Freedom of Association in Higher Education Act of 2025 This bill establishes freedom of association protections for college students in single-sex social organizations. Specifically, the bill gives students (or groups of students) enrolled at institutions of higher education (IHEs) the right to form or join social organizations, including single-sex social organizations. Additionally, the bill prohibits IHEs that participate in federal student aid programs from taking adverse actions against single-sex social organizations or students who are members or prospective members of such organizations based solely on the practice of limiting membership to only individuals of one sex; taking actions that require or coerce members or prospective members of such organizations to waive protections provided under the bill, including as a condition of enrolling in the IHE; or imposing a recruitment restriction on a single-sex social organization that is not imposed upon other student organizations, unless the organization and IHE have entered into a written agreement allowing the restriction.

Black Vulture Relief Act of 2025 This bill allows livestock producers and their employees to take certain actions against black vultures to protect livestock. (Black vultures are protected under the Migratory Bird Treaty Act.) Specifically, livestock producers and their employees may (1) take (i.e., capture, kill, or disperse, or transport the carcass of) a black vulture that they reasonably believe will cause death, injury, or destruction to livestock; or (2) in the course of taking or attempting to take the black vulture, cause injury to the bird. However, they may not take or attempt to take a black vulture through the use of poison. Livestock producers and their employees must submit an annual report to the U.S. Fish and Wildlife Service (FWS) on black vultures taken under this bill. The FWS must develop a reporting form and make this reporting form available on its website. Safer Skies Act of 2025 This bill directs the Transportation Security Administration (TSA) to require that certain small public charter air carrier operations comply with the Aircraft Operator Standard Security Program (AOSSP). As background, the TSA has different types of security programs based on the nature of the air carrier’s operations. Currently, the AOSSP requirements apply to all scheduled passenger service with a seating capacity of 61 or more seats that operate into or out of a TSA-controlled sterile area. The TSA also has other security programs that have less stringent security requirements than the AOSSP. These programs are designed for different types of aircraft operators, including operations under Part 135 (e.g., scheduled commuter flights in smaller aircraft) and Part 380 (e.g., public charter flights) of the Department of Transportation’s regulations. This bill applies the AOSSP requirements to air carriers operating under Part 135 and Part 380 that (1) operate scheduled public charter service, (2) operate airplanes configured with 10 or more passenger seats, and (3) do not enplane or deplane in a TSA-managed checkpoint.

Physician Led and Rural Access to Quality Care Act This bill expands flexibilities for physicians and physician-owned hospitals under the Stark law (i.e., the Physician Self-Referral Law). The Stark law generally prohibits physicians from referring patients to receive services that are payable under Medicare or Medicaid from entities in which the physician or an immediate family member has a financial relationship. The bill allows physicians or their immediate family members to have financial interests in rural hospitals that are located more than 35 miles (or 15 miles in certain mountainous areas or areas with only secondary roads) from a hospital or critical access hospital. The Stark law also generally prohibits physician-owned hospitals from expanding the number of operating rooms, procedure rooms, or beds beyond the number in existence as of March 23, 2010, in order to be excepted under the Stark law. The bill removes this restriction.

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

Expel Illegal Chinese Police Act of 2025 This bill requires sanctions on certain foreign persons associated with the Chinese Communist Party (CCP) or Chinese law enforcement institutions, including those seeking to establish a Chinese police presence in the United States. The bill requires the President to impose visa-blocking sanctions on certain non-U.S. nationals ( aliens under federal law), including those who are (1) employees of Chinese law enforcement institutions or their immediate family members, or (2) directly associated with a Chinese police or United Front Work Department (UFWD) presence in the United States. (The CCP's UFWD seeks to win support for the CCP from non-CCP groups at home and abroad, with a focus on ethnic-Chinese diaspora communities.) The President must also impose property-blocking sanctions on foreign individuals or entities that are (1) Chinese law enforcement institutions, their senior leaders, or those acting under the control of such institutions; (2) directly associated with establishing or maintaining a Chinese police presence in the United States; or (3) acting under the control of the UFWD with the intention of covertly monitoring or intimidating those living in the United States. Additionally, the bill requires the President to prohibit federal agencies from participating in investigations into foreign persons subject to these sanctions unless the investigation is (1) initiated by the U.S. government; or (2) the President determines that such participation is vital to the health, safety, and well-being of U.S. citizens.

Supporting Disabled National Guardsmen Act This bill provides disability pay and medical care for members of the National Guard who were physically disabled as a result of state active duty. State active duty includes training or other duty in service to the governor of a state for which the member is not entitled to federal pay, but excludes required drills and field exercises. The bill expands eligibility for Department of Defense retired pay to such members who are physically disabled as a result of state active duty after September 23, 1996. Such pay must be reduced if it is determined to duplicate any other federal or state benefit to such members based on disability. The bill also makes such members eligible for hospital care and medical services from the Department of Veterans Affairs (VA) to treat the disability and any illness or condition arising from the disability. The VA may provide reimbursement for hospital care or medical services provided to such members only after a member or the provider of care has exhausted (without success) all claims and remedies reasonably available against a third party.

This joint resolution nullifies the final rule issued by the Bureau of Ocean Energy Management (BOEM) titled Protection of Marine Archaeological Resources and published on September 3, 2024. The rule requires operators and lessees conducting oil and gas exploration or development on the Outer Continental Shelf and that are seeking BOEM approval for such activities to also provide BOEM with an archaeological report for the area of potential effects. The report must identify potential archaeological resources (material remains of human life or activities that are at least 50 years old and that are of archaeological interest) on the sea floor. The rule modified regulations that only required such a report when a BOEM regional director has reason to believe that an archaeological resource may be present in the lease area.

Shielding Children's Retinas from Egregious Exposure on the Net Act or the SCREEN Act This bill establishes age-verification requirements for commercial interactive computer services (e.g., websites) that make available content that is harmful to minors (e.g., content that appeals to the prurient interest in nudity or sex, is obscene, or is child pornography). Specifically, the bill requires such services to adopt and utilize technology verification measures to ensure that (1) users of the service are not minors, and (2) minors are prevented from accessing any content on the service that is harmful to minors. Additionally, such services must (1) use the technology to verify a user's age; (2) publish the verification process that the service uses; and (3) subject users' Internet Protocol (IP) addresses, including known virtual proxy network (VPN) IP addresses, to the technology verification measures, unless the service determines a user is not located within the United States. Covered services also must implement data security measures to protect information about individuals collected through the verification process. The Federal Trade Commission must conduct regular audits of such services, issue guidance, and otherwise enforce the requirements of this bill.

Bureau of Land Management Mineral Spacing Act This bill exempts certain oil and gas exploration and production activities from permit and environmental review requirements. This exemption applies to activities conducted on nonfederal surface estates located on partially federally-held mineral rights. Specifically, the bill prohibits the Bureau of Land Management (BLM) from requiring an operator to obtain a federal drilling permit under the Mineral Leasing Act for oil and gas exploration and production activities conducted on a nonfederal surface estate if (1) less than 50% of the subsurface mineral estate to be accessed by the proposed action is federally owned, and (2) the operator submits to the BLM a state permit to conduct such activities on the nonfederal surface estate. Those activities are not considered to be a major federal action under the National Environmental Policy Act of 1969 (NEPA), and thus are exempt from environmental review requirements under NEPA. Further, those activities are exempt from requirements for federal actions under the National Historic Preservation Act of 1966 and the Endangered Species Act of 1973. The bill does not apply to Indian lands.

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services. The bill provides for expedited resolutions of these claims. In addition, the board of directors of the Organ Procurement and Transplantation Network may not issue policies that prohibit or hinder access to an organ transplant based solely on the individual's disability. This network is a public-private partnership linking professionals involved in the U.S. organ donation and transplantation system.

Natural Gas Appliances Standards Act of 2025 or the Natural GAS Act of 2025 This bill limits what the Department of Energy (DOE) may include in future energy conservation rules related to water heaters, furnaces, boilers, and kitchen cooktops, ranges, and ovens. Energy conservation rules establish standards that set minimum energy efficiency levels or maximum energy usage for certain consumer products, such as appliances. Specifically, the bill requires DOE to certify that the rules are not likely to result in a significant shift from gas appliances to electric appliances. As part of the rulemaking process, DOE must require a full fuel cycle analysis for energy efficiency standards. In addition to measuring energy use at the site where the appliance is operated, a full fuel cycle analysis estimates the energy consumed in the extraction, processing, and transport of primary fuels; energy losses in thermal combustion in power-generation plants; and energy losses in transmission and distribution to homes and commercial buildings. Further, such rules must require energy efficiency labels to disclose the full-fuel-cycle efficiency. Currently, the labels only disclose point-of-use energy consumption, which is based on the amount of energy used at the site where the appliance is operated. In addition, the bill exempts certain small major household appliance manufacturers from future energy conservation rules for such appliances. The bill also prohibits any future energy conservation rule relating to kitchen cooktops, ranges, and ovens from limiting the features and functionality (e.g., quick-to-boil times) available on residential gas kitchen cooktops, ranges, and ovens.
