Rural Equal Aid Act This bill requires the Department of Agriculture (USDA) to pay the principal, interest, and any associated fees owed on loans made under certain rural development loan programs for a nine-month period. A single monthly payment of principal, interest, and associated fees with respect to a loan in the last three months of the nine-month period must not exceed $9,000. USDA must also encourage the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and state bank regulators to not require lenders to increase their reserves on account of receiving such payments made by USDA. USDA must waive statutory limits on maximum loan maturities for certain loan durations where the lender provides a deferral and extends the maturity of such loans and, when necessary to provide more time because of difficulties during the COVID-19 (i.e., coronavirus disease 2019) pandemic, extend lender site visit requirements.

Defund Planned Parenthood Act of 2021 This bill restricts federal funding for Planned Parenthood Federation of America Inc. or any of its affiliates or clinics for one year. Specifically, it prohibits funding those entities unless they certify that the affiliates and clinics will not perform, and will not provide funds to entities that perform, abortions during that year. If the certification requirement is not met, the Department of Health and Human Services and the Department of Agriculture must recoup any federal assistance received by those entities. However, the bill's funding restriction does not apply to abortions performed in cases of rape or incest or when necessary to resolve a physical condition that endangers a woman's life. The bill also provides additional funding for community health centers for the one-year period. These funds are subject to the same abortion-related restrictions and exceptions.

Wildland Firefighter Fair Pay Act This bill exempts federal wildland firefighters in the Department of the Interior and the Department of Agriculture from certain premium pay limitations for work relating to wildfire emergencies. The bill applies retroactively to January 1, 2020.

New Markets for State-Inspected Meat and Poultry Act of 2021 This bill allows meat and poultry products inspected by State Meat and Poultry Inspection programs to be sold in interstate commerce. Under the inspection programs, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and poultry. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.

Saving America's Mines Act This bill bars the President, the Department of the Interior, or the Department of Agriculture from declaring a moratorium on or reversing any existing lease, permit, or claim, for the mining and extraction of any critical mineral or common varieties of sand, stone, and gravel on National Forest System or Bureau of Land Management land unless specifically authorized by statute or upon the lessee, permittee, or claimant's failure to comply with any of the provisions of its agreement.

Revitalize and Expand SNAP Education and Training for America's Future Act or the RESET for America's Future Act This bill increases federal reimbursement for certain state employment and training programs under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). The Department of Agriculture (USDA) must issue certain guidelines that permit a state to submit for full and expedited federal reimbursement of any costs incurred through SNAP employment and training programs that meet certain criteria (e.g., programs with proven positive outcomes), with no match requirement. USDA must temporarily reimburse each state 100% of costs incurred in connection with transportation costs and other expenses related to participation in such programs through the end of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or two years, whichever is later. It must also reimburse each state 100% of costs incurred to build, modernize, or improve state and local data systems related to SNAP employment and training programs. Further, USDA must commission a thorough national assessment of its SNAP employment and training programs to develop a strategy for continuous improvement to the programs.

American Food for American Schools Act of 20 21 This bill requires school food authorities (SFAs) to request a waiver from the Department of Agriculture (USDA) to purchase foreign commodities or products for the National School Lunch Program (NSLP). SFAs may purchase foreign commodities or products without a waiver if the commodities or products are not produced or available domestically. Under current law, Buy American provisions require SFAs to purchase, to the maximum extent practicable, domestic commodities or products for the NSLP. There are limited exceptions which permit the purchase of foreign products in circumstances when using domestic products is truly not practicable. If an SFA uses an exception, there is no requirement to request a waiver to purchase a foreign product or commodity, but the SFA must keep documentation justifying the exception. USDA may not provide a waiver for an SFA to purchase foreign commodities or products unless (1) the commodities or products are not produced domestically in sufficient amounts or of satisfactory quality, (2) the domestic commodities or products would be significantly higher in price than foreign commodities or products, and (3) the SFA agrees to make the waiver publicly available on its website and email a notification of the waiver to parents or guardians of students who will be served the foreign commodity or product purchased pursuant to the waiver.

FEMA Empowering Essential Deliveries Act or the FEED Act This bill authorizes the Federal Emergency Management Agency (FEMA) to approve state, local, and Indian tribal government plans to partner with small and mid-size restaurants and nonprofit organizations to provide nutritious meals to individuals in need. Specifically, during the period following the President's emergency declaration of March 13, 2020, and under any subsequent major disaster declaration that supersedes it, FEMA may approve plans from state, local, and Indian tribal governments that (1) establish contracts with small and mid-sized restaurants and nonprofits, including faith-based organizations and soup kitchens, to prepare healthy meals for people in need; and (2) provide for partnerships with nonprofit organizations to purchase directly from food producers and farmers. FEMA shall waive federal matching requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act during such period.

Hawaii Invasive Species Protection Act This bill directs the Animal and Plant Health Inspection Service (APHIS) to conduct visual, x-ray, and canine preclearance quarantine inspections for high-risk invasive species and agricultural materials on persons, baggage, cargo, and any other articles destined for direct movement to or from the state of Hawaii. The inspections must be conducted at airports, ports, and postal sorting facilities. APHIS must also consult with the state of Hawaii to develop and publish a list of items subject to inspection. User fees must be prescribed and collected to cover the cost of inspections.

2020 WHIP+ Reauthorization Act This bill expands the Department of Agriculture's Wildfire and Hurricane Indemnity Program Plus (WHIP+) to include coverage for losses of crops (including smoke-tainted wine grapes) due to wildfires occurring in calendar year 2020. Under current law, the program provides disaster payments to agricultural producers who suffered crop, tree, bush, and vine losses resulting from hurricanes, wildfires, and other qualifying natural disasters that occurred in the 2018 and 2019 calendar years.

Acre In, Acre Out Act This bill prescribes a new requirement for any acquisition of land by the Department of the Interior or the Department of Agriculture that would result in a net increase of total land acreage under the jurisdiction of the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, or the Forest Service. The department concerned must offer for sale an equal number of acres of federal land that is under the same jurisdictional status. The bill exempts from this requirement any easements acquired to facilitate management of federal lands. Land sold pursuant to this bill shall be offered for sale at fair market value (based on local comparable sales), with monthly price reductions if the land is not sold in six months. All net proceeds from the sale of federal lands pursuant to this bill shall be deposited directly into the Treasury for reduction of the public debt.

Genetically Engineered Salmon Labeling Act This bill requires the market name of genetically engineered (commonly called genetically modified or GMO ) salmon to include Genetically Engineered or GE in front of the existing market name. The bill also requires the Department of Health and Human Services to ensure that an independent scientific organization reviews the Food and Drug Administration's environmental assessment that supports the approval of a new drug related to AquAdvantage Salmon, a type of genetically engineered salmon.

Stemming the Tide of Rural Economic Stress and Suicide under COVID-19 Act or the STRESS under COVID-19 Act This bill provides supplemental appropriations to the Department of Agriculture (USDA) for the Farm and Ranch Stress Assistance Network. The program provides grants to connect individuals who are engaged in agriculture-related occupations with stress assistance programs. The bill requires USDA to allocate the funds to grant recipients within 60 days.

Paperwork Reduction for Farmers and H-2A Modernization Act This bill expands the H-2A (temporary agricultural worker) visa program to cover additional types of labor, makes various changes to the program, and provides a safe harbor for errors in nonimmigrant worker visa applications in certain instances. The bill makes H-2A visas available to an alien providing temporary labor that falls within the federal government classification categories for (1) grounds maintenance workers; (2) farming, fishing, and forestry occupations; or (3) forest, conservation, and logging workers. The bill authorizes joint employers to file a joint petition for an H-2A alien. The bill allows (1) employers seeking to rehire an H-2A worker to submit a simplified petition, and (2) employers seeking to hire H-2A workers for different time periods during a fiscal year to submit a single petition for such workers. The Department of Labor shall establish an electronic filing and appeals system for H-2A petitions. U.S. Citizenship and Immigration Services (USCIS) shall communicate electronically with an H-2A employer when USCIS requests evidence from the employer, if the employer asks to do so. An employer who uses a third-party service to apply for a nonimmigrant worker visa shall not be civilly or criminally liable for errors in the application if the employer reasonably believed that the application was accurate and complied with statutory requirements.
