Smart Nutrition And Choices for Kids and Schools Act or the SNACKS Act This bill ensures that the Department of Agriculture school nutrition standards allow any food that may be served as part of a reimbursable meal under the National School Lunch Program or the School Breakfast Program to be sold: (1) outside the school meal programs, (2) on the school campus, and (3) at any time during the school day.

Accelerating Forest Restoration Act of 2019 This bill authorizes the Department of Agriculture (USDA) to designate a forest restoration byproduct as a low-value or no-value restoration byproduct if it was harvested in accordance with the requirements of the Collaborative Forest Landscape Restoration Program and is within any geographic area of the Four Forests Restoration Initiative. USDA must permit unprocessed forest restoration byproducts and low-value and no-value restoration byproducts to be exported from the United States. Furthermore, USDA must exclude low-value or no-value restoration byproducts from the requirement to paint, brand, or hammerstamp timber. The bill also sets forth provisions regarding certain vehicles and equipment used in projects under the restoration program.

Invasive Species Prevention and Forest Restoration Act This bill directs the Department of Agriculture (USDA) to award competitive grants to certain institutions for research to promote the restoration of tree species affected by non-native plant pests and noxious weeds. USDA may also award competitive grants to implement the research or other solutions to restore forest tree species native to the United States that have suffered severe levels of mortality caused by non-native plants pests and noxious weeds. The bill also expands the authority of USDA to transfer funds to respond to an emergency involving an outbreak of a plant pest or noxious weed.

Milk in Lunches for Kids Act of 2019 or the MILK Act of 2019 This bill revises requirements for the National School Lunch Program to allow schools to serve whole milk and milk with 2% fat. The bill directs the Department of Agriculture to revise its regulations to exclude milk fat from the calculation of the average saturated fat content of a meal.

Blackfoot Clearwater Stewardship Act This bill directs the Department of Agriculture (USDA) to complete a landscape assessment of the Seeley Lake Ranger District of the Lolo National Forest in Montana, designates areas in the forest for recreation and as wildnerness, and otherwise revises provisions related to the forest. A collaboratively developed restoration project within the district may be carried out in accordance with certain hazardous fuel reduction projects. USDA shall, if, a local collaborative group submits a proposal to improve motorized and nonmotorized recreational trail opportunities within the district, analyze the environmental effects of the proposal. It may also provide for the construction of any of the routes included in such proposal. The bill designates specified federal land in the forest as (1) the Otatsy Recreation Management Area, and (2) the Spread Mountain Recreation Area. The bill designates specified wilderness additions in the forest as wilderness areas and components of the National Wilderness Preservation System.

Feed Emergency Enhancement During Disasters Act or the FEEDD Act This bill modifies the federal crop insurance program to authorize agricultural producers who harvest second crops as a result of a prevented planting to be eligible for specific crop insurance if certain conditions are met. Specifically, a producer may collect an indemnity that is equal to 100% of the prevented planting guarantee for the acreage of the first crop if (1) the acres planted are in an area with low hay or forage supplies due to widespread excessive moisture, flood, or drought; (2) the second crop will be planted with an intended use of animal feed that is hayed, gazed, or chopped; and (3) the second crop will be donated or used by the producer.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2020 This bill provides FY2020 appropriations for the Department of Agriculture (USDA), the Food and Drug Administration, and Related Agencies. The bill provides appropriations to USDA for Agricultural Programs, including the Office of the Secretary, Executive Operations, the Office of the Chief Information Officer, the Office of the Chief Financial Officer, the Office of Civil Rights, Agriculture Buildings and Facilities, Hazardous Materials Management, the Office of Inspector General, the Office of the General Counsel, the Office of Ethics, the Economic Research Service, the National Agricultural Statistics Service, the Agricultural Research Service, the National Institute of Food and Agriculture, the Animal and Plant Health Inspection Service, the Agricultural Marketing Service, and the Food Safety and Inspection Service. The bill also provides appropriations to USDA for Farm Production and Conservation Programs, including the Farm Production and Conservation Business Center, the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service. The bill provides appropriations to the Federal Crop Insurance Corporation Fund and the Commodity Credit Corporation Fund. For USDA Rural Development programs, the bill includes appropriations for Rural Development Salaries and Expenses, the Rural Housing Service, the Rural Business-Cooperative Service, and the Rural Utilities Service. Within the Food and Nutrition Service budget, the bill includes appropriations for Child Nutrition Programs; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program); the Commodity Assistance Program; and Nutrition Programs Administration. Within the Foreign Agricultural Service budget, the bill provides appropriations for Food for Peace Title II Grants and McGovern-Dole International Food for Education and Child Nutrition Program Grants. The bill also provides appropriations for the Food and Drug Administration, the Commodity Futures Trading Commission, and the Farm Credit Administration. The bill amends the definition of "staple food" to exclude multivitamin-mineral dietary supplements.

Human-Powered Travel in Wilderness Areas Act This bill requires the Department of Agriculture and the Department of the Interior to authorize their respective local offices to determine all permissible forms of nonmotorized travel over routes within wilderness areas. Local offices must seek to accommodate all forms of nonmotorized travel to the maximum extent practicable. If a local office fails to make such a determination about a route within two years after this bill's enactment, then any form of nonmotorized travel shall be allowable on that route.

Wildfire-Resilient Communities Act This bill provides funding and sets forth provisions to address wildland fire management in certain at-risk communities that are within the vicinity of federal lands that are at high risk from wildfire. The bill provides funding for the Forest Service to carry out hazardous fuels reduction projects. The Forest Service shall prioritize projects that (1) are conducted in areas that are within or adjacent to at-risk communities or high value watersheds, have very high wildfire hazard potential, or are in fire regime I, II, or III; or (2) are designed to integrate and advance two or more of the goals established in a specified wildland fire management report to create fire-adapted communities, to restore and maintain resilient landscapes, and to achieve safe, effective fire response. The Department of Agriculture and the Department of the Interior shall furnish financial and technical assistance to at-risk communities that are adjacent to federal land, including through states, to assist such communities in planning and preparing for wildfire. The bill makes permanent the Collaborative Forest Landscape Restoration Program. The bill removes the limits on the number of proposals that may be funded for ecological restoration treatments for priority forest landscapes under the program. The Forest Service may continue to select the number of proposals that are determined likely to receive adequate funding. The bill establishes the County Stewardship Fund for making payments to counties that have a contract for a stewardship contracting project on federal land within their boundaries.

Wildland Firefighter Fairness Act This bill requires the Departments of the Interior and Agriculture to work with states and the Workforce Development Committee of the National Wildfire Coordinating Group to merge the Incident Qualification System and the Incident Qualification and Certification System into a single system by September 30, 2027. The Office of Personnel Management shall establish a pilot program to expand, when necessary, a service year limitation for seasonal or temporary federal employees whose duties primarily involve being a firefighter. The bill allows wildland firefighters of the Forest Service or Interior who sustained injuries in the performance of their duties that prevent them from performing the physical duties of a firefighter, but who commence an equivalent federal position after receiving compensation for their work injuries, to retain the same retirement benefits they would have received in their former position had they not been injured or disabled, without requiring them to complete any more years of service. Compensation for disability or death of Forest Service and Interior wildland firefighters must include overtime pay received for wildfire suppression activity.

Wildland Firefighter Recognition Act This bill requires the Office of Personnel Management to develop a distinct wildland firefighter occupational series. The series must apply to the following positions forestry technician; range technician; other positions related to significant prevention, preparedness, control, suppression, or management activities for wildland firefighters; and other positions conducting activities necessary to meet any other emergency incident. The Department of the Interior and the Department of Agriculture must use the series in the advertising and hiring of a wildland firefighter. The bill requires an employee in a wildland firefighter occupational series to receive a pay differential based on the unusual physical hardship or hazardous nature of the position. An individual employed as a wildland firefighter on the date on which the occupational series takes effect may (1) remain in the occupational series in which the individual is working, or (2) be included in the wildland firefighter occupational series.

The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Improving Access to Nutrition Act of 2019 This bill repeals certain work requirements for the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). (Under current law, the requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. Individuals who do not meet certain work requirements are generally prohibited from receiving more than 3 months of SNAP benefits over a 36-month period.)

Beginning Agriculturalist Lifetime Employment Act of 2019 or the BALE Act of 201 9 This bill revises the limits for the Department of Agriculture (USDA) conservation loan guarantee program. The bill replaces the existing 80% limit on the portion of a loan that USDA may guarantee with limits that range from 80%-90%, depending on the principal amount of the loan. For socially disadvantaged or beginning farmers or ranchers, the bill replaces the existing 90% limit with limits that range from 85%-95%, depending on the principal amount of the loan. The bill also (1) prohibits USDA from guaranteeing a loan under the program that exceeds $3.5 million, and (2) requires USDA to adjust the limits annually for inflation.

Summer Meals Act of 201 9 This bill revises provisions related to the Summer Food Service Program (SFSP) of the Department of Agriculture (USDA), which provides meals to children and teens in low-income areas during the summer months when school is not in session. The bill redefines areas in which poor economic conditions exist , where the SFSP may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. The bill reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar. USDA may award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Service institutions that are participating in the summer food service program for children may serve up to three meals, or two meals and one snack, during each day of operation. Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.

Buy American Agriculture Act This bill requires the Department of Agriculture's Agricultural Marketing Service to purchase agricultural commodities and seafood under the Food Purchase and Distribution Program only from domestically owned enterprises. The bill includes exceptions if applying the requirement would be inconsistent with the public interest, is not possible because the domestically produced products are not available in sufficient quantities or in a satisfactory quality, or would result in cost increase of more than 25% compared to the previous year.

Feeding Hungry Students in Schools Act of 2019 This bill revises program requirements under the National School Lunch Program regarding food donations to allow schools participating in the program to donate food through a charitable organization official who is directly affiliated with the school and the local educational agency serving such school. A charitable organization official may not receive donated food unless they have received a food safety certification, or other applicable certification, from the state health department in the state such food is donated in. The food donated by a school may be received, stored, and distributed on the campus of such school.

Salad Bars in Schools Expansion Act This bill requires the Department of Agriculture (USDA) to establish and implement a plan, including through a five-year program of competitive grants, to promote the use of salad bars in schools participating in the school lunch program. Priority in the award of grants may be given to entities that (1) serve schools in which at least 50% of the students are eligible for free or reduced-price lunches or that are located in food deserts, or (2) provide nutrition education. (A food desert is a census tract with a substantial share of residents who live in low-income areas that have low levels of access to a grocery store or a healthy, affordable food retail outlet.) USDA shall revise the March 27, 2013, policy memorandum SP 31-2013, "Salad Bars in the National School Lunch Program," in light of recommendations submitted to Congress under this bill.

Wild Olympics Wilderness and Wild and Scenic Rivers Act This bill designates (1) certain federal land in the Olympic National Forest in the state of Washington as wilderness and as components of the National Wilderness Preservation System; and (2) certain other land, identified on the same map as such proposed areas, as potential wilderness. The bill designates as wild, scenic, or recreational rivers specified segments of the following rivers in the state of Washington Elwha River, Dungeness River, Big Quilcene River, Dosewallips River, Duckabush River, Hamma Hamma River, South Fork Skokomish River, Middle Fork Satsop River, West Fork Satsop River, Wynoochee River, East Fork Humptulips River, West Fork Humptulips River, Quinault River, Queets River, Hoh River, Bogachiel River, South Fork Calawah River, Sol Duc River, and Lyre River. The Department of Agriculture may take necessary measures to control fire, insects, and diseases in the wilderness areas designated by this bill.

The training must be scheduled primarily during regular, paid working hours; offered in-person whenever appropriate; and incorporate hands-on training techniques. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program and compensated for attending the program. Personnel may not be penalized for failing to attend a program outside of working hours.

Public Lands Telecommunications Act This bill directs the Department of the Treasury to establish separate special accounts for the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Reclamation (the federal land management agencies) for the deposit of rental fees received by such agencies for communications use authorizations on federal lands that are granted, issued, or executed by them. A "communication use authorization" is defined as a right-of-way, permit, or lease granted, issued, or executed by a federal land management agency for the primary purpose of authorizing the occupancy and use of federal lands for communications use. The rental fees received by each federal land management agency shall be deposited in its special account, and remain available for expenditure for agency activities related to communications sites (those areas of federal lands designated for telecommunications uses). The Departments of the Interior and Agriculture may enter into cooperative agreements to carry out activities related to communications sites.

Long-term InVestment in Education and Wellness Act or the LIVE Well Act This bill includes eating-disorder prevention and promotion of long-term health practices in the educational component of the Supplemental Nutrition Assistance Program (SNAP-Ed) and local school wellness policies created under the National School Lunch Program or other federal child nutrition programs. Under current law, states may elect to implement certain nutrition education and obesity prevention programs as part of SNAP-Ed; this bill requires the Department of Agriculture to specifically implement a nutrition education and obesity prevention program that includes a focus on long-term health practices.

Wild Olympics Wilderness and Wild and Scenic Rivers Act This bill designates (1) certain federal land in the Olympic National Forest in the state of Washington as wilderness and as components of the National Wilderness Preservation System; and (2) certain other land, identified on the same map as such proposed areas, as potential wilderness. The bill designates as wild, scenic, or recreational rivers specified segments of the following rivers in the state of Washington Elwha River, Dungeness River, Big Quilcene River, Dosewallips River, Duckabush River, Hamma Hamma River, South Fork Skokomish River, Middle Fork Satsop River, West Fork Satsop River, Wynoochee River, East Fork Humptulips River, West Fork Humptulips River, Quinault River, Queets River, Hoh River, Bogachiel River, South Fork Calawah River, Sol Duc River, and Lyre River. The Department of Agriculture may take necessary measures to control fire, insects, and diseases in the wilderness areas designated by this bill.

Resilient Federal Forests Act of 2019 This bill revises provisions regarding certain forest management activities conducted by the Department of Agriculture or the Department of the Interior. The bill establishes categorical exclusions from environmental review for activities such as responding to an infestation or protecting a municipal water supply. For certain forest management activities, including those developed through a collaborative process, an environmental review may compare the impact of the proposed activity only to the impact of taking no action.
