Directs the Administrator of Veterans Affairs, as part of a study currently required under Federal law concerning the effect of the Vietnam experience on the health status of women Vietnam veterans, to include in such study women who served in Vietnam as employees of the Red Cross or the USO. Directs the Administrator to provide a medical examination to each such employee serving no less than 90 days in Vietnam, in order to determine any adverse health effects by reason of exposure to phenoxy herbicides (including Agent Orange) or other herbicides. Allows any such individual eligible for such a medical examination to be treated as a veteran for purposes of eligibility for readjustment counseling. Requires the Administrator to notify all those individuals eligible for medical examinations. Directs the Administrator, within 360 days after the enactment of this Act, to report to the Congress on the question of whether such individuals should be treated as veterans for the purpose of benefits, services, and assistance required as a result of disabilities incurred as the result of such service.

Terminates the authority for the pilot program when a new Veterans Administration medical facility serving such area is opened.

States that a member of the armed forces may be given only one of the following discharges: (1) an Honorable Discharge; (2) a Discharge from Service as regulated under this Act; (3) a Bad Conduct Discharge issued in accordance with the sentence of a general court-martial; or (4) a Dishonorable Discharge issued in accordance with the sentence of a general court-martial. Requires that a narrative statement describing the service of a former member be issued to such member upon request at any time following separation from service. Limits the information which may be included in such a statement. Sets forth the composition of administrative discharge boards which shall consider whether a member should be separated with a Discharge from Service only upon a finding, based upon a preponderance of the evidence, that: (1) the member has engaged in misconduct; (2) in the case of an officer, cadet, or midshipman, such member has engaged in moral or professional dereliction; (3) the retention of such member would be contrary to the interests of national security; or (4) such member has been convicted previously in a civilian court or previous court-martial under specified circumstances and the retention of such member is not warranted. Authorizes the use of such discharge by the President in time of war, when the individual has been absent without authority for one year, or where the member has requested such discharge, after consultation with counsel, in lieu of board action under this Act or a court-martial. Sets forth the rights of the member concerned before the board and procedures regarding the board's actions. Directs the Judge Advocate General to establish a Court of Administrative Review to review recommendations for separation with a Discharge from Service. Requires the Court of Military Appeals to review the record upon which such a discharge was issued after final action by the Court of Administrative Review if the Judge Advocate General orders such review. Authorizes the Court to review the case upon petition by the member affected. Sets forth the conditions under which an administrative discharge board shall be precluded from determining whether a member should be issued a Discharge from Service.

Military Drug Interdiction Assistance Act - Authorizes the Secretary of Defense (upon request from the head of a Federal agency with jurisdiction to enforce the Controlled Substances Act or the Controlled Substances Import and Export Act) to assign members of the armed forces under his jurisdiction to assist drug enforcement officials in drug searches, seizures, or arrests outside the land area of the United States. Allows such assistance only if: (1) the assistance will not adversely affect the military preparedness of the United States; (2) the Attorney General verifies that the drug enforcement operation may not succeed without assistance by members of the armed forces; and (3) Federal drug enforcement officials maintain ultimate control over the activities and direction of any drug enforcement operation.

Individual Career Investment Accounts Act - Amends Federal armed forces pay and allowances provisions to establish in the Treasury the Individual Career Investment Account Fund (Fund) to be used to pay proceeds to certain qualified members of the armed forces who have completed 20 or more years of creditable service. Outlines provisions concerning the administration of the Fund. Directs the Secretary of the military department concerned to establish and maintain for each eligible member in such department an Individual Career Investment Account (Account). Directs the Secretary concerned to make payments into the Fund on a monthly basis for each eligible member. Directs the Secretary concerned, no later than December 1 annually, to furnish a report to each eligible member for whom an account is being maintained, outlining specified information. Directs the Secretary concerned, at the time a qualified Account member begins receiving retired pay, to pay such individual the amount set aside in the Fund as his or her career Investment Account balance. Directs the Secretary also to remit such balance to a member not receiving retired pay within 90 days of a request from such member to receive such account balance. Directs an individual's Account to be closed upon proof of a member's death, following established estate distribution laws. Requires the Secretary concerned to provide notice to each member who is within two years of becoming a qualified member of such member's options under this Act. Provides for the tax treatment under the Internal Revenue Code of amounts paid to individuals from the Fund. Excludes from gross income any payments made up to the individual's Account balance, but treats any payments made in excess of a member's Account balance as interest income. Directs the Secretary of Defense, and the Secretary of Transportation with respect to the Coast Guard, to prescribe regulations for the administration of this Act.
