Federal Student Loan Integrity Act This bill limits the authority of the Department of Education (ED) to waive or modify statutes and regulations in response to military contingencies or national emergencies, including by prohibiting ED from further using this authority in connection with the COVID-19 national emergency. Under the Higher Education Relief Opportunities for Students (HEROES) Act of 2003, ED may waive or modify any statutory or regulatory provision applicable to federal student-aid programs as ED deems necessary in connection with a war or other military operation or national emergency. Further, the bill prohibits ED from using this authority to waive or modify any statutory or regulatory provision applicable to federal student-aid programs in connection with the national emergency declared by the President on March 13, 2020, to respond to COVID-19.

Stop the Nosy Obsession with Online Payments Act of 2022 or the SNOOP Act of 2022 This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

Israel Anti-Boycott Act This bill prohibits participation by certain entities and individuals in boycotts or requests for boycotts imposed by international governmental organizations (i.e., the United Nations and the European Union). The bill also adds to the list of specified prohibited actions the act of furnishing information to any foreign country or international governmental organization that furthers an imposed boycott. Under current law, a person who violates the prohibitions against such boycotts may be subject to a monetary fine or imprisonment; however, the bill removes imprisonment as a potential penalty for certain violations.

This bill sets out requirements for wildfire suppression and management activities carried out by the Forest Service. Within 24 hours of detecting a wildfire on Forest Service land, the service must use (to the maximum extent practicable) all available resources to extinguish the wildfire. Additionally, the service may not inhibit the firefighting activities of state and local agencies that are authorized to respond to wildfires on Forest Service land. Further, the service may not initiate a backfire or burnout as part of a fire suppression strategy unless ordered by the responsible incident commander and must control any initiated fire until it is extinguished. An individual who is harmed by an improperly initiated or controlled backfire or burnout may sue the United States. The bill also limits the service's use of prescribed fires (i.e., the controlled application of fire by a team of experts under specified weather conditions to restore health to ecosystems that depend on fire). The service must comply with all applicable laws and regulations concerning prescribed fires and must immediately suppress (to the maximum extent practicable) a prescribed fire that exceeds its prescription.

(Nord Stream 2 is a pipeline constructed to increase the export of natural gas from Russia to Europe.) Restoring America's Leadership in Innovation Act of 2021 This bill revises several aspects of patent law. The bill changes the U.S. patent system back to a first-to-invent system, in which the first inventor to conceive of an invention is entitled to a patent. Currently, the first person to file an application that meets all the necessary requirements is entitled to the patent. Several types of administrative patent challenge proceedings are abolished, as well as the Patent and Trademark Office (PTO) body that decides those proceedings. The bill relaxes the standard for what constitutes patent-eligible subject matter. The only ineligible inventions shall be those that exist in nature independent or prior to human activity or that exist solely in the human mind. The bill also makes it easier for a patent owner that has won an infringement case in court to secure a permanent injunction against the infringing defendant. Specifically, there shall be a presumption that further infringement would cause irreparable harm to the prevailing patent owner, and the burden shall be on the infringer to prove otherwise. (Currently, a prevailing patent owner seeking a permanent injunction must prove, among other things, that further infringement would cause irreparable harm.) The bill limits what types of publications shall be treated as prior art that could be used to make an invention be considered to be anticipated or obvious (and therefore not patentable). The bill authorizes the PTO to keep and spend all the fees that it collects.
