Farm to Fly Act of 2024 This bill directs the Department of Agriculture (USDA) to integrate the advancement of sustainable aviation fuels into its programs. Specifically, this bill includes sustainable aviation fuel as an advanced biofuel for the purposes of several USDA bioenergy programs that primarily provide support and incentives for renewable energy projects. For purposes of these programs, the bill defines sustainable aviation fuel as liquid fuel, the portion of which is not kerosene, which (1) meets specific international standards, (2) is not derived from coprocessing specific materials (e.g., triglycerides) with a non-biomass feedstock, (3) is not derived from palm fatty acid distillates or petroleum, and (4) is certified as having a lifecycle greenhouse gas emissions reduction percentage of at least 50% compared with petroleum-based jet fuel (based on specific standards and agreements). In addition, the bill specifically includes fostering and advancing sustainable aviation fuels as part of the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program. Further, USDA must carry out a comprehensive and integrated pursuit of all USDA mission areas for the advancement of sustainable aviation fuels, including through the identification of opportunities to maximize the development and commercialization of the fuels, supporting rural economic development through improved sustainability for aviation, and advancing public-private partnerships.

Farmers’ Market Expansion Act of 2024 This bill includes tree nuts (including shelled tree nuts) as one of the eligible foods under the Senior Farmers' Market Nutrition Program (SFMNP).  The Department of Agriculture's SFMNP provides grants to participating states to provide low-income seniors with coupons/vouchers that may be used at farmers’ markets, roadside stands, and community supported agriculture programs to purchase eligible foods (i.e., fresh, nutritious, locally-grown fruits, vegetables, herbs, and honey).

Research for Healthy Soils Act

Research for Healthy Soils Act This bill includes research on the agricultural impacts of microplastics in land-applied biosolids on farmland as a Department of Agriculture (USDA) high-priority research and extension area. Microplastic is a plastic or plastic-coated particle that is less than 5 millimeters in size. The bill specifically allows grants for carrying out or enhancing research in this area (e.g., through the development or analysis of wastewater treatment techniques to filter out or biodegrade microplastics from biosolids intended to be used for agricultural purposes). Further, the bill reauthorizes USDA grants to support competitive specialized research and extension activities, including high-priority areas, through FY2028. The bill also specifically reauthorizes through FY2028 the Pulse Crop Health Initiative; the Comprehensive Food Safety Training Network; pollinator protection research and extension grants; increased USDA capacity and infrastructure to address and conduct research on colony collapse disorder and other pollinator issues; and a USDA-conducted nationwide honey bee pest, pathogen, health, and population status surveillance program.

ROUTES Act

Restoring Our Unopened Trails for Enjoyment and Safety Act or the ROUTES Act This bill requires the reopening of certain recreation sites closed due to a natural disaster. In the case of a recreation site that is fully or partially closed due to damage caused by a natural disaster (including certain standing trees that present a visible hazard), the Department of the Interior (with respect to Interior recreational lands) or the Department of Agriculture (with respect to National Forest System lands) must reopen the site not later than two years after the date on which the disaster ends. The bill categorically excludes specified activities from the preparation of an environmental assessment or an environmental impact statement where the primary purpose of the activity is, consistent with the applicable management plan, to repair and restore recreation sites damaged by a natural disaster, remove hazard trees for the purpose of public safety or improving access, mitigate and reduce soil erosion impacting a recreation site, restore drainage patterns to support a recreation site, or any combination of these purposes. The bill provides for emergency hazard tree removal. Interior or Agriculture must report to Congress and make the report publicly available.

DASH Act

Decent, Affordable, Safe Housing for all Act or the DASH Act This bill provides grants, loans, tax credits, and other assistance to promote the building, maintenance, and affordability of housing. Specifically, the bill requires the Department of Housing and Urban Development to (1) provide housing vouchers to individuals and families experiencing or at risk of experiencing homelessness, (2) provide grants for the modular construction of affordable housing, (3) propose a new formula for distribution of Housing Trust Fund amounts, and (4) encourage zoning and community planning methods that promote multi-family housing. The bill also makes permanent certain homeless assistance programs. The Department of Agriculture (USDA) must provide additional grants and loans to construct or preserve affordable housing for farm laborers and may provide rural housing vouchers for low-income households residing in certain properties financed with a loan made or insured by USDA. The bill also provides statutory authority for a program to preserve and revitalize USDA-backed housing projects, including by restructuring existing housing loans. The bill expands the Low-Income Housing Tax Credit (LIHTC), including by increasing the credit for projects serving extremely low-income households. Further, the bill creates a refundable tax credit for participating owners of rental buildings who lower rents for their low-income tenants. The bill also creates a tax credit similar to the LIHTC for the development of housing for middle-income households and provides a tax credit of up to $15,000 for first-time homebuyers.

Public Lands Telecommunications Act

Public Lands Telecommunications Act This bill directs the Department of the Treasury to establish separate special accounts for the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, the Bureau of Reclamation, and the Forest Service for the deposit of rental fees received by such agencies under communications use authorizations, which allow for the occupancy and use of federal lands for communications purposes. The rental fees received by each agency must be deposited in the agency's special account, and remain available for expenditure for agency activities related to communications sites (those areas of federal lands designated for telecommunications uses). The Departments of the Interior and Agriculture may enter into cooperative agreements to carry out activities related to communications sites.

This bill directs the Government Accountability Office (GAO) to conduct a study to examine how states provide outreach to food insecure veterans in the state as part of the Supplemental Nutrition Assistance Program (SNAP). Specifically, the GAO must examine how states with reported high and low rates of food insecurity (1) target veterans in the state annual outreach plans to carry out SNAP, and (2) coordinate efforts with Veterans Health Administration facilities to help connect veterans to the program. The study must also identify (1) any challenges states face in addressing food insecurity among veterans, (2) how states have coordinated efforts with Veterans Service Organizations (VSOs) and other nongovernmental organizations (NGOs) that help connect veterans with nutrition assistance programs, and (3) any best practices for increasing program enrollment for eligible non-participating households that include veterans.
