School Modernization and Efficient Access to Lunches for Students Act of 2025 or the School MEALS Act of 2025 This bill establishes programs and revises requirements relating to direct certification processes for the National School Lunch Program. Direct certification allows schools to use data matching procedures to approve school meals without the need for applications for children who receive assistance under other programs, such as the Supplemental Nutrition Assistance Program (SNAP). Specifically, the bill directs the Department of Agriculture to provide grants and technical assistance for states and tribal organizations to improve their direct certification processes, including with respect to children who receive assistance under a food distribution program on Indian reservations. The bill also expands the time frame for schools to elect and gather eligibility data for the Community Eligibility Provision. This provision permits schools in high-poverty areas to serve free meals to all enrolled students without the need for applications. Further, the bill specifies that a state subject to a continuous improvement plan (for not directly certifying at least 95% of children eligible for direct certification because they receive SNAP benefits) must implement the improvement measures within three years.

Wildfire Aerial Response Safety Act

Wildfire Aerial Response Safety Act This bill directs the Federal Aviation Administration (FAA) to study the effects of unmanned aircraft system (i.e., drone) incursions on wildfire suppression on public lands. Specifically, the FAA must study drone operations in any airspace for which the FAA issued a temporary flight restriction because of a wildfire on land managed by the Departments of Agriculture or the Interior. Among other things, the study must determine the number of occurrences over the last five years in which a drone incursion interfered with wildfire suppression and estimate the effects of each occurrence.  The study must also evaluate the feasibility and effectiveness of (1) deploying counter-drone systems to detect, mitigate, and prevent drone incursions during wildfire suppression operations; and (2) disseminating educational materials related to the effects of the incursions on wildfire suppression operations. The FAA must submit a report to Congress on the study's findings and any related recommendations.

The advisor must encourage and promote agritourism activities and businesses in each state and on land under the jurisdiction of Indian tribes. Under the bill, agritourism activities and agritourism businesses include educational experiences, outdoor recreation, entertainment and special events, direct sales, and accommodations.

Feeding Rural Families Act of 2025 This bill provides for separate food cost calculations for urban and rural parts of Hawaii for the purposes of determining Supplemental Nutrition Assistance Program (SNAP) maximum monthly benefit allotments. Specifically, the bill requires separate food cost adjustments in the Thrifty Food Plan (TFP) for urban and rural parts of Hawaii. SNAP maximum monthly benefit allotments are tied to the cost of purchasing a nutritionally adequate low-cost diet, as measured by the Department of Agriculture-created and -calculated TFP. Maximum allotments are set at the monthly cost of the TFP for a four-person family, adjusted for family size. Under current law, maximum allotments are higher (to reflect the cost of food) in Hawaii, Guam, and the U.S. Virgin Islands, as well as in urban and rural parts of Alaska.

Fertilizer Research Act of 2025 This bill directs the Department of Agriculture to publish on the department's website a report on the U.S. fertilizer industry. Among other things, the report must include a description of the impacts on the fertilizer industry that influence the prices that agricultural producers receive for their products; a description of the size and value of the U.S. fertilizer market over the previous 25 years; a description of the importation of fertilizer into the United States and the impacts that antidumping and countervailing duties have on retail fertilizer prices; a study of market concentration of the U.S. fertilizer industry; an assessment of the regulatory environment governing fertilizer production, distribution, and usage; and a description of the extent to which current public price reporting of fertilizer is transparent for market participants and recommendations on whether further reporting is needed.

American Hemp Protection Act of 2025

American Hemp Protection Act of 2025 This bill repeals changes to the regulation of hemp products, which reimpose certain federal controls over some hemp products. Specifically, Congress enacted the FY2026 agriculture appropriations act (P.L. 119-37) on November 12, 2025. Effective November 12, 2026, the act modifies the statutory definition of hemp products that are considered to be lawful. This bill repeals the changes. As background, the 2018 farm bill excluded hemp from the Controlled Substances Act definition of marijuana and defined hemp . As a result, hemp and hemp-derived products at or below the 0.3% delta-9 tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration threshold were no longer regulated as Schedule I controlled substances. Registration with the Drug Enforcement Administration was no longer required to cultivate or handle hemp and hemp-derived products. However, hemp remained subject to Department of Agriculture and Food and Drug Administration regulation. The 2025 changes to the definition of hemp, include changing the limit to a total THC concentration of not more than 0.3% on a dry weight basis rather than only delta-9 THC, explicitly including industrial hemp, excluding seeds from a cannabis plant that exceed a certain THC concentration, and excluding various types of hemp-derived cannabinoid products. Cannabinoids refer to unique chemical compounds that are found in hemp and marijuana (e.g., THC) and are known to exhibit a range of psychological and physiological effects.

Producing Responsible Energy and Conservation Incentives and Solutions for the Environment Act or the PRECISE Act This bill incorporates support for precision agriculture into various programs of the Department of Agriculture (USDA). Precision agriculture refers to managing, tracking, or reducing crop or livestock production inputs, including seed, feed, fertilizer, chemicals, water, and time, at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality. Precision agriculture technology includes any technology and equipment that directly contributes to a reduction in, or improved efficiency of, inputs used in crop or livestock production. Specifically, the bill makes changes to eligibility criteria, payments, and other aspects of the Conservation Loan Program, the Environmental Quality Incentives Program, and the Conservation Stewardship Program. These changes include allowing the programs to support the adoption of precision agriculture practices and acquisition of precision agriculture technologies. In addition, the bill expands a program through which USDA makes and insures loans to for-profit and nonprofit organizations that invest in rural areas by allowing the loans to be used for precision agriculture practices. Also, USDA must emphasize the use of third-party providers when providing technical assistance related to soil health for participants in certain USDA conservation programs. This includes planning related to the use of cover crops, precision agriculture practices, and comprehensive nutrient management.

This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to withdraw the final determination titled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing and published on April 26, 2024. The determination adopted updated minimum energy efficiency standards for newly built homes (except manufactured housing) financed through certain HUD and USDA programs. Specifically, it adopted the (1) 2021 International Energy Conservation Code (IECC), which applies to single family homes and multifamily low-rise buildings up to three stories; and (2) 2019 American National Standards Institute/American Society of Heating, Refrigerating, and Air-Conditioning Engineers/Illuminating Electrical Society (ANSI/ASHRAE/IES) Standard 90.1, which applies to multifamily residential buildings with four or more stories. HUD and USDA must also revert to using the energy efficiency standards required before the determination. In addition, the bill prohibits HUD, USDA, and the Department of Veterans Affairs from taking actions or using federal funds to implement or enforce the determination or any substantially similar determination. It also prohibits the Federal Housing Finance Agency from finalizing, implementing, or enforcing a determination or rule relating to energy efficiency standards for single and multifamily housing. Finally, the bill prohibits HUD and USDA from adopting updates to the IECC or ANSI/ASHRAE/IES Standard 90.1 in certain circumstances unless at least 26 states have adopted codes or standards that meet or exceed the update's requirements.

American Farmers First Act

American Farmers First Act This bill prohibits the use of the Exchange Stabilization Fund (ESF) to provide financial support to Argentina and provides one-time economic assistance payments to certain crop producers. (The ESF is an emergency reserve fund of the Department of the Treasury, originally used for the purpose of maintaining the fixed dollar exchange rate. In October 2025, Treasury announced U.S. financial support for Argentina, including a $20 billion currency swap line financed through the ESF.) Specifically, the bill prohibits the use of the ESF to provide direct or indirect financial support to Argentina, including through the establishment of currency swap lines, the purchase of pesos or sovereign debt of Argentina, or the extension of any credit instrument. This prohibition terminates on December 10, 2027. Any financial contract or instrument that was entered into before the bill's enactment and violates the prohibition must be sold or terminated within seven days of the bill's enactment. Treasury must allocate to the Department of Agriculture (USDA) the proceeds from the sale or termination of financial contracts or instruments pursuant to the bill. USDA must then use the allocated proceeds to make one-time economic assistance payments to producers of each crop adversely impacted by loss of export markets during the 2025 marketing year for such crop, as determined by USDA.
