Foreign Investment Security Act of 2007 - Amends the Defense Production Act of 1950 relating to authorized investigations of the effects on national security of a proposed acquisition, merger, or takeover (transaction) by or with foreign persons which could result in foreign control of persons engaged in U.S. commerce to: (1) extend the time to commence such investigation; (2) require the findings and recommendations of any investigation to be sent immediately to the President and specified congressional committees for review; (3) require certain factors to be considered as part of such investigation, including the effect on domestic production and long-term projections of U.S. requirements for sources of energy and other critical resources; (4) direct the Secretary of the Treasury to report quarterly to such committees a detailed summary and analysis of each transaction being, or likely to be, reviewed; and (5) subject the President's decision not to suspend or prohibit a transaction to a congressional approval process.

TRICARE Mail-Order Pharmacy Pilot Program Act

TRICARE Mail-Order Pharmacy Pilot Program Act - Directs the Secretary of Defense to conduct a two-year pilot program to educate and motivate beneficiaries to voluntarily increase their use of the TRICARE (a Department of Defense [DOD] managed care program) mail-order pharmacy. Requires the program to include at least 2,000 eligible beneficiaries in each TRICARE region, of whom at least 1,000 in each region shall be enrolled in Medicare Part B.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

VETS Act of 2007

Veterans' Employment Transition Support Act of 2007 or the VETS Act of 2007 - Amends the Internal Revenue Code to allow employers a general business tax credit for hiring certain veterans certified by designated local agencies as having served on active duty (other than for training) in the Armed Forces for a period of more than 180 days or having been discharged or released from active duty for a service-connected disability. Sets the amount of such credit at 40% of the first-year wages of such veterans and increases the percentage of such credit for disabled veterans based upon their disability ratings.

Providing for consideration of the bill (H.R. 1585) to authorize appropriations for fiscal year 2008 for military activities of the Department of Defense, to prescribe military personnel strengths for fiscal year 2008, and for other purposes.

Repeals the requirement that the Secretary of Veterans Affairs adjust the per diem payments made to veterans under the homeless veterans' comprehensive services program of the Department of Veterans Affairs (VA) to exclude sources of income from other federal, state, or local governments, departments, agencies, or entities. Directs the Secretary to carry out a demonstration program to prevent veterans who are at risk of homelessness after discharge or release from active military duty from becoming homeless. Amends a demonstration program of referral and counseling for veterans transitioning from certain institutions who are at risk of homelessness to: (1) remove the "demonstration" designation of the program; (2) require the program to be carried out in 12 (under current law, at least six) locations; and (3) extend the program through FY2012. Allows homeless veterans' comprehensive services grant funds to be used to provide funding for service center staff. Repeals a provision limiting to FY2003 and FY2004 the funding for VA domiciliary care programs for homeless veterans. Requires the Secretary to ensure that such programs are adequate, with respect to capacity and safety, to meet the needs of women veterans.

Pay Veterans First Act - Prohibits for FY2007 the payment of a performance-based bonus to any officer of the Department of Veterans Affairs (VA) who is appointed by the President, by and with the consent of the Senate, or who is a senior politically appointed officer unless, at the time of the payment, fewer than 100,000 claims for veterans' disability compensation are pending before the VA. Requires the Comptroller General to conduct an audit of VA claims processing, and report audit results to Congress, for any quarter of FY2007 during which the percentage of disallowed claims exceeds by more than 10% the percentage that were disallowed during FY2006.

Bridging the Gap for Wounded Warriors Act

Bridging the Gap for Wounded Warriors Act - Requires a member of the Armed Forces (member) who is medically retired because of physical disability incurred in or aggravated by military service to be treated as an active-duty member, for purposes of entitlement to military health care services and benefits, for the longer of: (1) the two-year period after medical retirement; or (2) the period during which the member is on the temporary disability retirement list. Requires active-duty members receiving health care and services through the Department of Veterans Affairs (VA) for an injury or illness which would qualify for medical retirement to be treated as a veteran for the longer of: (1) the two-year period after the member incurs the injury or illness; or (2) the period during which the member is assigned to the VA for health care services and benefits. Directs the Secretaries of Defense and Veterans Affairs to establish a joint office for the Department of Defense (DOD) and VA for the coordination of assistance to members in their transition from military service to civilian life. Requires each member determined to be unfit to perform required duties to: (1) be evaluated by a disability ratings team at the appropriate military medical treatment facility; and (2) either placed on the temporary disability retired list or further evaluated for assignment of a final disability rating. Allows member appeal of a determination of unfitness. Requires final disability ratings to be used for determining eligibility for retired pay and other benefits. Requires an interim and final report from the Comptroller General to Congress on DOD and VA programs for the assessment and treatment of wounded members.

To expedite the construction of new refining capacity on closed military installations in the United States, and for other purposes.

Requires the President to designate not less than three closed military installations or portions thereof that are appropriate for siting a refinery for gasoline or other fuel. Designates the Department of Energy as the lead agency for coordinating applicable federal refinery authorizations and related environmental reviews with respect to a designated refinery. Gives the U.S. Court of Appeals for the District of Columbia exclusive jurisdiction over civil actions relating to federal refinery authorizations.

Responsibility to Iraqi Refugees Act of 2007 - Authorizes the Secretary of Homeland Security to provide special immigrant status to an Iraqi national (and spouse or child of such alien) who: (1) worked directly with the U.S. government, the United Nations, certified government or U.N. contractor or subcontractor, or U.S.-based nongovernmental organization for at least one year; and (2) has a not manifestly unfounded fear of persecution, violence, or harm to the alien or the alien's family because of such work. Sets forth annual entry limits through FY2011 for such aliens. Directs the Secretary of State to: (1) provide such aliens who are in imminent danger with protection, including temporary housing on U.S. military bases or at provincial reconstruction team offices or immediate removal from Iraq; and (2) establish at least five alien processing facilities in Iraq. Establishes in the Department of State a Special Coordinator for Iraqi Refugees and Internally Displaced Persons, to be based at the U.S. embassy in Baghdad, Iraq. States that the Special Coordinator shall be responsible for the development and implementation of policies and programs for Iraqi refugees and internally displaced persons, and shall establish a related inter-agency task force. Directs the Secretary of State to seek to negotiate a bilateral refugee resettlement agreement with each country containing a significant population of displaced Iraqis, including Jordan, Syria, Turkey, and Lebanon. Increases FY2007-FY2008 refugee admissions for persons who are not not firmly settled in a foreign country and who are of humanitarian concern to the United States in order to admit Iraqi refugees. Sets forth priority groups. Revises the authority of the Secretary of State or the Secretary of Homeland Security to determine that security and related grounds for inadmissibility shall not apply to an individual or a group. Waives the FY2008-FY2009 funding cap for the United States Emergency Refugee and Migration Assistance Fund. Authorizes appropriations to specified entities and agencies for Iraqi refugee-related assistance.

Unlawful Employers Accountability and Illegal Alien State Reimbursement Act of 2007

Unlawful Employers Accountability and Illegal Alien State Reimbursement Act of 2007 - Amends the Immigration and Nationality Act to revise (based upon the number of employees) and increase civil money penalties for employers who knowingly hire, recruit, refer, or continue to employ illegal aliens in the United States. Makes employers liable for federal, state, and local costs associated with such aliens' removal. Considers each subdivision as a separate employer in the case of an employer composed of distinct, physically separate subdivisions each of which provides separately for hiring, recruiting, or referring and which is not under the control of another subdivision. Denies specified agricultural assistance for up to five years for an agricultural employer, association, or farm labor contractor in violation of such employment provisions. Eliminates good faith defense provisions. Directs the Secretary of Homeland Security to maintain a website of employers determined to have been in violation of such provisions within the preceding five years. Makes repeat employer violators or employers subject to criminal penalties for such violations ineligible for federal contracts for five years. Directs the Secretary to establish in the Treasury the Illegal Alien State Reimbursement Fund to reimburse eligible states (including the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, and the United States Virgin Islands) for payments to local educational agencies, public health care providers, and law enforcement agencies for costs associated with serving aliens unlawfully present in the United States.

Comprehensive Immigration Reform Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) personnel and asset increases and enhancements; (2) a National Strategy for Border Security; (3) border security initiatives, including biometric data enhancements and a biometric entry-exit system, document integrity, and mandatory detention of aliens apprehended at or between ports of entry; (4) Central American gangs; (5) cooperation with Mexico; (6) National Guard support on the southern border; and (7) extension of the Western Hemisphere travel initiative. Border Law Enforcement Relief Act of 2007 - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county: (1) no more than 100 miles from a U.S. border with Canada or Mexico; or (2) more than 100 miles from any such border but which is a high impact area. Sets forth interior enforcement provisions, including provisions respecting: (1) alien terrorists; (2) alien street gang members; (3) illegal entry and reentry; (4) passport and immigration fraud; (5) criminal aliens; (6) voluntary departure; (7) detention and alternatives; (8) criminal penalties; (9) alien smuggling; (10) tribal lands security; (11) state and local enforcement of immigration laws; (12) expedited removal; (13) alien protection from sex offenders; and (14) the justice prisoner and alien transfer system. Makes it unlawful to knowingly hire, recruit, or refer for a fee an unauthorized alien. Establishes in the Treasury the Employer Compliance Fund. Provides for additional worksite and fraud detection personnel. Provides for a report examining the impacts of the current and proposed annual grants of legal status, including immigrant and nonimmigrant status, along with the current level of illegal immigration, on U.S. infrastructure and quality of life. Establishes a temporary guest worker program (H-2C visa). Provides: (1) that the Secretary of Homeland Security (Secretary) shall determine H-2C eligibility; (2) for a three-year admission with one additional three-year extension; (3) issuance of H-4 nonimmigrant visas for accompanying or following spouse and children; (4) for U.S. worker protection; (5) for implementation of an alien employment management system; and (6) establishment of a Temporary Worker Task Force. Expands the S-visa (witness/informant) classification. Limits the L-visa (intracompany transfer) classification. Expands the visas waiver program to include on a probationary basis a European Union (EU) country that is assisting the United States in Afghanistan or Iraq and whose participation does not compromise U.S. law enforcement interests. Fairness in Immigration Litigation Act of 2007 - Sets forth provisions respecting remedies for immigration legislation. Sets forth backlog reduction provisions respecting: (1) family-sponsored and employment-based immigrant levels; (2) country limits; (3) immigrant visa allocations; (4) minor children; (5) shortage occupations; (6) student and advanced degree visas; (7) children of Filipino World War II veterans; (8) powerline workers; (9) aliens of extraordinary artistic ability; and (10) Haitian children. Securing Knowledge, Innovation, and Leadership Act of 2007 or the SKIL Act of 2007 - Exempts from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Revises certain: (1) student visa provisions; and (2) labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Hurricane Katrina Victims Immigration Benefits Preservation Act - Authorizes special immigration status, and related benefits, for qualifying aliens who died, were disabled, or lost employment as a direct result of Hurricanes Katrina or Rita, and for certain of their family members. Immigrant Accountability Act of 2007 - Provides permanent resident status adjustment for a qualifying illegal alien (and the spouse and children of such alien) who has been in the United States for five years and employed (with exceptions) for specified periods of time. Authorizes mandatory departure and immigrant or nonimmigrant reentry for a qualifying illegal alien who has been present and employed in the United States since January 7, 2004. Establishes a three-year mandatory departure status, and sets forth immigration prohibitions and penalties for failure to depart or delayed departure. Directs the Secretary of Health and Human Services to establish a state impact assistance grant program to provide health and education services to noncitizens. Agricultural Job Opportunities, Benefits, and Security Act of 2007, or AgJOBS Act of 2007 - Establishes a pilot program (Blue Card program) for adjustment to permanent resident status of qualifying agricultural workers who have worked in the United States during the two-year period ending December 31, 2005, and have been employed for specified periods of time subsequent to enactment of this Act. Revises the H-2A (temporary agricultural worker) program. Development, Relief, and Education for Alien Minors Act of 2007 or the DREAM Act of 2007 - Eliminates denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes cancellation of removal and adjustment to conditional permanent resident status of certain alien students who are long-term U.S. residents. Sets forth the conditions for a six-year conditional permanent resident status. Authorizes the Assistant Attorney General, Office of Justice Programs, to award grants to qualified nonprofit community organizations to educate and support nonprofit agencies, immigrant communities, and other interested entities regarding the provisions of this Act. Strengthening American Citizenship Act of 2007 - Directs: (1) the Chief of the Office of Citizenship of the Department of Homeland Security (DHS) to provide grants to assist legal U.S. residents who declare an intent to apply for citizenship in the United States to meet naturalization requirements; and (2) the Secretary to establish an American citizenship grant program for qualified entities to provide civics, history, and English classes to promote the patriotic integration of prospective citizens. Authorizes the Secretary of State to award a grant to a U.S. land grant university to establish a university-based Mexican rural poverty mitigation program. Sets forth provisions respecting: (1) additional DHS and Department of Justice immigration personnel; and (2) the Board of Immigration Appeals. Kendell Frederick Citizenship Assistance Act - Provides that fingerprints provided by a qualifying individual at the time of military enlistment shall satisfy naturalization fingerprint requirements. Requires the Secretary to establish a toll-free naturalization assistance telephone number for Armed Forces members and their families. State Court Interpreter Grant Program Act - Provides state courts grants to assist individuals with limited English proficiency to access and understand court proceedings, and allocates funds for a related court interpreter technical assistance program. Border Infrastructure and Technology Modernization Act - Provides for: (1) a port of entry infrastructure assessment study; (2) a national land border security plan; (3) a port of entry technology demonstration program; and (4) expansion the Customs-Trade Partnership Against Terrorism programs along the northern and southern borders. September 11 Family Humanitarian Relief and Patriotism Act - Provides permanent resident status adjustment or cancellation of removal and permanent resident status adjustment for a qualifying alien who was on September 10, 2001, the wife, child, or dependent son or daughter of a lawful nonimmigrant alien who died as a result of the September 11, 2001, terrorist attacks against the United States. Sets forth provisions respecting: (1) noncitizen Armed Forces membership; (2) surveillance programs, including aerial and unmanned aerial surveillance; (3) a Northern Border Prosecution Initiative; (4) reimbursement of Southern Border State and county prosecutors for prosecuting federally initiated drug cases; (5) screening of municipal waste; (6) border security on federal land; and (7) parole and status adjustment relief for qualifying widows and orphans. Initial Entry, Adjustment, and Citizenship Assistance Grant Act of 2007 - Authorizes the Secretary to award initial entry, status adjustment, and citizenship assistance grants to qualifying community-based organizations. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend the travel document plan deadline. States that English is the national language of the United States. Requires the government to preserve and enhance the role of English as the national language of the United States. Amends the Homeland Security Act of 2002 to establish the Office of Internal Corruption Investigation. Directs the Secretary to adjust to permanent resident status specified asylee applicants who are members of a persecuted religious minority. Intercountry Adoption Reform Act of 2007 or the ICARE Act - Establishes an Office of Intercountry Adoptions within the Department of State to be headed by the Ambassador at Large for Intercountry Adoptions. Sets forth Office functions, including: (1) approval of family to adopt (divided into U.S. regions); (2) child adjudication; (3) family services; (4) international policy development; and (5) administration and enforcement. Revises provisions for automatic citizenship for children born outside the United States, including adopted children. Establishes a nonimmigrant W-visa for an adoptable child coming to the United States for adoption by a U.S. citizen and spouse jointly or by an unmarried U.S. citizen at least 25 years of age who has been approved by the Office of International Adoption of the Department of State. Sets forth adoption-related enforcement and penalty provisions.

Military and Veterans Traumatic Brain Injury Treatment Act

Military and Veterans Traumatic Brain Injury Treatment Act - Directs the Secretaries of Defense and Veterans Affairs to jointly establish a program of treatment and rehabilitative services for traumatic brain injury (TBI) with respect to members of the Armed Forces and veterans. Requires the: (1) Secretary of Defense to establish protocols for the detection and diagnosis of TBI; (2) Secretaries to inform members and veterans with TBI and their families as to treatment rights and options available; (3) Secretaries to assign a qualified lead case manager and lead primary care physician to each member and veteran that participates in the program; and (4) Secretaries to enter into cooperative agreements with entities with expertise in the treatment and rehabilitation needs of individuals with TBI. Directs the Secretaries to establish protocols to ensure that members receive continuity of care and assistance during and after the transition from military service to civilian life. Requires the Secretary of Defense to: (1) review certain previous decisions of discharge from the Armed Forces under other than honorable conditions to determine whether a TBI was a cause of action that precipitated the discharge and, if so, reconsider and redesignate the discharge; and (2) conduct specified TBI research.

To direct the Secretary of Defense to ensure that every member of the Armed Forces undergoes a medical examination prior to separation or discharge, and for other purposes.

Directs the Secretary of Defense to ensure that every member of the Armed Forces who has served in the Global War on Terror: (1) undergoes a physical examination before the member's separation or discharge to determine their medical condition; or (2) is reimbursed for receiving such an examination from a licensed physician within 45 days after separation or discharge. Requires: (1) the Secretaries of Defense and Veterans Affairs to use the same forms for medical examinations for members and veterans, respectively; (2) Secretary of the military department concerned to ensure that a copy of a member's service medical record is transmitted to the Secretary of Veterans Affairs upon the member's separation or retirement; and (3) Secretary of Veterans Affairs to use results of medical examinations provided by the Secretary of Defense for purposes of making disability compensation claim determinations.

To ensure that members of the National Guard and Reserves are able to fully participate in the benefits delivery at discharge program administered jointly by the Secretary of Defense and the Secretary of Veterans Affairs to provide information and assistance on available benefits and other transition assistance to members of the Armed Forces who are separating from the Armed Forces.

Montgomery GI Bill for Life Act of 2007

Montgomery GI Bill for Life Act of 2007 - Provides that, if an individual eligible for educational assistance under the Montgomery GI Bill is enrolled in an educational institution and the period of such individual's entitlement (ten years after discharge or release from active duty) would expire during a term, quarter, or semester of enrollment, that period shall be extended to the end of that term, quarter, or semester. Allows such an extension until the later of the end of the course or 12 weeks, in the case of an educational institution not regularly operated on a quarter or semester basis. Repeals the: (1) 14-year (after first becoming entitled) limit on the use of educational assistance by members of the Selected Reserve; and (2) ten-year limit on the use educational assistance by members of the Ready Reserve who are separated due to disability after supporting contingency and certain other operations.

Early Access to Vocational Rehabilitation and Employment Benefits Act

Early Access to Vocational Rehabilitation and Employment Benefits Act - Entitles to veterans vocational rehabilitation benefits any member of the Armed Forces hospitalized or receiving outpatient medical care, services, or treatment who is: (1) determined to have a permanent total disability incurred or aggravated in the line of duty; and (2) likely to be discharged or released from active service for such disability.

To direct the Secretary of Veterans Affairs to increase the number of benefits claims representatives employed by the Department of Veterans Affairs, and to ensure that there are not fewer than two such claims representatives located at each center for the provision of readjustment counseling and related mental health services established under section 1712A of title 38, United States Code (commonly referred to as a "vet center"), to help reduce the backlog of claims pending with the Department of Veterans Affairs.

Directs the Secretary of Veterans Affairs to increase the number of benefits claims representatives employed by the Department of Veterans Affairs (VA) so that there are no fewer than two representatives for each center for the provision of veterans' readjustment counseling and related mental health services (known as vet centers). Requires the Secretary to: (1) ensure that representatives have a specified level of knowledge of the benefits claims process; and (2) direct additional VA resources to more hours of social worker and mental health time, more staff to keep vet centers open longer, and the provision of links to veteran job centers and training.

To provide for the redeployment of United States Armed Forces and defense contractors from Iraq.

Requires the Secretary of Defense: (1) within 90 days after the enactment of this Act, to commence the redeployment of units and members of the Armed Forces (U.S. forces) deployed in Iraq as part of Operation Iraqi Freedom and defense contractors operating in Iraq and funded using amounts appropriated to the Department of Defense (DOD); and (2) to complete such redeployment within 180 days after its commencement. Prohibits the use of DOD funds to increase the number of U.S. forces serving in Iraq in excess of the number of U.S. forces serving in Iraq as of January 1, 2007, unless specifically authorized by Congress. Authorizes the Secretary to retain in Iraq U.S. forces for: (1) providing security for embassy and diplomatic missions; (2) protecting American citizens; (3) serving in roles consistent with diplomatic positions; (4) engaging in targeted special actions of killing or capturing members of al-Qaeda and other terrorist organizations with global reach; and (5) training and equipping members of the Iraqi Security Forces. Makes funds immediately available to plan and execute a redeployment of U.S. forces and defense contractors from Iraq. Requires the President to transfer to the government of Iraq all right, title, and interest held by the United States in any military facility in Iraq that was constructed, repaired, or improved using amounts appropriated to DOD and occupied by U.S. forces. Prohibits any funds from being used to further deploy U.S. forces to Iraq after completion of the redeployment, unless specifically authorized by Congress. Prohibits anything in this Act from being construed to: (1) restrict the locations outside of Iraq to which U.S. forces redeployed from Iraq may be transferred; (2) prohibit or otherwise restrict the use of funds available to DOD for the purpose of providing financial assistance or equipment to the Iraqi Security Forces or multinational forces providing security or training in Iraq at the request of the government of Iraq; (3) prohibit or otherwise restrict the use of funds available to any department or agency of the United States (other than DOD) to carry out diplomatic, social, and economic reconstruction activities in Iraq at the request of the government of Iraq; and (4) prohibit or otherwise restrict the authority of the President to arrange asylum or other means of protection for Iraqi citizens who might be physically endangered by the redeployment of U.S. forces from Iraq.

Comprehensive Veterans Benefits Improvements Act of 2007 - Makes various changes or additions to veterans' compensation, pension, health care, housing, burial, and other benefits, including: (1) a report on veterans who were misclassified as not being catastrophically disabled; (2) a pilot program on veterans' lung cancer screening; (3) a repeal of the prohibition against the concurrent receipt of veterans' disability compensation or pension and military retired pay; (4) an increase in the rates of veterans' disability compensation; (5) a repeal of the reduction of Survivor Benefit Plan (SBP) annuities by the amount of veterans' dependency and indemnity compensation (DIC) received; (6) a report on the adequacy of DIC for survivors of veterans who die from service-connected disabilities; (7) a reduction in premiums under the service-disabled veterans life insurance program; (8) an increase in the veterans' burial plot allowance; (9) an FY2008 authorization of appropriations for the state cemetery grants program; (10) an increase in grant amounts for specially adapted housing for veterans; (11) an increased coverage amount under the veterans' mortgage life insurance program; (12) adjusted veterans' home loan fees; (13) judicial review of the adoption or revision of veterans' disability ratings; (14) establishment of the DOD/VA Clinical Information Data Exchange Bureau; (15) a study and report concerning the disability ratings systems of the Department of Defense (DOD) and the Department of Veterans Affairs (VA); and (16) a report on the provision of assisted living benefits for veterans.

A bill to amend section 2306 of title 38, United States Code, to make permanent authority to furnish government headstones and markers for graves of veterans at private cemeteries, and for other purposes.

U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 - Makes emergency supplemental FY2007 appropriations for military operations in Iraq and Afghanistan as well as specified activities, including international and security-related activities, of the Departments of Defense (Military, including funds for Iraqi and Afghan security forces), of Justice, of Energy, of Homeland Security, of Defense (military construction and base closure), of State (including international peacekeeping operations), related agencies, and the House of Representatives and the Government Accountability Office (GAO). Provides funds to enable military commanders in Iraq and Afghanistan to respond to urgent humanitarian relief and reconstruction requirements. Requires the Secretary of Defense to inspect annually military medical treatment facilities, including military quarters housing medical hold or holdover personnel, to insure that they meet acceptable standards for their maintenance and operation. Requires additional inspections of identified deficiencies. Provides funds to the Government of Iraq to support the disarmament, demobilization, and reintegration of militias and illegal armed groups. Authorizes the President to award the Medal of Honor to Woodrow W. Keeble for valor during the Korean War. Provides funds to local education agencies (LEAs) in districts adversely affected by significant changes in the military population. Expresses the sense of Congress that: (1) as battalions of the Iraqi security forces achieve a level of combat proficiency to conduct independent combat operations without support from Iraqi Coalition forces, U.S. Armed Forces units should be redeployed from Iraq; and (2) regular, accurate accounts of the combat proficiency of Iraqi battalions security forces are necessary for the American public to gauge the development of them. Prohibits the use of funds to deploy or redeploy any unit of the Armed Forces to Iraq unless the President has certified to the congressional appropriations committees in advance that the unit is fully mission capable. Sets a maximum number of days for deployment or redeployment in Iraq for military units. Authorizes the President to waive such prohibition and deployment or redeployment limits on a unit-by-unit basis for reasons of national security. Provides that such limitations shall not be construed to require force levels in Iraq to be decreased below total U.S. force levels before January 10, 2007. Prohibits the use of funds to close Walter Reed Army Medical Center until equivalent medical facilities at the Walter Reed National Military Medical Center at Naval Medical Center, Bethesda, Maryland, and/or the Fort Belvoir, Virginia, Community Hospital have been constructed and equipped. Specifies conditions for assistance to Lebanon. Provides funds to assist Liberia in retiring its debt arrearages. Requires the Department of State to provide GAO staff members the country clearances, life support, and logistical and security support necessary for them to establish a presence in Iraq for at least 45 days. Makes additional appropriations for disaster relief and recovery related to Hurricanes Katrina, Wilma, Dennis, and Rita to the Departments of Agriculture, of Justice, of Commerce, of Defense (Civil), of Homeland Security, of the Interior, of Education, of Transportation, of Housing and Urban Development, as well as the Small Business Administration (SBA). Makes other emergency appropriations for specified purposes to the Departments of Defense (Civil), of the Interior, of Agriculture, of Health and Human Services (for the Low-Income Home Energy Assistance Program (LIHEAP) and for response to an influenza pandemic), of Veterans Affairs (particularly veterans' health programs), of Housing and Urban Development, as well as the legislative branch. Makes appropriations to the Department of Health and Human Services, Centers for Medicare and Medicaid Services, to eliminate the FY2007 shortfall in funding for the State Children's Health Insurance Program (SCHIP). Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands and to American Samoa. Small Business and Work Opportunity Tax Act of 2007 - Amends the Internal Revenue Code to: (1) extend and revise certain tax provisions affecting small business owners, including the work opportunity tax credit and expensing of small business assets; (2) extend and expand certain tax incentives for investment in the Gulf Opportunity (GO) Zone; (3) revise requirements relating to subchapter S corporations; and (4) modify certain miscellaneous tax administration requirements.

Traumatic Brain Injury Health Enhancement and Long-Term Support Act of 2007

Traumatic Brain Injury Health Enhancement and Long-Term Support Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program to screen veterans eligible for Department of Veterans Affairs (VA) hospital, medical, and nursing home care for symptoms of traumatic brain injury (TBI); (2) develop and carry out a program of long-term care for post-acute TBI rehabilitation; (3) establish a TBI transition office at each VA polytrauma network site to coordinate the provision of health care and services to veterans who suffer from moderate to severe TBI and are in need of health care and services not immediately offered by the VA; (4) establish and maintain the Traumatic Brain Injury Veterans' Health Registry; (5) establish and operate centers for TBI research, education, and clinical activities; (6) establish the Committee on Care of Veterans with Traumatic Brain Injury; (7) carry out a pilot program to provide veterans' readjustment counseling and related mental health services through mobile Vet Centers; and (8) establish the Advisory Committee on Rural Veterans.

Agricultural Disaster Assistance and Western States Emergency Unfinished Business Appropriations Act, 2007

Agricultural Disaster Assistance and Western States Emergency Unfinished Business Appropriations Act, 2007 - Appropriates FY2007 amounts for emergency financial assistance to producers on a farm that incurred qualifying quantity or quality losses for the 2005 or 2006 crop, or that part of the 2007 crop year before February 28, 2007, due to damaging weather or any related condition (including crop diseases, insects, and delayed planting). Requires that an eligible crop must have been planted before February 28, 2007, or in the case of prevented planting or other total loss, would have been planted before such date. Requires a producer who suffered qualifying losses to elect assistance for only one of such years. Appropriates amounts for payments through the livestock compensation program for livestock assistance for disaster-caused losses between January 1, 2005 and February 28, 2007, including losses from blizzards that began in 2006 and continued into January 2007. States that a producer: (1) shall elect to receive payments in only one of such years, and that such losses must have been incurred in a disaster-designated county; and (2) may elect to receive compensation for wildfire-caused losses in the 2007 grazing season. Appropriates amounts for livestock indemnity payments to producers on farms in disaster-designated counties that have incurred livestock losses between January 1, 2005 and February 28, 2007, including losses from blizzards that started in 2006 and continued into January 2007. Requires a producer who suffered qualifying losses to elect assistance for only one of such years. Appropriates amounts for agricultural and farm production land cleanup and restoration under the emergency conservation program. Reduces specified producer payments by amounts received for the same or similar loss under: (1) the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006; (2) an agricultural disaster assistance provision contained in the announcement of the Secretary on January 26, 2006, or August 29, 2006; or (3) the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006. Sets forth administrative provisions. Amends the Farm Security and Rural Investment Act of 2002 to revise national dairy market loss payment amount provisions. Appropriates amounts for dairy production losses in disaster counties. Directs the Secretary of Agriculture, in states with a shortage of claims adjusters, to permit the use of one certified claims adjuster with respect to animal forage crops (under the noninsured crop disaster assistance program). Appropriates amounts for emergency grants for low-income migrant and seasonal farmworkers. Appropriates amounts for Farm Service Agency salaries and expenses. Appropriates additional funds to the Department of Commerce, to remain available through FY2008, for the National Oceanic and Atmospheric Administration (NOAA) for operations, research, and facilities. Directs the National Marine Fisheries Service to distribute such amounts among eligible recipients of assistance for the commercial fishery failure declared by the Secretary of Commerce on August 10, 2006. Appropriates additional funds to the Department of the Interior (Bureau of Land Management) and to the Department of Agriculture (Forest Service) for wildland fire management/suppression, to be made available only if previously provided funds are insufficient. Appropriates additional funds to the Department of Agriculture for FY2007 for payments to be made, to the maximum extent practicable, in the same amounts and in the same manner as were paid to states and counties in 2006 under the Secure Rural Schools and Community Self-Determination Act of 2000.

To amend title 5, United States Code, relating to the use of the leave transfer program by wounded veterans who are Federal employees.

Requires all current detainees there to be: (1) transferred to a military or civilian detention facility in the United States (U.S. facility) and charged with a violation of U.S. or international law and tried before a regularly-constituted court; (2) transferred to a U.S. facility without being charged if the detainee may be held as an enemy combatant or pursuant to other legal authority; (3) transferred to an international tribunal operating under authority of the United Nations (UN) with jurisdiction to hold trials; (4) transferred to their country of citizenship or a different country for further legal process, provided that such country provides adequate assurances that the individual will not be subject to torture or cruel, inhuman, or degrading treatment; or (5) released from any further detention.

Veterans' Benefits Enhancement Act of 2007

Sets the maximum coverage amount at $50,000. Reduces the coverage amount by 80% once the veteran turns 70. Authorizes the Secretary to award grants to appropriate state veterans agencies for such purpose.

Terrorism Prevention and Deterrence Act of 2007 - Amends the federal criminal code to impose a fine and/or prison term of up to 25 years (or a life term if a death results) for providing, or attempting or conspiring to provide, material support or resources to a perpetrator of international terrorism, or to a family member or other person associated with such perpetrator, with the intent to facilitate, reward, or encourage any act of international terrorism. Provides for expanded jurisdictional bases for prosecuting such offense. Increases prison terms for providing material support to terrorists and foreign terrorist organizations and for receiving military-type training from a foreign terrorist organization. Prohibits attempts or conspiracies to receive such training. Increases criminal penalties for terrorist murders or manslaughters of U.S. nationals outside the United States. Specifies separate criminal penalties for kidnappings and sexual abuse of U.S. nationals outside the United States.

Jonathan Schulze Military Health Services Improvement Act of 2007 - Directs the Secretary of Defense to prescribe a requirement that members of the Armed Forces: (1) deploying to a combat theater receive a pre-deployment mental health evaluation conducted by a qualified mental health professional; and (2) returning from service of more than 30 days in a combat theater, or injured in a combat theater, receive a post-deployment combat stress evaluation conducted by a qualified mental health professional. Directs the Secretary to implement a program designed to: (1) raise awareness about mental health issues that members may encounter during and after deployment; and (2) reduce the stigma associated with mental health care. Directs the Secretary to develop a program to improve awareness of the availability of mental health services for, and warning signs about mental health problems in, dependents of members who served or will serve in a combat theater during the previous or next 60 days. Requires such program to include a toll-free number and informational website. Directs the Secretary: (1) and the Secretary of Veterans Affairs to enter into a memorandum of understanding to improve the transition of mental health-related cases from the Department of Defense (DOD) to the Department of Veterans Affairs (VA); (2) of Veterans Affairs to implement a pilot program to treat female victims of combat stress; (3) to create an information clearinghouse to improve the availability of information about mental health professionals who treat combat stress; and (4) to provide for the availability (for afour-year period) of mental health services under the TRICARE program (a DOD managed health care program) for reserve personnel who performed certain active duty (and their family members).

To amend title 10, United States Code, to authorize an allowance for civilian clothing for members of the Armed Forces traveling in connection with medical evacuation.

Amends the Internal Revenue Code to establish in the Treasury the Health Care Comparative Effectiveness Research Trust Fund. Makes appropriations. Imposes on health insurance policy issuers (including self-insured health plans) a fee for each specified policy for each policy year, whose equivalent amounts shall be transferred into the Fund. Directs the Secretary of Health and Human Services to establish a permanent council to assist the offices and agencies of the Departments of Health and Human Services, of Veterans Affairs, and of Defense, and any other department or agency, to coordinate the conduct or support of health services research.
