Emergency Livestock Feed Assistance Act of 1986 - Requires the Secretary of Agriculture to implement an emergency (livestock) feed assistance program in States (currently includes Puerto Rico, Guam, and the Virgin Islands) threatened by natural disasters. (Current law authorizes but does not mandate such an assistance program.) Requires that requests for such assistance be made by the Governor of the affected State, after consultation with a special emergency board constituted in accordance with this Act. Requires at least a 30 percent feed loss in order to qualify for such assistance. Includes within program assistance (in addition to feed cost reimbursement): (1) transportation assistance; and (2) Commodity Credit Corporation feed donations and sales. Subjects a producer who sells such feed to civil and criminal penalties.

Expresses the sense of the Senate that Federal funding for FY 1987 Cooperative Extension Service Programs should be restored to at least the level approved in the FY 1986 concurrent budget resolution, except for reductions in such programs required by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Emergency Avian Influenza and Citrus Canker Response Act of 1986 - Authorizes the Secretary of Agriculture to transfer specified Commodity Credit Corporation (CCC) funds to control outbreaks of avian influenza or citrus canker. Authorizes appropriations to the CCC in the amount of any such transfers.

Food Security Improvements Act of 1986 - Amends the Agricultural Act of 1949 to authorize the Secretary of Agriculture to permit specified nonprogram crops to be planted on underplanted acreage (under an acreage limitation program) for the 1986 through 1990 crops of wheat, feed grains, rice, and upland cotton only if such production: (1) is not likely to increase price support program costs and will not adversely affect farm income; and (2) is necessary to provide adequate supply of the commodity, or to encourage domestic industrial use of a commodity not yet in use. Permits, at State option, hay and grazing on such acreage unless the Secretary determines they would have an adverse economic effect. Amends farm program yield provisions to provide that: (1) for the 1986 crop year, additional price support payments in the form of commodities shall be made available if farm payment yields are reduced by more than three percent of 1985 levels; (2) for the 1987 crop year, similar payments shall be made available if farm payment yields are reduced by more than five percent of 1985 levels; and (3) in establishing farm payment yields for 1988 and subsequent crop years, 1986 payment yields may not be reduced more than ten percent below 1985 levels. Amends the Food Security Act of 1985 to change the title of the Special Assistant for Agricultural Trade and Food Aid to the Special Assistant for Agricultural Trade and Food Assistance. Requires the President to make such appointment by May 1, 1986. Sets minimum salary levels. Authorizes the Secretary to use unspecified (currently specified) amounts of Commodity Credit Corporation (CCC) funds for commodities for FY 1986 through 1988 targeted export assistance. Reduces the minimum value of agricultural commodities to be used for FY 1986 through 1988 foreign market development. Sets forth the conditions for permitted hay and grazing on diverted wheat and feed grain acreage. Includes within the factors making up a program crop's acreage base a specified percentage of nonprogram crop acreage (50 percent for 1986 and 1987; 35 percent for 1988; 20 percent for 1989; and zero percent for 1990). Directs the Secretary to hold hearings and implement a marketwide milk service payment program within a specified time. Directs the Secretary to increase milk assessments, rather than reduce milk payments, in order to meet deficit reduction requirements of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) during the period March 1, 1986, through September 30, 1986. Stipulates that such increases may not exceed 12 cents per hundredweight. Amends the Commodity Credit Corporation Charter Act to authorize the CCC to export up to $30,000,000 worth of surplus commodities in order to fund research and development of nonpetroleum-fueled external combustion engines. Amends the Food Security Act of 1985 to require the Secretary to implement the restructured food stamp quality control system six months after such studies have been reported. (Current law requires implementation two years after enactment of such Act.)

Farm Programs Adjustment Act of 1986 - Amends the Agricultural Act of 1949 to set forth additional farm payment yield provisions for wheat, feed grains, upland cotton, and rice. Nonprogram Crop Amendments Act of 1986 - Amends the Agricultural Act of 1949 to authorize the Secretary of Agriculture to permit specified nonprogram crops to be planted on underplanted acreage (under an acreage limitation program) for the 1986 through 1990 crops of wheat, feed grains, rice, and upland cotton only if such production: (1) is not likely to increase price support program costs and will not adversely affect existing producers of such nonprogram crops; and (2) is necessary to provide an adequate supply of the commodity, or to encourage domestic industrial use of a commodity not yet in use. Waives such provision upon a showing by a producer that he or she, prior to February 19, 1986, planted or contracted to plant nonprogram crops on such acreage. Subjects a producer who knowingly provides false waiver information to a penalty. Gives 1986 wheat producers the option of planting five or ten percent (currently only ten percent) of their acreage to conservation use prior to the Secretary's announcement of the terms of the acreage limitation for that crop. Extends the milk production termination program (program) sign-up period through April 1, 1986. Provides that for purposes of submitting bids under such program, a producer's marketing history shall be: (1) in the case of a producer who participated in the pre-Food Security Act of 1985 milk diversion program, and at his or her option, either the 1985 milk marketings or the marketing history used for such diversion program; and (2) in the case of a non-diversion producer, the smaller of milk marketings in 1985 or the 12-month period beginning July 1984. Makes such provision effective as of December 23, 1985. Directs the Secretary, for purposes of program dairy production base reductions, not to consider as dairy cattle beef-dairy cross-bred progeny not intended for dairy use. Directs the Secretary to make specified payment limitation determinations relating to a disapproved farm operating plan payment limitation review. Amends the Food Security Act of 1985 to authorize the Secretary to use unspecified (currently specified) amounts of Commodity Credit Corporation funds or commodities for FY 1986 through 1988 targeted export assistance. Reduces the minimum value of agricultural commodities to be used for FY 1986 through 1988 foreign market development.

Directs the Secretary of Agriculture to establish a pilot program to sell at least $8,000,000,000 in rural housing loans to the public (title V of the Housing Act of 1949) in each of FY 1986 through 1988. Backs such sales by a pool of Government-owned loans which would be eligible for replacement acquisition if a purchased loan is delinquent for 30 days or more.

Title I: Wheat and Feed Grains - Amends the Agricultural Act of 1949, effective for the 1986 through 1990 wheat and feed grain crops, to establish voluntary marketing certificate programs for producers participating in annual acreage reduction programs. Determines the amount of such certificates by multiplying the individual farm program acreage by the farm's program yield (at a minimum of 1985 levels). States that such certificates are nontransferable. Makes such certificates available to importers. Requires wheat and feed grains sold for domestic consumption to be accompanied by a market certificate. Permits noncertificate wheat or feed grains to be sold for export or used on the producing farm. Provides that wheat or feed grains produced in excess of a farm's certificates may be used on that farm, sold for export, or carried over to the subsequent marketing year. Sets 1986 through 1990 loan rates at: (1) $5.00 per bushel for wheat; and (2) $3.50 per bushel for corn. Sets forth penalties for violations of such provisions. Directs the Secretary of Agriculture to provide export incentives in cash or in kind to U.S. exporters selling certificate-accompanied grain abroad. Title II: Debt Adjustment - Amends the Consolidated Farm and Rural Development Act to direct the Secretary to provide a debt adjustment program of guaranteed farm ownership and operating loans. Includes provisions for debt write-offs and interest rate reductions in such program. Title III: Agricultural Loan Losses - Amends the Federal Deposit Insurance Act to permit an agricultural bank to amortize the loss from a restructured agricultural loan over ten years.

Amends the Consolidated Farm and Rural Development Act to exempt from foreclosure an obligor's principal residence and acreage and up to $7,500 of personal property. Permits an individual to waive such exemption. Authorizes the Secretary of Agriculture, in lieu of such exemption, to sell the residence (under conditions set forth by this Act) and exempt the first $50,000 of the sale's proceeds.

Farm Emergency Credit Act of 1986 - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to make advance (recourse) price support loans available for 1986 to producers unable to secure sufficient credit elsewhere. Makes up to one-third of such crop eligible for advance payments. Permits loan conversion to nonrecourse status upon harvest and availability as loan collateral. Administers such program through the Commodity Credit Corporation and the local farmer committees. Requires a participating producer to: (1) obtain crop insurance if available; and (2) use his crop as loan collateral. Limits loans to any single person to $50,000.

States that such reductions shall be no greater than needed (but not to exceed 12 cents per hundredweight) to achieve the reduction in milk support expenditures required by such order.

Directs the Secretary to use at least a specified amount of funds for the interest rate reduction program, including a specified amount for FY 1986.

Futures Trading Act of 1986 - Title I: Enforcement and Appellate Review - Amends the Commodity Exchange Act to authorize the Commodity Futures Trading Commission (Commission) to serve subpoenas on persons outside the United States. Authorizes the ex parte appointment of temporary receivers. Authorizes court of appeals review of final orders of the Commission, unless otherwise provided for by such Act. Grants a 30-day filing period. Title II: Leverage Transactions - Excludes leverage transactions from regulation under such Act. Title III: Registered Futures Association - Makes the automatic stay provisions inapplicable to a registered futures association (association) disciplinary action. Provides that the Commission shall review only final disciplinary actions taken by an association. Sets forth the standards for Commission review of denial of membership actions. Repeals the 30-day Commission approval period for proposed association rules changes. Title IV: Miscellaneous Amendments - Authorizes appropriations through FY 1992.

Amends the Agricultural Act of 1949 to permit the Secretary of Agriculture (current law directs the Secretary) to require cross compliance for the 1986 through 1990 wheat and feed grain crops. Defines "cross compliance" as the conditioning of price support payments eligibility for a certain crop for which an acreage limitation program is in effect upon the producer's limiting his planted acreage for any other crop also subject to the acreage limitations to the acreage base for that other crop. Amends the Soil Conservation and Domestic Allotment Act to permit more than one local agricultural stabilization and conservation committee per administrative area in counties having three or more local committees as of the date of eanctment of the Food Security Act of 1985.
