Federal Agricultural Relief Maintained during Shutdowns And Federal Emergencies Act or the FARM SAFE Act This bill requires the Department of Agriculture (USDA) to continue activities related to agricultural disaster assistance programs during a lapse in appropriations (i.e., government shutdown). Specifically, the bill provides that any USDA employee necessary to carry out an agricultural disaster assistance program (1) must be treated as an excepted employee who is required to perform work during a lapse in appropriations, and (2) may not be removed under a reduction in force.

Organic Science and Research Investment Act of 2025

Organic Science and Research Investment Act of 2025 This bill expands Department of Agriculture (USDA) support for organic agricultural research. USDA must establish the Coordinating and Expanding Organic Research Initiative for USDA resources dedicated to organic agricultural research. Every five years, the initiative must survey USDA's organic agricultural research and produce a report, including findings and recommendations on expanding research and increasing project coordination and effectiveness. USDA must take the findings and recommendations into consideration when preparing USDA's annual budget recommendations. In carrying out its work, the initiative must consult with the National Organic Standards Board and land-grant colleges and universities. In preparing each report, the initiative must consult organic and conventional farmers, ranchers, handlers and the organizations that serve them. The bill also reauthorizes the National Institute of Food and Agriculture’s Organic Agriculture Research and Extension Initiative through FY2030 and increases funding for the initiative. Further, eligible grant projects are expanded to include (1) facilitating the identification and adoption of traditional ecological knowledge and cultural practices, and (2) identifying how organic agriculture can adapt to and mitigate climate change. The bill also reauthorizes, and extends funding for, USDA's organic production and market data initiatives through FY2030. The Economic Research Service must conduct an economic impact analysis of organic agricultural management conducted in accordance with the National Organic Program. USDA may make competitive grants to support research, education, and extension activities relating to the transition from nonorganic production systems into organic agricultural production systems.

Prioritizing Offensive Agricultural Disputes and Enforcement Act This bill establishes a joint task force to identify and address trade barriers to U.S. agricultural exports. Specifically, the bill directs the President to establish the Agricultural Trade Enforcement Task Force. Members of this task force must include employees of the Department of Agriculture's Foreign Agricultural Service and the Office of the U.S. Trade Representative. The bill requires the task force to (1) identify trade barriers to U.S. agricultural exports that are vulnerable to dispute settlement under the World Trade Organization (WTO) or other trade agreements, (2) develop and implement a strategy for enforcing violations of trade agreements related to those trade barriers, (3) identify like-minded trading partners for specific trade barriers that could act as complainants on disputes that are systemically or economically important to the United States, and (4) submit periodic reports to Congress. In its initial report, the task force must include a plan for filing a request under the WTO dispute settlement process for consultations to address India's minimum price supports.

Improving Drought Monitoring Act

Improving Drought Monitoring Act This bill requires increased interagency cooperation in drought monitoring and response activities and reauthorizes the Improvements to the U.S. Drought Monitor (USDM) program through FY2030.  Specifically, the Department of Agriculture (USDA) must establish an interagency working group to improve the availability of consistent, accurate, and reliable data for use in producing the USDM. (The USDM uses multiple indicators and indexes together with expert opinions and stakeholder information to estimate the intensity and effects of ongoing drought conditions across the United States. Using this data, the USDM map shows the location and intensity of drought across the United States.) The interagency working group must submit a report to Congress and the Secretaries of Agriculture, Commerce, and the Interior that contains recommendations for changes in policies, regulations, guidance documents, or existing law related to USDM data. USDA, in coordination with the Departments of Commerce and the Interior, must incorporate, to the extent practicable, the recommendations of the working group to improve USDM data. The bill also reauthorizes through FY2030 the Improvements to the USDM program, which requires USDA to coordinate with the National Drought Mitigation Center and the National Oceanic and Atmospheric Administration to enhance the collection of data to improve the accuracy of the USDM. Further, the Farm Service Agency and the Forest Service must enter into a memorandum of understanding to better align their drought response activities.

Continuing Appropriations and Extensions and Other Matters Act, 2026 This bill provides continuing FY2026 appropriations for federal agencies, permanently extends the expanded premium tax credit for purchasing health insurance, provides additional funding for Medicaid and security for federal officials, and extends various expiring programs. Specifically, the bill provides continuing FY2026 appropriations to federal agencies through the earlier of October 31, 2025, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2026 appropriations bills have not been enacted when FY2026 begins on October 1, 2025. The CR funds most programs and activities at the FY2025 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. For example, the CR provides additional funding for the Corporation for Public Broadcasting and security for federal officials. In addition, the CR permanently extends provisions that expanded the premium tax credit, which generally reduces premiums for health insurance purchased through a health insurance exchange; repeals health care provisions that were included in the One Big Beautiful Bill Act, including provisions that reduced Medicaid funding;  authorizes the District of Columbia to spend local funds at the rates included in its FY2026 local budget; extends the availability of certain funds that are being withheld by the Office of Management and Budget (OMB); and limits the authority of OMB to withhold appropriations. Finally, the bill extends several expiring programs and authorities, including programs related to health care, veterans, homeland security, and agriculture.

Community College Agriculture Advancement Act of 2025 This bill allows the Department of Agriculture (USDA) to make competitive grants to assist eligible entities (i.e., a junior or community college, or a consortium or alliance of two-year public colleges, supporting agriculture advancement) in maintaining and expanding their capacity to conduct workforce training, education, research, and outreach activities related to agriculture and similar disciplines In awarding grants, USDA must give priority to entities coordinating with a local agriculture industry operator to provide experiential training and other opportunities for students. Grant funds may be used to expand and maintain the capacity of the eligible entity, including through the purchase or other acquisition of equipment and other infrastructure, the professional growth and development of faculty, and the development of apprenticeships and other work-based learning opportunities. An eligible entity may submit to USDA an application for designation and funding as a Center of Excellence for Agriculture Advancement. Funding received as a result of such a designation must be used to demonstrate agriculture best practices and to provide leadership in capacity building at a regional or national level.

Among other things, the report must include a description of the impacts on the fertilizer industry that influence the prices that agricultural producers receive for their products; a description of the size and value of the U.S. fertilizer market over the previous 25 years; a description of the importation of fertilizer into the United States and the impacts that antidumping and countervailing duties have on retail fertilizer prices; a study of market concentration of the U.S. fertilizer industry; an assessment of the regulatory environment governing fertilizer production, distribution, and usage; and a description of the extent to which current public price reporting of fertilizer is transparent for market participants and recommendations on whether further reporting is needed.

Expanding Childcare in Rural America Act of 2025 This bill requires the Department of Agriculture (USDA) to establish the Expanding Childcare in Rural America Initiative to prioritize certain loans and grants that address childcare in agricultural and rural communities. Under the bill, childcare includes eligible programs that provide quality care and early education for young children who are in kindergarten or have not yet entered kindergarten. Under the initiative, USDA must give priority to applicants that propose to use certain loans or grants to address the availability, quality, or costs of childcare in an agricultural or rural community. In addition, USDA must prioritize communities in farming-dependent counties and ensure a balanced geographical distribution of the benefits. USDA must conduct a comprehensive quantitative and qualitative evaluation of the projects carried out under the initiative and submit a report to Congress.

Livestock Owned by Communities to Advance Local Foods Act of 2025 or the LOCAL Foods Act of 2025 This bill provides statutory authority for expanding the personal use exemption from inspection requirements for livestock that are slaughtered and prepared by the owner or at custom animal slaughter facilities for meat products intended for personal consumption. Under current law, the personal use exemption from certain Food Safety and Inspection Service meat inspection requirements applies to a person who raises an animal and slaughters the animal exclusively for personal, household, guest, or employee uses. The bill applies the exemption to any person who meets these requirements and is the owner of an animal, in whole or in part. This allows for an animal to have multiple owners (e.g., a community or a group of people buying shares in livestock). Further, the owner may designate an agent to assist in the slaughter, preparation, or transportation of the carcasses (or parts thereof) or meat and meat food products. If the owner designates an agent, the owner must maintain custody and specific identification of the carcasses or meat.

Protecting Farmers from Natural Disasters Act of 2025 This bill amends the Emergency Watershed Protection (EWP) Program to allow the Department of Agriculture (USDA) to provide for certain restoration activities. The EWP Program offers technical and financial assistance, including the purchase of floodplain easements, to safeguard people and property from floods, drought, fires, windstorms, and other natural disasters that impair a watershed. Under the bill, USDA may allow restoration above pre-disaster conditions if that restoration is in the best interest of the long-term health and protection of the watershed.
