Authorizes the Secretary of Agriculture to sell or exchange certain administrative sites and land in the Ouachita National Forest, Arkansas and Oklahoma, and the Ozark-St. Francis National Forest, Arkansas. States that any resultant funds shall be available for acquisition, improvement, or construction of administrative facilities, land, or interests in land for the national forests in Arkansas or Oklahoma.

Deficit Reduction Act of 2003 - Irrigation Subsidy Reduction Act of 2001 (sic) - Amends the Reclamation Reform Act of 1982 to direct the Secretary of the Interior, for each parcel of land to which irrigation water is delivered or proposed to be delivered, to identify a single individual or legal entity as the owner, lessee, or operator. Allows irrigation water to be delivered at less than the normal per-acre cost to either: (1) a qualified recipient that reports gross farm income from a single farm operation in excess of $500,000 per taxable year; or (2) a limited recipient that received such water on or before October 1, 1981, and that reports gross farm income in excess of such amount. Requires lessees (currently, only owners and operators) of an irrigation district to furnish such district a certification of compliance with the Act. Allows the Secretary to require a lessee or operator to submit for examination a copy of a tax return for any taxable year in which the single farm operation of the lessee or operator received irrigation water at less than full cost. Repeals a provision exempting from Federal reclamation ownership and cost pricing limitations district lands held in trust for a beneficiary or beneficiaries whose interests in the lands served do not exceed such limitations. Directs the Secretaries of the Interior, the Treasury, and Agriculture to enter into a memorandum of understanding to permit the Secretary of the Interior to have access to and use available information collected or maintained by either the Department of the Treasury or Agriculture that would aid in enforcement of the ownership and pricing limitations of Federal reclamation law. Terminates the Uniformed Services University of Health Science. Requires the Secretary of Defense to terminate production of D5 submarine-launched ballistic missiles under the D5 submarine-launched ballistic missile program.

Democracy for Dairy Producers Act of 2003 - Requires, with respect to a specified referendum on Federal milk marketing orders and related reforms, that: (1) if a cooperative association of milk producers elects bloc voting on behalf of its members it shall provide each member with written notice of referendum issues, its intended voting position, and individual producer voting procedures; and (2) the Secretary of Agriculture adjust the association vote to reflect individual producer votes.

Quality Cheese Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the Commissioner of the Food and Drug Administration from using Federal funds to amend specified regulations to include dry ultra-filtered milk or casein in the definition of "milk" or "nonfat milk" as specified in the domestic natural standards for cheese and cheese products.

Amends the Packers and Stockyards Act, 1921 to prohibit livestock packers from owning, controlling, or feeding livestock to such an extent that the producer no longer materially participates in the management of the operation, with exceptions for: (1) animals held for not more than seven days before slaughter; (2) certain cooperatives that own, control or feed livestock and provide such livestock for slaughter; (3) packers that are not required to report price and quantity information on each reporting day; or (4) packers that own one livestock processing plant.

Global Climate Security Act of 2003 - Expresses the sense of the Senate that the President and Congress should make reducing and preparing for the risks of global climate change a higher priority. Delineates measures that should be taken, including requiring reductions in carbon dioxide and other pollutants from electric power plants and developing an early warning system of biological and ecological indicators. National Greenhouse Gas Emissions Inventory and Registry Act of 2003 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to establish and administer: (1) a national greenhouse gas emissions information system to collect annual lists required to be submitted under this Act of an entity's greenhouse gas emissions and their sources; and (2) a national greenhouse gas registry to collect voluntarily reported information on emissions reductions. Directs the Administrator and the Secretaries of Commerce, Agriculture, and Energy to develop greenhouse gas emissions quantification and verification protocols, electronic reporting methods, and accounting and reporting standards. Requires the Administrator to publish an annual national greenhouse gas emissions inventory. Expresses the sense of Congress that the United States should demonstrate international leadership and responsibility concerning the risks posed by climate change through meaningful reductions in greenhouse gas emissions and participation in international efforts, including treaties. Rio Agreement Commission Establishment Act - Establishes the Commission to Implement the Rio Agreement (concerning greenhouse gas emission reductions). Addresses greenhouse gas emissions issues through: (1) a national assessment of climate change impacts; (2) a review of emission reduction policies and measures; (3) environmental impact statements; (4) an emissions goal; (5) corporate environmental disclosure; (6) methodology for measuring emissions from imports; (7) a review of trade and innovation effects; (8) emissions reduction grants; and (9) modifications to revenue statutes.

Emergency Agricultural Disaster Assistance Act of 2003 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers (without regard to Federal crop insurance coverage) who have incurred qualifying 2001 and/or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and/or 2002 losses in an emergency-designated county, with set-asides for the American Indian livestock program.

T'uf Shur Bien Preservation Trust Area Act - Establishes the T'uf Shur Bien Preservation Trust Area (the "Area") within the Cibola National Forest and the Sandia Mountain Wilderness in New Mexico. Recognizes and protects in perpetuity the Pueblo of Sandia's rights and interests in such Area. Directs the Secretary of Agriculture (Secretary), acting through the Forest Service, to continue to administer the Area as National Forest System lands. Sets forth the rights and interests of the Pueblo in such Area, including free and unrestricted access for traditional and cultural uses (except as they conflict with the Wilderness Act and Federal wildlife protection laws). Requires the United States to compensate the Pueblo as if it held fee title interest in the affected portion if Congress: (1) diminishes the Wilderness and National Forest designation of the Area by authorizing a prohibited use in all or any portion of it; or (2) permanently denies the Pueblo access for any traditional and cultural uses in all or any portion of the Area. Limits the Pueblo's rights and interest in the Area to exclude certain activities, including any right to sell, grant, lease, convey, encumber or exchange lands in the Area. Specifies allocation of criminal and civil jurisdiction over such Area among the Pueblo, New Mexico, and the United States. Extinguishes all Pueblo claims not specifically recognized within this Act. Declares that the Pueblo, the County of Bernalillo, New Mexico, and any person who owns or has owned property inside the exterior boundaries of the Area, and incurred cost as a result of participating in the case of Pueblo of Sandia v. Babbitt, may apply for reimbursement.

Biofuels Energy Independence Act of 2003 - Authorizes the Secretary of Agriculture to make and guarantee loans for biofuel production, distribution, development, and storage. Sets forth loan eligibility provisions. Directs the Secretary to establish a related revolving fund. Authorizes the Secretary of Agriculture to administer a Biofuels Feedstocks Energy Reserve to: (1) provide feedstocks in furtherance of biofuel-based energy production; and (2) support the biofuels energy industry when production is at risk due to feedstock reductions or commodity price increases. Sets forth related provisions respecting commercial commodity purchases, release of commodity stocks, and storage payments.

Directs the Secretary of Agriculture to convey certain land in the Lake Tahoe Basin Management Unit, Nevada, to the Secretary of the Interior, in trust for the Washoe Tribe of Nevada and California. Reserves for the United States a nonexclusive easement for public and administrative access to National Forest System land. Requires the Secretary to provide a reciprocal easement to the Tribe for vehicular access to such land to accommodate: (1) individuals with disabilities or who would otherwise have access difficulties; and (2) administrative or safety needs. Requires the Tribe to: (1) limit the use of the conveyed land to traditional and customary uses and stewardship conservation; (2) not permit any permanent or recreational development on, or commercial use of, such land (including commercial development, tourist accommodations, gaming, sale of timber, or mineral extraction); and (3) comply with environmental requirements that are no less protective than those that apply under the Regional Plan of the Tahoe Regional Planning Agency.

Tobacco Livelihood and Economic Assistance for Our Farmers Act - Amends, and repeals, specified agricultural Acts to eliminate tobacco quota and price support programs, including no net cost provisions. Sets forth transition provisions, including provision of compensation to eligible quota holders. Continues Federal crop insurance for tobacco producers. Directs: (1) the Secretary of Agriculture to establish in the Department of Agriculture the Tobacco Quality Board; and (2) the Secretary of Health and Human Services (Secretary) to assess fees on tobacco product manufacturers and importers that sell tobacco products in U.S. domestic commerce. Amends the Federal Food, Drug, and Cosmetic Act to extend Food and Drug Administration regulatory authority to tobacco products, with exceptions for certain health-or disease treatment-related uses. Sets forth provisions respecting: (1) adulterated and misbranded tobacco products; (2) required health information; (3) registration and recordkeeping; (4) control of tobacco products; (5) performance standards; (6) remedies; (7) premarket review; (8) judicial review; (9) reduced risk tobacco products; (10) access and marketing restrictions; and (11) mandatory disclosures. Amends the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986, respectively, to revise cigarette and smokeless tobacco labeling and advertising warning provisions. Amends the Federal Cigarette Labeling and Advertising Act to direct the Secretary to determine whether cigarette labeling and advertising shall be required to provide tar, nicotine, and other smoke constituent information.

Companion Disaster Assistance Program Act of 2002 (sic) - Directs the Secretary of Agriculture to provide emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions. Requires a producer with qualifying losses in both years to elect to receive payments in either, but not both, of such years. States that: (1) a producer may not receive assistance for losses to more than one 2001 crop or 2002 crop on the same acreage unless there is an established practice of planting two or more crops for harvest on such acreage in the same crop year; and (2) the Secretary shall give a producer an opportunity to designate the 2001 or 2002 crop for which the producer requests assistance.

Sewage Sludge in Food Production Consumer Notification Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to classify a food as adulterated if it was produced, or contains any ingredient that was produced, on land on which sewage sludge was applied. Permits the following exceptions: (1) if the application of sewage sludge ended more than one year before the production of the food commenced; (2) if a labeling requirement is met; or (3) in the case of a food that is generally offered for sale without labeling, if an informative sign is posted near the product. Amends the Egg Products Inspection Act, the Federal Meat Inspection Act, and the Poultry Products Inspection Act to classify specified foods under those Acts as adulterated if sewage sludge was involved in specified ways in their production. Allows exceptions for each food similar to those to be permitted under the Federal Food, Drug, and Cosmetic Act. States that nothing in this Act shall be construed to modify the prohibition under a specified Federal regulation on the use of sewage sludge in organic food production under the National Organic Program of the Department of Agriculture.

Individual and Small Business Tax Simplification Act of 2003 - Amends the Internal Revenue Code, with respect to individuals, to: (1) increase the alternative minimum tax exemption amount and adjust it for inflation; (2) replace the head of household filing status with a new exemption for single parents; (3) allow itemizers and nonitemizers a 50 percent deduction for capital gains; (4) repeal the two percent floor on miscellaneous itemized deductions; (5) accelerate the repeal of the phaseout of the overall limitation on itemized deductions and the phaseout of the personal exemption; (6) exclude means-tested government benefits from determining support for purposes of the dependency exemption; (7) combine the Hope and Lifetime Learning credits into an education credit; (8) revise the taxation of social security benefits, the deduction for points on a home mortgage, the taxation of minors, the dependent care credit, the additional exemption for qualifying children, and the definition of qualified higher education expenses; and (9) repeal personal holding company tax provisions. Revises provisions concerning small business taxation to: (1) eliminate the S corporation filing category and permit eligible corporations that are not publicly traded to be treated as a partnership; (2) increase expensing under section 179; (3) repeal provisions concerning collapsible corporations; (4) exclude from net earnings from self-employment partnership income attributable to capital; (5) repeal the ability to elect large partnership reporting rules; and (6) revise provisions concerning the exchange of property held for productive use, the definition of qualified corporate partners for purposes of the at risk rules, payments to retiring partners, foreign currency transactions, and a limited entrepreneur with respect to farming.
