Federal Lands Restoration, Enhancement, Public Education, and Information Resources Act or Federal Lands REPAIR Act - Amends the Federal Land Policy and Management Act of 1976, the National Park Service Organic Act, the National Wildlife Refuge System Administration Act of 1966, and federal law relating to National Forest System lands, to make available any moneys received from fines or any moneys received from collateral payments in lieu of appearance for violations of rules and regulations applicable to federal lands under the jurisdiction of the Secretary of the Interior or the Secretary of Agriculture for certain restoration and public informational activities on such lands. Transfers any such excess funds to the Crime Victims Fund established under the Victims of Crime Act of 1984.

Amends the Richard B. Russell National School Lunch Act with respect to payment rates for meals and meal supplements provided by service institutions under summer food service programs for children. Requires payments for administrative costs to be set at levels determined by the Secretary of Agriculture pursuant to a specified study. (Currently, payments to service institutions shall equal the full cost of food service operations, excluding administrative costs. Payments for administrative costs shall equal the full amount of state-approved administrative costs incurred, not to exceed the maximum allowable levels the Secretary determines pursuant to such study.) Repeals authority for simplified summer food pilot projects.

Amends the Florida National Forest Land Management Act of 2003 to: (1) authorize the conveyance of an additional tract of federal land pursuant to the Act; and (2) provide for the disposition of the net proceeds derived from sales or exchanges under the Act to be available for expenditure by the Secretary of Agriculture for the acquisition, construction, or maintenance of administrative improvements for units of the National Forest System in Florida. Permits: (1) proceeds from the sale or exchange of such additional tract to be used exclusively for the purchase of inholdings in the Apalachicola National Forest; and (2) proceeds from any sale or exchange of land under this Act to be used for administrative improvements, as authorized above, only if the land generating the proceeds was improved with infrastructure.

Farming Flexibility Act of 2007 - Amends the Farm Security and Rural Investment Act of 2002, with respect to direct and counter-cyclical payments, to: (1) permit a producer to reduce a covered commodity base acreage by electing to plant such acres with fruits or vegetables for processing; (2) require such election to be made annually; and (3) provide that if a farm's base acreage is recalculated, such fruit or vegetable production shall be considered the same as the planning, prevented planting, or production of the covered commodity.

Walnut Canyon Study Act of 2007 - Directs the Secretary of the Interior and the Secretary of Agriculture to conduct a study of specified federal land in Coconino National Forest, state and private lands, and Walnut Canyon National Monument in Arizona (the study area) to evaluate: (1) the significance of the resources and public values of the study area as the resources and public values pertain to the management objectives of the Forest Service and the National Park Service (NPS); (2) the opportunities for maintaining existing public uses; and (3) a range of options for managing and conserving resources by the NPS or the Forest Service, or by both agencies, including the feasibility of a boundary adjustment to the Monument, designation of the study area as a National Recreation Area, maintaining the study area as managed by the Forest Service, and any other designation or management option that will accomplish the protection of resources and the maintenance of public use and access for such area. Requires the Secretaries to: (1) designate a lead agency; (2) consult with appropriate federal, state, county, and local government entities; (3) contract with a third-party consultant with experience in park and land use planning to prepare a draft study; and (4) collaborate with the Forest Supervisor of the Coconino National Forest, the Superintendent of the Flagstaff Area National Monuments, the Flagstaff City Council, and Coconino County Board of Supervisors in developing a scope of work for the draft study under the guidance of the third-party consultant.

Pet Safety and Protection Act of 2007 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Patient-Focused Critical Care Enhancement Act - Requires the Secretary of Health and Human Services, acting through the Agency for Healthcare Research and Quality (AHRQ), to conduct research to assess: (1) the standardization of critical care protocols, intensive care unit layout, equipment interoperability, and medical informatics; and (2) the impact of differences in staffing, organization, size, and structure of intensive care units on access, quality, and efficiency of care. Requires the Secretary to undertake demonstration projects to: (1) optimize the provision of critical care services to Medicare beneficiaries through innovations in such areas as staffing and utilization of technology; and (2) measure and evaluate outcomes derived from a "family-centered" approach to the provision of inpatient critical care services that includes direct and sustained communication and contact with the beneficiary family members, involvement of family members in the critical care decisionmaking process, and responsiveness of critical care providers to family requests. Amends the Food, Agriculture, Conservation and Trade Act of 1990 to authorize appropriations for FY2008-FY2013 for augmenting the delivery of critical care services in the rural inpatient setting through the use of telecommunications systems that allow for consultation with critical care providers not located in the rural facility regarding the care of such patients. Amends the Public Health Service Act to require the Secretary to give preference in awarding telehealth grant funds to entities to develop plans for, or to establish, such critical care telehealth networks. Requires the Secretary to undertake an initiative to recruit providers of critical care services into the National Health Service Corps Loan Repayment Program.

Safe Food Act of 2007 - Establishes the Food Safety Administration to administer and enforce food safety laws. Directs the Administrator of the Food Safety Administration to: (1) promulgate regulations to ensure the security of the food supply from all forms of contamination; (2) implement federal food safety inspection, enforcement, and research efforts to protect the public health; (3) develop consistent and science-based standards for safe food; and (4) prioritize federal food safety efforts and deployment of resources to achieve the greatest possible benefit in reducing food-borne illness. Transfers to the Administration all functions of specified federal agencies that relate to the administration or enforcement of food safety laws. Requires the Administrator to: (1) administer a national food safety program based on an analysis of the hazards associated with different food and the processing of different food; (2) establish standards for processors of food and food establishments; (3) establish a certification system for foreign governments or food establishments seeking to import food to the United States; (4) establish requirements for tracing food and food producing animals from point of origin to retail sale; (5) maintain an active surveillance system of food, food products, and epidemiological evidence; (6) establish a sampling system to monitor contaminants in food; (7) rank and analyze hazards in the food supply; (8) establish a national public education campaign on food safety; and (9) conduct research relating to food safety. Open Space and Farmland Preservation Act - Amends the Farm Security Act of 1985 to direct the Secretary of Agriculture to reserve at least 15% of farmland protection program funds for grants to support cooperative efforts by an eligible state agency, county, or other eligible entity to purchase conservation easements and other interests in eligible land, whose title shall be held by an eligible entity rather than the United States. Provides with respect to cost sharing that: (1) the federal share of the purchase price of a conservation easement or other interest in eligible land shall not exceed 25%; and (2) the state agency, county, and other eligible entities involved in the purchase shall each contribute 25% of the purchase price.

Lewis and Clark Mount Hood Wilderness Act of 2007 - Designates specified wilderness additions in Oregon as wilderness areas and components of the National Wilderness Preservation System. Designates the Richard L. Kohnstamm Memorial Area as the "Richard L. Kohnstamm Wilderness." Directs the Secretary of Agriculture or the Secretary of the Interior (the Secretary concerned) to construct a system of defensible fuel profile zones between the wilderness boundary and community boundary around Cascade Locks and Government Camp. Directs such Secretaries to identify Oregon and California railroad land within the boundary of Clackamas Wilderness subject to provisions governing the annual distribution of moneys from the Oregon and California land-grant fund. Designates specified segments of creeks and rivers in Mount Hood National Forest as components of the national wild and scenic rivers system. Establishes the Mount Hood National Recreation Area within Mount Hood National Forest. Directs the Secretary concerned to participate with the State of Oregon, local governments, and other federal agencies in the development of an integrated, multimodal transportation plan for the Mount Hood Region. Requires the Oregon Department of Transportation to conduct a study regarding a specified gondola connection and intermodal transportation center. Authorizes the Secretary concerned to provide funds to Cascade Locks and Hood River County to bury ground power lines adjacent to Mount Hood Wilderness areas. Excludes any part of any state highway from wilderness under this Act. Requires separate land exchanges: (1) involving specified Cooper Spur and Government Camp land; (2) regarding the Pacific Crest National Scenic Trail; and (3) regarding Hunchback Mountain land. Directs the Secretary of Agriculture to: (1) prepare a specified forest stewardship assessment; and (2) conduct a study to assess the amount of sustainable biomass available in Mount Hood. Authorizes such Secretary to complete memoranda of understanding that outline watershed management goals. Requires the establishment of: (1) a Crystal Springs watershed special resources management unit; and (2) priority-use areas in Mount Hood for the gathering of first foods by Indian tribe members. Authorizes such Secretary to use funds received from the special account established by this Act to support recreation purposes related to Mount Hood. Directs such Secretary to establish the Mount Hood National Forest Recreational Working Group. Sets forth provisions for the consideration of forest road conversion. Authorizes the construction of a trail in Mount Hood suitable for use by persons with disabilities.

Competitive and Fair Agricultural Markets Act of 2007 - Amends the Agricultural Fair Practices Act of 1967 to define specified terms. Establishes within the Department of Agriculture the Office of Special Counsel for Competition Matters, which shall be headed by a Special Counsel for Competition Matters. States that the Office shall: (1) investigate and prosecute violations of this Act and the Packers and Stockyards Act, 1921; (2) serve as a liaison between the Department and the Department of Justice and the Federal Trade Commission (FTC) with respect to competition and trade practices in the food and agricultural sector; and (3) maintain a staff of attorneys and other appropriate professionals. Prohibits unfair or deceptive agricultural commerce acts or practices respecting: (1) crops; (2) producer associations; and (3) agricultural production and marketing contracts. Sets forth agricultural and production contract and enforcement provisions. Amends the Packers and Stockyards Act, 1921 to eliminate the "slaughter" requirement from the definitions of "poultry grower," "poultry growing arrangement," and "live poultry dealer." States that the term "poultry grower" does not include an employee of such grower. Extends: (1) administrative enforcement authority to live poultry dealers; and (2) temporary injunction or restraining order authority to instances of poultry care. Increases the maximum civil penalty for violations by live poultry dealers. States that it shall be an unlawful practice to engage in an unfair or discriminatory practice or device or to control or manipulate prices regardless of whether the practice, device, or course of business causes a competitive injury or otherwise adversely effects competition, and regardless of any alleged business justification.

Designates certain lands in the Jefferson National Forest as: (1) the "Lynn Camp Creek Wilderness Study Area"; and (2) the "Kimberling Creek Potential Wilderness Area" for eventual incorporation in the Kimberling Creek Wilderness. Sets forth requirements regarding ecological restoration. Designates Seng Mountain and Raccoon Branch, and Bear Creek, as National Scenic Areas (Scenic Areas). Establishes such Areas for purposes of: (1) ensuring the protection and preservation of scenic quality, water quality, natural characteristics, and water resources; (2) protecting wildlife and fish habitat; (3) protecting areas that may develop characteristics of old-growth forests; and (4) providing a variety of recreation opportunities. Directs the Secretary of Agriculture to: (1) develop a management plan for such Scenic Areas; and (2) establish a trail plan for National Forest System (NFS) lands in order to develop hiking and equestrian trails on the lands in Jefferson National Forest designated as wilderness by this Act and non-motorized recreation trails within the Seng Mountain and Bear Creek Scenic Areas. Sets forth provisions regarding roads, vegetation management, motorized travel, fire, insects and disease, water, and mining and geothermal leasing.

Industrial Hemp Farming Act of 2007 - Amends the Controlled Substances Act to exclude industrial hemp from the definition of "marihuana." Defines "industrial hemp" to mean the plant Cannabis sativa L. and any part of such plant with a delta-nine tetrahydrocannabinol concentration that does not exceed .3 percent on a dry weight basis. Grants a state regulating the growing and processing of industrial hemp exclusive authority, in any criminal or civil action or administrative proceeding, to determine whether any such plant meets that concentration limit.

Designates certain lands in the Jefferson National Forest as: (1) the "Lynn Camp Creek Wilderness Study Area ;" and (2) the "Kimberling Creek Potential Wilderness Area" for eventual incorporation in the Kimberling Creek Wilderness. Sets forth requirements regarding ecological restoration. Designates Seng Mountain and Raccoon Branch, and Bear Creek, as National Scenic Areas (Scenic Areas). Establishes such Areas for purposes of: (1) ensuring the protection and preservation of scenic quality, water quality, natural characteristics, and water resources; (2) protecting wildlife and fish habitat; (3) protecting areas that may develop characteristics of old-growth forests; and (4) providing a variety of recreation opportunities. Directs the Secretary of Agriculture to: (1) develop a management plan for such Scenic Areas; and (2) establish a trail plan for National Forest System (NFS) lands in order to develop hiking and equestrian trails on the lands in Jefferson National Forest designated as wilderness by this Act and non-motorized recreation trails within the Seng Mountain and Bear Creek Scenic Areas. Sets forth provisions regarding roads, vegetation management, motorized travel, fire, insects and disease, water, and mining and geothermal leasing.

Preservation of Antibiotics for Medical Treatment Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to deny an application for a new animal drug that is a critical antimicrobial animal drug unless the applicant demonstrates that there is a reasonably certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Defines "critical antimicrobial animal drug" as a drug intended for use in food-producing animals that contains specified antibiotics or other drugs used in humans to treat or prevent disease or infection caused by microorganisms. Requires the Secretary of Health and Human Services to withdraw approval of a nontherapeutic use of such drugs in food-producing animals two years after the date of enactment of this Act unless certain safety requirements are met. Authorizes the Secretary of Agriculture to make payments to livestock or poultry producers to defray the costs of reducing the use of such drugs, with priority given to family-owned or small farms and ranches. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to award grants to colleges and universities to establish programs to phase out the nontherapeutic use of such drugs in livestock or poultry. Requires the manufacturer of such a drug or an animal feed for food-producing animals containing such a drug to report sales information to the Secretary of Health and Human Services.

Directs the Secretary of Agriculture, if the State of Florida notifies the Secretary that encroachments by improvements or occupation have occurred before July 13, 2006, on one or more of the parcels of real property described in this Act, to release to Florida any reversionary interest of the United States in and to any identified parcel without further federal administrative review or analysis. Bars the United States from receiving any funds as consideration for the release of the reversionary interests specified above. Requires all net proceeds from the disposition of such real property to be used by the State for the acquisition of other lands adjacent to the exterior boundaries of Blackwater River State Forest and Withlacoochee State Forest. Requires: (1) any lands so acquired to become a part of the state forest; and (2) that the acquired lands be used for public purposes. Requires the State to agree to indemnify and hold the United States harmless with regard to any boundary disputes related to any parcel released under this Act.

Cloned Food Labeling Act - Amends the Federal Food, Drug, and Cosmetic Act and the Federal Meat Inspection Act to deem as misbranded a food or meat food product that contains any part of a cloned animal and does not bear a conspicuous label including a notice of that information. Requires individuals to maintain a verifiable recordkeeping audit trail that will permit verification of compliance with this Act. Deems as misbranded a food that bears a label indicating that it does not contain cloned product, unless the label is in accordance with applicable regulations that may not: (1) require such a label to include a statement indicating that the fact that a food does not contain such product has no bearing on the safety of the food for human consumption; and (2) prohibit such a label on the basis that, in the case of the type of food involved, there is no version of the food in commercial distribution that does contain such product. Sets forth civil penalties for violation of this Act. Exempts a person who establishes a guaranty, signed by the person residing in the United States from whom the food was received in good faith, that the food does not contain any cloned product. Allows a person to commence a civil action against a person who is alleged to have violated this Act or the applicable Secretary where a failure of the Secretary to perform any act or duty that is not discretionary is alleged.

Defines "cloned livestock" as: (1) livestock produced as the result of somatic cell nuclear transfer or other asexual reproduction technologies; and (2) the progeny of such livestock.

Federal Milk Marketing Reform Act of 2007 - Amends the Agricultural Adjustment Act to prohibit the Secretary of Agriculture from using distance or transportation costs from a location not within a marketing area as the basis for pricing Class I (fluid) milk unless such location supplies the recipient marketing area with specified quantities of milk (single base point pricing).

Democracy for Dairy Producers Act of 2007 - Requires, with respect to a specified referendum on federal milk marketing orders and related reforms, that: (1) if a cooperative association of milk producers elects bloc voting on behalf of its members it shall provide each member with written notice of referendum issues, its intended voting position, and individual producer voting procedures; and (2) the Secretary of Agriculture adjust the association vote to reflect individual producer votes.

Rural Opportunities Act of 2007 - Amends the Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to: (1) make state grants for extension, education, applied research, and development activities at institutions of higher education, state agencies, or partnerships for local and regional bioenergy and biobased product use and production; and (2) provide funds for basic research on next generation technology. Authorizes the Secretary to make supplemental rural cooperative development grants. Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary to: (1) establish regional bonus grant funds for bioenergy and biobased products competitive research, education, and extension programs; and (2) carry out agroforestry conversion and cellulosic production pilot programs. Extends: (1) the renewable energy systems and energy improvements program; and (2) the value-added agricultural grant program. Amends the Consolidated Farm and Rural Development Act to direct the Secretary to make state grants for development of the next generation of farmers, ranchers, and other land managers. Directs the Secretary to carry out specified pilot programs. Amends the Farm Security and Rural Investment Act of 2002 to extend: (1) the beginning farmer and rancher development program; and (2) the organic certification cost-share program. Directs the Secretary to identify barriers to small, beginning, limited resource, and socially disadvantaged producers in conservation and farm support programs. Authorizes funds for rural technology transfers. Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to extend the best utilization of biological applications program. Establishes a federal-state matching grant program. Extends: (1) the national training program; (2) the organic agriculture research and extension program; and (3) the socially disadvantaged farmers and ranchers outreach and technical assistance program. Amends the Organic Foods Production Act of 1990 to direct the Secretary to establish a national organic agriculture conversion and stewardship incentives program. Authorizes geographic produce and food procurement preferences for certain Department of Defense and Department of Agriculture programs. Amends the Child Nutrition Act of 1966 to extend the women, infants, and children (WIC) farmers' market nutrition program. Amends the Farmer-to-Consumer Direct Marketing Act of 1976 to extend the farmers market promotion program. Amends the Food Stamp Act of 1977 to extend, and revise funding provisions for, assistance for community food projects. Requires: (1) broadband service providers to provide the Federal Communications Commission (FCC) with specified information; and (2) the FCC to provide Congress with demographic information for underserved areas. Sets forth specified offset provisions.

Quality Cheese Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the Commissioner of the Food and Drug Administration from using federal funds to amend specified regulations to include dry ultra-filtered milk, milk protein concentrate, or casein in the definition of "milk" or "nonfat milk" as specified in the domestic natural standards for cheese and cheese products.

Duwamish Tribal Recognition Act - Extends all federal laws and regulations to the Duwamish Tribe. Declares the Tribe and its members eligible for all services and benefits provided by the federal government to federally recognized tribes without regard to the existence of a reservation for the Tribe or the location of the residence of any member on or near any Indian reservation. Defines the Tribe's service area for purposes of the delivery of federal services. Requires the Tribe to submit to the Secretary of the Interior a membership roll of all individuals enrolled in the Tribe. Requires the Tribe to conduct an election by secret ballot to adopt a constitution and bylaws for the Tribe. Requires the Tribe to elect a governing body in accordance with the procedures set forth in its constitution and bylaws. Requires the Secretary to take Tribe service area or aboriginal lands into trust for the benefit of the Tribe if the Tribe transfers all right, title, and interest in and to the land to the Secretary within ten years. Requires the Secretary of the Interior and the Secretary of Agriculture to identify those lands which shall be considered the aboriginal homelands of the Tribe.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production of Methamphetamines Act or the CLEAN-UP of Methamphetamines Act - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to state and local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants to educate students on prevention and treatment of methamphetamine abuse; (2) the Public Health Service Act to authorize grants to provide treatment; and (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment for enforcement, prosecution, and environmental cleanup. Urges the President to seek commitments from the Canadian government to stem the availability of pseudoephedrine in Canada and its illegal importation into the United States.
