Energy and Defense Industry Protection Act - Makes it unlawful for: (1) any person who is not a citizen of the United States; or (2) an entity which is owned or controlled by a person who is not a citizen of the United States; to control any American issuer registered under the Securities Exchange Act if such issuer is engaged in the energy or defense industries. Authorizes the Administrator of the Federal Energy Administration to exempt any issuer engaged in the energy industry from the prohibition of this Act if the Administrator finds that the granting of such exemption would not adversely affect the production or supply of energy within the United States. Authorizes the Secretary of Defense to exempt any issuer engaged in the defense industry from the prohibition of this Act if the Secretary finds that the granting of such exemption would not adversely affect the national defense. States that any person who is in violation of the provisions of this Act on the date of enactment shall have two years from such date to bring himself into compliance.

National Emergencies Act - Title I: Terminating Existing Declared Emergencies - States that all powers and authorities conferred by law upon the President, any other officer or employee of the Federal Government, or upon any department, agency, independent establishment, or any other body of the Federal Government, and all powers and authorities conferred by any Executive Order pursuant to law as a result of the existence of any national emergency in effect immediately prior to the two hundred and seventy-first day after the date of enactment of this Act, are terminated on such two hundred and seventy-first day. Title II: Future National Emergencies - Provides that in the event the President finds that the proclamation of a national emergency is essential to the preservation, protection, and defense of the Constitution, and is essential to the common defense, safety, or well-being of the territory and people of the United States, the President is authorized to proclaim the existence of a national emergency. Title III: Declarations of War by Congress - Stipulates that whenever Congress declares war, any provisions of law conferring powers and authorities to be exercised during time of war or a national emergency shall be effective from the date of such declaration and remain in effect only in accordance with the provisions of this Act. Title IV: Future National Emergencies - Provides that when the President declares a national emergency, or Congress declares war, any provisions of law conferring powers and authorities to be exercised during such a national emergency or during a war declared by the Congress shall be effective and remain in effect with respect to such emergency or war only in accordance with this Act. States that when the President declares a national emergency, no powers made available by statute for use in the event of an emergency shall become operative unless and until the President specifies by Executive Order the specific provisions of law under which he proposes that he, or other officers of the executive branch, will act. Provides that any national emergency declared by the President in accordance with this title shall terminate 180 days after the date the national emergency was declared unless Congress, by concurrent resolution, provides otherwise. Title V: Miscellaneous - Provides that when the President declares a national emergency, or Congress declares war, the President shall be responsible for maintaining a file, and an index thereof, of all Executive Orders issued by the President. Directs the President to transmit to the House of Representatives and the Senate and to the appropriate committees of the Congress the texts of each order, rule, or regulation, by whatever name called, promulgated by any executive department, administration, independent establishment, board, commission, official, group of officials, or other rulemaking authority. Title VI: Repeal of Certain Emergency Power Statutes - Provides for the repeal of specified provisions of law dealing with emergency powers.

Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Provides that, except as provided in this Act, the decisions of the Administrator of Veterans' Affairs on any question of law or fact concerning a claim for benefits or payments shall be final and conclusive. States that in the event of a disagreement with respect to any claim on account of disability or death (including peacetime veterans resulting from disease or injury incurred or aggravated in line of duty, within 12 months after discharge if he or she is disabled by disease then it is presumed that such disease was prevalent at time of discharge) an action may be brought against the United States and jurisdiction is conferred upon such courts to hear and determine all such controversies. Limits institution of any such claim to within two years from the date of notice by the Administrator of his determination with respect to such claim or within two years after the date of enactment of this Act, whichever date is the later. Provides that, notwithstanding the provisions of the Act to provide that the unexplained absence of any individual for seven years shall be deemed sufficient evidence of death for the purpose of laws administered by the Veterans' Administration, a finding of death made by the Administrator shall not be final and conclusive in an action brought under this Act.

Armed Forces Drug Dependency Treatment and Rehabilitation Act - Directs the Secretary of Defense to require examination of each member of the armed forces to determine which members are drug dependent. Requires that treatment be provided such members. Provides that members of the armed forces charged with possession of a habit-forming drug shall be accepted for treatment. Provides that prosecution of such offense shall be waived on condition that such member complies with the requirements established for treatment. Requires that information given in seeking treatment shall be held in the strictest confidence. Specifies that neither a condition of drug dependency nor possession for personal use shall warrant disciplinary action. Requires the President to take action to seek agreement with foreign nations whereby members shall not be prosecuted for drug use or possession when such members volunteer for treatment under this Act.

Directs the Administrator of Veterans' Affairs to provide to any claimant for any benefit under law administered by the Veterans' Administrator a list of such documentary information which the claimant will likely need to support his claim. Provides that the Administrator shall recognize any individual admitted to practice law before the highest court in any State or the District of Columbia to act as an agent or attorney in the preparation, presentation, or prosecution of any claim under laws administered by the Veterans' Administration. Describes the procedure for review of a case by the Board of Veterans' Appeals and for appeals from the decision of such Board.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits as prescribed in this Act.
