Rotorcraft Operations Transparency and Oversight Reform Act or the ROTOR Act This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather information) between aircraft and air traffic control. Under the bill, aircraft must generally operate with ADS-B In equipment to provide the aircraft with location information of other aircraft and traffic advisories. Current law does not require this equipment. Current Federal Aviation Administration (FAA) regulations allow aircraft performing a sensitive government mission to be excepted from requirements for using ADS-B Out equipment. This bill limits which flights may be considered sensitive government missions (e.g., not training flights) and requires additional reporting for the exception. The Government Accountability Office must review the use of the ADS-B Out exception and the Office of Inspector General (OIG) of the Department of Transportation (DOT) must annually audit FAA oversight of operations that use the exception. Further, the bill repeals a 2018 law that prohibits DOT from requiring certain military aircraft to install or use ADS-B equipment. The bill also requires the OIG of the Army to audit the Army’s coordination with the FAA, the FAA to establish an office to coordinate airspace usage of military aircraft and review the safety of flight operations and routes around airports, and the FAA to enter into memoranda of understanding with military agencies for safety information sharing.

Increasing Access to Lung Cancer Screening Act This bill provides for coverage without prior authorization requirements of annual lung cancer screenings under Medicaid, Medicare, and private health insurance for individuals for whom screenings are recommended under U.S. Preventive Services Task Force guidelines. It also expands Medicaid coverage of counseling and pharmacotherapy for cessation of tobacco use to all individuals, rather than only pregnant women. The Department of Health and Human Services must conduct outreach on the importance of lung cancer screenings and who should be screened, and the Government Accountability Office must report on the demographics of those diagnosed with lung cancer and recommend ways the federal government can improve screenings.

The appropriations for these purposes are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for USDA (including continuing appropriations), or (2) September 30, 2026. Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations. The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.
