Abandoned Mine Lands Reclamation Reform Act of 2001

Abandoned Mine Lands Reclamation Reform Act of 2001 - Amends the Surface Mining Control and Reclamation Act of 1977 to repeal authorization for the use of moneys in the Abandoned Mine Reclamation Fund ( Fund) earmarked for: (1) the Secretary of Agriculture for rural land reclamation; and (2) studies, research, and demonstration projects by the Department of the Interior. Designates for transfer to the United Mine Workers of America Combined Benefit Fund the interest earned on unexpended Fund amounts. Extends the sunset date for the current rate of reclamation fees from 2004 to 2011. Revises requirements governing: (1) allocation of reclamation fees for certain reclamation purposes; and (2) the transfer of liquidated sums to the United Mine Workers of America Combined Benefit Fund. Repeals priorities for the expenditure of funds for the general welfare and for: (1) restoration of land and water resources and environment previously degraded by the adverse effects of coal mining practices; (2) protection, repair, construction, or enhancement of utilities, roads, and recreation and conservation facilities adversely affected by such practices; and (3) development for recreation, conservation, reclamation, and open space purposes of publicly owned land also adversely affected by such practices. Removes the proscription against the filing of reclamation fee liens against certain property owners who owned the surface prior to May 2, 1977. Authorizes a State or Indian tribe, subject to certain expenditure limitations, to fill voids and seal tunnels resulting from mining operations. Revises requirements pertaining to: (1) certification of completion of high priority coal reclamation projects; and (2) lands, waters, and public facilities eligible for annual grants (including certain water supply restoration and public facilities).

A bill to permanently reenact chapter 12 of title 11, United States Code, relating to family farmers.

Peanut Labeling Act of 2001 - Requires retailers of peanuts or peanut products produced in or imported into the United States to inform final point of sale consumers of the products' country of origin, unless: (1) waived by the Secretary of Agriculture because of the difficulty of determining product origin; or (2) the products are already labeled by the packer, importer, or other person. Authorizes civil penalties for violations of such requirement.

A bill to amend the Packers and Stockyards Act, 1921, to make unlawful for a packer to own, feed, or control livestock intended for slaughter.

Directs the Secretary of Agriculture to appoint (up to two) dairy importers to the National Dairy Promotion and Research Board if such representation is required by another law or treaty to which the United States is a party. Requires dairy importers to contribute to the dairy promotion program.

Irrigation Subsidy Reduction Act of 2001 - Amends the Reclamation Reform Act of 1982 to direct the Secretary of the Interior, for each parcel of land to which irrigation water is delivered or proposed to be delivered, to identify a single individual or legal entity as the owner, lessee, or operator. Allows irrigation water to be delivered at less than the normal per-acre cost to either: (1) a qualified recipient that reports gross farm income from a single farm operation in excess of $500,000 per taxable year; or (2) a limited recipient that received such water on or before October 1, 1981, and that reports gross farm income in excess of such amount. Requires lessees (currently, only owners and operators) of an irrigation district to furnish such district a certification of compliance with the Act. Allows the Secretary to require a lessee or operator to submit for examination a copy of a tax return for any taxable year in which the single farm operation of the lessee or operator received irrigation water at less than full cost. Repeals a provision exempting district lands held in trust from Federal reclamation ownership and cost pricing limitations. Directs the Secretaries of the Interior, the Treasury, and Agriculture to enter into a memorandum of understanding to permit the Secretary of the Interior to have access to and use available information collected or maintained by either the Department of the Treasury or Agriculture that would aid in enforcement of the ownership and pricing limitations of Federal reclamation law.

A bill to amend the Agricultural Adjustment Act to prohibit the Secretary of Agriculture from basing minimum prices for Class I milk on the distance or transportation costs from any location that is not within a marketing area, except under certain circumstances, and for other purposes.

Establishes a related Family Farmer and Rancher Claims Commission. Requires an agricultural contract to carry an obligation of good faith. Sets forth specified agricultural contract-related provisions. Revises the Agricultural Fair Practices Act of 1967. Amends the Consolidated Farm and Rural Development Act to authorize private investors to establish the National Rural Cooperative and Business Equity Fund to raise and provide capital to rural businesses. Amends the Agricultural Marketing Act of 1946 to require retailers of covered commodities to inform consumers at the final point of sale of the commodity's country of origin. Amends the Agricultural Market Transition Act to set forth marketing loan rates for feed grains, upland and extra long staple cotton, rice, and oilseeds. Amends the Federal Agriculture Improvement and Reform Act of 1996 to revise the farmland protection program. Expresses the sense of Congress that the Secretary of Agriculture should take necessary actions to ensure the participation of socially disadvantaged farmers in Department of Agriculture programs.

A resolution expressing the sense of the Senate regarding the need for Congress to enact a new farm bill during the 1st session of the 107th Congress.

Amends the Packers and Stockyards Act, 1921 to redefine "poultry grower" as any person engaged in the business of raising or caring for live poultry under a poultry growing arrangement, whether the poultry is owned by such person or by another person. (Eliminates the poultry slaughter provision from such definition.) Extends: (1) administrative enforcement authority to live poultry dealers; (2) injunctive or restraining order authority to instances of poultry care; and (3) the Secretary of Agriculture's authority to issue a complaint against a live poultry dealer to any violation of such Act.

Family Farmer Cooperative Marketing Amendments Act of 2001

Family Farmer Cooperative Marketing Amendments Act of 2001 - Amends the Agricultural Fair Practices Act of 1967 to include in the definition of "producer": (1) poultrymen; and (2) persons furnishing labor, production management, facilities, or other agricultural product production services. Defines "accredited association," "designated handler," and "bargain and bargaining." Makes it a prohibited handler practice to: (1) refuse to bargain in good faith with an accredited association; and (2) interfere with the formation or administration of a producer association, or contribute financial or other support to such an association. Authorizes producer assignment of association fees, dues, or retained amounts. Grants the Secretary of Agriculture specified investigative powers. Establishes an administrative enforcement proceeding.

To provide needed flexibility to the United States Department of Agriculture to help developing countries and move surplus commodities from the United States.

Private Property Protection Act of 2001 - Declares that no regulation issued by an executive agency after enactment of this Act shall become effective until the issuing agency is certified by the Attorney General to be in compliance with Executive Order 12630 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such takings where possible. Provides for limited judicial review of an action taken pursuant to this Act. Requires the Secretary of Agriculture to study and report to the Congress on the effect this Act will have on the farm economy and agricultural production.

To amend the Food, Drug, and Cosmetic Act and the egg, meat, and poultry inspection laws to ensure that consumers receive notification regarding food products produced from crops, livestock, or poultry raised on land on which sewage sludge was applied.

Requires such acreage to be planted with authorized cover crops. Permits limited grazing. Sets forth participant payment rates. Authorizes the Secretary to suspend or terminate program participation and permit producers to return withdrawn acreage to production in times of crop shortage.

To permanently reenact chapter 12 of title 11 of the United States Code, relating to family farmers.
