Clean Energy Development for a Growing Economy Act of 2006, or the Clean EDGE Act of 2006 - Instructs the President to develop measures to reduce U.S. dependence on foreign petroleum imports by reducing petroleum in end-uses. Amends the Internal Revenue Code to modify or create specified alternative fuel, vehicle, and energy tax credits. Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish a low-interest loan program for farmer-owned retail delivery of alternative fuels. Amends the Clean Air Act to authorize the President to promulgate rules to increase renewable fuel content of motor fuels and clean energy sources. Directs the Secretary of Transportation to develop Transit-Oriented Development Corridors. Declares that it is unlawful to sell crude oil, gasoline, or petroleum distillates at a price exceeding certain standards. Amends the Clayton Act to declare unlawful for any person to refuse to engage in certain regular petroleum or natural gas marketing practices with the primary intention of increasing prices or creating a market shortage. Oil and Gas Traders Oversight Act of 2006 - Amends the Commodity Exchange Act to instruct the Commodities Futures Trading Commission to promulgate rules governing reporting and recordkeeping for positions involving energy commodities. Amends the Food Stamp Act of 1977 and the United States Housing Act of 1937 regarding utility costs. Amends the Small Business Act and the Consolidated Farm and Rural Development Act to authorize the Administrator of the Small Business Administration and the Secretary of Agriculture, respectively, to make loans to small business concerns injured by significant increases in gas and heating oil prices. Prescribes specified measures to realize improved vehicle fuel economy. Amends the Public Utility Regulatory Policies Act of 1978, the Energy Policy Act of 1992, and the Energy Policy Act of 2005 with respect to federal agency purchases of renewable energy products. Establishes the Clean Energy Security Collaborative. Instructs the Secretary of Transportation to establish the National Motor Vehicle Efficiency Improvement Program. Establishes the Interagency Center in the Office of International Energy Market Development of the Department of Energy. Provides for clean energy assistance to developing countries. Bioenergy Innovation, Optional Fuel Utilization, and Energy Legacy (BIOFUEL) Act of 2006 - Amends the Clean Air Act to revise the schedule for the volume of renewable fuels, the volume for cellulosic biomass, and the volume of biodiesel. Amends federal transportation law to require manufacturers of new dual fueled automobiles to ensure that the percentage of the total of such automobiles, manufactured and distributed in commerce for sale in the United States, meets prescribed percentages for specified model years. Directs the Secretary of Energy to require motor fuel retailers in each geographic region the Secretary establishes, when flexible-fuel vehicle market penetrations reach a certain level, to install an E-85 fuel pump or pumps at their retail fuel facilities. Establishes in the Treasury a Alternative Fuel Infrastructure Fund to implement a related grant program. Directs the Secretary of Agriculture to establish a renewable energy strategic feedstock reserve program to purchase and store agricultural commodities with their producers. Amends the Farm Security and Rural Investment Act of 2002 to: (1) redefine bioenergy as ethanol derived from cellulosic feedstocks; and (2) reauthorize the Department of Agriculture bioenergy program. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make loans to enable eligible farmers, ranchers, and certain domestic entities controlled by them to create or expand facilities designed to convert agricultural commodities into fuel. Prohibits the Secretary from requiring a lender to obtain an unsubordinated interest in a borrower's farming or ranching operation as a prerequisite to a federal loan guarantee. Amends the Farm Credit Act of 1971 to declare eligible for credit assistance certain associations of farmers, producers, or harvesters of aquatic products engaged in commercial activities related to renewable energy products. Instructs the Secretary of Energy to establish a research and development program related to: (1) ethanol production; (2) extraction of energy from biological sources; (3) biomass gasification; and (4) new vehicle efficiency technologies. Instructs the Secretary of Energy to establish a biofuels production facility grant program. Expresses the sense of Congress that Congress should enact policies that: (1) reduce greenhouse gas emissions; and (2) encourage systems that compensate American agricultural producers for the beneficial role that they play in reducing greenhouse gases and sequestering carbon from the atmosphere. Amends the Internal Revenue Code to: (1) extend tax credits for ethanol and biodiesel; (2) increase tax credits for refueling property for ethanol and biodiesel; and (3) increase the small ethanol producer credit. Revises requirements for infrastructure bonds for facilities producing motor vehicle fuel from biomass.

New Homestead Act of 2006 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed for at least five years in an area outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least 10% of the county population (qualifying county). Amends the Internal Revenue Code to allow a: (1) tax credit for the lesser of $5,000 or 10% of the purchase price of a principal residence in a qualifying county; and (2) capital loss deduction with respect to a sale or exchange of a principal residence in a qualifying county. Provides for the creation of tax-exempt individual homestead accounts, funded by individual cash contributions and matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used by residents of qualifying counties for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70% of the present value of new buildings (including rehabilitation projects) or 30% of the present value of existing buildings. Establishes a qualified rural small business investment credit of 30% of expenditures for starting or expanding a business, including costs for capital, plant and equipment, inventory expenses, and wages, but not including interest costs. Provides for accelerated depreciation of business property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to establish the New Homestead Venture Capital Fund (Fund), owned by private investors, to generate and provide equity capital to rural businesses in qualifying counties. Directs the Secretary of Agriculture to provide funding and guarantees for private investors in the Fund.

Natural Disaster Relief Act - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest) with respect to which a natural disaster declaration has been made. Requires a producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax. Requires a livestock producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide indemnity payments to poultry producers in hurricane-affected counties. Directs the Secretary to provide: (1) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or related conditions, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (2) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (3) assistance to specialty and nursery crop producers in hurricane-affected counties; (4) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines), and fruit and nut tree producers in hurricane-affected counties; (5) assistance to dairy producers for production and spoilage losses in hurricane-affected counties; (6) assistance to producers and first handlers of cottonseed; (7) emergency watershed protection and emergency conservation program activities; and (8) assistance for additional conservation-related technical assistance in each state that has a disaster or hurricane-affected county. Authorizes the Secretary to provide financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Defines "hurricane-affected county" as: (1) a county covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma, or related condition; and (2) a contiguous county.

National Institute of Food and Agriculture Act of 2006 - Establishes within the Department of Agriculture the National Institute of Food and Agriculture, which shall be an agency composed of a Director (who shall be a scientist) and a Standing Council of Advisors. Authorizes the Director to establish standing committees. Requires the Director to establish: (1) an Office of Advanced Science and Application which shall monitor national needs and advances in research to identify problems for which solutions are realistically achievable through research; (2) an Office of Scientific Assessment and Liaison which shall monitor programs and expenditures; (3) an Office of Scientific Personnel which shall assess the number of, and need for additional, agricultural scientists in the United States. Directs the Institute to provide grants to support and promote the highest quality of fundamental agricultural research, including grants to fund research proposals submitted by: (1) individual scientists; (2) research centers composed of a single institution or multiple institutions; and (3) other individuals and entities from the private and public sectors, including Department and other federal researchers.

Summer Food Service Program Improvement Act of 2006 - Amends the Richard B. Russell National School Lunch Act to revise requirements for the summer food service program for children. Provides for a redefinition of rural areas in which poor economic conditions exist. Revises requirements relating to payments to service institutions for operating expenses and administrative costs. Directs the Secretary of Agriculture to make competitive startup grants to ten States to assist eligible service institutions in initiating summer food service program sites.

Open Space and Farmland Preservation Act - Amends the Farm Security Act of 1985 to direct the Secretary of Agriculture to reserve at least 15% of farmland protection program funds for grants to support cooperative efforts by an eligible state agency, county, or other eligible entity to purchase conservation easements and other interests in eligible land, whose title shall be held by an eligible entity rather than the United States.

Headwaters Protection and Restoration Act - Requires the Secretary of the Interior (for Bureau of Land Management [BLM] land) or the Secretary of Agriculture (for National Forest System land) to consider emergency event procedures in response to watershed and forest emergencies. Authorizes the Secretary concerned to: (1) carry out projects in Colorado to reduce hazardous fuel or prevent the spread of bark beetles to adjacent trees; (2) prepare emergency event proposals or consider proposals from the governor, the state forester, a water conservation district, or an at-risk community; and (3) conduct emergency event evaluations in response to a request or to an emergency event that affects a municipal water supply system, a wildland-urban interface, or other public or private property and that has caused or will cause significant damage o to federal land or adjacent nonfederal land. Requires the Secretary concerned to carry out a program in Colorado to: (1) ensure the long-term health of forests; and (2) reduce the risk of catastrophic fire, flooding, and watershed destruction. Extends the authority of the Secretaries to enter into federal and state cooperative watershed restoration and protection agreements and contracts. Requires the Secretary concerned to provide: (1) financial assistance for long-term stewardship projects in certain areas; and (2) grants and low-cost loans to small business concerns in the Colorado forest product industry. Establishes the Colorado Forest Health Fund from which amounts shall be transferred to the Secretary of Agriculture to carry out measures to improve forest health and reduce hazardous fuels. Requires the Secretary of Agriculture to: (1) provide grants for research and development and marketing of forest products and for research in higher elevation forests; and (2) collaborate on research on and the development and transfer of broader landscape treatment strategies and ways to integrate best science with community needs. Requires the Secretary of Agriculture to provide: (1) financial assistance under the Community and Private Land Fire Assistance Program to the Colorado State Forest Service to establish a grant program to help improve private forest land; and (2) grants to Colorado for the Colorado Fuels for Schools program under the Energy Policy Act of 2005.

Real Solutions to World Hunger Act of 2005 [sic] - Makes it unlawful for any person to ship, or offer to ship, or for any carrier or person to transport, or receive for transportation, to any foreign country, any genetically engineered animal, plant, or seed (as defined by this Act) if the person knows or has reason to believe that the engineered article will be used to produce an agricultural commodity if: (1) such article was denied federal approval for U.S. marketing, or its application for approval was withdrawn; or (2) the foreign government has not certified that related ecological impacts of such article have been satisfactorily mitigated. Authorizes the Secretary of Agriculture to make grants to designated international research institutions to promote development of sustainable agricultural techniques (which may not derive any genetic engineered material) that rely on minimum artificial inputs to meet developing countries' food and fiber needs. Directs the Secretary of the Treasury to instruct the U.S. Executive Director at each international financial institution to make no effort to encourage the institution from prohibiting countries eligible for certain assistance from requiring compulsory licensing of genetically engineered animals, plants or seeds. Amends the Internal Revenue Code to: (1) impose a tax on a corporation equal to one percent of its gross income that is attributable to the U.S. marketing of any genetically engineered organism (as defined by this Act), or the holding of a patent on any such organism; and (2) establish in the Treasury the Sustainable Agriculture Trust Fund.

Genetically Engineered Food Safety Act - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to include genetically engineered food in the definition of "food additive." Sets forth requirements governing petitions to the Secretary of Health and Human Services for a regulation prescribing the conditions of safe use of a genetically engineered food additive, including information to be included in the petition and factors to be considered by the Secretary in making a decision. Authorizes civil actions against: (1) a person alleged to have violated FFDCA provisions regulating genetic food additives; and (2) the Secretary for failure to perform a mandatory act or duty related to genetic food additives. Requires the Secretary to collect a filing fee for petitions to: (1) defray costs related to such petitions under this Act; and (2) provide for research on the safety of genetic food additives. Authorizes an officer or employee conducting an inspection to order the detention of food if such person has reason to believe that such food violates the FFDCA. Requires all food retailers to register with the Food and Drug Administration (FDA) to expedite recalls, embargoes, and seizures.

Genetically Engineered Food Right to Know Act - Amends the Federal Food, Drug, and Cosmetic Act (FDCA), Federal Meat Inspection Act (FMIA), and the Poultry Products Inspection Act (PPIA) to deem a food misbranded if it contains or was produced with a genetically engineered material unless its labeling contains statements meeting specified requirements. Requires the periodic testing of such foods transferred along a chain of distribution to assure accuracy of labels, subject to specified exceptions. Excludes, in all three Acts, food: (1) served in restaurants; or (2) prepared primarily in a retail establishment, ready for human consumption, but not offered for sale for immediate consumption in the establishment. Excludes, for the FDCA, a medical food as defined in the Orphan Drug Act. Subjects violators to civil monetary penalties, exempting recipients who accept a guarantee of the absence of genetically engineered material in good faith or producers whose food inadvertently becomes contaminated by genetically engineered material. Authorizes citizen suits as specified.

Genetically Engineered Crop and Animal Farmer Protection Act - Requires a biotech company that sells any genetically engineered animal, plant, or seed that will be used in the United States to: (1) provide the purchaser with written notice of possible legal and environmental risks of such article's use (such disclosure shall neither relieve the company from liability, nor be construed to create purchaser liability); and (2) disclose any technology fees to the Secretary of Agriculture, and not charge fees that are higher than those outside the United States. Sets forth related contract prohibitions and limitations. Directs the Secretary to: (1) identify which plants are outcrossed pollinators and make such information available to affected sellers and purchasers; and (2) issue rules to require mitigation strategies for predominately outcrossed crops. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to direct the Administrator of the Environmental Protection Agency to: (1) establish the best achievable resistance plan for plant-incorporated pesticides engineered to include toxins derived from the bacterium Bacillus thuringiensis (Bt); (2) revoke Bt registrations not in plan compliance; and (3) reduce a pesticide's use if it is determined to be facilitating Bt-toxin resistance in pests. Prohibits: (1) labeling seeds as non-genetically engineered if the Secretary determines such seeds contains genetically engineered material; (2) manufacture, sale, or planting of genetically engineered or chemically induced non-fertile seeds; and (3) loan discrimination against a producer who refuses to use genetically engineered plants or animals. Authorizes, with respect to violations under this Act,: (1) the Secretary to assess civil penalties; and (2) citizen civil actions against the Secretary, a federal agency, or an individual.

Genetically Engineered Pharmaceutical and Industrial Crop Safety Act of 2005 [sic] - Prohibits: (1) a pharmaceutical crop or industrial crop to be grown, raised, or otherwise cultivated until the final regulations and tracking system required by this Act are in effect; and (2) cultivation of a pharmaceutical crop or industrial crop in an open air environment, or in a food commonly used for human food or domestic animal feed. Directs the Department of Agriculture to establish a tracking system to regulate the growing, handling, transportation, and disposal of all pharmaceutical and industrial crops and their byproducts to prevent contamination. Authorizes the Secretary of Agriculture to assess civil penalties for violations of such provisions. Directs the National Academy of Sciences to report on alternative methods to produce pharmaceuticals or industrial chemicals that may be conducted in controlled production facilities without the risk of contamination. Defines: (1) "genetically engineered plant"; (2) "genetically engineered material"; (3) "genetically engineered seed"; (4) "pharmaceutical crop"; and (5) "industrial crop."

Forest Service Partnership Enhancement Act of 2006 - Authorizes the Secretary of Agriculture, in connection with the administration of Forest Service activities on and near National Forest System (NFS) lands, to enter into agreements with cooperators for the mutual benefit of parties to the agreement for specified activities, including for: (1) developing, conducting, producing, or selling education and interpretive materials, products, programs, and services; (2) constructing, maintaining, and operating facilities; (3) selling health and safety convenience products and photography supplies; (4) collecting funds from the sale of materials, products, programs, and services; (5) activities to restore and maintain ecological integrity and biodiversity of NFS lands; (6) watershed restoration and enhancement activities on NFS lands, or on other lands that benefit resources on NFS land within the same watershed for protecting, restoring, and enhancing resources or reducing risk from natural disaster where public safety is threatened; and (7) such other cooperative activities as the Secretary considers to be appropriate. Amends the National Forest Foundation Act to: (1) double the number of members who shall serve on the Board of Directors of the National Forest Foundation; (2) extend to October 1, 2006, the provision of matching funds for administrative and project expenses incurred by the Foundation; and (3) extend for the five-year period beginning on October 1, 2006, the authorization of appropriations for the Foundation to match private contributions made to it.

Pet Safety and Protection Act of 2005 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Revises provisions to prohibit federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Revises provisions to prohibit dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Independence from Oil with Agriculture Act of 2006 - Amends the Internal Revenue Code to delete provisions that terminate tax credits after a certain time (thus extending such credits) for: (1) alcohol fuels; (2) biodiesel fuels; (3) alcohol fuel mixtures; (4) biodiesel mixtures; (5) electricity produced from wind and open-loop or close-loop biomass facilities; and (6) alternative fuel vehicle refueling property. Amends the Clean Air Act to: (1) increase the applicable volume of renewable fuel for calendar years 2008-2012 that must be part of gasoline in the United States (except in noncontiguous states or territories); and (2) increase the number of gallons of renewable fuel in the calculation used to determine the required volume of renewable fuel in gasoline for calendar years 2013 and thereafter.

Bitterroot National Forest Dam and Reservoir Maintenance Act - Directs the Secretaries of Agriculture and the Interior to grant to the owner of a dam, a water storage right for a dam, or a right-of-way, for no consideration, rights-of-way to: (1) the trails, access routes, or primitive roads in the Bitterroot National Forest, Montana, for purposes of providing access to such dam; and (2) areas of that Forest adjacent to such dam for purposes of dam construction, reconstruction, maintenance, repair, and operation. Requires such owners to prepare a map establishing the boundaries of the rights-of-way granted, which shall extend at least eight feet but not more than 60 feet in width from the center of the trail. Authorizes an owner to: (1) use mechanized transport on the rights-of-way and at the owner's dam; and (2) operate aircraft in the airspace over the Forest to access the dam; and (3) land the aircraft on the rights-of-way. Provides that any activities carried out by an owner in a right-of-way granted under this Act shall be regulated by the state and shall not be subject to specified federal law, including the Wilderness Act and the National Environmental Policy Act of 1969.

Headwaters Protection and Restoration Act - Requires the Secretary of the Interior (for Bureau of Land Management [BLM] land) or the Secretary of Agriculture (for National Forest System land) to consider emergency event procedures in response to watershed and forest emergencies. Authorizes the Secretary concerned to: (1) carry out projects in Colorado to reduce hazardous fuel or prevent the spread of bark beetles to adjacent trees; (2) prepare emergency event proposals or consider proposals from the governor, the state forester, a water conservation district, or an at-risk community; and (3) conduct emergency event evaluations in response to a request or to an emergency event that affects a municipal water supply system, a wildland-urban interface, or other public or private property and that has caused or will cause significant damage o to federal land or adjacent nonfederal land. Requires the Secretary concerned to carry out a program in Colorado to: (1) ensure the long-term health of forests; and (2) reduce the risk of catastrophic fire, flooding, and watershed destruction. Extends the authority of the Secretaries to enter into federal and state cooperative watershed restoration and protection agreements and contracts. Requires the Secretary concerned to provide: (1) financial assistance for long-term stewardship projects in certain areas; and (2) grants and low-cost loans to small business concerns in the Colorado forest product industry. Establishes the Colorado Forest Health Fund from which amounts shall be transferred to the Secretary of Agriculture to carry out measures to improve forest health and reduce hazardous fuels. Requires the Secretary of Agriculture to: (1) provide grants for research and development and marketing of forest products and for research in higher elevation forests; and (2) collaborate on research on and the development and transfer of broader landscape treatment strategies and ways to integrate best science with community needs. Requires the Secretary of Agriculture to provide: (1) financial assistance under the Community and Private Land Fire Assistance Program to the Colorado State Forest Service to establish a grant program to help improve private forest land; and (2) grants to Colorado for the Colorado Fuels for Schools program under the Energy Policy Act of 2005.

Rocky Mountain Forest Insects Response Enhancement and Support Act or the Rocky Mountain FIRES Act - Amends the Healthy Forests Restoration Act of 2003 to require the Secretary of Agriculture or the Secretary of the Interior (the Secretary) to use not less than 70% of the funds allocated for authorized hazardous fuel reduction projects in the Rocky Mountain region for: (1) projects in the wildland-urban interface; and (2) projects on land that is in proximity to a municipal water supply system or a stream feeding such a system in a municipal watershed and that has been identified for such projects in community wildfire protection plans. Authorizes the Secretary to designate insect-emergency areas. Authorizes grants to: (1) at-risk communities in the Rocky Mountain region to assist such communities in preparing or revising a community wildfire protection plan; and (2) owners or operators of facilities that use biomass to offset their costs of purchasing biomass. Requires the Secretary to establish at least one collection point for the placement of vegetative material removed from federal or other land as part of a hazardous fuel reduction project.

Requires the Secretary, when revising such definition, to consider the recommendations of authoritative scientific organizations and evidence concerning the relationship between diet and health.

Anti-hunger Empowerment Act of 2006 - Amends the Food Stamp Act of 1977 to replace current food stamp program (program) administrative cost provisions with provisions authorizing 75% reimbursement for specified state activities to increase program access. States that fingerprinting shall not be required for program participation. Beyond the Soup Kitchen Grants Program Act of 2006 - Directs the Secretary of Agriculture to establish a Beyond the Soup Kitchen pilot program to provide grants: (1) to a primary community-based nonprofit feeding and anti-hunger group in each designated pilot community which shall allocate subgrants to other nonprofit feeding and anti-hunger groups in such community; and (2) for technical assistance grants. Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Specialty Crops Competition Act of 2006 - Defines "specialty crop" as each U.S. agricultural crop other than wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, dry peas, lentils, chickpeas, and tobacco. Amends the Agricultural Adjustment Act to provide for marketing order specialty crop food safety programs. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase assistance for the tree assistance program; (2) provide for increased fruit, vegetable, and specialty crop purchases; and (3) increase and extend specialty crop technical assistance. Obligates funds for fruit and vegetable marketing news activities. Amends the Consolidated Farm and Rural Development Act to obligate funds for specialty crop operating loans. Provides for: (1) the study of the extent to which U.S. specialty crops have or have not benefited from any reductions of foreign trade barriers; and (2) a foreign market access strategy plan based on such study. Establishes a division in the Department of Agriculture to process petitions for reducing sanitary and phytosanitary export barriers and an office to develop and protect intellectual property rights in plants and plant materials. Amends Federal patent law to define "essentially derived plant." Provides for: (1) a national specialty crops development initiative grants program; (2) research on mechanized harvesting and new production and processing methods; and (3) a national clean plant network. Establishes the Invasive Pest and Disease Response Fund in the Treasury to support emergency eradication and research activities. Provides for independent scientific advice and peer review with regard to specialty crop import and export requests. Authorizes food safety initiatives. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program. Addresses the development of voluntary sustainable practices guidelines for producers and processors of specialty crops.

Provides for certain reserve funds for: (1) disposal of underutilized federal real property; (2) reauthorization of the Secure Rural Schools and Community Self-Determination Act; (3) calendar year 2007 alternative minimum tax relief; (4) the National Flood Insurance Program; and (5) revision of the regulation of government-sponsored enterprises. Prohibits House legislation that would require advanced appropriations, with a specified exception. States that, if legislation is reported that makes appropriations for FY2007 for contingency operations directly related to the global war on terrorism and other unanticipated defense-related operations, then the resulting new budget authority, new entitlement authority, outlays, or receipts shall not count for certain reconciliation and other specified purposes of the Congressional Budget Act of 1974 (CBA). Exempts also from counting for such purposes the new budget or entitlement authority, or outlays, resulting from any reported legislation that makes appropriations for FY2007 to combat avian flu, increases local preparedness, and develops a vaccine to innoculate the U.S. population. Authorizes the House Committee on Appropriations to make a separate suballocation for appropriations for the legislative branch for the first fiscal year of this resolution. Sets forth, for specified reconciliation purposes, budgetary treatment of certain legislation that revises the National Flood Insurance Program. Provides for adjustments in the allocations and aggregates of budget authority, outlays, and revenue set forth in this resolution to reflect the budgetary effects of certain tax legislation. Establishes a nondefense reserve fund for emergencies. Expresses the sense of Congress that the determination of the congressional budget for the federal government and the President's budget request should include consideration of the Financial Report of the United States Government, especially its information regarding the government's net operating cost, financial position, and long-term liabilities. Expresses the sense of Congress that any revenue increases achieved through recovery of taxes legally owed to the U.S. Treasury but not actually paid (the so-called "tax gap") shall be dedicated entirely to reducing the deficit and the accumulated debt, and not to financing additional spending.

Small Business Investment and Promotion Act of 2006 - Amends the Internal Revenue Code to: (1) provide to small business owners and operators of farming or commercial fishing businesses a temporary credit for excessive fuel costs paid or incurred in the operation of such business; (2) make permanent the credit for increasing research activities; and (3) treat as 15-year property for purposes of the depreciation deduction qualified restaurant property, qualified retail improvement property, and certain systems installed in nonresidential buildings. Authorizes appropriations for FY2007-FY2008 for: (1) the Advanced Technology Program; (2) the Service Corps of Retired Executives (SCORE); (3) small business development centers; (4) the Manufacturing Extension Partnership program; and (5) the Women's Business Centers program. Expresses the sense of Congress calling for appropriate funding for the above programs and the Small Business Act's 7(a) loan program. Amends the Immigration and Nationality Act to provide market-based adjustments in annual H-1B and H-2B nonimmigrant numerical limitations. Amends the Small Business Act to include awards for contracts performed outside the United States within the federal government's small business contracting goal.

Trade Preference Extension and Expansion Act of 2006 - Amends the Trade Act of 1974 to extend the Generalized System of Preferences (GSP) Program from December 31, 2006, through December 31, 2007. Amends the Andean Trade Preference Act to extend from December 31, 2006, through December 31, 2007 the duty-free treatment or other preferential treatment for beneficiary countries under the Act. Amends the African Growth and Opportunity Act to change from mandatory to discretionary the authority of the President to terminate the designation of an eligible beneficiary sub-Saharan African country for failing to continue compliance with such Act. Requires the President to notify Congress, and allows him to proceed with termination only if Congress fails to prohibit it. Authorizes the U.S. Trade Representative (USTR) to provide grants to U.S. nongovernmental organizations and private sector representatives to host the annual United States-Sub-Saharan African Trade and Economic Cooperation Forum. Amends the African Growth and Opportunity Act (AGOA) to revise the designation for preferential treatment of apparel articles wholly assembled in one or more beneficiary sub-Saharan African countries from certain regional fabric or yarns. Specifies for such duty-free treatment apparel articles that are both cut (or knit-to-shape) and sewn or otherwise assembled in one or more such countries. Directs the President to develop a comprehensive plan addressing specified issues to promote economic reforms and development in sub-Saharan Africa. Requires the President to establish additional duty-free access for beneficiary sub-Saharan African countries for agricultural products governed by current tariff-rate quotas. Authorizes the Administrator of the United States Agency for International Development (USAID) to make grants to governmental and nongovernmental entities in beneficiary sub-Saharan African countries that can provide assistance, consultation, and equipment to local agribusinesses to enable their products to meet U.S. import requirements. Requires the Secretary of Agriculture to direct the Foreign Agriculture Service to work with national African agricultural organizations to identify needs and implement programs that strengthen member ability to fulfill these needs in conjunction with export credit guarantee programs. Amends the Export-Import Bank Act of 1945 to specify the use of resources of the Export-Import Bank of the United States and the Overseas Private Investment Corporation to encourage industrial and agricultural development in beneficiary sub-Saharan African countries. Expresses the sense of Congress for USAID technical assistance in development of domestic tax policies in such countries to replace lost trade tax revenues resulting from trade liberalization. Requires the Secretary of the Treasury and the USTR to seek negotiations with such countries for income tax treaties and bilateral investment agreements, respectively, with the United States. Expresses the sense of Congress with respect to sub-Saharan Africa development and trade capacity. Requires U.S. infrastructure and industry-building assistance needed for sustainable economic development of sub-Saharan Africa. Sets forth the sense of Congress regarding the October 2005 election of Ms. Ellen Johnson Sirleaf as President of Liberia.

Makes rule XXVII of the House (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution) inapplicable with respect to the adoption by Congress of a budget resolution for FY2007. Requires: (1) reported legislation designated as an emergency requirement to include an explanation of the manner in which the legislation meets specified criteria; and (2) if such legislation is to be considered without being reported, the explanation to be published in the Congressional Record in advance of floor consideration. Provides for changes in allocations and aggregates resulting from realistic scoring of measures affecting federal revenues. Prohibits the use of revenue increases to comply with budget allocations and aggregates. Makes it out of order in the House to consider direct spending legislation that would increase an on-budget deficit or decrease an on-budget surplus for any specified applicable time period. Requires the chairman of the Committee on the Budget to maintain a: (1) Budget Protection Mandatory Account; and (2) Budget Protection Discretionary Account.

Saving America's Rural Housing Act of 2006 - Amends the Housing Act of 1949 to direct the Secretary of Agriculture to implement a revitalization program to provide financial incentives and other assistance to owners of eligible projects through voluntary long-term use agreements entered into between the project owners and the Secretary. Prescribes implementation guidelines, including requirements for a long-term viability plan, a financial restructuring plan, and revitalization incentives. Revises the authority of the Secretary to make loans to private nonprofit corporations, consumer cooperatives, and Indian tribes to provide rental or cooperative housing and related facilities for elderly or handicapped persons, families of low or moderate income, or other persons and families of low income in rural areas (Section 515 financing). Authorizes the Secretary, when entering into contracts involving Section 515 financing for new construction, to grant priority to projects in areas with a need for affordable low-income rental housing due to prepayment of Section 515 loans or insured loans. Repeals certain restrictions on the prepayment of Section 515 loans or insured loans; but specifies new conditions on prepayment of such loans. Directs the Secretary to: (1) develop a plan to administer requests to prepay Section 515 multifamily housing loans; and (2) make voucher assistance available to each low-income family who on the date of prepayment is residing in a dwelling unit if the owner prepays certain multifamily housing loans made under the Act. Prescribes uses for such vouchers, including rental assistance, right to use an available rental dwelling unit, and homeownership. Sets forth prepayment standards for pre-1989 loans. Instructs the Secretary to establish and maintain a database of potential buyers of projects with specified loans. Restricts such database to persons who have expressed an interest in purchasing the projects at fair market value and maintaining them as affordable housing.

Southeast Arizona Land Exchange and Conservation Act of 2006 - Directs the Secretary of Agriculture (the Secretary) to convey to Resolution Copper Mining, LLC, all, right, title, and interest of the United States in and to specified federal land in Pinal county, Arizona, in exchange for Resolution Copper conveying to the United States title to: (1) the Secretary to specified non-federal land in Gila, Yavapai, Maricopa, Pinal, and Coconino counties, Arizona, and (2) the Secretary of the Interior to specified non-federal land in Pinal, Santa Cruz, and Gila counties, Arizona. Directs the Secretary to convey specified land in Pinal county to the town of Superior, Arizona. Instructs Resolution Copper to deliver to the Secretary an executed document granting a permanent conservation easement to an entity that is: (1) a qualified unit of government; or (2) a land trust or other qualified organization. Requires Resolution Copper and the grantee, in consultation with the town and other interested parties, to determine whether the area covered by the easement should be used to establish additional public access routes, trails, and trailheads to Apache Leap. Directs: (1) the Secretary, in consultation with Resolution Copper, the town, and other interested parties, to construct in the Global Ranger District of the Tonto National Forest one or more replacement campgrounds for the Oak Flat Campground; and (2) the Secretary of the Interior to convey to the Arizona State Parks Board approximately 2,000 acres of land under such Secretary's jurisdiction within the exterior boundary of the proposed Tom O'Shanter Area State Park for the establishment of such Park. Requires the Secretary of the Interior to construct or improve, or oversee construction or improvement of, and grant the Board a right-of-way over, the Tom O' Shanter Access Road in order to provide public access to the proposed State Park.

Las Cienegas Enhancement Act - Requires the Secretary of the Interior (the Secretary), if Las Cienegas Conservation, LLC, offers to convey to the Secretary title to the Empirita-Simonson parcel of land (the non-federal land), subject to well-access easements of record, to accept the offer and convey to Las Cienegas Conservation, LLC, the Sahuarita parcel of land (the federal land). Requires the values of the federal and non-federal lands exchanged to be equal. Requires Las Cienegas Conservation, LLC, to: (1) pay the costs of carrying out the exchange of such lands; and (2) convey to Pima County, Arizona, a certain well site of approximately 98 acres located within the exterior boundaries of the non-federal land. Requires the Secretary, upon acquisition of the non-federal land, to include the acquired land as part of the Las Cienegas National Conservation Area. Instructs the Secretary to provide to the Secretary of Agriculture a right of way to the non-federal land for motorized public road access t to the boundary of the Coronado National Forest. Modifies the boundary of the Las Cienegas National Conservation Area to exclude the 40-acre tract that, as of the enactment date of this Act, is leased by the Bureau of Land Management to the town of Elgin, Arizona, for a sanitary landfill.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest). Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program to livestock producers who have incurred 2005 losses in emergency-designated counties; (2) livestock indemnity payments to producers who have incurred 2005 livestock disaster losses, including losses due to hurricanes, floods, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to specialty and nursery crop producers in hurricane-affected counties; (7) assistance to dairy producers in hurricane-affected counties; (8) assistance to producers and first handlers of cottonseed; (9) grants for agricultural promotion; (10) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; and (11) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs.
