Unaccompanied Alien Child Protection Act of 2003 - Establishes procedures for immigration officers who find an unaccompanied alien child at a U.S. land border or point of entry who is a national or habitual resident of a contiguous country. Establishes that other unaccompanied alien children, including trafficking victims, shall be in the care of the Office of Refugee Resettlement, except that such children who threaten U.S. security or who are charged with or have been convicted of a felony shall be in the care of the Directorate of Border and Transportation Security. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for detention and prohibited detention practices. Expresses the sense of Congress that the United States Government should ensure that it does not repatriate children in its custody into life- and safety-threatening settings. Directs the Secretary of State to include in the annual State Department Country Report on Human Rights an assessment of the degree to which each country protects children from smugglers and traffickers. Directs the Office, with respect to unaccompanied alien children in the custody of the Office or the Department of Homeland Security, to: (1) develop age determination procedures; and (2) provide immigration counsel. Directs the Executive Office for Immigration Review to develop model guidelines for legal representation of children. Authorizes the Office to provide that each unaccompanied child have a guardian ad litem. Requires the Office to implement a pilot program for the appointment of guardians ad litem. Amends special immigrant juvenile provisions of the Immigration and Nationality Act (INA). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Secretary of Homeland Security to provide immigration officers with related training. Exempts unaccompanied alien children from certain removal and asylum provisions. Amends the Homeland Security Act of 2002 to set forth additional responsibilities and authorities of the Office with respect to unaccompanied alien children.

Veterans' Survivors Benefits Enhancements Act of 2003 - Amends Federal veterans' benefits provisions to increase the rates of: (1) survivors' and dependents' educational assistance; and (2) assistance for correspondence courses and apprenticeship training. Provides a duration of 36 months for survivors' and dependents' educational assistance (currently, 45 months) for a person who first files a claim after the date of enactment of this Act. Increases by $250 the monthly rate of dependency and indemnity compensation in the case of a surviving spouse with one or more children under the age of 18. Continues such additional payment until all of that spouse's children reach 18 years of age, for not more than five years following the veteran's death. Makes eligible for burial in national cemeteries a surviving spouse who had a subsequent remarriage (currently, a surviving spouse who had a subsequent remarriage which was terminated by death or divorce). Authorizes the Secretary of Veterans Affairs to provide to any child of a veteran of covered service in Korea who is suffering from spina bifida the health care, vocational training and rehabilitation, and monetary allowance currently required to be paid to a child of a Vietnam veteran who is suffering from spina bifida.

Veterans Programs Improvement Act of 2003 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2003, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Makes the effective date for the award of death pension the same as that for the award of death compensation or dependency and indemnity compensation. Excludes lump-sum insurance proceeds from income for purposes of eligibility for veterans' pensions. Prohibits the payment of veterans' disability compensation for an alcohol- or drug-abuse related disability even if the the alcohol or drug abuse is secondary to a service-connected disability. Provides alternative beneficiaries for National Service Life Insurance and United States Government Life Insurance proceeds when the first beneficiary does not make a claim. Provides burial benefit eligibility for a veteran's surviving spouse who remarries following the veteran's death. Makes permanent the authority for the State cemetery grants program. Repeals the Department of Veterans Affairs Education Loan program. Includes self-employment training under the Montgomery GI Bill.

Meat and Poultry Pathogen Reduction and Enforcement Act - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act, respectively, to direct the Secretary of Agriculture to: (1) prescribe initial and final pathogen performance standards for raw meat and raw poultry, and meat and poultry products processed in establishments inspected under such Acts; (2) identify, and publish a list of, such pathogens; (3) initiate pathogen surveys to determine existing levels of meat and poultry contamination; (4) perform microbial compliance testing at such establishments, and prohibit non-complying establishments from labeling such products as "inspected and passed "; and (5) report on the scientific feasibility of establishing health-based performance standards for pathogens in raw meat and meat products. Directs the Secretary to establish a National Advisory Committee for Microbiology Criteria for Foods. Directs the Secretary to enforce Hazard Analysis and Critical Control Point (HACCP) System requirements and other sanitation requirements in any official establishment. Authorizes the Secretary to prohibit non-complying establishments from labeling any meat or meat product, or poultry or poultry product, as "inspected and passed."

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to rename the Act as the Servicemembers' Civil Relief Act and to revise provisions with respect to certain civil protections and rights afforded to servicemembers while on active-duty assignment. Authorizes any servicemember to waive any of such rights and protections, pursuant to written agreement. Provides certain protections of servicemembers against default judgments, including a minimum 90-day stay of proceedings, with respect to the payment of any tax, fine, penalty, insurance premium, or other civil obligation or liability. Prohibits an eviction or distress from being made against a servicemember or his or her dependents during a period of military service for a premise for which rent does not exceed the greater of $1,950 (currently $1,200) or the monthly basic allowance to which the member is entitled, except by court order. Prohibits: (1) rescinding or terminating for breach of contract during a period of military service a contract for the purchase or lease of real or personal property (including a motor vehicle) entered into prior to such service; and (2) a person holding a lien on property or effects of a servicemember from foreclosing or otherwise enforcing such lien (with penalties and protection for materially affected dependents) during a period of service and 90 days thereafter. Increases the total amount of life insurance coverage protection provided under the Act to $250,000, or an amount equal to the Servicemembers' Group Life Insurance maximum limit, whichever is greater. Allows findings of fact and conclusions of law made by the Secretary of Veterans Affairs in administering the life insurance provisions of the Act to be reviewed by the Board of Veterans Appeals and the U.S. Court of Appeals for Veterans Claims (not reviewable under current law). Sets forth provisions: (1) protecting a servicemember's assets not held in connection with an obligation or liability of a trade or business of that servicemember during his or her military service; and (2) requiring institutions of higher education to allow a servicemember to return to the institution and complete classes after military service.

Veterans' Compensation Cost-of-Living Adjustment Act of 2003 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2003, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Unemployment Compensation Amendments of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to extend the TEUCA program through November 30, 2003, with a phaseout period through February 28, 2004 . (The TEUCA program provides: (1) an additional 13 weeks of unemployment benefits (TEUC) to jobless workers who have exhausted their regular unemployment benefits; and (2) another additional 13 weeks of benefits (TEUC-X), for a total of 26 additional weeks, for such workers in high unemployment States.)

Veterans' Burial Benefits Enhancement Act of 2003 - Revises eligibility requirements concerning the veterans' burial plot allowance paid by the Secretary of Veterans Affairs to a State cemetery. Authorizes the Secretary to lease any unutilized or underutilized land or facilities of the United States that are part of the National Cemetery Administration (Administration) for up to three years. Requires: (1) the lessee to maintain, protect, or restore such land or facilities; and (2) lease proceeds to be deposited into the Administration account. Directs the Secretary to establish a national cemetery in each geographic area in which more than 170,000 veterans reside more than 50 miles from an open (unfilled) national or State veterans' cemetery. Allows the Secretary to expand a current (filled) national cemetery in such an area in lieu of such requirement.

Civil War Sesquicentennial Commission Act - Establishes a Civil War Sesquicentennial Commission to plan, develop, and carry out programs and activities appropriate to commemorate the sesquicentennial of the Civil War. Requires the Commission to award a grant in each of FY 2004 through 2016 to: (1) the U.S. Civil War Center at Louisiana State University, Louisiana; and (2) the Civil War Institute at Gettysburg College, Pennsylvania.

Child and Adult Care Food Program Improvements Act of 2003 - Amends the Richard B. Russell National School Lunch Act to revise requirements for the child and adult care food program. Revises requirements relating to: (1) the eligibility of private organizations; (2) the supplement reimbursement rate for tier II family or group day care homes; (3) the administrative reimbursement rate for family or group day care home sponsoring organizations in rural areas; and (4) management support. Provides for temporary redefinitions of: (1) tier I family or group home in rural areas; and (2) at-risk school children in rural areas. Revises the program for at-risk school children to add Oregon, New York, Wisconsin, Mississippi, Iowa, and Indiana to the limited list of States in which institutions are to receive reimbursement. (Continues the current listing of Illinois, Pennsylvania, Missouri, Delaware, Michigan, and two unspecified States.) Allows emergency shelters to claim reimbursement for resident children not more than 18 years of age. (The current limit is 12.)

School Breakfast Improvement Act of 2003 - Amends the Child Nutrition Act of 1966 (CNA) and the Richard B. Russell National School Lunch Act (NLSA) to revise requirements for the school breakfast program. Revises severe need assistance under CNA to provide that eligible schools are entitled to receive a specified meal reimbursement rate (eliminating an alternative lesser payment of the operating costs of the breakfast program). Directs the Secretary of Agriculture, under CNA, to make competitive startup and expansion grants to State educational agencies to assist eligible schools in initiating and expanding school breakfast programs. Provides for commodity assistance for the school breakfast program (in addition to current provisions for commodity assistance for the school lunch program under NLSA). Directs the Secretary, under NLSA, to make grants to State agencies for pilot projects to provide free breakfasts to high school students, without regard to family income. Requires the Secretary to approve for project participation high schools under the jurisdiction of up to six nominated school food authorities selected so as to: (1) target projects toward such authorities that have the highest percentage of students eligible for free or reduced price meals under the school lunch or breakfast program and the lowest percentage of students that receive such meals; and (2) equitably distribute projects among urban and rural high schools.

Christopher Reeve Paralysis Act - Permits the Director of the National Institutes of Health (the "Director" of NIH), acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate the activities of NIH with respect to research on paralysis. Allows the Director to award grants to public or nonprofit entities to fund Christopher Reeve Paralysis Research Consortia for paralysis research. Permits the Director to solicit public input regarding paralysis research programs. Allows the Director, acting through the Director of the National Institute on Child Health and Human Development and the National Center for Rehabilitation Research and in collaboration with other agencies, to expand and coordinate the activities of NIH with respect to research with implications for enhancing daily function for persons with paralysis. Permits the Director to make grants to multicenter networks of clinical sites that will collaborate on rehabilitation intervention protocols. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to study the unique health challenges associated with paralysis and other physical disabilities to improve the quality of life and long-term health status of individuals with such conditions. Allows the Secretary to undertake direct research and to make grants. Provides for the formation of a national paralysis and physical disability quality of life plan and a hospital-based paralysis registry. Permits the Secretary to award grants to: (1) State and local health and disability agencies, including for the purpose of establishing paralysis registries; and (2) nonprofit private health and disability organizations, including for the purpose of disseminating information to the public. Allows the Secretary of Veterans Affairs to: (1) establish within the Department of Veterans Affairs centers for paralysis research, education, and clinical activities; and (2) carry out initiatives, through the award of grants, for quality enhancement of research on paralysis.

Summer Food Service Program Improvement Act of 2003 - Amends the Richard B. Russell National School Lunch Act to revise requirements for the summer food service program for children. Provides for a temporary redefinition of rural areas in which poor economic conditions exist. Revises requirements relating to payments to service institutions for operating expenses and administrative costs. Directs the Secretary of Agriculture to make competitive startup grants to ten States to assist eligible service institutions in initiating summer food service program sites.

Highlands Stewardship Act - Directs the Secretaries of Agriculture and the Interior to establish the Highlands Stewardship Area in the Highlands region (an area encompassing nearly 2,000,000 acres extending from eastern Pennsylvania through New Jersey and New York to northwestern Connecticut (the Highlands States)). Directs the Secretary of Agriculture to establish: (1) within the Department of Agriculture the Office of Highlands Stewardship to advise the Secretaries and the Governors of the Highlands States on priorities for projects carried out with financial or technical assistance under this Act, land conservation partnership projects, Highlands region research, policy and education initiatives necessary to implement the findings of the Highlands Regional Study (conducted by the Forest Service in 1990) and the New York-New Jersey Highlands Regional Assessment Update (conducted by the Service in 2001), and to implement the strategies of the study, the update, and other studies in consultation with the Highlands States; and (2) the Highlands Stewardship Area Work Group to assist with such implementation. Authorizes the Office to provide financial and technical assistance to an eligible entity to carry out a project to protect, restore, preserve, promote, or interpret natural, agricultural, historical, cultural, or recreational resources of the Area. Directs the Secretary of the Interior, from among proposed land conservation partnership projects submitted by the Governors of the Highlands States, to annually designate those projects that are eligible to receive financial assistance under this Act.

Declares that the civil rights and civil liberties of all Americans, including Arab-Americans, Muslim-Americans, Sikh-Americans, and South Asian-Americans, should be protected. Condemns bigotry and acts of violence against such people and calls upon local, State, and Federal law enforcement authorities to prevent and investigate and prosecute such bias-motivated crimes.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight consortium centers (each such center shall be known as a Breast Cancer and Environmental Research Center of Excellence). States that the centers shall conduct multi-disciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Amends the Fair Labor Standards Act of 1938 to exempt from certain child labor restrictions the employment, inside or outside of businesses where machinery is used to process wood products, of individuals between ages 14 and 18 who are exempt, by statute or judicial order, from compulsory school attendance beyond the eighth grade. Permits such youth employment if the individual: (1) is supervised by an adult relative or by an adult member of the same religious sect or division; (2) does not operate or assist in the operation of power-driven woodworking machines; (3) is protected from wood particles or other flying debris within the workplace by a barrier appropriate to such potential hazard or by maintaining a sufficient distance from machinery in operation; and (4) is required to use personal protective equipment to prevent exposure to excessive levels of noise and sawdust.

Treatment of Children's Deformities Act of 2003 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to set standards requiring that group and individual health insurance and group health plans provide coverage for treatment of a minor child's congenital or developmental deformity or disorder due to trauma, infection, tumor, or disease.

Medicaid Community-Based Attendant Services and Supports Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs the Secretary to distribute: (1) 50 percent of the surcharges to the Jamestown-Yorktown Foundation of Virginia to support programs to promote the understanding of the legacies of Jamestown; and (2) 50 percent to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs, to improve infrastructure and archeological research activities, and to conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown. States that entities specified for such purposes are the Secretary of the Department of the Interior, the President of the Association for the Preservation of Virginia Antiquities, and the Chairman of the Jamestown-Yorktown Foundation.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Directs the Office of Personnel Management: (1) to study and report to Congress on the need for, and the potential benefits to be derived from, the establishment of a separate pay, evaluation, and promotion system for Federal law enforcement officers; (2) if it considers it to be appropriate, to implement a demonstration project to determine whether a separate system for such officers would result in improved Federal personnel management; and (3) to submit to Congress its evaluation of the system tested under the demonstration project and recommendations as to whether that system should be continued or extended to other Federal law enforcement officers. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Local Law Enforcement Enhancement Act of 2003 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Essential Air Service Eligibility Fairness Act of 2003 - Amends Federal transportation law to revise eligibility requirements with respect to the provision of essential air service subsidies to communities in the 48 contiguous States to prohibit the Secretary of Transportation from providing such assistance to a community that is less than 70 miles from the nearest hub airport or requires a rate of subsidy per passenger in excess of $200, unless such community is greater than 210 miles from the nearest hub airport. Repeals specified provisions of Federal laws with respect to such eligibility requirements. Authorizes a community in which the Secretary has eliminated subsidies or terminated subsidy eligibility (between September 30, 1993, and the enactment of this Act) under specified Federal laws to request the Secretary to review such action. Requires the Secretary after receiving a request for a review to: (1) determine whether the community would have been subject to such elimination of subsidies or termination of eligibility under the distance requirements provided in this Act; and (2) issue a final order with respect to the eligibility of such community for essential air service subsidies under the amended requirements of this Act.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Oil Region National Heritage Area Act - Establishes the Oil Region National Heritage Area in Pennsylvania. Requires the Secretary of the Interior, acting through the Director of the National Park Service, to enter into a compact with the Oil Heritage Region, Inc. (the management entity for the Area) to carry out this Act. Bars the use of funds under this Act to acquire real property. Directs the Secretary, in cooperation with the Historic American Building Survey and the Historic American Engineering Record, to conduct studies to document the industrial, engineering, building, and architectural history of the Area.

Workplace Religious Freedom Act of 2003 - Amends the the Civil Rights Act of 1964 regarding religious observance in the workplace to declare that for an employer's accommodation of an employee's religious observance or practice to be considered reasonable, it must remove the conflict between employment requirements and the employee's religious observance or practice. Deems as an unlawful employment practice an employer's refusal to permit an employee to use leave of general usage to remove the conflict solely because the leave will be used to accommodate the religious observance or practice of the employee.

American Hospital Preservation Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) restore the full market basket percentage increase applied to payments to hospitals for inpatient hospital services furnished to Medicare beneficiaries starting in FY 2004, and for FY 2005 and each subsequent fiscal year as well; (2) ensure the full market basket update for any fiscal year after FY 2005; and (3) restore the reimbursement factor for indirect medical education payments to teaching hospitals to the FY 2002 level for FY 2005 and each subsequent fiscal year, after providing for an increase in such factor from current levels for FY 2004.

Flat Tax Act of 2003 - Amends the Internal Revenue Code to repeal current tax provisions for individuals and businesses and replace them with provisions for a flat tax of 20 percent of the income of individuals and businesses. Allows an individual: (1) a standard deduction, with an inflation adjustment; (2) limited charitable contribution deductions; and (3) a limited deduction for home acquisition indebtedness. Allows deductions to a business for: (1) the cost of business inputs (the cost of specified goods, services, travel, entertainment, and lobbying and political expenditures); (2) compensation paid to employees; and (3) the cost of personal and real property used in business activities. Repeals the estate, gift, and generation-skipping transfer taxes. Repeals provisions concerning: (1) financing of presidential elections; and (2) coal industry health benefits.

Sickle Cell Treatment Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include primary and secondary preventative medical strategies, treatment, and services, including genetic counseling and testing, for individuals who have Sickle Cell Disease as medical assistance under the Medicaid program. Directs the Administrator of the Health Resources and Services Administration to conduct a demonstration program for the development and establishment of systemic mechanisms, including a National Coordinating Center, to improve the prevention and treatment of Sickle Cell Disease.

Assure Access to Mammography Act of 2003 - Provides that, with respect to payment for a screening or diagnostic mammography furnished to a Medicare beneficiary, the amount of payment made to a hospital-based facility in which such screening or diagnostic mammography is performed during the applicable period is equal to 200 percent of the amount of payment that would otherwise apply under the Medicare fee schedule established under title XVIII of the Social Security Act with respect to the technical component of such screening or diagnostic mammography. Provides for not counting certain radiological residents against graduate medical education limitations. Directs the Secretary of Health and Human Services to enter into an arrangement with the Institute of Medicine of the National Academy of Sciences to study and report to the Secretary on Medicare reimbursement for gender-specific services. Directs the Medicare Payment Advisory Commission to study and report to Congress on Medicare reimbursement for screening services.

Community Development Homeownership Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences (including factory built homes) located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside up to 90 percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Amends the Water Resources Development Act of 1996 to modify the Chesapeake Bay Environmental Restoration and Protection Program. Permits the non-Federal share to include or be totally comprised of in-kind services. Directs the Secretary of the Interior to establish a grant program for technical and financial assistance to local governments and organizations implementing cooperative tributary basin strategies which address habitat issues of the Chesapeake Bay ecosystem.

Early Treatment for HIV Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act to give States the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides States taking advantage of this option with an enhanced Federal Medicaid match.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to States and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

Expresses the sense of Congress that: (1) the governments of the United States, the United Kingdom, and other nations constituting the coalition conducting Operation Iraqi Freedom should ensure the prosecution by tribunal of persons in the Government of Iraq, persons in the armed forces of Iraq, and any other persons, who order or participate in, or support acts in violation of the international law of armed conflict that are directed at members of the armed forces of the coalition nations or at the Iraqi people or any other nation; and (2) in the determination of the violations of the international law of armed conflict to be tried by the tribunal, particular attention should be given to specified acts and abuses that, as of the date of this resolution, have already been committed by Iraqi directed forces.

Clean Diamond Trade Act -Directs the President to prohibit the importation into, or exportation from, the United States of any rough diamond, from whatever source, that has not been controlled through the Kimberley Process Certification Scheme (KPCS). Prescribes criteria for waiver of such prohibition. Directs the President to require the appropriate Government agency to conduct annual reviews of the standards, practices, and procedures of any entity in the United States that issues Kimberley Process Certificates for the exportation from the United States of rough diamonds to determine whether they accord with the KPCS. Makes the importing authority under this Act the U.S. Bureau of Customs and Border Protection and the exporting authority the Bureau of the Census. Declares that the Congress supports the policy that the President take appropriate steps to promote and facilitate the adoption of the KPCS by the international community. Sets forth civil and criminal penalties for violation of this Act. Authorizes the President to direct the appropriate Federal agencies to make available technical assistance to countries seeking to implement the Kimberley Process Certification Scheme. Urges the President to work with Participants to strengthen the Kimberley Process Certification Scheme through the adoption of measures for: (1) sharing statistics on rough diamonds production and trade; and (2) monitoring the effectiveness of the KPCS in stemming trade in diamonds whose importation or exportation is not controlled through the KPCS. Urges the executive branch to continue to: (1) keep and publish statistics on imports and exports of rough diamonds; (2) make them available for analysis by interested parties and by Participants; and (3) take a leadership role in negotiating a standardized methodology among Participants for reporting such statistics. Declares the sense of Congress that the President should establish a Kimberley Process Implementation Coordinating Committee to coordinate the implementation of this Act.

Colon Cancer Screen for Life Act of 2003 - Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase reimbursement for colorectal cancer screening and diagnostic tests; (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a screening colonoscopy or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether such screening is medically indicated with respect to the beneficiary; and (3) waive the deductible for colorectal cancer screening tests.

National Coal Research, Development, and Demonstration Act of 2003 - Directs the Secretary of Energy to: (1) perform an assessment that identifies cost and performance goals of technologies permitting continued cost-competitive use of coal for electricity generation, as chemical feedstocks, and as transportation fuel in 2007, 2015, and the years after 2020; and (2) implement a technology research, development, and demonstration program to facilitate production and generation of coal-based power through methods and equipment under specified Federal law. Prescribes conditions and criteria for the authorization of appropriations for a clean coal power initiative program. Instructs the Secretary to: (1) fund coal energy generation projects that advance efficiency, environmental performance, and cost competitiveness well beyond the level of technologies in operation as of the date of enactment of this Act; and (2) award competitive, merit-based grants to universities for the establishment of Centers of Excellence for Energy Systems of the Future. Amends the Internal Revenue Code of 1986 to prescribe credits against tax for: (1) production from a qualifying clean coal technology unit; and (2) production from and for investment in a qualifying advanced clean coal technology unit. Prescribes guidelines for the treatment of persons not able to use the entire credit relating to clean coal technology.

Animal Fighting Prohibition Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to sell, buy, transport, or deliver in interstate or foreign commerce a knife, gaff, or other sharp instrument used in a bird-fighting venture. Revises enforcement provisions. Permits euthanasia for an animal in extreme pain. Includes the Internet or any technology as interstate instrumentality.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal and to strike and sell duplicate bronze medals; and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.
