Veterans’ Compensation Cost-of-Living Adjustment Act of 2024

Veterans' Compensation Cost-of-Living Adjustment Act of 2024 This act requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2024. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

China Risk Reporting Act This bill requires publicly traded companies to report on specified connections to and reliance on supply chains in specified foreign markets, including China, Taiwan, and Japan. In particular, companies must describe their risk associated with (1) a significant disruption to the economic relations between China and the United States; (2) disruptions resulting from Chinese military action against Taiwan; and (3) exposure to material financial consequences caused by China, the Chinese Communist Party, or firms or other entities operating in China. Companies must also report any actions taken to minimize this risk.

First-Time Homebuyer Tax Credit Act of 2024 This bill modifies the first-time homebuyer tax credit. It allows a first-time homebuyer of a principal residence a tax credit for 10% of the purchase price of the residence, not to exceed $15,000. The bill revises the income formula for determining the maximum allowable credit amount, replaces the limitation on the credit based on purchase price (currently $800,000) with a limitation based on area median purchase price, and revises rules relating to transfer and recapture of the credit and to members of the Armed Forces.

Coast Guard Authorization Act of 2024

Coast Guard Authorization Act of 2024 This bill reauthorizes certain Coast Guard authorities and programs through FY2026, including by extending current levels for active-duty personnel and military training student loads. The bill also modifies several existing policies and programs. Among other provisions, the bill authorizes the Coast Guard to act to protect against damage or destruction resulting from cyber incidents, transnational organized crime, or foreign state threats;  exempts service life extension programs from certain requirements for acquisition projects or programs; provides the Coast Guard with direct hire authority to appoint Coast Guard Academy civilian faculty; provides members of certain reserve components with up to 12 inactive-duty training periods of parental leave; and expands benefits for individuals who are participating in the Career Intermission Program to include benefits such as disability and death benefits. The bill also  requires the Coast Guard to establish location specific tsunami evacuation plans for units and sectors located in areas that have a high or very high risk of a tsunami, establishes certain notice requirements for foreign vessels operating on the Outer Continental Shelf, amends the requirements for certain merchant mariner credentials, and requires higher-level review for certain determinations regarding the retention of an officer whose record includes a sexual assault offense. Further, the bill requires the Coast Guard to provide Congress reports detailing the status of the Polar Security Cutter program, among other reporting requirements. Additionally, the bill authorizes appropriations for the acquisition of additional vessels and aircraft, information technology modernization, and shoreside infrastructure.

Isakson-Roe Education Oversight Expansion Act This bill requires educational institutions to notify state approving agencies or the Department of Veterans Affairs (VA) within 30 days of becoming subject to certain unfavorable actions as a condition of approval for VA educational assistance purposes. For example, a reportable event would include punitive action taken against an educational institution by a state or federal agency. Institutions that are applying to have nonaccredited courses of education approved for purposes of VA educational assistance must also agree to notify the state approving agency or the VA within 30 days of the institution becoming subject to an unfavorable action. The state approving agency or the VA must take specified disciplinary action (e.g., revocation of the approval of courses and programs by an institution) if an institution does not comply with the notification requirements prescribed by this bill. The VA must establish a database within 180 days of the enactment of this bill for risk-based surveys, which deal with the oversight of educational institutions with courses and programs of education approved for purposes of VA educational assistance.
