Provides that the charge imposed on any household for a coupon allotment under the Food Stamp Act after the date of this Act and prior to December 30, 1975, may not exceed the charge imposed on such household for coupon allotments under rules and regulations in effect on January 1, 1975.

Food Supplement Amendment - Defines the term "food supplement" for purposes of the Federal Food, Drug, and Cosmetics Act to mean food for special dietary uses, and defines the meaning of "special dietary uses" as particular uses of food for man which meets specified requirements. Provides that in administering such Act the Secretary of Health, Education, and Welfare: (1) shall not limit the potency, number, combination, amount, or variety of any synthetic or natural vitamin, mineral, substance, or ingredient of any food supplement unless such article is intrinsically injurious to health in the recommended dosage; and (2) shall not require a warning label on any food supplement unless such article is intrinsically injurious to health in the recommended dosage.

Provides, under the Food Stamp Act, that eligible households in which all the members are over sixty years of age, or in which over one half of the income of such household is provided by individuals over sixty years of age, shall not be charged more for food stamp allotments than was charged under regulations in effect on January 1, 1975.

Declares that the price at which feed grain is to be offered to such owners is the price at which these owners could purchase feed other than under this Act minus that percentage of the full parity price not being paid producers of feeder and slaughter calves. Makes it unlawful for any person to dispose of any feed grain obtained under this Act except in the manner specified in this Act. Stipulates that the authority of the Secretary to make feed grain available under this Act shall terminate one year after the date of the enactment of this Act.

Expands, under the Internal Revenue Code, the special rule which permits, in the case of insurance proceeds received as a result of destruction or damage to crops, a taxpayer to elect to include such proceeds as income in the year following destruction (if the crop income would have been reported in such year), to treat payments received under the Agricultural Act of 1949 as a result of destruction or damage to crops by natural disaster (or inability to plant because of such disaster) as insurance proceeds.

Requires the Secretary of Agriculture to maintain a program by which the Department of Agriculture collects, prepares, makes available, and distributes information regarding the establishment and operation of farmers' markets. Directs the Secretary to: (1) make available horticultural and marketing materials to small farmers; (2) obtain existing materials concerning farmers' markets, prepare new materials, and make available such materials to interested parties; and (3) conduct, or contract for, specified research. Defines "farmers' market" as any marketplace where at least 10 farmers congregate for the purpose of selling their agricultural commodities directly to consumers in a manner designed to lower the cost of food for the consumers while providing an increased income to the farmers. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.

Provides price support under the Agricultural Act of 1949 for milk at not less than 80 percent of the parity price therefor. Directs such support to begin with the date of enactment of this Act and to end on March 31, 1976. Directs the Secretary of Agriculture to quarterly adjust such support price to reflect any change in the index of prices paid by farmers for production items, interest, taxes and wage rates.

Food Allowance for Older Americans Act - Establishes, under the Social Security Act, a food allowance program under which qualified elderly persons shall be provided with an opportunity to obtain an adequate level of nutrition through the issuance to them, without charge or fee or condition of any kind, a food allowance of $50 for each month after December 1973 in the form of coupons that can be used only to purchase food from retail stores. States that an individual is eligible for a food allowance under this Act only if such individual is (1) sixty-five years of age or older, (2) the head of his or her own household, and (3) has an annual income which does not exceed $5,000. Provides for the issuance of coupons reduced in value to individuals whose annual income exceeds $5,000 by not more than $480 and who otherwise meet the conditions of eligibility. Authorizes appropriations of such sums as may be necessary to carry out the purposes of this Act.

Authorizes the Secretary of Agriculture to amend retroactively the regulations of the Department of Agriculture pertaining to the computation of price support payments under the National Wool Act of 1954. Declares that such payments may, in the case of any rancher or farmer, be computed on the basis of (1) the net sales proceeds received, or (2) in the event that the amount provided in the sales document was not realized, the lesser of the following: (1) the net sales price that would have been received, or (2) the fair market value of the commodity concerned at the time of the sale. Authorizes the Secretary to make such payment adjustments for any application filed for the payment of such price supports under the National Wool Act of 1954 with respect to any commodity marketed during the four years 1969 through 1972.

Provides for the establishment of the Agricultural Hall of Fame National Cultural Park in Wagandotte County, Kansas. Establishes the Agricultural Hall of Fame Commission to prepare a recreational plan for the Park, establish standards for the construction of facilities, and generally assist in the administration of the Park. Authorizes to be appropriated such sums as necessary to carry out the provisions of this Act.

Provides that on the date of enactment of this Act and ending on March 31, 1976, the price of milk shall be supported, under the Agricultural Act, at not less than 87 1/2 percent of the parity price therefor. Provides that the parity price for milk shall be adjusted by the Secretary of Agriculture at the beginning of each quarter to reflect any change in the index of prices paid by farmers for production items, interest, taxes, and wage rates.

Agricultural Products Export Control Act - Establishes the Agricultural Products Export Control Board. States that the purpose of the Board is to provide for the allocation among end use buyers of agricultural commodities exported from the United States when necessary to assure that domestic needs for such commodities are satisfied at reasonable price levels. Directs the Board to perform specified functions, including to: (1) determine, at periodic intervals, what agricultural commodities are available for export from the United States, taking into account such factors as domestic need and carryover reserves; and (2) determine, as necessary, a domestic price level for each such commodity which may be exported above which an allocation system for end use buyers in foreign countries shall be imposed by the Board. Sets forth provisions governing the membership of the Board.

Fixes the loan rate, under the price support provisions of the Agricultual Act of 1949, as amended, for the 1974 and 1975 crops of corn at $2.48 per bushel; and of soybeans at $5.90 per bushel. Stipulates that for the period beginning January 1, 1975, and ending June 1, 1975, the charge to households for coupons under the Food Stamp Act of 1964 shall be the lesser of (1) the purchase requirements for households which were established by regulations in effect on January 1, 1975, or (2) 30 per cent of the household's income.

National Aquaculture Development Act - States that it is the purpose of this Act to provide for a national program for aquaculture development in order to increase sources of marine protein for the consumer; to increase the availability and quality level of consumer fishery products; to develop new resources; to improve or maintain recreational fisheries; and to initiate new business, industry, and employment. Requires the Secretary of Commerce, in consultation with interested Federal agencies and other public and private organizations and with the concurrence of the Secretary of the Interior, to establish national objectives for aquaculture development. Requires the Secretary to act as the interagency coordinator for all Federal programs and activities in aquaculture. Sets forth activities regarding aquaculture development which the Secretary may, as he deems appropriate, carry out pursuant to this Act, including: (1) construction, operation, and maintenance of hatcheries or similar facilities and undertaking of natural habitat improvement activities; (2) assistance to public and private organizations and individuals interested or engaged in aquaculture through advisory and other services; (3) consultation and cooperation with Federal, State, and local governments, regional commissions, institutions of higher learning, and private industry; and (4) performance of basic and applied research to establish a sound information base for the development of aquaculture. Provides that the Secretary, in consultation with affected States, shall locate, construct, operate, and maintain such pilot aquaculture facilities as he deems appropriate in order to develop aquaculture technology relative to particular species of fish and shellfish. Authorizes the Secretary to carry out such functions and duties authorized by this Act as he deems appropriate through grants to or contracts with the States, regional commissions, local governments, institutions of higher learning, private industry, and other public and private organizations. Authorizes an appropriation for each fiscal year beginning with fiscal year 1975, equal to 30 percent of the gross receipts from duties collected under the customs laws on fishery products during the period January 1 to December 31, both inclusive, preceding the beginning of each such fiscal year. Authorizes the Secretary to carry out such other research as he deems appropriate in order to perform his functions and duties under this Act. Provides that the authority contained in this Act shall expire at the end of the fiscal year during which occurs the fifth anniversary of the date of enactment.

Authorizes the Secretary of Agriculture to cancel one-half the prinicpal, or $10,000 (whichever is lesser), of loans made to farmers or ranchers for natural disaster relief for disasters occuring during the period beginning January 9, 1975, and ending January 12, 1975. Limits the interest rate chargeable on the balance of the principal of such loans to one percent per year. (Adds 7 U.S.C. 1969)

Dietary Supplement Amendment - Defines, under the Federal Food, Drug, and Cosmetic Act, the term dietary supplement, as used therein, as meaning any product in tablet, capsule, water, or any other similar uniform unit or in powder, granular, flake or liquid form which contains vitamins or minerals, or both, and which is intended for use by man to increase total dietary intake of such vitamins, minerals or other ingredients. Provides that the Secretary of Health, Education, and Welfare may not prohibit the making of any truthful statement as to the Nutritional Value or dietary properties or accurate listing of any ingredient in any product. (Amends 21 U.S.C. 321 (g)(1))
