Foreign Dairy Quality Act - Provides that no dairy product shall be imported into the United States unless it has been inspected and found to be wholesome and unless the foreign farms and plants in which such products were produced, manufactured, or processed comply with all the inspection, grading, and other standards prescribed by the Secretary of Health, Education, and Welfare pursuant to the provisions of this Act. Requires that such foreign standards shall be comparable to those standards prescribed by the Secretary for the same kind of dairy products in the United States. States that the labeling of imported dairy products shall comply with the requirements of the Fair Packaging and Labeling Act and shall be otherwise marked as the Secretary may require. Directs the Secretary to cause to be inspected all dairy products imported into the United States. Authorizes the Secretary to prescribe rules and regulations to carry out the purposes of this Act, and rules and regulations for the destruction of dairy products refused admission into the United States. Authorizes to be appropriated such sums as are necessary to carry out the administration and supervision of the provisions of this Act. Imposes criminal penalties for violations of this Act.

National Nutrition Education Act - States that the purpose of this Act is to encourage the provision of nutrition education programs in the classroom and lunchrooms of elementary and secondary schools by establishing a system of grants for teacher training, pilot and demonstration projects, and the development of comprehensive nutrition education programs. Directs the Commissioner of Education to make grants to State educational agencies and institutions of higher education for teacher training with respect to the provision of nutrition education programs in schools. Authorizes appropriations of $10,000,000 for fiscal year 1975, $12,500,000 for fiscal year 1976, and $15,000,000 for fiscal year 1977 to carry out the provision of grants. Provides that the Commissioner may make grants to State and local educational agencies, institutions of higher education, and other public or private nonprofit education or research agencies, institutions, or organizations to pay the cost of pilot demonstration projects in elementary and secondary schools with respect to nutrition education and nutrition-related problems. States that the Commissioner may make grants to State education agencies to pay the Federal share of the cost of developing and carrying out nutrition education programs in elementary and secondary schools within each State. Sets forth criteria to be followed in applying for grants under this Act. Directs the Commissioner to render technical assistance to local education agencies, through qualified staff members having expertise in nutrition, health education, school food services, home economics, dietetics, and physical education, to public and private nonprofit organizations, and institutions of higher education for the development and implementation of education programs with respect to nutrition education and nutrition-related problems. Stipulates that in order to be eligible for assistance under this Act a State shall appoint a State coordinator for nutrition education. Directs the State coordinator for each State to develop, prepare, and furnish to the Commissioner a comprehensive plan for nutrition education within that State. Establishes in the Office of Education in the Department of Health, Education, and Welfare a National Nutrition Education Resources Center. Sets forth the functions of the Center, including the following: (1) to collect and create curriculum materials relevant to nutrition education, including, but not limited to, the integration of nutrition education materials into all subject matter at the elementary and secondary education levels; and (2) to collect information and materials relating to nutrition education and maintain such information and materials in a library for the use of State coordinators and other interested persons. Authorizes appropriations of up to $2,000,000 per fiscal year to establish and maintain the Center.

Redefines the term "household," for purposes of the Food Stamp Act of 1964, to mean a group of individuals who are not residents of an institution or boarding house but are living as one economic unit sharing common cooking facilities and for whom food is customarily purchased in common. Deletes provisions of such Act allowing distribution of federally donated foods (during a transition period to a food stamp program) for emergencies or on the request of a State agency. Deletes provisions of such Act making 18 year-olds ineligible for one year for food stamps, if from an ineligible household and claimed as a dependent in the previous year. States that households shall have food stamp eligibility terminated for a year if they refuse necessary information to the State administering agency. Removes provisions allowing households to choose to receive coupon allotments having a face value that is less than the face value of the coupon allotment authorized for them.

Authorizes the Secretary of Agriculture, under the Consolidated Farm and Rural Development Act, to insure loans to borrowers who: (1) are citizens of the United States; (2) are or have been engaged in beef cattle producing operations; (3) are unable to obtain sufficient credit to finance actual needs in the beef cattle producing business at reasonable rates and terms; and (4) have, if having received previously a loan, performed successfully the terms of such loan. States that loans insured under this Act must be expended for the purpose of financing the normal operations of buying, raising, and selling beef cattle by the borrower whose loan is being insured. Sets forth the terms and conditions of such insured loans. Creates the Cattleman's Insurance Fund to be used by the Secretary as a revolving fund for the discharge of obligations under this Act. Empowers the Secretary to transfer assets from the Agricultural Credit Insurance Fund, to the fund if he determines that such transfer is necessary to establish the insurance program. Directs the Secretary to make and issue notes to the Secretary of the Treasury for the purpose of obtaining funds necessary for discharging obligations under this Act. Outlines the purposes for which the Secretary shall utilize the fund. Provides that the aggregate amount of the obligations insured under this Act and outstanding at any one time shall not exceed $3,000,000,000.

Authorizes the Secretary to guarantee the repayment of 90 percent of the outstanding principal amount of any loan made to any such person prior to the date of enactment of this Act and which is renewed or extended by the lending institution holding such loan. Specifies that the authority of the Secretary to guarantee loans under this Act shall expire June 30, 1975.

Food Commodity Program Amendment - Directs the Secretary of Agriculture to use funds for the exportation and domestic consumption of agricultural products to purchase, without regard to the provisions of existing law governing the expenditure of public funds, agricultural commodities and their products to maintain the 1973 level of assistance for food assistance programs as are authorized by law, including but not limited to school lunch, institutions, Indian reservations not requesting a food stamp program, supplemental feeding, and domestic relief distribution. Provides that if the stocks of the Commodity Credit Corporation are not available, the Secretary may use the funds of the Corporation to purchase agricultural commodities and the products thereof under the Agricultural Act of 1949 to meet such requirements.
