Global HIV/AIDS Food Security and Nutrition Support Act of 2007

Global HIV/AIDS Food Security and Nutrition Support Act of 2007 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to direct the Global AIDS Coordinator to: (1) ensure that an assessment of the food security and nutritional status of each patient enrolled in anti-retroviral medication treatment program is carried out; (2) provide food and nutrition support to each HIV-infected individual and his or her household for at least 180 days; (3) coordinate activities with the United States Agency for International Development (USAID), the Secretary of Agriculture, and other relevant U.S. government departments and agencies; (4) develop indicators to measure the effectiveness of nutrition and food security interventions; and (5) support linkages between U.S. colleges and universities with colleges and universities in focus countries in order to provide training and build indigenous capacity to respond to HIV/AIDS and to improve capacity to address nutrition and livelihood needs of HIV/AIDS-affected and impoverished communities.

To require studies by the Secretary of Agriculture on the effects of food products from cloned animals entering the food supply.

Colorado Northern Front Range Mountain Backdrop Protection Study Act

Colorado Northern Front Range Mountain Backdrop Protection Study Act - Requires the Secretary of Agriculture, acting through the Chief of the Forest Service, to review the lands within the study area (certain lands in or adjacent to the Arapaho and Roosevelt National Forests in southern Boulder, northern Jefferson, and northern Gilpin Counties, Colorado) and report to specified officials and to Congress on: (1) the present ownership of such lands; (2) which undeveloped land may be at risk of development; and (3) actions that could be taken by the United States, Colorado, a political subdivision, or any other parties to preserve the open and undeveloped character of such lands.

National Diabetes Coordinator Act of 2008

National Diabetes Coordinator Act of 2008 - Amends the Public Health Service Act to establish within the Office of the Secretary of the Department of Health and Human Services (HHS) the position of National Diabetes Coordinator, whose duties shall be to: (1) serve as the Secretary's principal advisor on reducing the rates of diabetes and its complications; (2) develop a measurement for the incidence of diabetes; (3) develop and coordinate implementation of a national strategy to reduce the incidence, progression, and impact of diabetes and its complications; (4) provide leadership and coordination to ensure that diabetes-related programs and policies of HHS are coordinated internally and with those of relevant federal, state, and local agencies with a goal of avoiding duplication of effort, maximizing impact, and marshaling all government resources; and (5) coordinate public and private resources to develop and lead a public awareness campaign regarding the prevention and control of diabetes and its complications. Requires reports to the President: (1) from the HHS Secretary on a national strategy to reduce the incidence, progression, and impact of diabetes and its complications; (2) from the Director of the Office of Personnel Management (OPM) on negotiations with health plans to include appropriate standards and activities to reduce risk factors for diabetes and encourage prevention and early treatment; and (3) from the Secretary of Agriculture on ways in which food programs and nutritional support can be better targeted at concerns specific to those at risk for diabetes or those already diagnosed whose complications could be reduced by more effective diet.

Compound 1080 and M-44 Elimination Act

Compound 1080 and M-44 Elimination Act - Amends the Toxic Substances Control Act to prohibit the manufacture, processing, possession, or distribution in commerce of sodium fluoroacetate (known as Compound 1080 or sodium monofluoroacetate). Directs the Secretary of Agriculture to: (1) conduct an inventory to identify stocks of Compound 1080 under federal control; (2) provide for the collection and destruction of all remaining stocks of Compound 1080 and the compensation of persons (other than federal entities) who transfer stocks of Compound 1080 to the Secretary; and (3) disseminate information to the public about the ban on Compound 1080 and the collection and compensation program under this Act. Prohibits any federal entity from using M-44. Defines "M-44" as sodium cyanide packaged in a dispenser designed to propel it when activated and any other form of sodium cyanide used for wildlife management or other animal control purposes.

Wyoming Forest and Watershed Restoration Act of 2007 - Authorizes the Secretary of Agriculture, through the Forest Service and until September 30, 2017, to enter into a cooperative agreement with Wyoming to allow Wyoming to conduct certain forest and watershed restoration services, including the treatment of insect-infected trees and the reduction of hazardous fuels.

To amend the Poultry Products Inspection Act and the Federal Meat Inspection Act to require an active tuberculosis screening for any individual seeking employment with meat processing facilities or poultry processing facilities, and to prohibit the hiring of any individual who is determined to have active tuberculosis.

Amends the Cooperative Forestry Assistance Act of 1978 to provide that the Secretary of Agriculture shall not be required to obligate funds to cover the cost of canceling a Forest Service stewardship multiyear contract until the contract is canceled. Authorizes cancellation costs to be paid from: (1) appropriations originally made available for the contract's performance; (2) appropriations currently available for procurement of the type of service concerned and not otherwise obligated; or (3) funds appropriated for payments for such performance or procurement. Provides that in a case in which payment or obligation of such funds would constitute an "Anti-Deficiency Act" violation the Secretary may: (1) seek a supplemental appropriation; or (2) request funds from a specified permanent judgment appropriation.

To extend the trade adjustment assistance program under the Trade Act of 1974 for 3 months.

Amends the Trade Act of 1974 to extend and authorize appropriations for the trade adjustment assistance (TAA) programs for workers, firms, and farmers from December 31, 2007, through March 31, 2008. Provides for the following offsets: (1) increases by 0.25 percentage points the current increased percentage of any required installment of corporate estimated tax otherwise due in July, August, or September of 2012; and (2) amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend the authority for collection of customs user fees from December 13, 2014, through December 20, 2014.

Federal Food Donation Act of 2007 - Directs the Administrator for Federal Procurement Policy to revise the Federal Acquisition Regulation to require all contracts above $25,000 for the provision, service, or sale of food, or for the lease or rental of federal property to a private entity for events at which food is provided, to include a clause that: (1) encourages the donation of excess, apparently wholesome food to nonprofit organizations that provide assistance to people with inconsistent access to sufficient, safe, and nutritious food; (2) provides that executive agency heads shall not assume responsibility for the costs and logistics of collecting, transporting, maintaining the safety of, or distributing such food; and (3) provides that executive agencies and contractors making donations are protected from civil or criminal liability under the Bill Emerson Good Samaritan Food Donation Act. Requires the Secretary of Agriculture to establish in the Department of Agriculture a Coordinator of Community Food Security and Gleaning that shall provide technical assistance relating to federal food donation activities to governmental agencies, nonprofit organizations, agricultural producers, and private entities.

Attacking Viral Influenza Across Nations Act of 2008

Attacking Viral Influenza Across Nations Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to submit to the Director of the World Health Organization (WHO) a proposal related to establishing a Pandemic Fund for countries affected by pandemic influenza. Establishes the Pandemic Influenza Preparedness Policy Coordinating Committee to develop an Interagency Preparedness Plan. Requires the Secretary to strengthen, expand, and coordinate domestic pandemic influenza preparedness activities. Requires states to have an approved state preparedness plan as a condition of receiving funds related to bioterrorism from the Centers for Disease Control and Prevention (CDC) or the Health Resources and Services Administration (HRSA). Requires the Secretary, acting through the Director of CDC and the Administrator of HRSA, to integrate and coordinate public and private influenza surveillance activities. Directs the Secretary to: (1) procure doses of antivirals and developed vaccines needed during pandemic influenza for the Strategic National Stockpile; and (2) assist other counties in preparation for, and response to, pandemic influenza. Allows the Secretary to provide vaccines, antiviral medications, and supplies from the Stockpile to foreign countries. Requires the Secretary to develop and disseminate pandemic influenza training curricula for health professionals and non-medical volunteers. Requires the Director of the National Institutes of Health (NIH) and the Director of CDC to expand and intensify influenza research. Directs the Secretary to contract with the Institute of Medicine to study topics related to the pandemic influenza. Establishes the National Pandemic Influenza Economics Advisory Committee. Requires the Secretary of Agriculture to expand and intensify efforts to prevent pandemic influenza.

Ending Agricultural Threats: Safeguarding America's Food for Everyone (EAT SAFE) Act of 2007

Ending Agricultural Threats: Safeguarding America's Food for Everyone (EAT SAFE) Act of 2007 - Directs the Secretary of Agriculture to: (1) establish food safety and agroterrorism training programs for appropriate federal employees and border patrol agents; (2) hire additional Food Safety and Inspection Service personnel; (3) provide notification of smuggled food products to the public and to the Department of Homeland Security (DHS); and (4) provide the public with notification of recalled food products. Directs the Secretary of Health and Human Services to provide notification of smuggled food products to the public and to DHS. Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to establish civil penalties for illegally imported meat and poultry products. Amends the Federal Food, Drug, and Cosmetic Act to require federal certification of food safety labs. Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary, through the Cooperative State Research, Education, and Extension Service, to establish a foodborne illness education and outreach grant program.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Climate Stewardship and Economic Security Act of 2007

Climate Stewardship and Economic Security Act of 2007 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a National Greenhouse Gas Database consisting of: (1) an inventory of greenhouse gas (GHG) emissions by covered entities (specified entities that own or control a source of GHG emissions in the electric power, industrial, and commercial sectors of the U.S. economy that emit more than 10,000 metric tons of GHGs per year); and (2) a registry of GHG emission reductions and increased sequestration, applicable to all entities. Establishes a program for the market-driven reduction of GHGs by covered entities through the use of tradeable emissions allowances. Requires the Administrator to establish a declining cap on allowances to reduce GHG emissions over time. Requires covered entities, beginning in 2012, to submit to the Administrator one allowance for every metric ton of GHGs emitted. Authorizes the President to establish a program to require importers to pay the value of GHGs emitted during the production of goods or services imported into the United States from specified foreign nations. Allows allowances to be sold, exchanged, purchased, retired, borrowed, offset, or otherwise used as authorized by this Act. Imposes civil penalties on covered entities that fail to submit allowances. Requires: (1) the Administrator to establish a program to assist developing counties and covered entities in reducing GHGs; and (2) the Secretary of Agriculture to establish an outreach initiative on opportunities for agricultural producers to earn revenue. Establishes: (1) the Carbon Market Efficiency Board to analyze information on the GHG emission tradeable allowance market and to carry out cost relief measures if such market poses a significant harm to the US economy; and (2) the Climate Change Credit Corporation (CCCC) to receive, manage, buy, and sell allowances. Directs the Administrator to make allocations of allowances to covered sectors and entities and to the CCCC, providing initial allocations for early action and accelerated participation. Requires the CCCC to establish a program to provide financial support for: (1) technology to assist in compliance with this Act; (2) the restoration of habitat to help fish and wildlife adapt to climate change; and (3) restoration of large-scale aquatic ecosystems. Amends the Coastal Zone Management Act of 1972 to require the Secretary of Commerce to: (1) report to Congress on the oceanic and coastal impacts of climate change; and (2) assist certain coastal states in preparing persons to adapt to climate change. Requires the Director of the Office of Science and Technology Policy to: (1) establish a program on adaptation technologies as part of the Climate Technology Challenge Program; and (2) perform regional infrastructure cost assessments of the impacts of climate change. Requires the Secretary of Commerce to: (1) submit a climate change adaptation plan to Congress; and (2) research the impact of climate change on low-income populations worldwide. Amends the Pittman-Robertson Wildlife Restoration Act to provide funding for the Wildlife Conservation and Restoration Account that may be used by states to develop and implement climate change impact mitigation plans.

To provide for an automatic one-year extension of the authorizations of appropriations and direct spending programs of the Farm Security and Rural Investment Act of 2002, and for other purposes.

Arapaho-Roosevelt National Forests Land Exchange Act of 2007 - Directs the Secretary of Agriculture, upon completion of an appraisal of the values of certain non-federal land owned by Grand Creek, LLC, and certain National Forest System land that adjoins land owned by Grand Creek in Clear Creek County, Colorado, and upon receipt of acceptable title to the non-federal land, to simultaneously convey such federal land to Grand Creek. Provides for Grand Creek, LLC, to enter into an enforceable agreement with the Secretary to allow public use of land owned by Grand Creek as is necessary to provide unimpeded access to St. Mary's Glacier.

Food Freshness Disclosure Act of 2007

Food Freshness Disclosure Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to deem food to be misbranded unless its label bears information on freshness. Requires the label to state a date upon which the food will no longer be fresh (i.e., contain the quantity of nutrients specified on the label and otherwise be not adulterated and of acceptable quality). Requires such date to be preceded by "best if used by," and requires such label to be conspicuously located, easy to read, and in a type size no smaller than eight point. Directs that the freshness date be on the containers of any food sent to the seller of such food to consumers. Makes this Act inapplicable to any food that is exempt from nutrition labeling requirements.

Food Ingredient Right to Know Act - Amends the Federal Food, Drug, and Cosmetic Act to provide that a food shall be deemed to be misbranded if it contains any spice, flavoring, or coloring derived from meat, poultry, any other animal product (including insects) unless its labeling bears a statement with appropriate prominence on the information panel providing that fact and the name of the meat, poultry, other animal product.

Saving American Lives and Investing in Protecting Land And Nature Act

Saving American Lives and Investing in Protecting Land and Nature Act - Amends the Healthy Forests Restoration Act of 2003 to allow the categorical exclusion of authorized hazardous fuel reduction projects and other forest projects that are proposed to be conducted on adjacent federal land or that are recommended in community wildfire protection plans from documentation in an environmental impact statement or environmental assessment when: (1) the project is consistent with the resource management plan; and (2) the decision to categorically exclude the project is made according to extraordinary circumstances procedures. Authorizes the Secretary of Agriculture and the Secretary of the Interior to enter into contracts and agreements with non-federal entities to conduct authorized hazardous fuel reduction projects and other projects that are proposed to be conducted on federal land that is within not more than 1 1/2 miles of non-federal land owned by the non-federal entity or that is covered by community wildfire protection plans that also cover such non-federal land when: (1) the conditions on the federal land, such as the risk of wildfire, an insect or disease epidemic, or the presence of invasive species, pose a risk to the adjacent federal land; (2) the contract or agreement is in the government's and landowner's interest and will promote the goals of this Act; and (3) the project is consistent with the resource management plan.

San Bernardino Biomass Use Facilitation Act

San Bernardino Biomass Use Facilitation Act - Directs the Secretary of Agriculture to convey certain National Forest System (NFS) land in the San Bernardino National Forest, California, in exchange for the conveyance of certain non-federal land by the County of San Bernardino to the Secretary for the purpose of making available to the county land for biomass utilization facilities, biomass recycling activities, and industrial resource recovery and recycling activities. Requires the Secretary, before completing such land exchange, to relocate the portion of the Pacific Crest National Scenic Trail located on the federal land to adjacent NFS land.

Mountaintown National Scenic Area Act of 2007 - Establishes the Mountaintown National Scenic Area in the Chattahoochee National Forest in Georgia. Requires the Secretary of Agriculture to develop a management plan for the Scenic Area as an amendment to the land and resource management plan for the Forest.

To authorize the interstate traffic of unpasteurized milk and milk products in final package form for human consumption when the milk or milk product originates in a State that allows the sale of unpasteurized milk and milk products in final package form and is destined for another State that allows the sale of unpasteurized milk and milk products in final package form.

Rural Housing Preservation Act of 2007

Rural Housing Preservation Act of 2007 - Amends the Housing Act of 1949 to require the Secretary of Agriculture to carry out a preservation program to provide financial incentives and other assistance to owners of Section 515 rural multifamily housing projects through long-term use agreements entered into between the project owners and the Secretary. (A Section 515 project is one involving housing and related facilities for elderly persons and families or other persons and families of low income.) Authorizes the Secretary to give priority to applications for eligible projects located on tribal trust lands or other Indian areas, in colonias, or in other small, poor, low-income communities. Requires the Secretary to prepare and approve a long-term viability plan for each eligible project for which the owner requests to participate. Allows the Secretary, subject to certain conditions, to offer a project owner a financial restructuring plan, based on the long-term viability plan, and specified project preservation incentives. Specifies compliance requirements for rents for any eligible households residing in a dwelling unit in any preserved Section 515 project, including: (1) a disregard for certain earned income for residents; and (2) phase-in of rent increases. Establishes conditions that makes certain project owners ineligible to participate in the preservation program. Requires the Secretary to make rural preservation and rural tenant protection vouchers available to certain eligible households. Requires the Secretary to give priority, in entering into contracts involving financing for new construction of a Section 515 project, for projects located in eligible rural areas needing affordable low-income rental housing because of prepayment of Section 515 loans.

Food Safety Authority Modernization Act

Food Safety Authority Modernization Act - Establishes the Congressional Bipartisan Food Safety Commission to: (1) review the U.S. food safety system and relevant statutes, studies, and reports; (2) prepare a report that summarizes information about the current system, makes specified recommendations (including on ways to modernize the system, improve coordination of food safety activities, emphasize preventative strategies, and provide to federal agencies funding mechanisms to carry out food safety responsibilities); and (3) draft statutory language that would implement the recommendations. Directs the Secretary of Agriculture and the Secretary of Health and Human Services to provide the Commission specified funding and support services. Terminates budget authority to implement food and food safety provisions of the Poultry Products Inspection Act, the Federal Meat Inspection Act, the Egg Products Inspection Act, and chapters I through IV of the Federal Food, Drug, and Cosmetic Act two years after enactment of this Act.

Working Landscape Projects Act of 2007 - Sets forth provisions for the funding and reimbursement of landscape project partners for administrative, governance, and information dissemination activities necessary for the implementation of landscape projects. Conservation Bank Program Act - Sets forth provisions for the establishment, use, and operation of conservation banks. Sets forth provisions regarding the promotion of partnerships between the Department of the Interior and other public and private entities. Sets forth provisions regarding cooperation between the Secretary of the Interior and the Secretary of Agriculture with respect to: (1) the promotion of customer service and efficiency; and (2) involving the use of funds among specified agencies under their jurisdiction. Authorizes: (1) the Fish and Wildlife Service Coastal Program; and (2) Cooperative Conservation Challenge Cost-Share Agreements. Bureau of Reclamation Water Management Improvement Act - Authorizes grants and cooperative agreements for funding up to 50% of the costs of planning, designing, or constructing improvements for water conservation and use purposes. Establishes within the Department an Office of Collaborative Action and Dispute Resolutions.

Heartland, Habitat, Harvest, and Horticulture Act of 2007 - Amends the Trade Act of 1974 to establish a program of supplemental agricultural disaster assistance and an Agricultural Disaster Relief Trust Fund to make payments to farmers and ranchers for certain losses incurred in disaster areas. Amends the Internal Revenue Code to: (1) allow tax credits for various conservation-related expenditures, including habitat protection easements and restoration, wetlands reserve conservation, and working grassland protection: (2) make permanent the special rule for tax deductions of capital gain real property for conservation purposes; and (3) allow a tax deduction for expenditures related to certain species recovery plans approved under the Endangered Species Act of 1973. Provides for the issuance of tax-exempt forest conservation bonds to nonprofit organizations to acquire forest lands for conservation purposes. Allows a tax deduction for up to 60% of gains from certain sales or exchanges of timber. Sets forth rules for the tax treatment of timber real estate investment trusts (REITs). Allows new tax credits for qualified small wind energy property expenditures for residential heating purposes, for the production of cellulosic biomass alcohol used as fuel, and for fossil free alcohol. Extends through 2012 the small ethanol and small agri-biodiesel producer tax credits. Extends tariff duties on ethanol until January 1, 2011. Extends through 2010: (1) the tax credit for biodiesel and renewable diesel used as fuel; (2) the tax credit for alternative fuel vehicle refueling property expenditures; and (3) the alternative fuel and alternative fuel mixture excise tax credit and refund provisions. Increases the maximum loan limit on small issue agricultural bonds for first-time farmers. Allows new tax credits for holders of rural renaissance bonds, for agricultural chemical and pesticide security, for safety and effectiveness testing expenses for new animal drugs intended for use in a minor species, and for the purchase of qualified energy efficient motors that meet or exceed certain energy efficiency standards. Places limits on the deductibility of farming losses for taxpayers receiving agriculture program payments or loans from the Commodity Credit Corporation. Limits the deductibility of fines and penalties paid to a governmental entity for violations of law. Increases penalties for failure to file certain informational tax returns. Sets forth rules for the application of the economic substance doctrine to transactions affecting tax liability. Imposes penalties for underpayments of tax attributable to transactions lacking economic substance.

Imported Food Safety Improvement Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services to refuse admission into the United States of any food (or any type of food) from a country, growing area, producer, manufacturer, or shipper if the Secretary determines that such food: (1) has been associated with repeated and separate outbreaks of foodborne disease or has been repeatedly determined to be adulterated; (2) presents a reasonable probability of causing significant adverse health consequences or death; and (3) is likely, without systemic intervention or changes, to cause disease or be adulterated again. Directs the Secretary to rescind such a determination if it is no longer justified because of remedial action or other circumstances. Sets forth procedures for review of such determinations. Authorizes the Secretary to make an emergency determination to refuse admission to food that has been strongly associated with a single outbreak of foodborne disease that has caused serious adverse health consequences or death. Requires that any refusal to admit food under this Act be done in a manner consistent with bilateral, regional, and multilateral trade agreements. Provides that nothing in this Act shall be interpreted to diminish the authority of the Commissioner of Food and Drugs to ensure the safety of food.

Farm, Ranch, Equity, Stewardship, and Health Act of 2007

Farm, Ranch, Equity, Stewardship, and Health Act of 2007 - Amends the federal crop insurance program. Establishes: (1) a risk management account contract program; (2) a conservation planning pilot program; (3) a nutrient reduction and sediment control pilot program for the Chesapeake Bay watershed; (4) a national clean plant network; (5) an Office of Pest Management Policy; and (6) a program of hunger-free community collaborative and infrastructure grants. Extends and revises specified programs for: (1) commodity assistance; (2) conservation; (3) specialty crops; (4) food programs and nutrition, (5) agricultural trade; (6) rural development; (7) forestry; and (8) energy, including biobased products. Food Employment Empowerment and Development Program Act of 2007 or FEED Act of 2007 - Establishes the food employment empowerment and development program to provide grants to eligible entities to use community resources to combat hunger and the root causes of hunger by creating opportunity through food recovery and job training. Expresses the sense of Congress that any budgetary savings created by this Act should be used to reduce the federal budget deficit and not be used to offset other federal spending.

Trade Adjustment Assistance and Training Improvements Act of 2007

Trade Adjustment Assistance and Training Improvement Act of 2007 - Amends the Trade Act of 1974 to revise requirements with respect to the filing of a petition for certification of eligibility to apply for trade adjustment assistance (TAA) by a group of adversely affected workers in a firm or subdivision (including agricultural firm or subdivision). Revises TAA group eligibility requirements for such workers and for adversely affected secondary workers. Sets forth a process for administrative reconsideration of Secretary of Labor determinations that deny certification of eligibility to apply for TAA by a group of adversely affected workers. Revises: (1) trade readjustment allowance (TRA) eligibility requirements for adversely affected workers (including to provide for the the payment of an additional TRA provided certain conditions are met); and (2) training program requirements for adversely affected workers. Establishes a program where adversely affected workers that have been certified for TAA may alternatively elect to receive wage supplement and health insurance costs tax credit benefits from the state provided certain requirements are met. Authorizes the Secretary to award grants to community colleges or entities that provide training for occupations in demand in order to expand available training slots and prepare adversely affected workers for occupations in demand. Extends the TAA program for firms and farmers through FY2012. Amends the Internal Revenue Code to: (1) authorize the reduction of the credit against the federal unemployment tax liability of a state that fails to meet certain benchmark requirements in the provision of reemployment services and training to adversely affected workers under the TAA program; and (2) make TAA wage supplement recipients eligible for a health insurance costs tax credit.

To amend the Internal Revenue Code of 1986 to allow distilled spirits to be produced in dwelling houses, other connected structures, and certain other premises.

Food Import Safety Act of 2007

Food Import Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to authorize the Secretary of Health and Human Services to prohibit the importation of food from a particular country if there is a pattern of FFDCA violations. Requires the Secretary to establish a certification program to ensure that imported food meets U.S. food safety standards. Prohibits food from being imported unless there are facility and country certifications in effect. Directs the Commissioner of Food and Drugs and other appropriate federal agencies to work with foreign countries that are major U.S. trading partners to establish certification programs. Authorizes the Secretary to provide technical assistance to assist small businesses in developing countries in complying with this Act. Requires a person that has reason to believe that any food introduced into interstate commerce may be in violation of the FFDCA to immediately notify the Secretary of the identity and location of the food. Requires the Secretary, upon a determination that such food is in violation of the FFDCA and that there is a reasonable probability that the food, if consumed, would present a threat to the public health, to give appropriate persons an opportunity to: (1) cease distribution of the food; (2) notify all relevant persons to cease distribution of the food; (3) recall the food; and (4) provide notice to consumers and public health officials. Authorizes the Secretary to control and possess the food and to order the person to immediately cease distribution of the food if the person refuses or does not adequately carry out such actions.

Trade and Globalization Assistance Act of 2007

Trade and Globalization Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, a public agency, or subdivision. Revises group eligibility requirements for TAA to cover: (1) a shift, by such workers' firm or subdivision to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services that are provided by the workers' firm or subdivision; or (2) instances where the workers' firm or subdivision obtains or is likely to obtain such articles or services from a foreign country. Provides for the certification for TAA of: (1) adversely affected workers in a public agency, its subdivision, or in a domestic industry; and (2) adversely affected secondary workers in a service sector firm or its subdivision. Prohibits TAA program benefits from being provided to an alien worker unless such worker is a lawful permanent resident living in the United States. Revises certain qualifying requirements for TAA for adversely affected workers. Increases: (1) the amount of payments for training of adversely affected workers; and (2) the maximum allowance to cover costs of such workers for job search expenses and relocation expenses. Amends the Internal Revenue Code to increase the credit for health insurance costs of certain TAA and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Establishes eligibility requirements for reemployment TAA for adversely affected older workers. Establishes the Office of Trade Adjustment Assistance. Extends through FY2012 the TAA program for workers and farmers. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Provides for the issuance of manufacturing redevelopment bonds (qualified tax credit bonds) and tax-exempt facility bonds and require the proceeds to be used for environmental remediation and public infrastructure improvements in manufacturing redevelopment zones. Increases the state low-income housing credit for buildings located in such zones. Allows a credit to holders of such qualified tax credit bonds.

Lieberman-Warner Climate Security Act of 2007

America's Climate Security Act of 2007 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish: (1) a greenhouse gas (GHG) registry; and (2) a GHG emission allowance transfer system for covered facilities, including specified facilities within the electric power and industrial sectors and facilities that produce or entities that import petroleum- or coal- based transportation fuel or chemicals. Sets forth emission allowances for 2012-2050, with a declining cap on GHGs. Provides for selling, exchanging, transferring, submitting, retiring, or borrowing emission allowances. Establishes: (1) a domestic offset program to sequester GHGs in agriculture and forests; and (2) the Bonus Allowance Account. Establishes the Carbon Market Efficiency Board, which shall observe and report on the national GHG emission market and provide cost relief measures if it determines that the market poses significant harm to the U.S. economy. Provides for the distribution of emission allowances, including initially giving allowances to: (1) specified owners and operators of covered facilities; (2) states; (3) load-serving entities that deliver electricity to retail consumers; (4) the Secretary of Agriculture to reduce GHG emissions in the agriculture and forestry sectors; (5) international forest protection activities; and (6) the Emission Allowance Account for covered facilities in the electric power and industrial sectors. Establishes in the Treasury and provides for allocations from: (1) the Energy Assistance Fund; (2) the Climate Change Worker Training Fund; (3) the Adaptation Fund; and (4) the Climate Change and National Security Fund. Establishes the Climate Change Credit Corporation to auction emission allowances. Provides for the use of auction proceeds, including for a zero- or low-carbon energy technologies program, an advanced coal and sequestration technologies program, incentives for production of fuel from cellulosic biomass, and an advanced technology vehicles manufacturing incentive program. Amends the Energy Policy and Conservation Act to set forth provisions concerning appliance energy efficiency requirements and state building energy efficiency code updates. Requires the President to establish an interagency group to determine whether foreign countries have addressed GHGs. Directs the Administrator to establish an international reserve allowance program. Requires the proceeds from sales of such allowances to be used to mitigate the negative impacts of climate change on other countries' disadvantaged communities. Amends the Safe Drinking Water Act to require the Administrator to permit commercial-scale underground injection of carbon dioxide for purposes of geological sequestration. Requires the Secretary of Energy to study the feasibility of the construction of: (1) pipelines for the transportation of carbon dioxide for sequestration or enhanced oil recovery; and (2) geological carbon dioxide sequestration facilities. Directs the Administrator to establish a task force to study the cost implications of potential federal assumption of liability with respect to closed geological storage sites. Authorizes the President to waive this Act's requirements in a national security emergency. Requires the Securities and Exchange Commission (SEC) to direct securities issuers to inform investors of material risks related to climate change.

Patient-Focused Critical Care Enhancement Act

Patient-Focused Critical Care Enhancement Act - Requires the Secretary of Health and Human Services, acting through the Agency for Healthcare Research and Quality (AHRQ), to conduct research to assess: (1) the standardization of critical care protocols, intensive care unit layout, equipment interoperability, and medical informatics; and (2) the impact of differences in staffing, organization, size, and structure of intensive care units on access, quality, and efficiency of care. Requires the Secretary to undertake demonstration projects to: (1) optimize the provision of critical care services to Medicare beneficiaries through innovations in such areas as staffing and utilization of technology; and (2) measure and evaluate outcomes derived from a "family-centered" approach to the provision of inpatient critical care services that includes direct and sustained communication and contact with the beneficiary family members, involvement of family members in the critical care decisionmaking process, and responsiveness of critical care providers to family requests. Amends the Food, Agriculture, Conservation and Trade Act of 1990 to authorize appropriations for FY2008-FY2013 for augmenting the delivery of critical care services in the rural inpatient setting through the use of telecommunications systems that allow for consultation with critical care providers not located in the rural facility regarding the care of such patients. Amends the Public Health Service Act to require the Secretary to give preference in awarding telehealth grant funds to entities to develop plans for, or to establish, such critical care telehealth networks. Requires the Secretary to undertake an initiative to recruit providers of critical care services into the National Health Service Corps Loan Repayment Program.

MEAL Act

Menu Education and Labeling Act or the MEAL Act - Amends the Federal Food, Drug and Cosmetic Act to require restaurants that are a part of a chain with 20 or more locations doing business under the same trade name to disclose: (1) in a statement adjacent to each menu item, the number of calories, grams of saturated fat plus trans fat, and milligrams of sodium in a standard food serving; (2) other information designed to enable the public to understand the significance of the nutrition information provided in the context of a total daily diet; (3) that such information shall be provided in writing upon request; and (4) in a statement adjacent to the name of the food on a menu board, the number of calories in a serving of the food. Exempts condiments, items placed on a table or counter for general use, daily specials, temporary menu items, and irregular menu items from these requirements. Requires restaurants that sell self-serve food, such as through salad bars or buffet lines, to place a sign that lists the number of calories per standard serving adjacent to each food offered. Permits retail food establishments to voluntarily provide, and states to require, additional nutritional information. Requires vending machine operators to provide a conspicuous sign disclosing the number of calories in each item of food offered.

Section 515 Rural Housing Property Transfer Improvement Act of 2007

Grants final regulatory authority over such property transfers to the Office of Rental Housing Preservation of the Rural Housing Service of the Department of Agriculture. Sets forth deadlines for the processing of transfer applications.
