Hiring Preference for Veterans and Americans With Disabilities Act This bill allows states and local jurisdictions to give a hiring preference (when hiring election workers to administer an election in the state or local jurisdiction) to veterans, individuals with a disability, and nonresident military spouses or dependents. Further, the bill prohibits states and local jurisdictions from refusing to hire a nonresident military spouse or dependent as an election worker solely on the grounds that the individual does not maintain a place of residence in the state or local jurisdiction.

Rings of Fire Act of 2023 This bill requires the Department of Defense to submit a strategy to Congress for deploying ground-based theater-range missiles in the Indo-Pacific region. Among other elements, the strategy must include an assessment of the gaps in conventional theater-range precision strike capabilities in the area of responsibility of the U.S. Indo-Pacific Command. The strategy may be submitted in classified form but must include an unclassified summary.

American Confidence in Elections: District of Columbia Voter Identification Act This bill establishes citizenship and identification requirements to vote in the District of Columbia (DC). The bill requires an individual to provide documentary proof that they are a U.S. citizen to register to vote in DC. Additionally, the bill requires an individual to present current and valid identification to vote or to receive a ballot (i.e., when not voting in person). Acceptable identification includes a DC driver's license, U.S. passport, military identification, or student identification. The bill also requires an election official to obtain proof of residency for any voter whose identification does not include the voter's current address. Further, DC must provide certain identification (e.g., a driver's license) at no cost to an individual who is unable to afford the fee. Finally, the bill requires election officials to compile photographs of all eligible DC voters in the poll book used to administer elections. The bill authorizes and directs the DC government to obtain such photo records from DC government records, by photographing voters, or by making a copy of a voter's photo identification. The bill prohibits the photo records included in the poll book from being used for purposes other than for the administration of DC elections.

Modernizing Department of Veterans Affairs Disability Benefit Questionnaires Act This bill requires that all disability benefit questionnaire data collected by persons other than employees of the Department of Veterans Affairs (VA) in the course of VA medical disability examinations must be transmitted to the VA in a machine-readable format.

Vietnam Veterans Liver Fluke Cancer Study Act This bill requires the Department of Veterans Affairs (VA) to conduct an epidemiological study and report on the prevalence of cholangiocarcinoma (bile duct cancer) in veterans who served in the Vietnam theater of operations during the Vietnam era. The study shall identify the rate of incidence of cholangiocarcinoma in such veterans and in U.S. residents. The bill also requires the VA to track and report on the prevalence of cholangiocarcinoma using the Veterans Affairs Central Cancer Registry.

Energy and Water Development and Related Agencies Appropriations Act, 2024 This bill provides FY2024 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Fossil Energy and Carbon Management; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill includes provisions that address the operation of the Central Valley Project (CVP), which is a federal water project in California owned and operated by the Bureau of Reclamation, and the California State Water Project (SWP), which is operated jointly with the CVP. In addition, the bill makes the Bureau of Reclamation the lead agency for the purpose of coordinating all permitting and related activities required to construct certain new surface water storage projects. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Data Recorders Installed in Vehicles Equipped So Armed Forces Endure Act or the DRIVE SAFE Act This bill requires the Government Accountability Office to study and report on the feasibility and advisability of equipping all tactical vehicles of the Armed Forces with black box data recorders.

This bill requires each application for electronic surveillance or physical search court orders under the Foreign Intelligence Surveillance Act to contain a designated senior official's certification that none of the information used in support of the application was derived solely from a political organization's research on an opposing political candidate. Such information may be used if (1) the political organization that produced the information is clearly identified, and (2) other clearly identified investigate techniques have been used to corroborate the information.

This resolution supports the designation of National Post-Traumatic Stress Injury Awareness Month and National Post-Traumatic Stress Injury Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Veteran Overmedication and Suicide Prevention Act of 2023 This bill requires the Department of Veterans Affairs (VA) to contract with the National Academies of Sciences, Engineering, and Medicine to report on the deaths of covered veterans who died by suicide during the last five years, regardless of whether information relating to such deaths has been reported by the Centers for Disease Control and Prevention. A covered veteran is any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death. Among other elements, the report shall include the total number of covered veterans who died by suicide, violent death, or accidental death, as well as certain demographic information.

Customer Non-Discrimination Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity with respect to public accommodations and facilities. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill also prohibits the provision of less favorable treatment with respect to pregnancy, childbirth or related medical conditions as compared to other physical conditions.

Military Families Mental Health Services Act This bill authorizes the Department of Defense to waive cost-sharing requirements for the first three outpatient mental health visits for certain beneficiaries of TRICARE Select and TRICARE Prime each year. Under the bill, active-duty family members are eligible for such waiver of cost-sharing requirements under both TRICARE Select and TRICARE Prime. Active-duty family members are dependents (e.g., spouses and children who are under the age of 21) of members of the uniformed services who are on active duty for a period of more than 30 days. Additionally, children who are under the age of 26 and are not eligible for an employer-sponsored health care plan are also eligible for such waiver under TRICARE Select.

ATRRS Act This bill requires the Department of the Army to ensure that a member of the Army Reserve may access the Army Training Requirements and Resources System using a personal internet-enabled device. However, the Department of the Army may restrict access if it determines such a restriction is necessary to ensure the security and integrity of information systems and data of the United Sates.

Healthcare Equality and Rights for Our Heroes Act or the HERO Act This bill allows claims to be brought against the United States for damages relating to the personal injury or death of a member of the Armed Forces arising out of a negligent or wrongful act or omission in providing medical, dental, or related health care functions at a military medical treatment facility. However, the bill does not apply to care provided at a medical treatment location deployed in an area of armed combat.

Restore Department of Veterans Affairs Accountability Act of 2023 or the Restore VA Accountability Act of 2023 This bill modifies personnel action procedures regarding certain employees and executives of the Department of Veterans Affairs (VA). The bill authorizes the VA to remove from civil service, demote, or suspend VA employees that are supervisors or managers if the VA determines by substantial evidence that the performance or misconduct of such individual warrants such action. This authority does not apply to certain appointees or individuals in their probationary or trial period. Supervisors or managers who are subject to a removal, demotion, or suspension under this bill are entitled to (1) advance notice of the action and supporting evidence, (2) representation by an attorney or representative, and (3) grieve the action in accordance with an internal grievance process. The bill also provides protections from removal, demotion, or suspension for supervisor or managers who are whistleblowers or are seeking corrective action for an alleged prohibited personnel practice such as discrimination. The bill also modifies the procedures to remove, demote, or suspend VA employees or senior executives based on performance or misconduct, specifically by requiring the VA to determine by substantial evidence that the performance or misconduct of the individual warrants such removal, demotion, or suspension. Such procedures must apply retroactively, beginning on the date of enactment of the Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017 (June 23, 2017).

Michael Lecik Military Firefighters Protection Act This bill establishes a presumption of service-connection for specified diseases becoming manifest in certain veterans to a degree of disability of 10% or more within 15 years of the veteran's separation from active military, naval, or air service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Veterans addressed by this bill are those who (1) are trained in fire suppression, and (2) served on active duty in a military occupational specialty or career field with a primary responsibility of firefighting or damage control for at least five years in the aggregate.

This resolution addresses constitutional concerns related to Article V of the North Atlantic Treaty, which provides for collective action by NATO members when a member is attacked. Specifically, the resolution expresses that, even if the President determines it is necessary to engage U.S. forces in hostilities in order to meet U.S. obligations under Article V, such action does not supersede the constitutional requirement that Congress declare war or authorize the use of military force prior to the United States engaging in hostilities.

Keeping Military Families Together Act of 2023 This bill permanently extends certain Department of Veterans Affairs (VA) burial benefits provided to spouses and dependent children of veterans or active duty servicemembers. Specifically, the bill permanently requires the VA to furnish, upon request, memorial headstones or markers for spouses or dependent children of veterans or servicemembers who were serving on active duty at the time of the spouse’s or child’s death. Additionally, the bill permanently authorizes burial in any open national cemetery under the control of the National Cemetery Administration for a spouse or dependent child of veterans or servicemembers who were serving on active duty at the time of the spouse’s or child’s death.

Intelligence Authorization Act for Fiscal Year 2024 This bill authorizes various intelligence-related activities for FY2024 and addresses related issues. For example, the bill modifies the requirements for a Department of Defense scholarship program for certain individuals pursuing cyber or digital technology degrees to allow scholarship recipients to fulfill their post-graduation employment obligation in the intelligence community; expands eligibility to receive in-state tuition rates at public institutions of higher education to members of the intelligence community on active duty for more than 30 days and their spouses and dependent children; requires the Office of the Director of National Intelligence (ODNI) to designate a senior official to serve as the intelligence community coordinator for accountability of China's atrocities (i.e., crimes against humanity, genocide, or war crimes); requires the ODNI to produce a national intelligence estimate on the implications of the ongoing war in Ukraine with respect to a long-term U.S. and NATO confrontation with Russia; requires the President to establish an office for analysis of global competition to carry out analysis and support policy development related to U.S. leadership in science, technology, and innovation relative to other countries; requires intelligence community Inspectors General to appoint security officers to provide confidential, security-related guidance to employees and contract employees who intend to make a complaint or provide information to Congress; defines circumstantial evidence that may be used in determining whether an adverse security clearance or access determination was a reprisal for the lawful disclosure of actions such as mismanagement, waste, abuse, or a violation of federal law; revises statutory requirements regarding classification and declassification of national security information; and defines the process whereby certain records of the President or Vice President may be designated as personal records in conjunction with the National Archives and Records Administration.

Atmospheric Rivers Reconnaissance, Observation, and Warning Act or the ARROW Act This bill requires the 53rd Weather Reconnaissance Squadron of the Air Force Reserve Command and the National Oceanic and Atmospheric Administration to provide aircraft, personnel, and equipment to meet the mission requirements for winter season atmospheric river reconnaissance on the U.S. west coast annually from November 1 through March 31. Among other activities, the squadron must improve the accuracy and timeliness of atmospheric river forecasts and warning services on the west coast.

Department of Veterans Affairs Minor Construction Threshold Adjustment Act of 2023 This bill raises the threshold above which a project for the construction, alteration, or acquisition of a medical facility of the Department of Veterans Affairs (VA) is considered a major medical facility project. Under existing law, such projects must be specifically authorized by law. Specifically, the bill sets the threshold to $30 million and requires the VA to develop a mechanism to adjust the threshold to account for relevant factors, such as economic and labor conditions. At least once every two years, the VA must adjust the threshold amount or publish notice indicating that no adjustment is warranted.

Supporting Military Voters Act This bill requires the Government Accountability Office (GAO) to study and report on access to voting for uniformed services voters. Specifically, the GAO must analyze the effectiveness of the federal government in carrying out the Uniformed and Overseas Citizens Absentee Voting Act to promote access to voting for absent uniformed services voters, and study ways to improve access to voter registration information and assistance for members of the Armed Forces and their family members.

Veterans Exposed to Toxic PFAS Act or the VET PFAS Act This bill provides eligibility for Department of Veterans Affairs (VA) hospital care and medical services to veterans and their family members (including those in utero) who have specified conditions and resided at a military installation where individuals were exposed to perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
