Providing Resources and Organization to Maximize Opportunities for Training and Education in STEM Act of 2020 or the PROMOTES Act of 2020 This bill authorizes the Department of Defense (DOD) to carry out a grant program to assist high schools in providing education to students in the Junior Reserve Officers' Training Corps in subjects including science, technology, math, engineering, computer science, and related areas. Local educational agencies may use grant funds for purposes including training and other support for instructors, acquisition of instructional materials, travel opportunities, mentoring programs, and certifications for students. In making the grants, DOD must give preference to schools with high percentages of children from low-income families.

Rural Veterans Funeral Honors Reform Act of 2020 This bill directs the Department of Defense to provide a briefing to Congress setting forth a plan for the performance of a funeral honors detail at the funeral of a deceased member of the Armed Forces by one or more members of the Armed Forces from an Armed Force other than that of the deceased when (1) members of the Armed Force of the deceased are unavailable for the performance of the detail, and (2) the performance of the detail by members of other Armed Forces is requested by the family of the deceased.

A bill to ensure that veterans receive timely and effective health care under the Veterans Community Care Program and Veterans Care Agreements during the COVID-19 emergency, and for other purposes.

This bill sets forth policies and procedures related to medical care for veterans covered under the Veterans Community Care Program and Veterans Care Agreements during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Specifically, the bill authorizes covered veterans to receive care for COVID-19 diagnosis or treatment under the Veterans Community Care Program and Veterans Care Agreements during the COVID-19 emergency period, regardless of whether such care is for a service-connected disability. Emergency medical care and COVID-19 care shall not require Department of Veterans Affairs (VA) preauthorization during the emergency period. The bill prescribes how the VA shall administer claims for payments relating to emergency COVID-19 care, depending on whether the community care provider is (1) an eligible provider under the Veterans Community Care Program, (2) party to a Veterans Care Agreement, or (3) not eligible under the Veterans Community Care Program or part of a Veterans Care Agreement. The bill classifies emergency treatment for COVID-19 as emergency treatment eligible for coverage by the VA. The VA shall determine whether a veteran who receives emergency care for COVID-19 is an active VA health care participant without regard to whether the veteran has received VA medical care in the two years preceding such emergency care. Finally, the bill specifies that, during the emergency period, community care providers that furnish emergency COVID-19 care are required to submit a claim for payment to the VA within 180 days of such care.

Veteran Debt Relief During COVID–19 Act of 2020

Veteran Debt Relief During COVID-19 Act of 2020 This bill defers certain debts arising from benefits under laws administered by the Department of Veterans Affairs (VA) during the covered period, which is the COVID-19 (i.e., coronavirus disease 2019) emergency period plus the 60 days following the end of such period. Specifically, the bill prohibits the VA from doing the following during the covered period: collecting or recording certain debts, issuing notice of certain debts to a person or consumer reporting agency, allowing any interest to accrue on certain debts, or applying any administrative fee to certain debts. The VA may collect a payment from a person who elects to make such payment during the covered period.

The bill also requires the Department of Defense to submit to Congress a report on the effectiveness of the Cyber Institutes and on opportunities to expand them to additional select institutions of higher learning that have a Reserve Officers' Training Corps program.

Essential Transportation Employee Safety Act of 2020

Essential Transportation Employee Safety Act of 2020 This bill requires the Department of Transportation (DOT) to support the efforts of state and local governments to provide for priority COVID-19 (i.e., coronavirus disease 2019) testing of transportation workers who are categorized as essential critical infrastructure workers. ( Essential critical infrastructure employees include, but are not limited to, medical and health care, telecommunications, information technology systems, defense, food and agriculture, transportation and logistics, energy, water and wastewater, law enforcement, and public works.) Additionally, during the COVID-19 pandemic, DOT must require (1) the owners and operators of equipment or facilities used by passenger or freight transportation employers implement personal protective equipment and disinfection and sanitization procedures; and (2) an air carrier to submit to the Federal Aviation Administration (FAA) a proposal to permit pilots to wear masks or protective face coverings in the flight deck, including a safety risk assessment with respect to such proposal. The bill sets forth requirements for owners or operators who cannot acquire necessary personal protective equipment due to market unavailability. For the duration of the COVID-19 national emergency, the FAA must (1) provide certain employees, including any air traffic controller and airway transportation systems specialist, with personal protective and sanitizing equipment; (2) ensure that each air traffic control facility is cleaned, disinfected, and sanitized frequently; and (3) ensure its contractors provide their employees with personal protective equipment.

A resolution recognizing that the murder of George Floyd by officers of the Minneapolis Police Department is the result of pervasive and systemic racism that cannot be dismantled without, among other things, proper redress in the courts.

Pandemic Care for Burn Pits Exposure Act of 2020 This bill requires the Department of Defense and the Department of Veterans Affairs (VA) to ensure that the first health assessment conducted for a member of the Armed Forces or veteran after such an individual tests positive for a virus certified as a pandemic includes an evaluation of whether the individual has been (1) based or stationed at a location where an open burn pit was used, or (2) exposed to toxic airborne chemicals or contaminants relating to service in the Armed Forces. A burn pit is an area used for burning solid waste in open air without equipment. If such an evaluation establishes that an individual was based or stationed at a location where an open burn pit was used, or that the individual was exposed to toxic airborne chemicals or contaminants, the individual must be enrolled in the Airborne Hazards and Open Burn Pit Registry unless they opt out of enrollment. The VA's Airborne Hazards and Burn Pits Center of Excellence must conduct a study on the health impacts of infection with a virus designated as a global pandemic, including the coronavirus (i.e., the virus that causes COVID-19), to members of the Armed Forces and veterans who have been exposed to open burn pits and other toxic exposures. The study must be analyzed to assist in preparation for potential future pandemics.

Stop Funding the PLA Act

Stop Funding the PLA Act This bill requires the Department of the Treasury to establish a list of entities the securities of which a U.S. person shall be prohibited from purchasing or holding. Specifically, the Treasury must submit a report specifying each foreign industrial defense corporation with substantial contacts with, ties to, or support from any PLA entity (any entity of the Chinese military). The bill prohibits U.S. persons from purchasing a security of a foreign industrial defense corporation specified in the report, and it requires U.S. persons who own any such security to divest themselves of it.

WATER Act of 2020

PRICE Act

Pandemic Response and Interstate Cost Equity Act or the PRICE Act This bill establishes the Federal Emergency Management Agency (FEMA) as the sole buyer, vendor, owner, and distributor of certain medical equipment obtained by the federal government in the event of a national health emergency and establishes a process for the pricing and distribution of such equipment. Specifically, in the event of such an emergency, the Department of Health and Human Services shall assess available medical equipment and FEMA shall (1) become the sole owner and distributor of medical equipment obtained by the federal government for which the prevailing market price exceeds the fair market price by more than 15%, (2) contract with all persons capable of producing such equipment to produce such equipment, and (3) establish a price for such equipment and sell or otherwise distribute the equipment to the states or to persons that request it. The bill establishes in Congress a Joint Committee on Defense Production.

Protection of Civilians in Military Operations Act

Protection of Civilians in Military Operations Act This bill expands Department of Defense (DOD) reporting requirements for civilian casualties that result from U.S. military operations and implements other requirements to address and prevent such casualties. Specifically, the bill requires (1) coordination with the Department of State in responding to reports of civilian casualties resulting from military operations, (2) DOD to establish and maintain a database that preserves and organizes reports on investigations of such civilian casualties, and (3) DOD to add personnel to implement its policies relating to civilian casualties from military operations.

COVID–19 Emergency Production Act

COVID-19 Emergency Production Act This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of COVID-19 (i.e., coronavirus disease 2019) supplies, such as personal protective equipment, diagnostic tests, and vaccines. That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense. Specifically, the President must (1) make a determination that such supplies are essential for the national defense, (2) identify private-sector capacity to produce these supplies, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these supplies based on requests from governors and the needs of the states as determined by the population of each state. The bill's directive to produce COVID-19 supplies terminates when there are no remaining requests for them from states, and supplies that have been produced but are unused at that time shall be deposited into the Strategic National Stockpile.

Veterans Prescription Flexibility Act

Work for Warriors Act of 2020

The bill terminates the authority to carry out the program on September 30, 2023, with an authorized extension for up to two additional fiscal years.

Members of Congress are excluded and must deploy for not fewer than 90 days to receive similar benefits eligibility.

Compensation for Americans Act of 2020

Compensation for Americans Act of 2020 This bill requires the Department of State to negotiate with China to secure compensation for China's distortion of information related to the spread of COVID-19 (i.e., coronavirus disease 2019). The bill also contains other China-related provisions, such as those imposing sanctions on certain Chinese individuals and entities. As part of such negotiations, the President shall (1) freeze Chinese assets subject to U.S. jurisdiction; (2) suspend the required review of any proposed acquisition of a U.S. entity by a Chinese entity; (3) impose sanctions on Chinese entities in certain industries, such as artificial intelligence and pharmaceuticals; (4) impose sanctions on various individuals, including Chinese government officials and Chinese citizens responsible for stealing intellectual property from U.S. entities; and (5) prohibit using federal funds to procure goods manufactured or sourced from a Chinese company, if such goods pose a supply chain risk to U.S. national security. The President s may terminate such prohibitions and sanctions if China and the United States come to an agreement regarding compensation related to COVID-19. The Department of the Treasury shall establish a public repository with information about entities that are owned, financed, or controlled by the Chinese government. Other provisions in this bill include (1) imposing export controls on telecommunications equipment that would help China carry out censorship or surveillance, (2) banning researchers affiliated with China's military from obtaining visas, and (3) requiring U.S. World Bank representatives to end China's eligibility for World Bank assistance.

PAUSE Act

Preventing Actions Undermining Security without Endorsement Act or the PAUSE Act This bill prohibits any action to terminate or withdraw the United States from an international treaty to which the Senate has given advice and consent to ratification unless specified conditions are met. Specifically, such withdrawal may not occur unless the Department of Defense and the Department of State submit specific information to Congress and Congress enacts a joint resolution approving such action. The required submissions must include (1) a detailed justification for withdrawal from or termination of the treaty, (2) a certification that all other state parties to the treaty have been consulted with respect to such justification, and (3) a comprehensive strategy to mitigate against lost capacity of benefits from such treaty. A decision by the President to not renew the treaty between the United States and Russia on measures for the reduction and limitation of strategic offensive arms (the New START Treaty) shall be subject to such requirements for up to an additional five years.

National Guard COVID–19 Response Stability Act

World Press Freedom Protection and Reciprocity Act This bill establishes requirements related to the protection and support of journalists and media personnel abroad. Specifically, the President must establish a plan to (1) negotiate access for U.S. news and media organizations and their employees globally, and (2) work to enhance reciprocity for news and media organizations operating in the United States. The President must impose visa-blocking sanctions on any foreign person who is responsible for the jailing, killing, or torture of journalists or media personnel or significant efforts to harass or restrict the activities, terminate the visas, or threaten the safety of journalists or media personnel. Identification statements required to be placed on informational materials distributed in the United States by an agent of a foreign principal on behalf of such principal must be labeled, marked, or stamped conspicuously at the top of the first page of such materials. The annual country reports on human rights and development assistance and human rights and security assistance must include an assessment of freedom of expression with respect to electronic information in foreign countries. Lastly, the bill establishes the Global Press Freedom Defense Fund to provide assistance to foreign journalists and media personnel who are victims of restrictions on the internationally recognized right to freedom of expression, including assistance to pay for legal and other related expenses.

To require the Secretary of Defense to provide to certain members of the National Guard serving on active service in response to the coronavirus (COVID-19) the transitional health benefits provided to members of the reserve components separating from active duty.

Specifically, each department must designate the command personnel who shall undergo a climate assessment that takes into account their support of military family readiness; provide training, guidance, and other information to ensure that such command personnel are equipped to encourage and support military family readiness within their unit or installation; ensure that each assessment includes the extent to which the command personnel encourage and support military family readiness; and ensure that each assessment includes surveys of the spouses of service members on matters that are relevant to military spouses, military families, and military family readiness.

TRICARE Coverage for Doula Support Act

TRICARE Coverage for Doula Support Act This bill directs the Department of Defense (DOD), in providing maternity care for pregnant members and certain former members of the Armed Forces and their dependents under the TRICARE program, to provide to such beneficiaries additional resources for prenatal and postnatal communication and education, including doula support. DOD shall conduct a specified survey on members or spouses of such members of the Armed Forces who give birth. The term doula means an individual who is trained to provide non-medical advice, information, emotional support, and physical comfort to an individual during the individual's pregnancy, childbirth, and postpartum period by an organization that has been established for not less than five years and that requires the completion of continuing education.

A bill to amend title 38, United States Code, to expand eligibility for hospital care, medical services, and nursing home care from the Department of Veterans Affairs to include veterans of World War II.

HOME Act

Help Onshore Manufacturing Efficiencies for Drugs and Devices Act or the HOME Act This bill contains provisions related to critical drugs and medical devices. The bill establishes within the Department of Health and Human Services (HHS) the Center for Domestic Advanced Manufacturing of Critical Drugs and Devices. The center shall establish and implement a program to provide grants and forgivable loans to support investment in advanced manufacturing for the domestic production of critical drugs, medical devices, and active pharmaceutical ingredients. Furthermore, a supplemental application for a critical drug approved by the Food and Drug Administration (FDA) may receive expedited review if, among other requirements, the applicant plans to produce the drug domestically after the approval of the supplemental application. (A supplemental application generally involves a change, such as a manufacturing change, to an existing application for FDA approval.) The bill also authorizes HHS and the Department of Defense to enter into multiyear high-volume contracts to purchase critical drugs and medical devices.

PANORAMA Act of 2020

Public Accountability on Nominations Offered that Result in Admissions to Military Academies Act of 2020 or the PANORAMA Act of 2020 This bill requires the Department of Defense (DOD) to create a uniform online portal for congressional nominations to military service academies. DOD must (1) establish standard classifications that cadets, midshipmen, and academy applicants may use to self-identify gender, race, ethnicity, and other demographic information; and (2) annually report such demographics.
