Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 This bill provides FY2026 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. The bill provides appropriations for related agencies and programs, including the American Battle Monuments Commission, the U.S. Court of Appeals for Veterans Claims, Cemeterial Expenses of the Army, and the Armed Forces Retirement Home. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

This resolution directs the Clerk of the House of Representatives to make several corrections in the engrossment of H.R. 1 (One Big Beautiful Bill Act).  Specifically, the corrections strike provisions from the bill that  make a conforming amendment to the Low-Income Home Energy Assistance Act; reauthorize, and extend funding for, the Department of Agriculture's biobased markets program (i.e., BioPreferred Program) through FY2031; provide funding to the Department of Defense (DOD) for various intelligence-related activities and equipment, including enhancements to military intelligence programs; provide funding to DOD for exportable low-cost cruise missiles; provide funding for DOD to convert Ohio-class submarine tubes to accept additional missiles; specify that revisions to a land use plan may not prevent or delay the Department of the Interior from leasing certain federal land for oil and natural gas development;  nullify the Bureau of Land Management’s Public Land Order No. 7917 for Withdrawal of Federal Lands; Cook, Lake, and Saint Louis Counties, MN that was published on January 31, 2023; reinstate certain hardrock mineral leases in the Superior National Forest in Minnesota;  increase the penalty for aiding and abetting the understatement of tax liability with respect to the employee retention tax credit (ERTC) by a COVID-ERTC promoter and make other changes related to the ERTC; and specify that provisions in the bill regarding certain Department of Health and Human Services regulations also apply to successor regulations.

VA Mental Health Outreach and Engagement Act This bill requires the Department of Veterans Affairs (VA) to offer an annual mental health consultation to veterans who are receiving compensation for a service-connected disability relating to a mental health diagnosis. Additionally, the VA must conduct outreach regarding the availability of such consultations and other mental health services unless a veteran opts out of outreach. The bill requires the VA to utilize specified methods in its outreach efforts and to provide annual reports for the four years following the enactment of the bill regarding the outreach methods used to inform veterans about mental health consultations and services. The Government Accountability Office must report on the effect of this bill, including by reporting on the number of veterans who received mental health consultations and which outreach methods were most successful in reaching such veterans. The bill also extends certain higher loan fee rates through May 12, 2035, under the VA's home loan program. Such rates currently last through June 9, 2034.

Returning Illegals over Turmoil Act This bill establishes grounds for removal from, and future inadmissibility to, the United States for non-U.S. nationals ( aliens under federal law) who incite violence, participate in a riot or civil disturbance, or commit certain other acts while in the United States. Specifically, if, at the time of the offense, an individual is unlawfully present in the United States, a recipient of Deferred Action for Childhood Arrivals (DACA) status, or a lawful permanent resident, that individual is deportable and permanently inadmissible to the United States. This applies to such individuals convicted of, or who have admitted to having committed acts that constitute incitement to violence or physical participation in a riot or civil disturbance under federal, state, or local law; an actual or attempted assault, battery, or use of force against a law enforcement officer or a member of the Armed Forces of the United States; or the willful destruction, defacement, or vandalism of property owned or operated by a federal, state, or local government. The Department of Homeland Security may designate such offenses as grounds for expedited removal during specified types of declared emergencies. The bill also requires the detention of these individuals.

Modernizing All Veterans and Survivors Claims Processing Act This bill requires the Department of Veterans Affairs (VA) to plan and implement certain technological improvements to its systems, particularly in relation to the processing of claims and benefits. First, the bill requires the VA to submit to Congress its plan to make available an automation tool for processing claims. Such tool must automate the retrieval of the records of the veteran, compile evidence relevant to the determination of the claim, provide automated decision support relevant to the determination, automate information sharing between federal agencies, and assist in generating correspondence regarding the claim. Within one year of submitting this plan, the VA must ensure that each VA program office responsible for processing claims for pension or survivor benefits has an automation tool that at least assists in generating correspondence regarding the claim. The VA must also implement policies, processes, and technological capabilities to ensure that a claims processor is made aware of and assigned to address situations when (1) there is an increase in the amount of dependency compensation paid to a beneficiary for a child, and (2) any educational assistance is paid to the child of a veteran. Finally, the VA must submit a plan to Congress to ensure documents in the Veterans Benefits Management System are correctly labeled when uploaded.

Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 This bill sets forth policies and authorities for FY2026 for Department of Defense (DOD) programs and activities, military construction, and the national security programs of the Department of Energy and the Maritime Administration. It also authorizes appropriations for the Defense Nuclear Facilities Safety Board and the Naval Petroleum Reserves, and modifies the defense acquisition system to expedite delivery of capabilities to the Armed Forces. Among other elements, the bill authorizes the acquisition or modification of various military items (e.g., aircraft) and sets policy for certain procurement programs; authorizes research, development, test, and evaluation and sets policy for such activities; sets active component and reserve component end-strength levels; sets policy regarding various aspects of military health care and military compensation; sets policy regarding acquisitions and acquisition management, including contracting authorities and small businesses; sets policy for various matters related to DOD interactions with foreign nations, including matters concerning Israel; sets policy for various matters related to DOD cyber activities, cyber workforce and training, cybersecurity, and artificial intelligence matters; and authorizes the activities of the National Nuclear Security Administration, defense environmental cleanup, nuclear energy, and other defense activities. Stop Troubling Retroactive Invoices for Veteran Expenses Act of 2025 or the STRIVE Act of 2025 This bill prohibits the Department of Veterans Affairs (VA), under certain conditions, from collecting copayments from a veteran for hospital care or medical services more than two years after the veteran receives the care or service. Specifically, the VA is prohibited from collecting any copayment from a veteran for hospital care or medical services after the end of the two-year period beginning on the date the veteran received the care or service if the VA did not provide the veteran with timely notice of the copay or provide notice that the aggregate copay amount exceeds $2,000, annually adjusted for inflation. The VA may waive the requirement for a veteran to make any copayment for hospital care or medical services whenever it determines the waiver is appropriate, regardless of whether a veteran submits a request for a waiver. Finally, the bill extends the limitation on pension amounts for certain hospitalized or institutionalized veterans through February 29, 2032. Currently, the limitation expires on November 30, 2031.
