New Markets for State-Inspected Meat and Poultry Act of 2007 - Directs the Secretary of Agriculture to review each state's meat and poultry inspection program, which shall include: (1) determination of plan effectiveness; and (2) identification of changes necessary for future transition to a state program as provided for by this Act. Amends the Federal Meat Inspection Act to authorize the Secretary to approve a qualifying state meat inspection program and allow the shipment in commerce of carcasses, parts of carcasses, meat, and meat food products so inspected. Requires the Secretary to review approved plans annually. Authorizes the Secretary to: (1) enter into a cooperative agreement to establish the relationship between a state program and the Secretary; (2) provide partial reimbursement for state costs to meet federal requirements; and (3) appoint advisory committees. Prohibits from state inspection plan participation establishments that have more than 50 employees, except for those subject to state inspection as of 90 days after the effective date of this Act. Directs the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). States that: (1) an establishment in a state with an approved state program may apply for either state or federal inspection; and (2) a state or local government shall not prohibit or restrict the movement or sale of meat or meat food products that have been inspected and passed in accordance with this Act for interstate commerce. Exempts from such inspection provisions retail stores and restaurants (including specified central kitchen facilities) if the operations are conducted for sale of such prepared articles in normal retail quantities or for service of the articles to consumers at such establishment. Makes similar amendments to the Poultry Products Inspection Act.

To amend the Forest Service use and occupancy permit program to restore the authority of the Secretary of Agriculture to utilize the special use permit fees collected by the Secretary in connection with the establishment and operation of marinas in units of the National Forest System derived from the public domain, and for other purposes.

Suburban and Community Forestry and Open Space Program Act of 2007 - Amends the Cooperative Forestry Assistance Act of 1978 to establish in the Forest Service the Suburban and Community Forestry and Open Space Program, which shall provide cost-share grants to preserve private forest land, contain suburban sprawl, and support value-added forest product industries in states in which less than 25% of the land is owned by the United States. Directs the Secretary of Agriculture to authorize a requesting state to permit a qualifying organization to acquire one or more conservation easements to carry out the Forest Legacy Program in such state.

Farm Risk Management Act of 2007 - Amends the Internal Revenue Code to: (1) establish tax-exempt farm risk management accounts to allow taxpayers engaged in the business of farming or ranching to use distributions from such accounts to offset operational losses in lieu of receiving, after a specified transitional period, federal subsidies to purchase crop insurance; (2) allow a tax deduction for cash contributions to such accounts; (3) specify minimum levels of contributions to, and maximum levels of distributions from, such accounts; (4) require the Secretary of Agriculture to make matching contributions to such accounts; and (5) set forth tax rules relating to account distributions, excess contributions, and prohibited transactions.

New Homestead Act of 2007

New Homestead Act of 2007 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed for at least five years in an area outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least 10% of the county population (qualifying county). Amends the Internal Revenue Code to allow a: (1) tax credit for the lesser of $5,000 or 10% of the purchase price of a principal residence in a qualifying county; and (2) capital loss deduction with respect to a sale or exchange of a principal residence in a qualifying county. Provides for the creation of tax-exempt individual homestead accounts, funded by individual cash contributions and matching federal contributions according to a specified formula, whose tax-free distributions after five years are used by residents of qualifying counties for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70% of the present value of new buildings (including rehabilitation projects) or 30% of the present value of existing buildings. Establishes a qualified rural small business investment credit of 30% of expenditures for starting or expanding a business, including costs for capital, plant and equipment, inventory expenses, and wages, but not including interest costs. Provides for accelerated depreciation of business property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to establish the New Homestead Venture Capital Fund (Fund), owned by private investors, to generate and provide equity capital to rural businesses in qualifying counties. Directs the Secretary of Agriculture to provide funding and guarantees for private investors in the Fund.

Eliminates specified funding provisions respecting agricultural research at 1890 land-grant colleges. Extends specified agricultural programs, including research, extension, and education programs.

Senior Nutrition Act of 2007

Senior Nutrition Act of 2007 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185% of federal poverty income guidelines. Authorizes appropriations to carry out such program and prohibits using such funds to reimburse the Commodity Credit Corporation for commodities donated to such program.

Rural RISE Act

Rural Investment to Strengthen our Economy Act of 2007 or Rural RISE Act - Amends the Internal Revenue Code to: (1) allow a capital loss deduction with respect to the sale or exchange of a principal residence in certain rural areas; and (2) expand the work opportunity tax credit to include a qualified small business employee as a targeted group member. Authorizes the Secretary of Education to carry out a program for the forgiveness of student loans for certain rural students who obtain a degree. Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish a: (1) rural entrepreneurship and microenterprise program; and (2) rural regional entrepreneurship program. Requires the Secretary of Labor to award grants to: (1) regional skill alliances (business consortia) serving certain rural areas to assist in the development of job skills necessary for employment in specific industries; and (2) states to assist businesses, organizations, and agencies representing such industries in conducting planning to form such alliances.

A bill to amend the Food Security Act of 1985 to provide incentives to landowners to protect and improve streams and riparian habitat.

Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to: (1) establish within the Natural Resources Conservation Service a stream habitat improvement program to provide cost-share payments to landowners for stream habitat improvement projects; and (2) provide a higher payment share to a landowner who carries out a project in partnership with a nonprofit organization. Gives priority for projects that: (1) remove a small dam or in-stream structure; (2) improve fish passage; (3) protect streamside areas; (4) improve water flow; or (5) improve in-stream flow quality or temperature regimes. Authorizes the Secretary to provide a higher payment share to a landowner who carries out a priority project.

School Food Fresh Act of 2007

School Food Fresh Act of 2007 - Directs the Secretary of Agriculture to establish in the office of the Under Secretary for Food, Nutrition, and Consumer Services a task force to coordinate commodity programs. Directs the Secretary to provide five (for each of five specified food categories) competitive grants to nonprofit research institutions to evaluate commodity program products to determine: (1) consistency with program nutritional goals; (2) product acceptability by recipient agencies and consumers; and (3) commercial counterpart comparability. Amends the the Farm Security and Rural Investment Act of 2002 to direct the Secretary to: (1) enter into agreements with qualifying local and regional distributors to supply fruit and vegetable items to schools and service institutions; and (2) implement a vendor monitoring program. Directs that the Secretary: (1) to the maximum extent practicable, purchase for commodity programs foods that are in their least-processed state; and (2) upon the approval of national processing agreements, make available to all schools and other recipient agencies the opportunity to divert unprocessed or minimally-processed commodity foods to subsequent processors for end product conversion.

Rural Broadband Initiative Act of 2007

Rural Broadband Initiative Act of 2007 - Amends the Rural Electrification Act of 1936 to establish in the Department of Agriculture the Office of Rural Broadband Initiatives, to be headed by the Under Secretary for Rural Broadband Initiatives. States that the Under Secretary shall: (1) administer all rural broadband-related grant and loan programs previously administered by the Administrator of the Rural Utilities Service, including the rural broadband access loan and loan guarantee program and the community connect grant program; (2) conduct rural outreach; (3) foster development of a comprehensive rural broadband strategic vision; (4) assess relevant technologies; (5) serve as a single information source for all federal rural broadband programs and services; and (6) provide technical assistance to state, regional, and local governments to develop broadband deployment strategies. Directs the Under Secretary to submit: (1) to the President and to Congress a comprehensive rural broadband strategy report; and (2) to Congress a plan for a Rural Broadband Advisory Panel. Establishes in the Treasury the National Rural Broadband Innovation Fund.

CHESSEA Act of 2007

Chesapeake's Healthy and Environmentally Sound Stewardship of Energy and Agriculture Act of 2007 or CHESSEA Act of 2007 - Amends the Food Security Act of 1985 to extend funding for the the environmental quality incentives program. Gives program allocation priority to interstate watersheds. Provides a cost-share payment exception for limited resource and beginning farmers. Provides: (1) cost-share and incentive payments for private forest owners to carry out specified conservation activities; and (2) state performance incentives. Directs the Secretary of Agriculture to enter into agreements with states containing all or a portion of a large waterbody or its tributaries for water quality initiatives. (States that the Chesapeake Bay and its tributaries shall be one of such waterbodies.) Authorizes appropriations. Directs (currently, authorizes) the Secretary to pay the cost of conservation innovation grants. Makes such grants available for projects that include a technology transfer plan. Extends: (1) the conservation reserve program; (2) the conservation security program; and (3) the wetlands reserve program. Directs the Secretary to establish a conservation planning pilot program in the Chesapeake Bay watershed. Authorizes appropriations. Amends the Federal Crop Insurance Act to: (1) extend the agricultural management assistance program; and (2) make Virginia eligible for such assistance. Amends the Farm Security and Rural Investment Act of 2002 with respect to the biorefinery and biofuel grant program to: (1) extend such program; and (2) provide grants for Chesapeake Bay Watershed states (Delaware, Maryland, New York, Pennsylvania, Virginia, and West Virginia and the District of Columbia) to develop the commercial viability of no-till soybean biodiesel production, cellulosic ethanol production, manure to energy processes, and other technologies that promote the conversion of biomass to fuels and chemicals and the reduction of nutrient impacts to water. Extends the renewable energy systems and energy efficiency improvements program. Obligates amounts for Chesapeake Bay Watershed states.

Nuclear Disarmament and Economic Conversion Act of 2007

Nuclear Disarmament and Economic Conversion Act of 2007 - Requires the U.S. Government to: (1) disable and dismantle all its nuclear weapons and refrain from replacing them at any time with weapons of mass destruction; (2) undertake vigorous good faith efforts to eliminate war, armed conflict, and all military operations; (3) actively promote policies to induce all other countries to join in these commitments for world peace and security; and (4) redirect resources that are currently being used for nuclear weapons programs to constructive, ecologically beneficial peacetime activities and to address human and infrastructure needs such as housing, health care, education, agriculture, and environmental restoration. Makes this Act effective when the President certifies to Congress that all foreign countries possessing nuclear weapons have established legal requirements comparable to those set forth in this Act.

To amend the Federal Crop Insurance Act to require the Federal Crop Insurance Corporation to offer farmers supplemental crop insurance based on an area yield and loss plan of insurance or an area revenue plan of insurance, and for other purposes.

Temporary Agricultural Labor Reform Act of 2007

Temporary Agricultural Labor Reform Act of 2007 - Amends the Immigration and Nationality Act to revise employer and employee association application requirements for admission of H-2A temporary agricultural workers, including assurances: (1) that the job opportunity is temporary, and is not the result of a labor dispute; (2) that attempts have been made to hire U.S. workers; (3) respecting wages and benefits, and labor law compliance; (4) respecting nondisplacement of U.S. workers; and (5) respecting placement with other employers. Requires the Secretary of Homeland Security to establish a mandatory employment verification program. Revises related provisions respecting: (1) penalties; and (2) admissions and extensions of stay. Provides special provisions for alien sheepherders, goatherders, and dairy workers. Amends the Consolidated Farm and Rural Development Act to: (1) authorize the Secretary of Agriculture to make grants to H-2A employers for the transportation costs of workers whose employment is cut short by natural disaster; and (2) direct the Secretary to establish an H-2A Worker Program Ombudsman within the Office of the Chief Economist of the Department of Agriculture. Amends the Immigrant Reform and Control Act of 1986 to limit the conditions under which the Legal Services Corporation may: (1) provide legal assistance for, or on behalf of, any alien; (2) bring a civil action for damages on behalf of an H-2A nonimmigrant (requires prior mediation); and (3) enter onto an employer's property.

Lists recommended budgetary levels and amounts, for FY2008-FY2012, with respect to: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2008-FY2012. Sets forth reconciliation instructions for the Committees on: (1) Agriculture; (2) Armed Services; (3) Education and Labor: (4) Energy and Commerce; (5) Financial Services; (6) Foreign Affairs; (7) the Judiciary; (8) Natural Resources; (9) Transportation and Infrastructure; and (10) Ways and Means. Requires the House Budget Committee to report a reconciliation bill providing for mandatory spending reform. Declares the policy in the resolution on: (1) taxation; (2) entitlement spending; and (3) the Bonneville Power Marketing Administration. Prohibits House legislation that would require advance appropriations, except certain FY2009 or FY2010 programs, projects, activities, or accounts. States that if legislation is reported that makes appropriations for FY2008 for contingency operations directly related to the global war on terrorism and other unanticipated defense-related operations, then the resulting new budget authority, new entitlement authority, outlays, or receipts shall not count for certain purposes of the Congressional Budget Act of 1974. Provides for adjustments for tax legislation. Repeals the Gephardt Rule (relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution). Requires introduction of budget process reform legislation. Requires the Treasury Department to study the impact of the current federal tort system on global competition and gross domestic product (GDP) growth. Prescribes the budgetary treatment of the National Flood Insurance Program. Provides for a nondefense reserve fund for emergencies. Authorizes the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Expresses the sense of Congress on: (1) deferral authority; and (2) abuse of proposed cancellations. Makes it out of order in the House of Representatives to consider any legislation unless: (1) the required list of congressional earmarks, limited tax and tariff benefits, and the name of the requesting Member is also set forth in the text of the measure; and (2) such list is made publicly available on the Internet in a searchable format at least 48 hours before a measure's consideration. Makes it out of order to consider in the House or Senate any direct spending legislation, excluding the impact of any revenue provisions, increasing the on-budget deficit or causing an on-budget deficit for any one of specified applicable time periods. Makes it out of order to consider in the House legislation that would cause the discretionary spending limits in this resolution to be exceeded. Establishes specified discretionary spending limits in the House. Expresses the sense of the House of Representatives on: (1) child support enforcement; (2) state veterans cemeteries; and (3) the Internal Revenue Code. Expresses the sense of Congress on health insurance reform.

Western Hemisphere Energy Compact

United States-Brazil Energy Cooperation Pact of 2007 - Directs the Secretary of State to establish the Western Hemisphere Energy Cooperation Forum which should seek to: (1) strengthen relationships between the United States and other countries of the Western Hemisphere through cooperation on energy issues; and (2) enhance cooperation between major energy producers and major energy consumers in the Western Hemisphere, particularly among the governments of Brazil, Canada, Mexico, the United States, and Venezuela. Directs the U.S. government to seek to implement: (1) an energy crisis initiative that will promote national and regional measures to respond to temporary energy supply disruptions; (2) an energy sustainability initiative to facilitate long-term supply security by fostering reliable supply sources of fuels, including energy from biomass; and (3) an energy for development initiative to promote energy access for underdeveloped areas through energy policy and infrastructure development. Directs the Secretary of State to seek Western Hemisphere governments' cooperation in establishing a Western Hemisphere Energy Industry Group, which shall increase public-private partnerships and foster private investment. Directs the Secretary of Energy to facilitate the establishment of the Oil and Gas Working Group, which should strengthen oil- and natural gas-related dialogue among international oil companies, national oil companies, and civil society groups. Directs the Secretary of State to work with Brazil to coordinate efforts to promote the production and use of biofuels among all interested countries, giving preference to the countries in the Western Hemisphere that are among the poorest and most dependent on foreign sources of fuel (particularly oil). Directs: (1) the Secretary of Agriculture to work with Brazil in joint agricultural biofuel extension activities; and (2) the Secretary of Energy to establish a grant program to finance advanced biofuels research and collaboration between academic and research institutions in the United States and Brazil. Requires each partner country (as defined by this Act) to participate in a study to determine the feasibility of increasing biofuel production and use. Directs the Secretary of State to: (1) renew tax treaty negotiations with Brazil; (2) work with Western Hemisphere governments and other countries to organize regional and hemispheric carbon trading mechanisms; and (3) seek to establish a Western Hemisphere energy crisis response mechanism. Directs the Administrator of the United States Agency for International Development to seek to increase U.S. foreign assistance programming in renewable energy, including activities to reduce energy import dependence through biofuel use. Authorizes the Administrator to award grants to nongovernmental organizations for sustainable energy and job creation projects in at-risk nations, such as Haiti. Directs: (1) the Secretary of Commerce to conduct ethanol and natural gas studies; and (2) the Secretary of Energy to seek to work with Mexico to conduct a technical analysis of the status of Mexican oil and gas production, future technological and investment needs, and recommendations for maintaining and increasing hydrocarbon production.

Captive Supply Reform Act

Captive Supply Reform Act - Amends the Packers and Stockyards Act, 1921 respecting livestock producer-packer forward contracts to: (1) require the inclusion of fixed dollar amount base pricing and public bidding; (2) prohibit formula pricing; (3) limit individual contract size; and (4) exclude from the definition of "formula price" futures-based prices and base adjustments resulting from factors outside packer control.

To amend the Richard B. Russell National School Lunch Act to permit the simplified summer food programs to be carried out in all States and by all service institutions.

Amends the Richard B. Russell National School Lunch Act with respect to payment rates for meals and meal supplements provided by service institutions under summer food service programs for children. Requires payments for administrative costs to be set at levels determined by the Secretary of Agriculture pursuant to a specified study. (Currently, payments to service institutions shall equal the full cost of food service operations, excluding administrative costs. Payments for administrative costs shall equal the full amount of state-approved administrative costs incurred, not to exceed the maximum allowable levels the Secretary determines pursuant to such study.) Repeals authority for simplified summer food pilot projects.

Federal Land Avalanche Protection Act of 2007

Federal Land Avalanche Protection Act of 2007 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to establish an avalanche protection program to: (1) identify the potential for avalanches on federal lands and inform the public about the probability of avalanches and their potential adverse effects; (2) carry out ongoing research to improve avalanche forecasting; and (3) reduce the risks of avalanches and mitigate their effects. Requires the Secretary: (1) to coordinate the program to ensure protection for recreational users of public land under the Secretary of the Interior's jurisdiction, using resources of the Forest Service's National Avalanche Center; (2) to establish an advisory committee to assist in program development and implementation; and (3) with the Secretary of Transportation and the Secretary of the Army, to establish a central depository for weapons, ammunition, and parts for avalanche control purposes. Authorizes the Secretary to make grants to carry out projects and activities to: (1) assist in the prevention, forecasting, detection, and mitigation of avalanches; (2) maintain essential transportation, utilities, and communications; (3) assist avalanche artillery users to ensure the availability of adequate supplies of artillery and explosives required for avalanche control in specified areas; and (4) assist research and development activities for alternatives to minimize reliance on military weapons for avalanche control. Directs the Secretary to give priority to projects carried out in avalanche zones with a high frequency or severity of avalanches or in which deaths, injuries, or damage to public facilities and communities have occurred. Requires the Administrator of General Services to transfer specified property suitable for avalanche control purposes to a user of surplus ordnance.

Older Americans Reauthorization Technical Corrections Act

Older Americans Reauthorization Technical Corrections Act - Amends the Older Americans Act of 1965 with respect to incentives for effective performance by states and tribal organizations in the efficient delivery of nutritious meals to older individuals. Repeals certain provisions regarding state agency and tribal grantee commodity purchases, as added by the Older Americans Act Amendments of 2006. Restores former commodity purchase provisions, with revisions. Entitles each state agency and tribal grantee to use its allotments to obtain from the Secretary of Agriculture commodities available through any food program of the Department of Agriculture (USDA) at the rates at which such commodities are valued for such program. (Currently, such purchases are not limited to commodities from USDA food programs, but may be any U.S. agricultural commodity and other foods.) Repeals the authority of a state agency or tribal grantee to opt to use part or all of the amounts it receives to pay a school food authority to obtain U.S. agricultural commodities for its nutrition projects. Prescribes requirements for Secretary of Agriculture determination of state agency and tribal grantee allotments. Requires the Secretary of Health and Human Services and the Secretary of Agriculture to agree on reimbursement amounts and procedures.

To amend the Homeland Security Act of 2002 to establish a National Bio and Agro-defense Facility.

Amends the Homeland Security Act of 2002 to establish in the Department of Homeland Security (DHS) a National Bio and Agro-defense Facility, which shall: (1) be an integrated human, foreign-animal, and zoonotic disease research, development, testing, and evaluation facility supporting the defense against the threat of agroterrorism and certain naturally-occurring incidents related to agriculture; and (2) produce and share knowledge and technology for the purpose of reducing economic losses caused by diseases of livestock and poultry and preventing human suffering and death caused by diseases in the agricultural sector. Includes among the Facility Director's responsibilities: (1) directing research, development, testing, and evaluation relating to such diseases; (2) developing an emergency response plan; (3) providing training in biological and agricultural research facility operations; and (4) forming cooperative relationships with the National Animal Health Laboratory Network and American Association of Veterinary Laboratory Diagnosticians to connect with the network of federal and state resources to enable an integrated, rapid, and sufficient response to animal health emergencies. Requires the Secretary to: (1) ensure that the Facility consists of state-of-the-art biocontainment laboratories capable of performing research and activities at Biosafety Levels 3 and 4; (2) enable the study of live virus of foot and mouth disease at the Facility; and (3) enter into agreements with the heads of appropriate federal departments to define their roles and responsibilities in carrying out animal disease research and development at the Facility to protect public health and animal health.

United States Specialty Crop Export Opportunities Act of 2007

United States Specialty Crop Export Opportunities Act of 2007 - Amends the Agricultural Risk Protection Act of 2000 to authorize the Secretary of Agriculture to regulate plants, plant products, biological control organisms, and noxious weeds for export purposes. Directs the Secretary to: (1) coordinate fruit and vegetable market analyses with the private sector and the Administrator of the Foreign Agricultural Service; and (2) make publicly available on an Internet website the status of all export petitions and an explanation of the sanitary or phytosanitary issues associated with each pending export petition, and information on the import requirements of foreign countries for fruits and vegetables. Amends the Homeland Security Act to repeal the transfer of agricultural import and entry inspection functions from the Department of Agriculture to the Department of Homeland Security (DHS). Directs the Secretary to establish: (1) within the Animal and Plant Health Inspection Service the international agricultural inspection program to carry out import and entry agricultural inspections; (2) a federal-state agricultural inspection communications system; (3) the International Trade Inspection Advisory Committee; and (4) a special export credit guarantee program. Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to extend: (1) the promotion of agricultural exports to emerging markets program; and (2) the E. (Kika) de la Garza Agricultural Fellowship program.

Pollinator Protection Act

Pollinator Protection Act - Authorizes appropriations to the Secretary of Agriculture, through the Agricultural Research Service, for: (1) personnel, facilities improvement, and additional research at Department of Agriculture Apicultural Research Laboratories; (2) research on honey bee physiology, insect pathology, insect chemical ecology, and honey bee toxicology at other Department facilities in New York, Florida, California, and Texas; and (3) research to identify causes and solutions for Colony Collapse Disorder. Authorizes appropriations to the Secretary, through the Cooperative State Research, Education, and Extension Service, for research grants to investigate: (1) honey bee immunology, genomics, biology, ecology, and bioinformatics; (2) pollination biology; and (3) the effects of genetically modified crops, insecticides, herbicides, and fungicides on honey bees and other beneficial insects and pollinators.

Federal Land Avalanche Protection Act of 2007

Federal Land Avalanche Protection Act of 2007 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to establish an avalanche protection program to: (1) identify the potential for avalanches on federal lands and inform the public about the probability of avalanches and their potential adverse effects; (2) carry out ongoing research to improve avalanche forecasting; and (3) reduce the risks of avalanches and mitigate their effects. Requires the Secretary: (1) to coordinate the program to ensure protection for recreational users of public land under the Secretary of the Interior's jurisdiction, using resources of the Forest Service's National Avalanche Center; (2) to establish an advisory committee to assist in program development and implementation; and (3) with the Secretary of Transportation and the Secretary of the Army, to establish a central depository for weapons, ammunition, and parts for avalanche control purposes. Authorizes the Secretary to make grants to carry out projects and activities to: (1) assist in the prevention, forecasting, detection, and mitigation of avalanches; (2) maintain essential transportation, utilities, and communications; (3) assist avalanche artillery users to ensure the availability of adequate supplies of artillery and explosives required for avalanche control in specified areas; and (4) assist research and development activities for alternatives to minimize reliance on military weapons for avalanche control. Directs the Secretary to give priority to projects carried out in avalanche zones with a high frequency or severity of avalanches or in which deaths, injuries, or damage to public facilities and communities have occurred. Requires the Administrator of General Services to transfer specified property suitable for avalanche control purposes to a user of surplus ordnance.

Sets forth the congressional budget for the federal government for FY2008, including the appropriate budgetary levels for FY2009-FY2012. Recommends budgetary levels and amounts for FY2007-FY2012 for: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2007-FY2012. Authorizes certain reserve funds for: (1) the State Children's Health Insurance Program (SCHIP); (2) alternative minimum tax revision; (3) middle-income tax relief and economic equity; (4) agriculture; (5) higher education; (6) Medicare improvements; (7) creation of long-term energy alternatives; (8) affordable housing; (9) equitable benefits for Filipino veterans of World War II; (10) reauthorization of the Secure Rural Schools and Community Self-Determination Act; (11) receipts from the Bonneville Power Administration; and (12) the Transitional Medical Assistance program extension. Provides for adjustments to discretionary spending limits, budgetary aggregates, and allocations for: (1) continuing disability reviews and Supplemental Security Income (SSI) redeterminations by the Social Security Administration (SSA); (2) Internal Revenue Service (IRS) tax compliance; (3) the health care fraud and abuse control program; and (4) unemployment insurance improper payments reviews. Prohibits House legislation that would require advance appropriations, except certain FY2009 or FY2010 programs, projects, activities, or accounts. States that new budget authority, outlays, and receipts resulting from adoption of legislation making appropriations for FY2008-FY2009 for overseas deployments and related activities, or emergency appropriations for nondefense discretionary spending, shall not count for certain purposes of the Congressional Budget Act of 1974 (CBA). Declares the policy of this resolution on: (1) middle-income tax relief; (2) defense priorities; and (3) college affordability. Expresses the sense of the House of Representatives on: (1) servicemembers' and veterans' health care and other priorities; (2) the Innovation Agenda: A Commitment to Competitiveness to Keep America #1; (3) homeland security; (4) the ongoing need to respond to Hurricanes Katrina and Rita; (5) long-term sustainability of entitlements; (6) the need to maintain and build upon efforts to fight hunger; (7) affordable health coverage; (8) extension of the statutory Pay-As-You-Go rule; (9) long-term budgeting; (10) pay parity; (11) waste, fraud, and abuse; (12) child support enforcement; and (13) state veterans cemetaries. Sets forth reconciliation instructions for the House Committee on Education and Labor.

U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 - Makes emergency supplemental FY2007 appropriations for specified activities related to the global war on terror to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (Military, including funds for Iraqi and Afghan security forces), of Defense (military construction), of Energy, of Homeland Security, and of State (including international peacekeeping operations), of the Treasury, and related agencies. Provides funds to enable military commanders in Iraq and Afghanistan to respond to urgent humanitarian relief and reconstruction requirements. Requires the Secretary of Defense to inspect periodically military medical treatment facilities, including military quarters housing medical hold or holdover personnel, to insure that the facilities or quarters meet acceptable standards for their maintenance and operation. Requires additional inspections of identified deficiencies. Provides funds to the Government of Iraq to support the disarmament, demobilization, and reintegration of militias and illegal armed groups. Requires the President to commence the phased redeployment of U.S. forces from Iraq with the goal of redeploying, by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for: (1) protecting U.S. and coalition personnel and infrastructure; (2) training and equipping Iraqi forces; and (3) conducting targeted counter-terrorism operations. Expresses the sense of Congress that achieving success in Iraq is dependent on the Government of Iraq's meeting specific benchmarks, as reflected in previous commitments made by such Government. Provides funds to assist: (1) Liberia in retiring its debt arrearages; (2) Jordan; and (3) Lebanon. Sets forth benchmarks for certain reconstruction assistance for Iraq. Amends the Immigration and Nationality Act to revise the authority of the Secretary of State or the Secretary of Homeland Security regarding temporary admission of certain Iraqi, Hmong, and other nonimmigrants. Makes additional appropriations for disaster relief and recovery related to Hurricanes Katrina and Rita to the Departments of Agriculture, of Justice, of Commerce, of Defense (Civil), of the Interior, of Homeland Security, as well as the Small Business Administration (SBA). Makes additional appropriations for specified purposes to the Departments of the Interior and of Agriculture (for wildfire suppression), of Health and Human Services (for the Low-Income Home Energy Assistance Program (LIHEAP) and for response to an influenza pandemic), of Education, of Defense (military construction and base closure), Veterans Affairs (particularly veterans' health programs), of Transportation, of Housing and Urban Development, as well as the legislative branch. Rescinds certain military construction funds for the Air Force Reserve. Makes appropriations to the Department of Health and Human Services, Centers for Medicare and Medicaid Services, to eliminate the FY2007 shortfall in funding for the State Children's Health Insurance Program (SCHIP). Prohibits the use of funds in this or any other Act to downsize staff or to close, realign, or phase out essential services at Walter Reed Army Medical Center until specified requirements are met. Requires the Director of the Congressional Budget Office (CBO) to report to congressional appropriations committees on a projection of appropriations necessary for the Department of Defense and Veterans Affairs to continue providing necessary health care to veterans of the conflict in Iraq and Afghanistan. Makes additional appropriations to the Departments of Agriculture (Farm Service Agency) and of Housing and Urban Development (Office of Federal Housing Enterprise Oversight). Rescinds specified unobligated balances of the Department of Agriculture for adjustment assistance for farmers. Requires the Commandant of the Coast Guard to utilize full and open competition, with exceptions, for any contract providing for acquisition or modification of assets with respect to the Integrated Deepwater System Program of the Coast Guard. Amends title XVIII (Medicare) of the Social Security Act to authorize a grant to the (Mississippi) Delta Health Alliance. Emergency Farm Relief Act of 2007 - Directs the Secretary of Agriculture to provide specified crop and livestock disaster assistance.

National Institute of Food and Agriculture Act of 2007

National Institute of Food and Agriculture Act of 2007 - Establishes within the Department of Agriculture the National Institute of Food and Agriculture, which shall be an agency composed of a Director (who shall be a scientist) and a Standing Council of Advisors. Authorizes the Director to establish standing scientific committees. Requires the Director to establish: (1) an Office of Advanced Science and Application which shall monitor national needs and advances in research to identify problems for which solutions are realistically achievable through research; (2) an Office of Scientific Assessment and Liaison which shall monitor programs and expenditures; (3) an Office of Scientific Personnel which shall assess the number of, and need for additional, agricultural scientists in the United States. Directs the Institute to provide grants to support and promote the highest quality of fundamental agricultural research, including grants to fund research proposals submitted by: (1) individual scientists; (2) research centers composed of a single institution or multiple institutions; and (3) other individuals and entities from the private and public sectors, including Department and other federal researchers.

To prohibit the Secretary of Agriculture from closing Farm Service Agency offices in Appomattox, Virginia, and Lunenburg, Virginia.

Amends the Florida National Forest Land Management Act of 2003 to: (1) authorize the conveyance of an additional tract of federal land pursuant to the Act; and (2) provide for the disposition of the net proceeds derived from sales or exchanges under the Act to be available for expenditure by the Secretary of Agriculture for the acquisition, construction, or maintenance of administrative improvements for units of the National Forest System in Florida. Permits: (1) proceeds from the sale or exchange of such additional tract to be used exclusively for the purchase of inholdings in the Apalachicola National Forest; and (2) proceeds from any sale or exchange of land under this Act to be used for administrative improvements, as authorized above, only if the land generating the proceeds was improved with infrastructure.

A bill to require that an independent review of the efficiency and effectiveness of all headquarters offices of the Farm Service Agency of the Department of Agriculture be carried out prior to the closure of any county offices.

Includes in such review: (1) management practices; (2) information technology purchases and deliverables; (3) software development; (4) contractor hiring practices and related cost-savings; and (5) other relevant factors. Prohibits the Secretary from closing or consolidating any FSA county office before the date on which the Secretary determines that each headquarters office has implemented the recommendations included in a report required under this Act.

Healthy Farms, Foods, and Fuels Act of 2007 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; Establishes: (1) the cooperative conservation partnership initiative; (2) the community forestry and open space conservation program; (3) an integrated pest management initiative; (4) a conservation initiative for socially disadvantaged farmers and ranchers; (5) a conservation planning pilot program; and (6) a cooperative conservation educational assistance program. Authorizes a conservation loan guarantee program. Revises: (1) the farmland protection program; and (2) funding for the healthy forests reserve program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Provides funds to enable military commanders in Iraq and Afghanistan to respond to urgent humanitarian relief and reconstruction requirements. Specifies conditions for assistance to Lebanon. Prohibits the use of funds under this Act to deploy any unit of the Armed Forces to Iraq unless the chief of the military department concerned has certified to the congressional appropriations committees in advance that the unit is fully mission capable. Sets a maximum number of days for deployment in Iraq for military units. Authorizes the President to waive such prohibition and deployment limits on a unit-by-unit basis for reasons of national security. Directs the President to transmit to Congress by specified dates certain determinations and certifications with respect to conditions to be met by the Government of Iraq. Requires redeployment of the armed forces from Iraq if any of such conditions is not met. Directs the President to appoint a Coordinator for Iraq Assistance, by and with the advice and consent of the Senate. Declares that Congress will fully support the needs of members of the Armed Forces who the Commander in Chief has deployed in harm's way in support of Operation Iraqi Freedom and Operation Enduring Freedom, and their families. Declares the sense of Congress that the U.S. Constitution grants: (1) the President the sole role of Commander in Chief; and (2) Congress the sole power to declare war. Declares the sense of Congress that: (1) the commanders of the U.S. armed forces in Iraq should be allowed to conduct the war and manage the movements of the troops; and (2) Congress should remain focused on executing its oversight role. Makes additional appropriations for disaster relief and recovery related to Hurricanes Katrina and Rita to the Departments of Agriculture, of Commerce, of Defense (Civil), of Homeland Security, of Health and Human Services, of Education, and of Housing and Urban Development. Makes appropriations to the Secretary of Agriculture for emergency crop and livestock disaster assistance. Makes additional appropriations for specified purposes to the Legislative Branch and to the Departments of Agriculture, of Commerce, of State, of the Interior and of Agriculture (for wildfire suppression), and of Health and Human Services (for the Low-Income Home Energy Assistance Program (LIHEAP) and for response to an influenza pandemic). Rescinds specified unobligated balances of the Department of Homeland Security (DHS). Prescribes requirements for DHS contracts, subcontracts, and task orders. Requires each federal agency that has awarded at least $1 billion in the preceding fiscal year to develop and implement a plan to minimize the use of no-bid and cost-reimbursement type contracts. Makes appropriations to the Department of Health and Human Services, Centers for Medicare and Medicaid Services, to eliminate the FY2007 shortfall in funding for the State Children's Health Insurance Program (SCHIP). Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands and to American Samoa. Small Business Tax Relief Act of 2007 - Amends the Internal Revenue Code to extend and revise: (1) the work opportunity tax credit; (2) expensing for small businesses; and (3) the credit for certain taxes paid with respect to employee cash tips. Waives alternative minimum tax limits on the work opportunity credit and the credit for taxes paid with respect to employee cash tips. Defines qualified joint venture with respect to family business taxes. Makes certain dependents ineligible for the lowest capital gains rate. Lengthens the period of failure to notify a taxpayer of liability before interest and certain penalties must be suspended. Increases the amount of any required installment of estimated tax otherwise due in 2012 from a corporation with assets of at least $1 billion.

Walnut Canyon Study Act of 2007 - Directs the Secretary of the Interior and the Secretary of Agriculture to conduct a study of specified federal land in Coconino National Forest, state and private lands, and Walnut Canyon National Monument in Arizona (the study area) to evaluate: (1) the significance of the resources and public values of the study area as the resources and public values pertain to the management objectives of the Forest Service and the National Park Service (NPS); (2) the opportunities for maintaining existing public uses; and (3) a range of options for managing and conserving resources by the NPS or the Forest Service, or by both agencies, including the feasibility of a boundary adjustment to the Monument, designation of the study area as a National Recreation Area, maintaining the study area as managed by the Forest Service, and any other designation or management option that will accomplish the protection of resources and the maintenance of public use and access for such area. Requires the Secretaries to: (1) designate the Forest Service as the lead agency; (2) consult with appropriate federal, state, county, and local government entities; (3) contract with a third-party consultant with experience in park and land use planning to prepare a draft study; and (4) collaborate with the Forest Supervisor of the Coconino National Forest, the Superintendent of the Flagstaff Area National Monuments, the Flagstaff City Council, and Coconino County Board of Supervisors in developing a scope of work for the draft study under the guidance of the third-party consultant.

Healthy Farms, Foods, and Fuels Act of 2007 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; Establishes: (1) the cooperative conservation partnership initiative; (2) the community forestry and open space conservation program; (3) an integrated pest management initiative; (4) a conservation initiative for socially disadvantaged farmers and ranchers; (5) a conservation planning pilot program; and (6) a cooperative conservation educational assistance program. Authorizes a conservation loan guarantee program. Revises: (1) the farmland protection program; and (2) funding for the healthy forests reserve program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Amends the Homeland Security Act to repeal the transfer of agricultural import and entry inspection functions from the Department of Agriculture to the Department of Homeland Security (DHS). Directs the Secretary of Agriculture to establish within the Animal and Plant Health Inspection Service the international agricultural inspection program to carry out import and entry agricultural inspections.
