Consolidated Refugee Education Assistance Act - Repeals specified provisions of the Indochina Refugee Assistance Act of 1976, the Adult Education Act, and another Act relating to educational assistance programs for refugees. Amends the Refugee Education Assistance Act of 1980 to extend the coverage of such Act to any alien who: (1) has been admitted into the United States as a refugee; (2) has been paroled into the United States as a refugee; (3) is an applicant for asylum, or has been granted asylum in the United States; (4) has fled from the alien's country of origin and has, pursuant to an Executive order of the President, been permitted to enter and remain in the United States indefinitely for humanitarian reasons; or (5) entered the United States on or after November 1, 1979, and is in the United States with the immigration status of a Cuban-Haitian entrant (status pending). Limits such coverage to the five-year period beginning on the date the alien first entered the United States as such a refugee or otherwise acquired such status. Eliminates fiscal year restrictions for authorizations of appropriations for all programs under such Act. Directs the Secretary of Education, for purposes of determining appropriate aid reductions, to consult with the heads of other agencies providing refugee assistance concerning disbursement of funds for educational purposes under other programs and coordination of such programs with those under such Act. Eliminates fiscal year restrictions on general assistance through State agencies for local educational agencies under such Act. Extends such assistance based on the number of refugees enrolled in elementary or secondary public schools (formerly only for Cuban or Haitian refugee children). Lowers the amount of such assistance to $400 per refugee (formerly $450). Revises provisions relating to the reduction of such grants to State and local agencies, based on amounts received under other Federal assistance programs. Eliminates fiscal year restrictions on payments to States of special impact assistance for substantial increases in refugee attendance. Revises the formula for such assistance to: (1) include the number of refugees in attendance at elementary or secondary public or nonpublic schools; and (2) lower specified amounts per refugee according to length of previous enrollment. Extends such assistance according to the number of refugees enrolled (formerly only Cuban, Haitian, and Indochinese refugee children). Revises provisions relating to the reduction of such assistance, based on amounts received under other Federal aid programs. Extends coverage of adult education programs under such Act to all refugees 16 years or older (formerly only Cuban and Haitian refugee adults). Directs the Secretary to make payments to States for such programs for each fiscal year beginning after September 30, 1981 (formerly only for fiscal years 1982 and 1983). Revises provisions relating to the reduction of the amount of any such grant, based on amounts received under other Federal aid programs.

Expresses the sense of the Senate that: (1) the Indochinese refugee settlement program should be investigated to determine if refugee status is being granted to persons migrating primarily for economic reasons; and (2) if so, the program should be phased out.

Amends the Asian Development Bank Act to require the President to negotiate with the Bank's member countries to establish a special refugee settlement fund to assist developing member countries serving as sites for temporary asylum for South and Southeast Asian refugees. States that such fund should be available to help such countries develop regions for permanent resettlement of refugees. Authorizes appropriations to pay the authorized U.S. contribution to such fund. Directs the President to encourage multilateral development banks to establish similar funds to aid in the settlement of such refugees in the countries in which they first obtain asylum.

Amends the Immigration and Nationality Act to authorize the Director of the Office of Refugee Resettlement to reimburse State and local governments for increased public expenses caused by refugee resettlement. Authorizes appropriations for fiscal years 1983-1985. Amends the Refugee Act of 1980 to require the Director and the Coordinator for Refugee Affairs to inform State and local governments likely to be affected by annual refugee admissions. Requires the Director to seek to settle refugees in areas that are not distressed (as defined in this Act based on income, housing, and unemployment). Prohibits initial resettlement funds to be used to place refugees in these areas. Amends the Immigration and Nationality Act to require temporary alien temporary alien workers to have bona fide job offers in order to be admitted into the United States. Directs the Secretary of Labor to establish an admissions point system for aliens seeking to immigrate under either of the two work-related preference categories.

Requires the Attorney General to adjust the status of specified numbers of Haitians and Cubans to that of refugees if: (1) the alien makes application within one year of enactment of this Act; and (2) the alien is admissible as an immigrant under the Immigration and Nationality Act. Applies the provisions of this Act to any alien who: (1) is a native or citizen of Haiti who first arrived unlawfully in the State of Florida on or after January 1, 1972, and before May 14, 1981; (2) is or has been within the jurisdiction of office number six of the Immigration and Naturalization Service; (3) is not resettled in any foreign country on the date of enactment of this Act; and (4) on such date does not have a lawful status in the United States or has the status of an alien paroled into the United States as a Cuban/Haitian entrant (status pending). Requires the Attorney General to establish a record of an alien's admission as a refugee as of the date of such adjustment. Provides that aliens granted refugee status under this act shall be treated for all purposes as aliens admitted as refugees under the Immigration and Nationality Act, including the purpose of providing assistance to States and public and nonprofit agencies for the provision of cash and services to such aliens.
