Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Small Business Paperwork Relief Act of 2007 - Amends the Paperwork Reduction Act to direct agency heads not to impose civil fines for first-time paperwork violations by small business concerns unless there is potential for serious harm to the public interest, the detection of criminal activity would be impaired, the violation is not corrected within six months, the violation is a violation of internal revenue law or a law concerning the assessment or collection of any tax, debt, revenue, or receipt, or the violation presents a danger to the public health or safety. Permits an agency to determine that a fine should not be imposed for a violation that presents a danger to public health or safety if the violation is corrected within 24 hours after receipt by the small business owner of notification of the violation. Makes this Act inapplicable to any violation by a small business of a requirement regarding the collection of information by an agency if the small business previously violated any requirement concerning the collection of information by that agency.

Sets forth provisions concerning review and appeal of actions concerning such disclosures. Amends the Homeland Security Act of 2002 to provide that, for purposes of provisions regarding the protection of voluntarily shared critical infrastructure information, a permissible use of independently obtained critical infrastructure information includes any lawful disclosure an employee or applicant reasonably believes is credible evidence of any violation of law, waste, fraud, abuse, or gross mismanagement, without restriction as to time, place, form, motive, context, or prior disclosure. Requires agencies to inform employees on how to make a lawful disclosure of information.

Medical Care Access Protection Act of 2007 or the MCAP Act - Sets forth provisions regulating lawsuits for health care liability claims related to the provision of health care services. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Requires a court to impose sanctions for the filing of frivolous lawsuits. Limits noneconomic damages to $250,000 from the provider or health care institution, but no more than $500,000 from multiple health care institutions. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Prescribes qualifications for expert witnesses. Requires the court to reduce damages received by the amount of collateral source benefits to which a claimant is entitled, unless the payor of such benefits has the right to reimbursement or subrogation under federal or state law. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Prohibits a health care provider from being named as a party in a product liability or class action lawsuit for prescribing or dispensing a Food and Drug Administration (FDA)-approved prescription drug, biological product, or medical device for an approved indication. Provides for periodic payments of future damage awards.

Agricultural Job Opportunities, Benefits, and Security Act of 2007 or the AgJOBS Act of 2007 - Directs the Secretary of Homeland Security to confer "blue card status" upon an alien who: (1) has performed agricultural employment in the United States for at least 863 hours or 150 work days during the 24-month period ending on December 31, 2006; (2) applied for such status during the 18-month application period beginning on the first day of the seventh month that begins after the date of enactment of this Act; (3) is otherwise admissible to the United States; and (4) has not been convicted of any felony or a misdemeanor, an element of which involves bodily injury, threat of serious bodily injury, or harm to property in excess of $500. Directs the Secretary to adjust a blue card alien (and spouse and minor children) to permanent resident status if the alien has fulfilled specified periods of agricultural employment. Amends the Social Security Act to exempt blue card aliens from prosecution for social security-related identity or payment false statements if such conduct occurred prior to the granting of blue card status. Amends the Immigration and Nationality Act to revise H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities.

Makes the Deputy Secretary responsible to the Secretary for development, approval, implementation, integration, and oversight for the management of DOD that relate to performance of the the following functions: (1) planning and budgeting, including performance measurement; (2) acquisition; (3) logistics; (4) facilities, installations, and environment; (5) financial management; (6) human resources and personnel; and (7) management of information resources. Requires the Deputy Secretary, among other things, to: (1) develop and maintain a department-wide strategic plan for defense business reform; and (2) establish performance goals and measures for improving and evaluating overall DOD economy, efficiency, and effectiveness. Directs the Secretary and the Deputy Secretary to jointly identify each year the individual and organizational goals to be achieved by the Deputy Secretary.

Requires a country, prior to participation, to conclude a counterterrorism and security information sharing agreement with the United States. Authorizes: (1) a country to participate for an initial three-year period, with an additional two-year extension; and (2) the Secretary to terminate a country's participation for program noncompliance. Directs the Secretary to develop and implement procedures to improve the manner of calculating visa overstay rates.

Directs the Secretary of the Army, through the Chief of Engineers, to: (1) upgrade and make permanent Barrier I; (2) construct Barrier II; (3) operate and maintain Barriers I and II as a system; (4) study options and technologies for reducing the impacts of hazards that may reduce the Barriers' efficacy; and (5) provide each state with a credit equal to the amount of funds contributed by the state toward Barrier II. Directs the Secretary to: (1) study options and technologies to prevent the spread of aquatic nuisance species between the Great Lakes and Mississippi River Basins through the Chicago Sanitary and Ship Canal and other aquatic pathways; and (2) determine the the feasibility of, and construct and maintain if found feasible, a dispersal barrier project at the Lake Champlain Canal.

Solomon Freedom Consolidation Act of 2002 as eligible to receive assistance under the NATO Participation Act of 1994; and (2) shall not preclude the designation by the President of other countries as eligible to receive assistance under the NATO Participation Act of 1994. Specifies FY2007 amounts under the Arms Export Control Act for: (1) Albania; (2) Croatia; (3) Georgia; and (4) Macedonia. Affirms that Congress stands ready to consider, and if all applicable criteria are satisfied, to support efforts by Ukraine to join the North Atlantic Treaty Organization (NATO).

Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

States that certain funds made available to the United States under the Convention on Supplementary Compensation for Nuclear Damage shall be used to satisfy public liability resulting from a Price-Anderson incident. Requires participation by each nuclear supplier in a retrospective risk pooling program to cover the contingent cost resulting from a nuclear incident that is not a Price-Anderson incident.

Calls upon the United Nations to: (1) deploy as quickly as practicable well trained and equipped peacekeeping troops as authorized by Security Council Resolution 1706; and (2) begin considerations of sanctions as called for by Security Council Resolution 1556 (2004) and Security Council Resolution 1564 (2004). Urges the President to help improve the security situation in Darfur by: (1) pursuing the imposition of a "no-fly zone" in Darfur in cooperation with the United Nations, the North Atlantic Treaty Organization (NATO), or NATO allies; (2) garnering support for NATO assistance with the AU handover of AMIS to the United Nations; (3) obtaining the support of China, Russia, and U.S. allies in the Arab League to secure Sudan's compliance with U.N. peacekeeper deployment; (4) supporting full funding for the U.N. peacekeeping mission in Sudan; (5) securing U.N. member state support for a special session on Sudan in the U.N. Human Rights Council; and (6) appointing a Special Envoy to Sudan to head the Office of the Presidential Special Envoy. Urges the international community to: (1) support the deployment of U.N. peacekeepers to Darfur financially, with logistical and equipment support, or through troop contributions; (2) fulfill financial obligations to U.N. and international humanitarian aid agencies for responding to the crisis in Darfur or addressing humanitarian needs throughout Sudan; (3) impose targeted sanctions against members of the National Congress Party responsible for human rights violations, war crimes, and crimes against humanity; and (4) impose sanctions consistent with Security Council Resolutions 1556 and 1564.

Requires such records to be: (1) in a standard electronic format, available for electronic access through the Internet; and (2) based on the federal messaging and health vocabulary standards developed by the Consolidated Health Informatics Initiative, the Office of the National Coordinator for Health Information Technology, the American Health Information Community, or the Secretary of Health and Human Services. Directs OPM to ensure that each individual and family member is given an opportunity to elect at any time to opt out of participation in the record program or terminate an established record.

Urges the President to use all available political and diplomatic means, including sanctions, to persuade the governments of Syria and Iran to end their support of Hezbollah and Hamas. Calls on the government of Lebanon to do everything in its power to free the kidnapped Israeli soldiers held in Lebanon and to fulfill its responsibility under U.N. Security Council Resolution 1559 to disband and disarm Hezbollah. Calls on the Security Council to: (1) condemn these unprovoked acts; and (2) demand compliance with Resolution 1559, which requires that Hezbollah and other militias be disbanded and disarmed and that all foreign forces leave Lebanon. Requires the Secretary to review approved plans annually. Prohibits from state inspection plan participation: (1) establishments that have more than 50 employees, except for those subject to state inspection as of January 1, 2007; and (2) federally inspected establishments after such date that have more than 50 employees. Authorizes the Secretary to: (1) enter into a cooperative agreement to establish the relationship between a state program and the Secretary; and (2) provide partial reimbursement for state costs to meet federal requirements. Sets forth provisions with respect to: (1) sampling; (2) noncompliance; (3) acceptance of interstate shipments of meat and meat food products; and (4) advisory committees. Directs the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). Makes similar amendments to the Poultry Products Inspection Act. Terminates the Secretary's authority to establish interstate meat and poultry inspection programs under this Act if approval and cooperative agreements have not been concluded by January 1, 2007.

Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either Chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman of Committee on the Budget of either Chamber.

Directs each federal agency and U.S. instrumentality that has or continues to conduct space-related missions to make efforts to secure and retrieve from privately-held craft flown in space such gold, silver, copper, and other metals that the Director determines are appropriate for use in the production of any coins under this Act. Authorizes the Secretary of the Treasury to strike and sell bonze duplicates of the $50 gold coins authorized under this Act.

Establishes the Great Lakes Regional Collaboration, which shall draft a strategy every three years to describe the Great Lakes' health and to identify Great Lakes restoration goals. Requires the Collaboration's Executive Committee to: (1) submit to Congress and the Task Force a biennial report that includes an analysis in carrying out the restoration of the Great Lakes and meeting the goals and the Collaboration's recommendations and about contributions made by Great Lakes states, municipal partners, and Great Lakes Tribes; and (2) ensure that the Collaboration has balanced representation of stakeholder groups and that the strategy developed by the Collaboration is coordinated with the activities of the Lake Chaplain Basin Program. Requires the Administrator of the EPA to evaluate each committee and office that oversees a Great Lakes program to identify overlapping duties and to develop recommendations to improve the efficiency of those committees and offices.
