Allied Nations Travel Modernization Act of 2019 This bill allows a country to qualify for the Visa Waiver Program by having a low rate of visa overstays by its nationals and making certain commitments to defense spending as part of the North Atlantic Treaty Organization (NATO). A country may qualify or maintain qualification for the Visa Waiver Program if (1) the nationals of that country did not overstay their U.S. nonimmigrant visas at a rate higher than 2% during the last two fiscal years, (2) the country is a signatory to the Wales Summit Declaration and has committed for the last two fiscal years sufficient resources to meet its obligations under the declaration, and (3) the Department of State has not in the last fiscal year issued any travel advisory to that country other than exercise normal precautions . The Wales Summit Declaration is a NATO document in which signatories agree to certain commitments, including certain minimum levels on annual defense spending.

Veterans' Credit Protection Act This bill directs the Department of Veterans Affairs (VA) to conduct outreach to inform veterans of how to resolve credit issues caused by a delayed payment of a claim for emergency hospital care, medical services, or other emergency health care furnished through a non-VA provider. The Government Accountability Office shall conduct a study that evaluates the effectiveness of the Office of Community Care in providing timely payment of a proper invoice for such care by the required payment date.

Sgt. Brandon Ketchum Never Again Act This bill requires the Department of Veterans Affairs (VA) to furnish inpatient psychiatric care upon request by a covered veteran at (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability. A covered veteran is a veteran who is enrolled in the VA health care system and is entitled to inpatient psychiatric care.

Restoring Maximum Mobility to Our Nation's Veterans Act of 2019 This bill requires the Department of Veterans Affairs (VA) to ensure that each wheelchair furnished to a veteran because of a service-connected disability restores the maximum achievable mobility and function in the activities of daily life, employment, and recreation. The VA may furnish a wheelchair to a veteran because the wheelchair restores an ability that relates exclusively to participation in a recreational activity.

Army Security Agency Monument Act This bill directs the Department of the Army to place in Arlington National Cemetery a monument honoring Army Security Agency veterans if the National Army Security Agency Association agrees to certain requirements, including that the association pay the monument's site preparation, construction, and maintenance costs.

Veterans' Record Reconstruction Act of 2019 This bill directs the Department of Defense (DOD) to develop guidelines regarding the use by the military departments and the Department of Veterans Affairs (VA) of unofficial sources of information to determine the eligibility of a member or former member of the Armed Forces for benefits and decorations when the member's service records are incomplete because of damage from the 1973 fire at the National Personnel Records Center in St. Louis, Missouri, or any subsequent incident while the records were in DOD's possession. DOD shall prepare the guidelines in consultation with the VA with respect to veterans benefits whose eligibility determinations depend on the use of service records maintained by DOD.

Servicewomen's Health Transition Training Act of 2019 This bill requires U.S. military service departments to encourage separating and retiring female service members to participate in the Women's Health Transition Training Program, which provides information on care available from the Department of Veterans Affairs. The bill requires military installations that have specified centers for transition assistance to advertise the program.

This bill provides for the continuation of certain military land withdrawals and makes changes to the administration of natural resources on military installations. The bill removes the U.S. Fish and Wildlife Service as the acting agency that provides for the conservation and rehabilitation of natural resources on military installations, except in the case of a military installation or state-owned National Guard installation in Alaska. Each integrated natural resources management plan for a military installation or state-owned National Guard installation outside Alaska must be reviewed (1) jointly by the military department concerned and the Department of the Interior, and (2) in a manner that provides affected states and Indian tribes and the public an opportunity to comment on any significant revisions to the plan that may be proposed. The bill eliminates the withdrawal termination date for lands including (1) the El Centro Naval Air Facility in California, (2) the Juniper Butte military range in Idaho, (3) the Barry M. Goldwater military range in Arizona, and (4) the Fort Irwin military land withdrawal in California. The land withdrawals for the Fort Greely and Fort Wainwright military training ranges in Alaska shall be terminated on November 6, 2026.

Combating Military Sexual Assault Act This bill addresses the prevention, investigation, and prosecution of sexual assault and related offenses in the Armed Forces. For example, the bill (1) expands training for, and responsibilities of, commanders of the Armed Forces with respect to such assaults; (2) extends the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces; (3) increases the number of digital forensic examiners in each military criminal investigation organization; (4) expands the authority of military judges with respect to certain pretrial matters; (5) makes sexual harassment a specific offense in the Uniform Code of Military Justice; and (6) and requires a pilot program on defense investigators within the military justice system.

National Guard and Reserves Retirement Pay Parity Act This bill revises the eligibility of certain reserve members for retired pay. Accelerating Defense Innovation Act of 2019 This bill establishes a pilot program within the Department of Defense (DOD) to grant money to certain small businesses and modifies provisions related to DOD funding of small businesses through Small Business Administration programs. Specifically, the bill creates the Domestic Investment Pilot Program, which allows DOD and service acquisition executives for each military department to make a Small Business Innovation Research (SBIR) program award to small businesses that are majority-owned by multiple domestic venture investors. However, no more than 15% of DOD SBIR funds may be awarded to such small businesses. In addition, the bill doubles funding for the Defense Research and Development Rapid Innovation Program, which is a competitive, merit-based program designed to accelerate the deployment of technologies developed through SBIR projects. The bill also allows DOD to award Small Business Technology Transfer (STTR) program funds to accelerate the creation of small businesses and the commercialization of research innovations. Further, the bill authorizes discretionary technical and business assistance through the SBIR and STTR programs for the purpose of aiding small businesses with cybersecurity decision-making, problem-solving, and development and commercialization of new products and processes. Lastly, DOD, in consultation with the military departments, must establish at least three joint reserve detachments at locations of the Defense Innovation Unit to (1) support engagement and collaboration with commercial innovation hubs, and (2) accelerate the transition and adoption of commercial technologies for national security purposes.

Department of Defense Appropriations Act, 2020 This bill provides FY2020 appropriations to the Department of Defense (DOD) for military activities. The bill excludes military construction, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all considered in other appropriations bills. Within the DOD budget, the bill provides appropriations for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; and Revolving and Management Funds. The bill provides appropriations for Other Department of Defense Programs, including the Defense Health Program, Chemical Agents and Munitions Destruction, Drug Interdiction and Counter-Drug Activities, and the Office of the Inspector General. The bill provides appropriations for (1) Related Agencies, including the Central Intelligence Agency Retirement and Disability System Fund and the Intelligence Community Management Account; and (2) Overseas Contingency Operations/ Global War on Terrorism. The bill also includes provisions that repeal the 2001 Authorization for Use of Military Force after 240 days; prohibit funds from being used to construct a wall, fence, border barriers, or border security infrastructure along the southern land border of the United States; prohibit funds from being used to deliver F-35 air vehicles or other F-35 weapon system equipment to Turkey; and direct the President to remove the Armed Forces from hostilities in or affecting Yemen unless a declaration of war or specific authorization has been enacted, with certain exceptions.

Energy and Water Development and Related Agencies Appropriations Act, 2020 This bill provides FY2020 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies such as the Nuclear Regulatory Commission. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, and the Office of the Assistant Secretary of the Army for Civil Works. The bill provides appropriations to DOE for Energy Programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Fossil Energy Research and Development; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; the Advanced Research Projects Agency--Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; the Office of Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill sets forth permissible and prohibited uses for funds provided by this and other appropriations Acts.

Training Acquisition Leaders and Elevating New Talent Act of 2019 or the TALENT Act This bill authorizes the Department of Defense (DOD) to establish a program to temporarily assign a member of the acquisition workforce to a private-sector organization or an employee of such an organization to DOD. Such an arrangement would require the consent of the individual who is assigned, extend for a period no more than two years, and be renewable to a total of four years. A member of the acquisition workforce who is assigned to a private-sector organization shall be considered to be on detail to a regular assignment in DOD. The agreement will address specific terms related to continued status as a federal employee, as well as—for nine-month or longer assignments—eligibility for placement in a new position allowing priority placement. DOD shall consider how assignments under this bill might best be used to help meet its needs concerning training of the acquisition workforce.

Service Member's Occupational and Environmental Transparency Health Act or the OATH Act This bill requires the Department of Defense (DOD) to (1) record service members' exposure to occupational and environmental health hazards while deployed overseas, and (2) make such information available for post-deployment medical examinations and health reassessments. DOD and the Department of Veterans Affairs must update electronic health records with information from the Burn Pit Registry (i.e., a registry designed to track certain airborne hazards). The Government Accountability Office must submit a report evaluating implementation of the above requirements.

Securing Energy for our Armed Forces Using Engineering Leadership Act of 2019 or the SEA FUEL Act of 2019 This bill directs the Department of Defense to carry out a program of research, development, testing, evaluation, study, and demonstration of technologies related to blue carbon capture and direct air capture, with the goals of developing technologies to turn carbon dioxide into clean fuels, creating products for military uses, and using the technologies at military facilities and in military transportation. The bill defines "blue carbon capture" as the removal of dissolved carbon dioxide from seawater through engineered or inorganic processes and "direct air capture" as the use of equipment to capture carbon dioxide directly from the air.

Veterans Affairs Saving Network Appointments From Upheaval Act or the VA SNAFU Act This bill revises the effective date of the Veterans Community Care Program (VCCP) to the date on which the first market area assessment is completed. Such assessments must be completed by the Department of Veterans Affairs (VA) to assess factors related to the provision of VA health care services (e.g., the capacity of the VA and providers under the VCCP to provide care). Additionally, the bill authorizes the VA to furnish care and services under the Veterans Choice Program until the VA has entered into contracts to provide care under the VCCP.

Supporting Veteran Caregivers Act of 2019 This bill requires the Department of Veterans Affairs (VA) to reevaluate the cases of family caregivers who were removed from the VA family caregivers program or had benefits reduced under such program to ensure the removal or reduction was consistent with the program's eligibility criteria. On the basis of the reevaluation, the VA must (1) offer reinstatement in the program to family caregivers who were improperly removed, and (2) reverse any reduction in benefits that was found to be improper. The VA must compensate family caregivers who were reinstated in an amount equal to the amount the caregivers would have received during the period of removal. Additionally, the VA must compensate family caregivers whose benefits were restored for the benefits they would have received if their benefits had not been reduced.

South China Sea and East China Sea Sanctions Act of 2019 This bill imposes sanctions on Chinese persons and entities that participate in certain activities related to China's territorial disputes in the South China Sea and East China Sea and addresses other related issues. The President shall impose property-blocking and visa-denial sanctions on Chinese persons and entities that (1) contribute to development projects in parts of the South China Sea contested by a member country of the Association of Southeast Asian Nations, or (2) engage in actions or policies that threaten the peace or stability in disputed South China Sea areas or in an East China Sea area administered by Japan or South Korea. The bill prohibits U.S. entities from investing in or insuring projects involving sanctioned entities in either sea. The President shall also impose prohibitions and restrictions on correspondent and payable-through accounts related to sanctioned entities if the Office of the Director of National Intelligence determines that China has taken certain actions, such as declaring an air defense identification zone over the South China Sea. The Government Publishing Office shall not publish any resources that portray the contested territories in either sea as part of China, with limited exceptions. The Department of Defense, U.S. flagged vessels, or U.S. aircraft may not take any action that implies recognition of China's claimed sovereignty over contested territories. The State Department shall periodically report to Congress identifying countries that recognize China's claims to the contested territories. Certain types of foreign aid may not be provided to such countries.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's sovereign territory in the Aegean Sea.

Private Corrado Piccoli Purple Heart Preservation Act This bill prohibits the sale of a Purple Heart, unless the sale is conducted by the member or former member of the Armed Forces to whom the Purple Heart was awarded. It imposes criminal penalties for a violation—a fine, a prison term of up to six months, or both.

Housing for Women Veterans Act This bill reauthorizes through FY2022 the Supportive Services for Veterans Families program, which provides financial assistance for supportive services for very low-income veteran families in permanent housing or transitioning from homelessness. Under the bill, a specified amount of such funding shall have a focus on providing assistance to women veterans and their families. The bill also requires the Department of Veterans Affairs to complete an analysis of programs that provide assistance to women veterans who are homeless or precariously housed to identify areas for improvement in such programs.

Compact of Free Association Veterans Review Act of 2019 or the COFA Veterans Review Act of 2019 This bill requires the Department of Veterans Affairs (VA) to carry out a three-year pilot program to provide hospital care, medical services, and other related services to veterans residing in the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia. Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Boosting Rates of American Veteran Employment Act or the BRAVE Act This bill authorizes the Department of Veterans Affairs (VA), in awarding a contract for the procurement of goods or services, to give preference to offerors based on the percentage of the offeror's full-time employees who are veterans. The VA is also authorized to debar from VA contracting for at least five years any offeror determined to have willfully and intentionally misrepresented the veteran status of its employees. Such debarment shall include the debarment of all principals in the offeror for at least five years.

Damon Paul Nelson and Matthew Young Pollard Intelligence Authorization Act for Fiscal Years 2018, 2019, and 2020 This bill authorizes various intelligence-related activities for FY2018-FY2020 and contains other intelligence-related provisions. The bill's provisions include increasing the maximum amount of voluntary separation pay for Central Intelligence Agency (CIA) employees; providing 12 weeks of paid parental leave for civilian intelligence community employees for the birth or adoption of a child, subject to various limitations; allowing an intelligence community employee who has been subjected to a possible prohibited personnel action to submit a claim to the inspector general of the intelligence community and authorizing the inspector general to convene an external review panel to review the claim; allowing a married, retiring CIA employee to elect to receive a reduced annuity in exchange for the employee's surviving spouse to continue receiving payments after the employee's death; authorizing each intelligence community element to establish higher pay rates for certain positions that require expertise in science, technology, engineering, or mathematics; requiring the Office of the Director of National Intelligence (ODNI) to establish the Supply Chain and Counterintelligence Risk Management Task Force; removing the foreign language requirement for certain senior CIA positions; establishing the Energy Infrastructure Security Center in the Department of Energy; requiring the ODNI to assess security vulnerabilities in state election systems before any regularly scheduled federal election and to brief Congress about detected foreign attempts to influence an upcoming federal election; and requiring reports on various topics, such as Iranian support for proxy forces in Syria and Lebanon and Russian financing for global influence campaigns.

Show Esteem and Respect for Veterans by Increasing Care and Equity Act or the SERVICE Act This bill provides eligibility for hospital care, medical services, and nursing home care for any mental illness through the Department of Veterans Affairs to veterans who served on active duty in a theater of combat operations. Specifically, combat veterans are eligible for such care regardless of (1) whether there is insufficient medical evidence to conclude such illness is service-connected, and (2) time limitations based on discharge or release from active military service.
