Healthy Food Access for All Americans Act This bill allows tax credits and grants for activities that provide access to healthy food in food deserts, which are communities that have limited or no access to grocery stores and meet income requirements. For entities that are certified by the Department of the Treasury as special access food providers using specified criteria, the bill allows tax credits for operating a new grocery store or renovating an existing grocery store in a food desert. The bill also authorizes grants for a portion of (1) the construction costs of building a permanent food bank in a food desert, and (2) the annual operating costs of temporary access merchants (mobile markets, farmers markets, and food banks). Treasury, in coordination with the Department of Agriculture (USDA), must annually allocate the tax credits and grants to special access food providers. Grants authorized by this bill are not considered gross income for tax purposes. The bill also requires USDA to update the Food Access Research Atlas at least annually to account for food retailers that are placed in service during that year.

Growing Opportunities in Agriculture Act or the GO Ag Act This bill directs the Department of Education to award competitive grants to eligible entities (e.g., local educational agencies) to create new agricultural education programs in secondary schools. Agricultural education refers to career and technical education that is focused on agriculture, including classroom or laboratory instruction, work-based learning, and leadership education that is delivered through career and technical student organizations.

National Advisory Council on Unpaid School Meal Debt Act This bill establishes the National Advisory Council on Unpaid School Meal Debt in Child Nutrition Programs. The council must provide recommendations to the Food and Nutrition Service (FNS) with respect to addressing unpaid school meal fees by ensuring that students are not stigmatized and school food authorities can maintain fiscal solvency in order to ensure the long-term viability of school meal programs. The FNS must use the recommendations to issue guidance with respect to addressing unpaid school meal fees.

Appraisal Industry Improvement Act This bill revises the federal regulation of real estate appraisers by expanding eligibility criteria to perform appraisals, specifying training requirements, and providing for grants. The Federal Financial Institutions Examination Council’s Appraisal Subcommittee oversees state licensing and certification of appraisers and maintains a registry of appraisers eligible to perform appraisals tied to mortgages involving federally backed programs, federally insured banks, or government sponsored enterprises. The bill allows federal employees who are certified or licensed as an appraiser to perform appraisals in states and territories other than the state or territory in which they are certified or licensed. The bill also provides requirements for qualifying education for appraisers. The bill expands the national appraiser registry to include trainees with state credentials. The bill allows the Appraisal Subcommittee to make grants to state appraiser certifying and licensing agencies for the purpose of addressing appraiser workforce needs. The bill also adds representation on the subcommittee from the Department of Veterans Affairs, the Rural Housing Service of the Department of Agriculture, and the Department of Housing and Urban Development.

Transformational Artificial intelligence to Modernize the Economy against Extreme Weather Act or the TAME Extreme Weather Act This bill requires several agencies to develop programs that use artificial intelligence (AI) to support weather forecasting, environmental monitoring, and the energy grid. For example, the National Oceanic and Atmospheric Administration (NOAA) must develop an Earth system reanalysis dataset that provides a record of past weather events so as to support AI weather forecast applications. NOAA must also develop an AI program that analyzes environmental data to support wildfire forecasts. Additionally, the Department of Agriculture must use AI to analyze data with respect to deforestation, the movement of illegal wood products, and associated changes. The Department of Energy must establish an AI program to optimize energy grids with respect to energy production, stability, and efficiency.

Water Rights Protection Act of 2024 This bill addresses issues of water rights with respect to lands under the jurisdiction of the Department of the Interior and the Department of Agriculture, including water rights of federally recognized Indian tribes. Specifically, such departments must ensure that federal action imposes no greater restriction or regulatory requirement than under applicable state water law. Further, such departments shall not take actions that adversely affect state authority in permitting water usage or in adjudicating water rights. The bill also prohibits such departments from requiring water users to transfer water rights to the United States or acquire water rights in the name of the United States as a condition of issuing or renewing a land use or occupancy agreement.

Crawfish Recovery Assistance from Weather Disasters And Droughts Act or the CRAWDAD Act This bill modifies access to the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program (ELAP) and the Livestock Forage Disaster Program (LFP). ELAP and LFP are Farm Service Agency (FSA) administered programs. The bill expands coverage under ELAP for losses caused by adverse weather or drought. The bill includes under ELAP the loss of a crawfish harvest due to adverse weather or drought. (ELAP provides payments to producers of livestock, honey bees, and farm-raised fish as compensation for losses due to disease, adverse weather, feed or water shortages, or other conditions that are not covered under other programs.) The FSA must establish ELAP documentation standards for (1) collecting data, (2) the production of crawfish, and (3) defining loss conditions due to drought. The bill also specifies that eligibility under LFP for livestock producers applies to producers with weaned or unweaned livestock. (LFP makes payments to eligible livestock producers who have suffered grazing losses on drought-affected pastureland, including cropland planted specifically for grazing. Currently, unweaned livestock are not eligible for the program.)

Extension of Continuing Appropriations and Other Matters Act, 2024 This bill provides continuing FY2024 appropriations for federal agencies, modifies the requirements for determining eligibility for federal student aid, and provides additional funding for Federal Pell Grants. The bill is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires. The CR provides funding through March 8, 2024, for agencies and programs that were funded in the following four FY2023 appropriations acts: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023; the Energy and Water Development and Related Agencies Appropriations Act, 2023; the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023. For most other federal agencies and programs, the CR provides funding through March 22, 2024. (Under the current CR, the first group of agencies is funded through March 1, 2024, and the remaining agencies are funded through March 8, 2024.) The CR generally funds most programs and activities at the FY2023 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. The bill also revises the computation of the student aid index (SAI) for dependent students, which is used to determine eligibility for federal student aid. The SAI for a dependent student is calculated using the Free Application for Federal Student Aid (FAFSA) data for the student and their parents. The FAFSA Processing System calculates the parents' contribution from income and assets, the student's contribution from income, and the student's contribution from assets; the SAI is the sum of these three values. In particular, the bill specifies that a student's available income shall not be less than -$1,500 for award year 2024-2025 and not less than $0 for award year 2025-2026 and each succeeding award year. The bill also provides specified additional funds for Federal Pell Grants for FY2025 and each succeeding fiscal year.

This joint resolution nullifies the final rule issued by the Animal and Plant Health Inspection Service (APHIS) titled Importation of Fresh Beef From Paraguay and published on November 14, 2023. The final rule allows for the importation of fresh (chilled or frozen) beef from Paraguay into the United States under certain conditions. The United States prohibits or restricts the importation of certain animals and animal products to prevent the introduction of various animal diseases, including foot-and-mouth disease (FMD). In response to a request from Paraguay to allow the importation of fresh beef from Paraguay into the United States, APHIS conducted a risk analysis. APHIS concluded that fresh beef could be safely imported from Paraguay, provided that certain conditions are met. These conditions include that (1) FMD has not been diagnosed in the exporting region within the previous 12 months; (2) the meat originated from premises where FMD has not been present during the lifetime of any bovines slaughtered for U.S. meat export; and (3) APHIS may periodically conduct on-site evaluations and subsequent inspections of the slaughter facilities, records, and operations.

Securing and Understanding our National Renewable Agriculture Yields for Energy Act or the SUNRAY for Energy Act This bill requires the Department of Agriculture (USDA) to conduct a study, research, and demonstration regarding agrivoltaic systems. The bill defines agrivoltaic system as a system under which solar energy production and agricultural production, including crop or animal production, occur in an integrated manner on the same piece of land through the duration of a project. Specifically, the bill directs USDA to study agrivoltaic systems, which includes conducting a review of current research and identifying research gaps. USDA must also develop a five-year plan for using USDA's research, extension, outreach, conservation, and renewable energy activities to better support agrivoltaic systems that do not displace agricultural production. USDA must also develop a definition for agrivoltaic system for the purposes of incorporating these systems into federal agriculture and energy programs, and investment tax credits. In addition, the Agricultural Research Service must establish and maintain a network of agrivoltaic systems research and demonstration sites in multiple U.S. regions to investigate increasing agricultural productivity and profitability, enhancing agricultural resilience and the capacity to mitigate and adapt to climate change, protecting biodiversity, and increasing economic opportunities in rural communities. Further, the Natural Resources Conservation Service must develop national and regional guidance on best practices for the protection of soil health and productivity during the siting, construction, operation, and decommissioning of solar energy systems on agricultural land. The guidance must be updated at least every two years.

Pet Food Uniform Regulatory Reform Act of 2024 or the PURR Act of 2024 This bill establishes the Food and Drug Administration's Center for Veterinary Medicine (CVM) as the sole regulatory authority over pet food for dogs and cats. It also provides certain flexibilities for pet food manufacturers with respect to the types of ingredients they may use and the associated labeling and marketing requirements. The bill specifies that no state or local government may establish, implement, or enforce any authority or requirement relating to pet food marketing or labeling and instead provides for oversight by the CVM. Additionally, the bill provides a presumption that pet food ingredients are generally recognized as safe (GRAS) if they are recognized as acceptable per the Association of American Feed Control Officials and the CVM does not find otherwise. Manufacturers may voluntarily notify the CVM of ingredients that are considered GRAS but that have not yet been specifically recognized as such. The bill also allows manufacturers to state, without prior approval, that their products (1) sometimes, but not always, have certain ingredients (e.g., flavors); (2) have certain health benefits (e.g., tartar control); or (3) are human grade or natural, if certain conditions are met.

Salad Bars in Schools Expansion Act This bill requires the Department of Agriculture (USDA) to establish and implement a plan, including through a five-year program of competitive grants, to promote the use of salad bars in schools participating in the school lunch program. Priority in the award of grants may be given to entities that (1) serve schools in which at least 50% of the students are eligible for free or reduced-price lunches or that are located in food deserts, or (2) provide nutrition education. Food desert is defined as a census tract with a substantial share of residents who live in low-income areas that have low levels of access to a grocery store or a healthy, affordable food retail outlet. USDA must also (1) submit a report to Congress that includes recommendations for promoting and establishing more salad bars in schools; and (2) revise the March 27, 2013, policy memorandum SP 31-2013, Salad Bars in the National School Lunch Program, in light of the recommendations.

America's Conservation Enhancement Reauthorization Act of 2024 This bill reauthorizes through FY2030 and modifies several wildlife and conservation programs, including the Chronic Wasting Disease Task Force, the management of invasive species under the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and fish habitat conservation projects under the America's Conservation Enhancement Act. In addition, the bill modifies the America's Conservation Enhancement Act, including to provide statutory authority for the U.S. Fish and Wildlife Service (FWS) to carry out a black vulture livestock protection program that allows one public entity per state to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation. It also authorizes appropriations for the FWS to complete the National Fish Habitat Assessment and the associated database. Finally, the bill extends through FY2030 a prohibition on the Environmental Protection Agency taking any action to regulate the lead content of sport fishing equipment or components under the Toxic Substances Control Act.

National Agricultural Crisis Hotline Act of 2024 This bill establishes a national agricultural crisis hotline. The bill also reauthorizes the Farm and Ranch Stress Assistance Network (FRSAN) Program through FY2028. (The FRSAN Program funds projects that aim to maintain a network connecting individuals engaged in farming, ranching, and other agriculture-related occupations to stress assistance programs.) Specifically, the Department of Agriculture (USDA) must establish, and maintain directly or by grant or contract, a national agricultural crisis hotline as part of the FRSAN. The crisis hotline must provide emotional support, information, suicide crisis intervention, mental health and substance use disorder, and agricultural support resources to farmers, farm managers, farm workers, and ranchers affected by mental health and substance use disorders and their families or household members. Under the program, USDA or an entity receiving a grant or contract must (1) form partnerships between the crisis hotline and existing farm telephone helplines and websites; and (2) develop, and periodically update, a directory of organizations to which hotline staff can make referrals. The bill also includes requirements for the qualifications and training for the call responders and supervisors operating the hotline, data collection by the hotline, and conducting a public awareness campaign for the hotline. In addition, the bill expands the types of programs eligible for FRSAN grants to include mental health training for agriculture professionals (e.g., farm loan officers, extension agents, and state department of agriculture staff).

Promote Affordable Rural Housing Act This bill extends from two years to five years the repayment term for certain loans to finance the purchase and development of housing sites for low- or moderate-income families under the Department of Agriculture Section 524 Rural Housing Site Loan program. Under the bill, the term development includes activities necessary to develop the land, such as surveying, architecture, and engineering.

Improving Coordination of Agriculture Research and Data Act This bill directs the Department of Agriculture (USDA) to establish an Agriculture Climate Scientific Research Advisory Committee and a Rural Climate Alliance Network. The advisory committee, within USDA's Office of the Chief Scientist, must review and make recommendations on the agency's long-term and short-term national policies and priorities for (1) data collection for climate-specific agricultural research, extension, education, and economics; and (2) agricultural climate research. The Rural Climate Alliance Network must coordinate the provision of agriculture climate research, climate data, extension, and technical assistance for agricultural producers, the food and agricultural industry, nonprofit organizations, and researchers. The bill defines an agricultural producer as an individual who is engaged in farming, ranching, forestry, aquaculture, or another occupation relating to agriculture. USDA must also submit a report to Congress that includes a long-term strategy for responding to the challenges faced by agricultural producers that may impact agricultural producers' climate change resilience. The report must also include recommendations for further action by federal departments and agencies that are based on best practices.
