Veterans Educational Opportunities Enhancement Act of 2003 - Amends Federal veterans' benefits provisions to allow the basic pay reduction for entitlement to veterans educational assistance under the Montgomery GI Bill to be taken over two years (currently one year). Allows the withdrawal of an election not to receive such assistance during a specified open period for an individual who: (1) first becomes a member or enters into active service on or after the enactment of this Act; (2) continues to serve the period of obligated service without a service break; (3) before completing such period, is discharged or released from duty for a service-connected disability, a preexisting medical condition, a hardship, a physical or mental condition that did not result from the individual's own willful misconduct, or for the convenience of the Government; (4) completes the requirements of a secondary school diploma or equivalency certificate or 12 semester hours toward a standard college degree; and (5) is discharged honorably or placed on one of specified retirement lists. Provides a basic pay reduction for entitlement to such assistance. Provides an opportunity for certain active-duty military personnel who first became a member of the armed forces before July 1, 1985, to enroll for such assistance during an open period under eligibility requirements very similar to those above, and requires a similar basic pay reduction for such assistance.

Reservist and National Guard Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the institution is obligated to refund tuition or fees paid prior to the commencement of active duty.

Armed Forces Tax Fairness Act of 2003

Armed Forces Tax Fairness Act of 2003 - Amends the Internal Revenue Code to authorize a member of the uniformed services on "qualified official extended duty" (any duty in excess of 180 days while serving at a duty station which is at least 150 miles from the principal residence or while residing under Government orders in Government quarters), to extend for five years the five-year period utilized in determining full exclusion of gain from the sale of a principal residence. Includes among the uniformed services: (1) the armed forces; (2) the commissioned corps of the National Oceanic and Atmospheric Administration; and (3) the commissioned corps of the Public Health Service. Makes such provisions effective as if included in section 312 of the Taxpayer Relief Act of 1997. States that if a refund or credit resulting from such exclusion is prevented before the close of the one-year period beginning on the date of the enactment of this Act by the operation of any law or rule of law (including res judicata), such refund or credit may be allowed if claimed before the close of such period. Excludes from gross income as a qualified military benefit the amount of the death gratuity payable under chapter 75 of title 10 of the United States Code, effective with respect to deaths occurring after September 10, 2001. Exempts amounts received under the Homeowners Assistance Program from inclusion as gross income. Extends combat zone filing rules to contingency operations. Includes ancestors or lineal descendants of past or present members of the armed forces or of cadets as qualifying members of veterans' organizations for purposes of such organizations' tax-exempt status determination. Includes dependent care assistance provided under a dependent care assistance program for a member of the uniformed services by reason of such member's status or service as an income-excludable qualified military benefit. Exempts distributions from an education individual retirement account from the ten percent additional tax for non-educational use: (1) if made for an account holder at the United States Military Academy, the United States Naval Academy, the United States Air Force Academy, the United States Coast Guard Academy, or the United States Merchant Marine Academy; and (2) to the extent that the distribution does not exceed the costs of advanced education. Provides a deduction (limited to $1,500) for itemizers and non-itemizers for unreimbursed overnight travel, meals, and lodging expenses of National Guard and Reserve members who must travel more than 100 miles away from home and stay overnight as part of their official duties. Provides that amounts transferred to any trust fund under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act shall be determined as if this Act had not enacted.

Makes eligible for the program Priority 1 veterans (those with service-connected disabilities rated 50 percent or more) and Medicare-eligible veterans. Requires the Secretary of Health and Human Services to reimburse the Secretary for the costs of drugs and medicine furnished to the Medicare-eligible veterans under the program. Requires the Secretary to: (1) develop and maintain a database of veterans who enrolled in and applied for the program; and (2) implement a computerized patient profile system for program participants.

Modifies wiretap order reporting requirements. Eliminates: (1) the automatic excuse from jury service for members of the armed forces, members of fire and police departments, and public officers; and (2) public drawing requirements for the selection of juror wheels. Makes the supplemental attendance fee for petit jurors serving on lengthy trials applicable where the juror is required to attend more than five (currently, 30) days in hearing one case. Sets forth or modifies various provisions regarding judicial personnel administration, benefits, and protections, including provisions concerning: (1) disability retirement and cost-of-living adjustments of annuities for territorial judges; (2) compensation for Federal Judicial Center employees; (3) the annual leave limit for judicial branch executives; (4) a supplemental benefits program for judicial branch employees; (5) inclusion of judicial branch personnel in the organ donor leave program; and (6) maximum compensation for attorneys and for services other than counsel. Prohibits knowingly filing a false lien or encumbrance against the real or personal property of a Federal judge in any public record or any private record that is generally available to the public. Authorizes the judicial council of each circuit (currently each court of appeals) to appoint a librarian. Requires the Judicial Conference to take specified steps to safeguard the privacy of judicial branch officers and employees from the interception of electronic communications, with exceptions.

Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Assuring Honesty and Accountability Act of 2003 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to extend through FY 2008 the discretionary spending limits (spending caps) for defense and nondefense categories in new budget authority and outlays. Retains (eliminates the expiration of) pay-as-you-go. Retains (eliminates the expiration of) specified budget enforcement mechanisms. Amends the Congressional Budget Act of 1974 concerning legislation which: (1) evades specified budget enforcement mechanisms; (2) provides direct spending (to be included in the Congressional Budget Office (CBO) analysis (scoring); and (3) is unreported by committee (for purposes of budget point of order rules). Limits the adjustment required to the discretionary spending limits in new budget authority for FY 2004 when new budget authority for operations of the Department of Homeland Security or grants to States and localities for homeland security is enacted. Requires the Secretary of Homeland Security to conduct a homeland security needs assessment. Requires reports on legislation which provide new budget, spending, or credit authority or otherwise provide an increase or decrease in revenues or tax expenditures to include a projection by CBO of the cost of debt servicing (interest). Amends the Congressional Budget and Impoundment Control Act of 1974 to address issues of emergency spending through: (1) establishing criteria and guidelines; (2) the inclusion of a reserve fund in the President's Budget; and (3) requiring a separate House vote on an emergency designation. Amends the Rules of the House of Representatives concerning: (1) budget compliance statements (permitting inclusion of budgetary implications); and (2) justification for budget act waivers (inclusion required for bill consideration).

Directs the Secretary of Defense to prescribe rules of evidence and procedure, incorporating specified requirements, to apply to the tribunals. Authorizes the President to direct the Secretary of Defense to detain individuals subject to such tribunals in accordance with such rules and international law of armed conflict. Provides for judicial review of tribunal decisions and detention determinations. Expresses the sense of Congress that the President should seek the cooperation of U.S. allies and other nations in conducting investigations and prosecutions of such individuals. Requires the President to submit annual reports to Congress on the use of authority under this Act and on each individual subject to or detained for a tribunal.

Encroachment on Military Bases Prevention Act - Amends the Endangered Species Act to prohibit the Secretary of the Interior (Secretary) from designating as critical habitat any lands or areas owned and controlled by the Department of Defense, or designated for its use, that are subject to an integrated natural resources management plan under the Sikes Act if the Secretary determines that such plan addresses special management considerations or protection. Requires the Secretary to consider impact on national security when making critical habitat determinations. Amends the Act commonly known as the National Park System General Authorities Act to require: (1) the Secretary to notify the Secretary of Defense of the exact military lands included in any study of an area for potential inclusion in the National Park System (NPS); and (2) the Secretary of Defense to evaluate the existing environmental protections for such lands and the importance of such lands to military readiness and preparation. Authorizes the Secretary of Defense to require the Secretary to exclude such lands if it is determined that current environmental protections are adequate and that their inclusion in the NPS would adversely affect military readiness and preparation. Amends the National Marine Sanctuary Act to prohibit the Secretary from including as a national marine sanctuary any area that the Secretary of Defense has designated for use for military readiness activities.

Freedom to Read Protection Act of 2003 - Amends the Foreign Intelligence Surveillance Act of 1978 (the Act) to provide that no application by the Director of the Federal Bureau of Investigation (FBI) to a U.S. court for an order requiring the production of tangible things for an investigation to obtain foreign intelligence information from a U.S. person or to protect against international terrorism may be made for the sole purpose of searching for, or seizing from, a bookseller or library documentary materials that contain personally identifiable information concerning a patron. Provides that nothing in this Act shall be construed to preclude a physical search for documentary materials (including books, records, papers, documents, and other items) under other provisions of law. Revises congressional reporting requirements under the Act to require the Attorney General, in informing Congress with respect to applications for orders approving requests for the production of tangible things, to: (1) describe the specific purpose of each order application; (2) analyze the effectiveness of each application that was granted or modified in protecting U.S. citizens against terrorism; and (3) make public such information provided in a manner consistent with the national security of the United States.

Uniformed Services Divorce Equity Act of 2003 - Requires a court, in the case of the disposition of monthly retired pay upon a divorce, to award the former spouse 50 percent of such pay of a member of the uniformed services if the former spouse was married to the member throughout the member's creditable service. Reduces such amount proportionately for the reduced period of the marriage in relation to the total service period. Requires that, if the marriage period is: (1) less than 240 months, such payments shall continue for a period equal to the marriage period; and (2) 240 months or more, such payments shall continue at least until the death of the member or former spouse. Provides that for purposes of such monthly payments, the disposable retired pay of a member to whom a final divorce, disillusionment, annulment, or legal separation decree is issued before the member begins to receive such pay shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Prohibits a court from ordering such payments before a member's retirement based upon an imputation of a property interest in future retired pay. Requires a former spouse to obtain a court order for reapportionment of disposable military retired pay within two years of the date of the final decree. Prohibits the court from treating as part of a member's disposable retired pay amounts which: (1) have been waived from such pay in order to receive veterans' disability compensation; or (2) represent payment for service-connected disabilities.
