaffirms the U.S. people's commitment to combating multiple sclerosis by promoting awareness about its causes and risks, promoting new education programs, supporting research, and expanding access to medical treatment. Recognizes people living with multiple sclerosis and salutes the health care professionals and medical researchers who assist those living with multiple sclerosis and continue to work to find cures and improve treatments.

Military Readiness Enhancement Act of 2010 - Repeals current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces. Prohibits the Secretary of Defense (Secretary), and the Secretary of Homeland Security (DHS) with respect to the Coast Guard when it is not operating as a service in the Navy, from discriminating on the basis of sexual orientation against any member of the Armed Forces or any person seeking to become a member. Authorizes the re-accession into the Armed Forces of otherwise qualified individuals previously separated on the basis of sexual orientation. Directs the Secretary to establish in DOD the Pentagon Working Group to report recommendations regarding the implementation of this Act. Requires such report to be submitted to the congressional defense committees. Requires the Secretary to: (1) revise DOD regulations and issue new regulations as necessary to implement this Act; and (2) direct each military department Secretary to do the same. Directs the Secretary to report on the compliance of institutions of higher education with federal law concerning the denial of access by such institutions to Reserve Officer Training Corps (ROTC) military recruiting on campus, as well as a description of actions taken to effect the denial of certain federal funding to institutions that continue to prevent ROTC access.

American Renewable Energy Jobs Act - Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to change from a requirement to discretionary the authority of the Secretary of the Treasury to make a grant in lieu of tax credits to each person who places in service specified energy property. Subjects any such grants to Buy American requirements without regard to whether the specified energy property involves a public building or public work. Prohibits the Secretary from making any grant payment unless the Secretary analyzes and takes into consideration domestic job preservation and creation provided by a specified energy property, including domestic job preservation and creation related to: (1) production of equipment for the property; (2) installation of equipment for the property; and (3) operation of the property. Requires submission of a copy of such analysis to specified congressional committees.

Green Communities Act of 2009 [ sic ] - Directs the Secretary of Commerce, through the Assistant Secretary of Commerce for Economic Development, to make grants to eligible municipalities to carry out community greening initiatives. Defines such an initiative as a program that increases economic development by improving the environment and that may include: (1) revitalizing municipal parks and public spaces; (2) landscaping community gateways and key corridors; (3) tree plantings and urban forestry projects; (4) comprehensive planning for open space preservation; (5) education, training, and volunteer management concerning community green initiatives; (6) green roof construction; (7) green stormwater infrastructure; and (8) vacant lot management. Defines an "eligible municipality" as a municipality that meets criteria for an economic adjustment grant under the Public Works and Economic Development Act of 1965. Directs the Secretary to select 80 eligible municipalities to receive grants. Requires an eligible municipality seeking a grant to agree to make available nonfederal funds to carry out the initiative in an amount equal to not less than 50% of the grant awarded. Directs the Secretary to make grants to, or enter into contracts with, five nonprofit organizations to provide technical assistance and training to municipalities receiving grants.

Amends the Surface Mining Control and Reclamation Act of 1977 to permit the use of moneys in the Abandoned Mine Reclamation Fund to allow transportation and use of dredged materials for abandoned mine reclamation. Requires application of this Act to permit use of the Fund to allow dredged materials derived from the Delaware River Deepening Project, and from annual Delaware River maintenance dredging, to be used for reclamation of abandoned mines in Northeast, Pennsylvania.

Constitutional Amendment - Declares that Congress shall have the power to regulate the raising and spending of money with respect to federal elections, including through limits on the amount of contributions and expenditures. Grants a state the power to regulate the raising and spending of money with respect to state elections. Gives Congress the power to implement and enforce this article by appropriate legislation.

State Witness Protection Act of 2010 - Amends the federal criminal code to impose criminal penalties on any person who kills, or attempts to kill, a witness in a state or local judicial proceeding, who uses physical force or the threat of force against such a witness, or who offers such witness anything of value with the intent to: (1) influence, delay, or prevent the testimony or attendance of such witness at a state or local judicial proceeding; (2) prevent the production of a record or document in a state or local judicial proceeding, (3) cause or induce any person to withhold testimony or evidence, destroy evidence, evade legal process, or be absent from a state or local judicial proceeding; (4) hinder, delay, or prevent any person from providing information to a state or local law enforcement officer or judge; or (5) retaliate against any person for attending a state or local judicial proceeding or providing information to a law enforcement officer. Directs the United States Sentencing Commission to amend guidelines to increase the sentencing range for obstruction of justice if such crime involved threatening, harming, or bribing a witness or the destruction of evidence.

Small Business Contracting Revitalization Act of 2010 - Amends the Small Business Act to direct each federal agency (agency) to include in each solicitation for any contract award above the substantial bundling threshold a provision soliciting bids by small business teams and joint ventures. Requires each agency head to publish on its website its policy on contract bundling and consolidation, as well as a rationale for any bundled contract solicited or awarded. Requires the: (1) Director of Small and Disadvantaged Business Utilization of each agency to report every three years to the congressional small business committees regarding their procurement center and commercial market representatives; (2) Comptroller General (CG) to report to Congress regarding the procurement center representative program of the Small Business Administration (SBA); and (3) SBA Administrator to implement an electronic procurement center representative program. Directs each agency head to ensure that decisions regarding consolidation of contract requirements are made with a view toward providing small businesses with appropriate opportunities to participate as prime contractors and subcontractors. Limits agency use of acquisition strategies involving consolidations of contract requirements of more than $2 million. Requires the Administrator to establish a Center for Small Business Teaming to carry out a pilot program for federal contract teaming and joint ventures involving small businesses. States that it is the policy of Congress that certain contract oversight recommendations of the CG be implemented government-wide. Requires each agency head to issue a policy on small business subcontracting compliance. Directs the: (1) Administrator for Federal Procurement Policy and the SBA Administrator to jointly establish criteria for the reservation of certain federal prime contracts for award to small businesses; and (2) Controller of the Office of Federal Financial Management to issue guidelines for small business participation in purchases in excess of the micro-purchase threshold. Requires: (1) procurement employees and program managers to communicate to subordinates the importance of achieving small business procurement goals; and (2) procurement contracting officers to consider prime contractor failure to make full and timely payments to a subcontractor when evaluating contractor performance. Repeals the small business competitiveness demonstration program. States that there shall be a presumption of loss to the United States whenever a contract, agreement, or grant intended for award to a small business is instead awarded to an entity that misrepresented itself as a small business. Requires a small business to annually certify its size and, if appropriate, small business status. Directs the: (1) Federal Acquisition Institute to develop personnel training concerning the proper classification of business size and status; and (2) head of each relevant federal agency and the SBA Inspector General to issue a government-wide policy on the prosecution of small business size and status fraud. Requires the: (1) Administrator to review and make appropriate adjustments to small business size standards; and (2) CG to conduct a study of the SBA mentor-protege program and other alliances pairing a larger business and a small business partner to gain access to federal contracts.

10 Million Solar Roofs and 10 Million Gallons of Solar Water Heating Act of 2010 - Requires the Secretary of Energy to establish a program to provide rebates for the purchase and installation of solar photovoltaic systems and solar water heating systems for residential and commercial properties in order to install over 10 years at least : (1) an additional 10 million solar systems with a cumulative capacity of at least 30,000 megawatts; and (2) an additional 200,000 solar water heating systems with a cumulative capacity of 10 million gallons. Establishes rebate eligibility criteria and the amount of rebates.

International Violence Against Women Act of 2010 - Directs: (1) the Secretary of State to designate an Ambassador-at-Large for Global Women's Issues; and (2) the Administrator of the United States Agency for International Development (USAID) to designate a Women's Development Advisor. Directs the Secretary to: (1) develop a comprehensive strategy to prevent violence against women and girls; (2) prepare a public report on best practices for preventing and addressing violence against women and girls internationally; and (3) determine emergency response measures to identified critical or widespread incidents of violence against women and girls in situations of armed conflict. Authorizes the Secretary and the Administrator to provide assistance to nongovernmental organizations, multilateral institutions, and foreign countries to implement such strategy and related activities. Requires that special efforts be made to award amounts appropriated under this Act to community-based and women's nongovernmental organizations in recipient countries. Directs the Secretary and the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of Defense when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Directs the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps.

Reaffirms the centrality of the freedoms of expression and the press as cornerstones of U.S. foreign policy and U.S. efforts to promote individual rights. Expresses concern over official efforts in many countries to restrict speech and expression, including attempts to restrict Internet access. Welcomes the diplomatic initiative announced by Secretary of State Clinton to encourage Internet freedom globally. Condemns the cyber attacks allegedly launched from China against Google and other companies and calls on the government of China to review such cyber intrusions. Urges companies to refuse to aid in the curtailment of free expression. Calls on the President and the Secretary to develop means by which the U.S. government can rapidly respond to threats against the freedoms of press and expression.

Acknowledges the importance of preventing a renewed North-South civil war in Sudan which would have catastrophic humanitarian consequences for Sudan and could destabilize the wider region. Supports efforts by President Obama and the international community to reinvigorate implementation of the Comprehensive Peace Agreement. Calls on the parties in Sudan to comply with their Agreement commitments.

Fire Sprinkler Incentive Act of 2010 - Amends the Internal Revenue Code to classify automatic fire sprinkler systems as five-year depreciable property. Makes this Act applicable to property placed in service after April 11, 2003.

Justice Against Sponsors of Terrorism Act - Amends the federal judicial code to: (1) expand the liability of foreign states for tortious acts committed against U.S. citizens during a terrorist act and allow civil actions against a foreign state that are now pending or that were dismissed to proceed in accordance with such expanded liability; and (2) impose liability on a foreign state for the acts or omissions of its officials or employees while acting within the scope of their office or employment. Amends the federal criminal code to: (1) impose liability on any person who aids and abets an act of international terrorism, provides material support or resources to terrorist organizations, or conspires with terrorists; (2) grant U.S. district courts personal jurisdiction over such persons; (3) remove the prohibition against bringing a civil action against foreign states or foreign officials for damages related to acts of terrorism; (4) extend from 4 to 10 years the limitation period for bringing an action for civil damages resulting from an act of international terrorism; and (5) allow previously time-barred cases to be refiled within 90 days of the enactment of this Act.

Small Business Lending Enhancement Act of 2009 - Amends the Federal Credit Union Act to increase the total permissible amount of member business loans by an insured credit union (excluding those made to nonprofit religious organizations) to a limit of 25% of the credit union's total assets. Increases from $50,000 to $250,000 the maximum total extensions of credit a borrower or associated member of an insured credit union may have before any extension of credit shall be considered a member business loan. Directs the National Credit Union Administration (NCUA) Board to report semiannually to Congress on the status of member business lending made by insured credit unions during the reporting period.

Helping Small Business Succeed Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the section 7(a) guaranteed loan program and the Microloan Program. Amends the Small Business Investment Act of 1958 to increase maximum amounts of loans to state and local development companies for plant acquisition, construction, conversion, and expansion. Increases the maximum loan guarantee percentage under the 7(a) program, effective until October 3, 2011. Amends the American Recovery and Reinvestment Act of 2009 to extend through such date the authority to extend increased loan guarantees to small business lenders and to eliminate certain loan fees. Authorizes the Administrator of the Small Business Administration (SBA), through such date, to make loans to small businesses located in an economic disaster area. Amends the Emergency Economic Stabilization Act of 2008 to direct the Secretary of the Treasury to transfer to the Administrator necessary amounts to carry out this Act.

Law Student Clinic Participation Act of 2009 - Amends the federal criminal code to exempt a law student or staff member participating in the legal clinic or externship of an accredited law school for a covered matter (i.e., a legal proceeding in which the United States has a direct and substantial interest) within the scope of the clinic from the criminal conflict of interest rules applicable to federal and District of Columbia employees, unless: (1) the student or staff member has participated personally and substantially in the matter as a government employee; or (2) the matter is pending in the department or agency in which the student or staff member is serving.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Small Business Export Enhancement and International Trade Act of 2009 - Amends the Small Business Act to: (1) require the Office of International Trade of the Small Business Administration (SBA) to implement small business export promotion programs that increase the number of small businesses that export as well as the volume of their exports; and (2) establish an Associate Administrator for International Trade as the head of the Office. Repeals the five-person limit on the number of additional Associate Administrators the SBA Administrator may appoint. Requires Export Assistance Centers (one-stop shops for U.S. exporters) to aid the Associate Administrator in promoting export assistance programs through SBA district and regional offices, the small business development center network, Export Assistance Centers, the network of women's business centers, chapters of the Service Corps of Retired Executives (SCORE), state and local export promotion programs, and partners in the private sector. Requires the Associate Administrator to establish annual goals to enhance the export capabilities of small businesses and small manufacturers to compete against foreign entities. Directs the Associate Administrator, in order to provide small businesses access to certain export financing programs, to appoint at least one trade financial specialist within the SBA to oversee international loan programs and assist SBA employees with trade finance issues. Directs the SBA Administrator to establish an export and trade counseling certification program for employees of lead small business development centers and lead women's business centers in providing export assistance to small businesses. Requires the Associate Administrator to develop performance measures to support export growth goals for Office activities to promote exports by small businesses. Directs the SBA Administrator to carry out a comprehensive program to help small businesses to resolve international trade disputes. Directs the SBA Administrator, in coordination with the Secretary of Commerce, to ensure that the number of export finance specialists assigned to the Export Assistance Centers is at least the number that were assigned on January 1, 2003. Requires that there are at least three specialists in each SBA region. Increases the total outstanding amount of a loan guaranteed by the SBA under the Export Working Capital Program. Caps SBA participation in an international trade loan at 90%. Authorizes the SBA to make a guaranteed loan for working capital that will allow an eligible small business concern engaged in or adversely affected by international trade to improve its competitive position. Allows such loan to be secured by a second lien position on the property or equipment financed by the loan or on other assets of the small business concern. (Currently, a first lien position or first mortgage on the property, equipment, or other business assets is required.) Names the foreign market development loan guarantee program the Export Working Capital Program. Establishes the Export Express Program to authorize the SBA Administrator to guarantee loans to small businesses for export development activities. Directs the Associate Administrator to establish a three-year State Trade and Export Promotion Grant (pilot) Program to make grants to states to carry out export promotion programs for small businesses, including those owned and controlled by women and socially and economically disadvantaged individuals. Requires the SBA Administrator to report to Congress on rural export promotion programs for small businesses. Requires a small business development center that counsels a small business concern on international trade issues to: (1) consult with state trade agencies and Export Assistance Centers to provide appropriate services to the small business concern; and (2) refer the small business concern to a State trade agency or an Export Assistance Center, as necessary, for further counseling or assistance. Requires: (1) the United States Trade Representative (USTR) to notify the SBA Administrator at least 90 days before entering into trade agreement negotiations with a foreign country; and (2) the SBA Administrator to present recommendations relating to small business exporter concerns to the USTR at least 30 days before negotiations begin.

Trade Reform, Accountability, Development, and Employment Act of 2009 or the TRADE Act of 2009 - Directs the Comptroller General to: (1) review certain free trade agreements (including Uruguay Round Agreements) between the United States and a trade agreement country to evaluate their economic, employment, environmental, national security, health, safety, and other effects; and (2) report on them to the Senate Committee on Finance and the House Committee on Ways and Means, including analyses of specified aspects of each trade agreement and certain information about agreement parties, such as whether the country has a democratic form of government, adopted and enforces certain core labor rights, respects fundamental human rights, enforces rights under the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), complies with environmental laws, and poses a potential national security concern. Requires implementing bills of new trade agreements between the United States and another country to include certain standards with respect to: (1) labor; (2) environment and public safety; (3) food and product health and safety; (4) services; (5) investment; (6) procurement; (7) intellectual property; (8) agriculture; (9) trade remedies and safeguards; (10) dispute resolution and enforcement; and (11) technical assistance. Sets forth a point of order to consideration of bills implementing new trade agreements. Requires the President to submit to Congress a plan for the renegotiation of existing trade agreements to bring them into compliance with such standards. Expresses the sense of Congress that certain processes for U.S. trade negotiations should be followed when Congress considers legislation providing special procedures for bills implementing trade agreements.

Growing Safe Food Act of 2009 - Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to make grants for food safety training, education, extension, outreach, and technical assistance, with respect to foods under the authority of the Commissioner of Food and Drugs (FDA), to: (1) farm owners and operators; (2) small food processors; and (3) small fruit and vegetable merchant wholesalers. Authorizes the Secretary to make grants to farms that have, or are transitioning to, certified organic production.

Offers support and hope for a full recovery for those wounded there. Shares in the pain and grief felt by the people of the United States in the aftermath of this tragic event.

Jerusalem Embassy Relocation Act of 2009 - Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Limits appropriations that may be obligated in FY2012 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that, for each of FY2010-FY2011, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Justice for Survivors of Sexual Assault Act of 2009 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) require states receiving Edward Byrne Memorial justice assistance grants to certify the implementation of a policy for requiring all rape kits (DNA evidence relating to sexual assault) to be sent to crime laboratories for forensic analysis: (2) adjust the amount of such grants based upon compliance and noncompliance with rape kit backlog reduction requirements under this Act; (3) eliminate rape kit repayment requirements for sexual assault victims; and (4) provide for sexual assault forensic medical personnel examiners to collect and preserve evidence, provide expert testimony, and provide treatment of trauma relating to sexual assault. Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) authorize funding to eliminate rape kit backlogs and ensure that DNA analyses of samples from rape kits are carried out in a timely manner; and (2) require states and local governments to adopt performance measures for reducing rape kit backlogs. Directs the Comptroller General to study and report to Congress on the availability of sexual assault nurse examiners and trained examiners at all Indian Health Service facilities operated under contracts.

Expresses the sense of the Senate that the Supreme Court should permit live television coverage of all open sessions of the Court unless the Court decides, by a vote of the majority of justices, that allowing such coverage in a particular case would constitute a violation of the due process rights of one or more of the parties before the Court.

COBRA Subsidy Extension and Enhancement Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to: (1) increase the subsidy under COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) to 75% of a worker's health care insurance premium; (2) extend such subsidy from 9 to 15 months after termination from employment; (3) extend coverage under COBRA to employees whose work hours are involuntarily reduced; and (4) extend until June 30, 2010, the period of eligibility for COBRA premium assistance.

Expresses gratitude to the members of the Army National Guard and Air National Guard of Pennsylvania and their families for their service and sacrifice on behalf of the United States. Commends the members of the 56th Brigade Combat Team (Stryker) of the Pennsylvania Army National Guard on the completion of their deployment to Iraq. Recognizes that Team's achievements, as well as all other formerly and presently deployed Pennsylvania Army and Air National Guard units and members, for their exemplary service.

Amends the Harmonized Tariff Schedule of the United States to extend the temporary duty suspensions on certain cotton shirting fabrics. Amends the Tax Relief and Health Care Act of 2006 to require the Secretary of the Treasury to transfer from the Treasury to the Pima Cotton Trust Fund amounts equal to the duties received in the Treasury from certain imported woven fabrics of cotton since January 1, 2004. Extends the authority of the Secretary to make transfers to the Trust Fund for certain annual distributions (duty refunds) to U.S. manufacturers who certify by affidavit to have used such imported cotton in the manufacture of cotton shirts. Requires annual affidavits from shirting manufacturers and from yarn spinners.
