Keeping All Students Safe Act

United States · United States Congress · 11 December 2025

Keeping All Students Safe Act This bill prohibits the use of seclusion and limits the use of physical restraint in schools and Head Start programs that receive federal funding. Specifically, the bill prohibits the use of seclusion , which is the involuntary confinement of a student alone in a room or area from which the student is physically prevented from leaving. The term does not include a time out, which may involve separating the student from others in a non-locked setting. The bill prohibits the use of mechanical or chemical restraints or physical restraints that restrict breathing or are life threatening. The bill outlines the requirements for the use of physical restraint, including that the student's behavior must pose an imminent danger of serious physical injury to the student or other individual. Each state must ensure that a sufficient number of program personnel are trained and certified by a state-approved crisis intervention training program. Additionally, each program must establish procedures to follow after an incident involving physical restraint. Further, the bill establishes enforcement provisions, including a private right of action for a student who has been subjected to unlawful seclusion or restraint. The Department of Education and the Department of Health and Human Services must withhold payments from a program for unlawful seclusion or restraint. Finally, the bill requires each state educational agency (SEA) to establish, implement, and enforce policies and procedures required by the bill. It also creates a grant program to assist SEAs with these activities.

Failing Bank Acquisition Fairness Act

United States · United States Congress · 10 December 2025

Failing Bank Acquisition Fairness Act This bill tightens restrictions on certain waivers granted by federal financial regulators to companies that acquire insured depository institutions. Under current law, a regulator may not approve an acquisition if it would result in an institution exceeding a set concentration limit (i.e., controlling more than 10% of total insured U.S. deposits). This may be waived if one or more of the institutions involved is in default or in danger of default or if the Federal Deposit Insurance Corporation (FDIC) is providing certain assistance. In addition to these requirements, the bill requires the regulator to determine that (1) the merger is necessary to prevent significant economic disruption or financial instability, and (2) FDIC has not received a qualified bid from a company not subject to this concentration limit. The bill also provides capitalization and management standards for qualified bids. Regulators that waive these concentration limits must report to Congress on the circumstances and justification of the waiver.

CLOSE Act

United States · United States Congress · 18 November 2025

Closing Loopholes for Oil and other Sources of Emissions Act or the CLOSE Act This bill amends the Clean Air Act to revise requirements for hazardous air pollutants. Specifically, the bill allows (1) emissions from oil or gas exploration or production wells and emissions from pipeline compressors or pump stations to be aggregated with emissions from other similar sources and regulated as a major source of toxic air pollutants, (2) emissions from those wells to be aggregated for purposes of emissions standards for hazardous air pollutants, and (3) emissions from oil or gas production wells to be regulated as an area source of toxic air pollutants. The Environmental Protection Agency must (1) issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants; and (2) revise the list of air pollution sources within 365 days after issuing the rule to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.
