Veterans' STEM Education Program - Authorizes the Secretary of Veterans Affairs (VA) to pay an additional appropriate amount to each individual entitled to post 9/11 educational assistance who is pursuing a program of education with a STEM focus (science, technology, engineering, and math). Makes such amount in addition to any other educational assistance to which the individual is entitled. Requires information on such additional payments to be included in a currently-required annual VA educational assistance report.

Veterans Claims Efficiency Through Automation Act - Directs the Secretary of Veterans Affairs (VA) to include in a required annual VA activities and costs report to Congress a report on the automatic processing of claims for compensation during the preceding year, including each medical condition for which claims were processed and the number of claims for each condition.

Wounded Veteran Job Security Act - Expands the definition of "service in the uniformed services" for the purposes of uniformed servicemembers' employment and reemployment rights to include a period for which a person is absent from a position of employment to obtain medical treatment for an injury or illness recognized as service connected by the Secretary of Veterans Affairs (VA), or for which a line-of-duty document has been granted by the Secretary of Defense (DOD). Directs such a person intending to return to a position of employment to notify the employer within a specified time period. Requires a person submitting an application for reemployment due to such an absence for medical treatment to provide the employer, upon request, with documentation to establish eligibility for reemployment, including a link between the injury or illness and the medical treatment obtained.

Virginia Jobs and Energy Act - Directs the Secretary of the Interior (Secretary) to: (1) conduct lease sale 220 within one year after enactment of this Act, and (2) include at least one lease sale in the Virginia lease sale planning area in each five-year oil and gas leasing program that applies after the current leasing program. Prohibits any oil or natural gas exploration, development, or production off the Virginia coast that would conflict with an military operation. Directs the Secretary and the Secretary of Defense (DOD) periodically to review and revise a specified Memorandum of Agreement concerning such operations to account for new offshore energy production technologies, including those using wind energy. Allocates 37.5% of new leasing revenues received by the United States each fiscal year under any lease issued under this Act for payment to Delaware, North Carolina, Maryland, and Virginia (Mid-Atlantic states) affected with respect to the leases under which those revenues are received by the United States. Sets forth a payments allocation schedule for Mid-Atlantic States within 200 miles of the leased tract. Exempts from environmental impact statement requirements under the National Environmental Policy Act of 1969 (NEPA) any project determined by the Secretary to be an offshore meteorological site testing and monitoring project. Defines such a project as one administered by the Department of the Interior and carried out on or in the waters of the Outer Continental Shelf to test or monitor weather (including wind, tidal, current, and solar energy) using towers, buoys, or other temporary ocean infrastructure and that: (1) causes less than one acre of surface or seafloor disruption at the location of each meteorological tower or other device and no more than five acres of surface or seafloor disruption within the proposed area affected by the project (including hazards to navigation), (2) is decommissioned within five years of its commencement, and (3) provides meteorological information to the Secretary. Directs the Secretary to: (1) require that any applicant seeking to conduct such a project obtain a permit and right of way; (2) determine, within 30 days after receiving an application, whether to issue such a permit and right of way; (3) provide an opportunity for public comment; (4) consult with DOD, the Commandant of the Coast Guard, and the heads of other federal, state, and local agencies affected by issuance of the permit and right of way; and (5) provide an applicant the opportunity to remedy deficiencies in an application that was denied.

American Steel First Act of 2013 - Prohibits heads of the Department of Homeland Security (DHS), the Department of Defense (DOD), and the Department of Transportation (DOT) from obligating or expending funds or providing financial assistance for projects for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron and steel used in such project is produced in the United States. Waives such prohibition in cases where: (1) the prohibition would be inconsistent with the public interest, (2) iron and steel are not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality, or (3) inclusion of iron and steel produced in the United States will increase the cost of the overall project contract by more than 25%. Prohibits waivers by a department head for products produced in a foreign country that is determined by the U.S. Trade Representative to have violated the terms of an agreement with the United States by discriminating against products covered by the agreement that are produced in the United States. Prohibits such department heads from imposing financial assistance restrictions on: (1) states that impose more stringent requirements on the use of iron and steel in foreign countries in projects carried out with such assistance, or (2) recipients that comply with such state imposed requirements. Makes any person who intentionally mislabels or misrepresents a product used in a project under this Act as "Made in America" ineligible for another department contract from for six years. Requires the Secretary of Transportation to: (1) publish a justification for a waiver of the prohibition against obligating funds to carry out the Surface Transportation Assistance Act of 1982, highway projects, public transportation projects, or aviation programs unless the steel, iron, and manufactured products used are produced in the United States; and (2) provide for public notice and comment for such waiver.

Makes the Survivor Benefit Plan (SBP) annuity for survivors of members of the reserves who die from an injury or illness incurred or aggravated in the line of duty during inactive-duty training the same as such annuity for survivors of members of the regular Armed Forces who die in the line of duty while on active duty. Provides the same increase with respect to the payment of an SBP annuity to a dependent child or children when there is no eligible surviving spouse. Directs the Secretary of Defense (DOD) to adjust SBP payment amounts to reflect such changes.

Ammunition Management for More Obtainability Act of 2013 - Prohibits a federal agency, other than the Department of Defense (DOD), during the six-month period beginning on the enactment of this Act, from purchasing during any month or possessing at any one time more rounds of ammunition than the monthly average of rounds of ammunition purchased by the agency between January 1, 2001, and December 31, 2009. Directs the Comptroller General (GAO) to report to Congress on federal agency purchasing of ammunition.

Condemns the use of Improvised Explosive Devices (IEDs) and calls for the full prosecution of those responsible for the IED terrorist attack in Boston, Massachusetts, on April 15, 2013. Expresses condolences to the families of those who were killed in the Boston terrorist attack, and support for those who were injured and their families. Supports U.S. service members, first responders, and explosive ordnance disposal personnel who face the IED threat. Calls on all relevant U.S. agencies to: (1) coordinate with international partners and other responsible entities to reduce the use of IEDs and curb their proliferation; and (2) support the care of active duty service members, veterans, and first responders who are victims of IEDs by facilitating the exchange of blast trauma research data among law enforcement agencies, the Department of Defense (DOD), the Department of Veterans Affairs (VA), and veterans service organizations. Urges the governments of all nations, as well as the United Nations (U.N.) and other international organizations, to formally renounce the use of IEDs. Calls on the U.S. government to support international action against IEDs and those who traffic in IED components and techniques, and to support IED victims by sharing related event data and information.

Taiwan Travel Act - States that it should be U.S. policy to: (1) allow all high-level officials of Taiwan to enter the United States or its embassies and consulates under conditions which demonstrate appropriate respect for the dignity of such leaders; (2) allow meetings between all high-level Taiwanese and U.S. executive department officials, including the Department of State and Department of Defense (DOD); and (3) allow the Taipei Economic and Cultural Representative Office and all other Taiwanese instrumentalities to conduct official business activities, including activities which involve participation by members of Congress and other representatives of the federal, state, and local governments, and all high-level Taiwanese officials, without U.S. government or foreign obstruction.

Employment Non-Discrimination Act of 2013 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations, and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Prohibits this Act from being construed to: (1) prohibit an employer from requiring an employee to adhere to reasonable dress or grooming standards, or (2) require the construction of new or additional facilities. Prohibits the Equal Employment Opportunity Commission (EEOC) from compelling collection or requiring production of statistics from covered entities on actual or perceived sexual orientation or gender identity. Provides for enforcement, including giving the EEOC, the Librarian of Congress (LOC), the Attorney General (DOJ), and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Caregivers Expansion and Improvement Act of 2013 - Extends to all veterans with a serious service-connected injury the eligibility to participate in the Department of Veterans Affairs (VA) program of comprehensive assistance to family caregivers of such veterans. (Under current law, such eligibility is limited to those veterans who incurred such an injury on or after September 11, 2001.)

Veterans Mental Health Treatment First Act of 2013 - Directs the Secretary of Veterans Affairs (VA) to carry out a program of mental health care and rehabilitation for veterans who: (1) have been discharged or released from active-duty service under conditions other than dishonorable for no more than two years; (2) are enrolled in the VA system of annual patient enrollment and were so enrolled before the date of enactment of this Act; (3) are diagnosed by a VA physician with post-traumatic stress disorder, depression, anxiety disorder, or substance use disorder that is service-related (as determined by the Secretary or a VA physician); and (4) agree to certain participation conditions, including not submitting a claim for veterans' disability compensation for any such condition until either one year after program commencement or the conclusion of the prescribed treatment regimen. Requires the Secretary to provide for each participant a treatment regimen and rehabilitation plan for the determined condition. Provides a stipend for participants, commencing upon program commencement, continuing through successful treatment and plan compliance, and ending either upon the conclusion of such treatment or one year after treatment and plan commencement. Allows a veteran to participate more than once in the program if the Secretary determines that the additional participation will assist the veteran in achieving the remediation of the condition.

Veterans' Health Promotion Act of 2013 - Directs the Secretary of Veterans Affairs (VA) to designate and operate at least one center of innovation for complementary and alternative medicine in health research, education, and clinical activities in each of the Veterans Integrated Service Networks. Directs the Secretary to carry out a three-year pilot program to assess the feasibility and advisability of establishing complementary and alternative medicine centers within current VA medical centers in order to promote the use and integration of such services for veterans' mental health diagnoses and pain management. Requires the establishment of at least 15 such centers in 15 different VA medical centers. Requires the Secretary to establish a three-year pilot program for the award of grants to public or private nonprofit entities to assess the feasibility and advisability of using wellness programs to complement the provision of mental health care to veterans and family members eligible for VA counseling services. Directs the Secretary to carry out a two-year pilot program to assess the feasibility and advisability of promoting health through the payment of fitness center membership for veterans determined to be overweight or obese and who reside more than 15 minutes' driving distance from a VA fitness facility. Requires the Secretary to carry out a three-year pilot program to assess the feasibility and advisability, through the establishment of VA fitness facilities, of promoting the achievement of a healthy weight in veterans enrolled in the VA system of annual patient enrollment. Prohibits the assessment of a user fee for program participants using such facilities. Directs the Secretary to conduct a comprehensive study of barriers encountered by veterans in receiving complementary and alternative medicine from the VA.

Improving the Lives of Children with Spina Bifida Act of 2013 - Directs the Secretary of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility and advisability of providing contracted case management services (services) to individuals entitled to VA benefits as children of Vietnam and Korean War veterans born with spina bifida, and children of women Vietnam veterans born with certain birth defects who live in a rural area and have no access to such services through the VA or otherwise. Authorizes the Secretary to extend the program for an additional two years. Allows the services to include the coordination and management of needed health care, monetary, general care, and transportation services. Requires the Secretary to: (1) notify eligible individuals, and (2) contract with an appropriate entity for the provision of such services. Directs the Secretary to carry out an additional pilot program (for the same period and with the same authorized extension) to assess the feasibility and advisability of providing assisted living, group home care or similar services, and transportation to the individuals described above. Requires the Secretary to: (1) notify eligible individuals, and (2) consider entering into an agreement with the appropriate service providers. Requires preliminary and final reports with respect to, and provides funding for, each pilot program.

Homeless Veterans Prevention Act of 2013 - Requires public or private nonprofit entities that receive grants under the Department of Veterans Affairs (VA) comprehensive service programs for homeless veterans to agree to meet the physical, privacy, safety, and security needs of such veterans. Increases the per diem payment for transitional housing assistance for homeless veterans who are placed in housing that will become permanent upon the termination of such assistance to a maximum of 150% of the per diem rate authorized for veterans receiving domiciliary care in state homes. Allows services for which a homeless veteran receives a grant under the comprehensive service programs to include furnishing care for a dependent. Directs the Secretary of Veterans Affairs (Secretary) to: (1) assess and measure the capacity of programs for which entities receive grants or per diem payments to assist homeless veterans, and (2) use such information to ensure that such programs effectively serve the needs of such veterans. Repeals a required annual VA report on activities under such programs. Repeals the September 30, 2013, sunset on the authority of the Secretary and the Secretary of Labor to carry out a program of referral and counseling for veterans who are at risk of homelessness and are transitioning from certain institutions, including penal institutions. Authorizes the Secretary to enter into partnerships with public or private entities to provide legal services to homeless veterans and veterans at risk of homelessness. Revises VA authority to provide dental care to veterans receiving certain other assistance through the VA to include those veterans receiving assistance under the United States Housing Act of 1937. Extends permanently the VA comprehensive service programs for homeless veterans. Extends temporarily various VA authorities and programs affecting homeless veterans.

Beginning Farmer and Rancher Opportunity Act of 2013 - Amends the Food Security Act of 1985 to extend: (1) the conservation reserve and related programs, and (2) assistance to disadvantaged or beginning farmers or ranchers for access to the environmental quality incentives and the conservation stewardship programs. Permits conservation reserve contract modification to facilitate transfers from retiring owners to limited resource farmers or ranchers. Amends the Consolidated Farm and Rural Development Act to: (1) reduce the number of operating years required for a beginning farmer or rancher to qualify for a direct real estate loan; (2) extend conservation loan and loan guarantee authority, and reserve specified amounts for beginning farmers and ranchers; (3) extend the beginning farmer and rancher individual development accounts pilot program; (4) authorize micro loans for beginning farmers or ranchers; and (5) make the direct operating loan set-aside for beginning farmers and ranchers permanent. Amends the Agricultural Risk Protection Act of 2000 to extend the value-added agricultural product market development grant program. Amends the Farm Security and Rural Investment Act of 2002 to extend the beginning farmer and rancher development program. Provides assistance for agricultural rehabilitation and vocational training for veterans. Amends the Competitive, Special, and Facilities Research Grant Act to extend the Agriculture and Food Research Initiative. Provides priority assistance for new farming opportunities, including young, beginning, socially disadvantaged, and immigrant issues, as well as farm entry, transition, and transfer issues. Amends the Federal Crop Insurance Act to provide for risk management programs targeted at beginning, socially disadvantaged, transitioning, or legal immigrant farmers and ranchers. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) the position of Military Veterans Agricultural Liaison.

Jacob Sexton Military Suicide Prevention Act of 2013 - Expresses the sense of Congress that, as the United States draws down combat operations in Afghanistan, the Department of Defense (DOD) should continue to seek to assist in the identification of behavior indicating a risk of suicide in members of the Armed Forces (members). Directs the Secretary of Defense to carry out a pilot program to assess the feasibility and advisability of using an online computerized assessment to assist DOD in detecting behaviors in members that indicate a risk of suicide or other mental health conditions. Requires: (1) 1,000 members of each regular component and 500 members of each reserve and National Guard component to be used in the pilot program, and (2) each participating member to complete two assessments. Requires the first superior officer of each participating member to also complete a computerized assessment on the behavior of that member as it relates to the risk of suicide or other mental health conditions. Requires each member determined under the pilot program to have behavior indicating a risk of suicide or other mental health conditions to be referred to an appropriate mental health care provider for further assessment, care, and services. Directs the Secretary to establish one or more control groups whose behavior permit comparison with the behavior and experiences of the participants. Provides for the privacy of any medical or other information obtained under the pilot program. Prohibits information obtained from being used in determining the promotion or advancement of the member. Excludes the use of participant personally identifiable information in any required report.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal in honor of the 65th Infantry Regiment, known as the Borinqueneers, in recognition of its pioneering military service, devotion to duty, and many acts of valor in the face of adversity. Requires the medal to be given to the Smithsonian Institution (Smithsonian) for display. Expresses the sense of Congress that the Smithsonian shall make the medal available for display elsewhere, particularly at appropriate locations associated with the 65th Infantry Regiment, including locations in Puerto Rico.

Veterans Mental Health Accessibility Act - Makes any veteran who served on active duty in a theater of combat operations during World War II, the Korean conflict, the Vietnam era, the Persian Gulf War, Operations Iraqi Freedom or Enduring Freedom, or any other period of war after the Persian Gulf War, or in combat against a hostile force during a period of hostilities, eligible for hospital care, medical services, and nursing home care for any mental illness through the Department of Veterans Affairs (VA), notwithstanding insufficient medical evidence to conclude that the mental illness is attributable to such service.

Deployed Troops Support Act of 2013 - Authorizes the Secretary of Defense (DOD) to transport to any country, on a space-available basis and without charge, supplies that have been furnished by a nonprofit organization and intended for distribution to members of the Armed Forces. Prohibits such transportation unless the Secretary determines that: (1) such transportation is consistent with U.S. policies, (2) the supplies are suitable for transportation and in usable condition, (3) there is a legitimate need for the supplies, and (4) adequate arrangements have been made for their distribution. Makes the nonprofit organization responsible for ensuring the suitability for transport of such supplies. Allows the supplies to be distributed by the U.S. government or a nonprofit organization.

VA Claims, Operations, and Records Efficiency Act - Directs the Secretary of Defense (DOD) to make the service treatment records, personal records, unit records, and medical records (service records) of each member of the Armed Forces available to the Secretary of Veterans Affairs (VA) in an electronic format. Provides post-discharge or release timelines for such availability. Requires each service record provided to include a DOD certification of the record's completeness. Deems such service record release a permitted disclosure under requirements of the Health Insurance Portability and Accountability Act of 1996.

Veterans Backlog Reduction Act - Directs the Secretary of Veterans Affairs (VA), in the case of any claim for veterans' disability compensation that is not adjudicated within 125 days after submission, to pay such claimant provisional benefits, from the period beginning on the date of such deadline and ending on the date on which a final claim decision is made. Provides a conditional provisional benefit amount. Requires the Secretary to reduce any final claim amount covering the same period by the amount of provisional benefits received. Prohibits the Secretary, upon the eventual denial of a claim, from recovering any provisional payments unless the Secretary determines an indication of fraud, misrepresentation, or bad faith in connection with the original claim.

Beginning Farmer and Rancher Opportunity Act of 2013 - Amends the Food Security Act of 1985 to extend: (1) the conservation reserve and related programs, and (2) assistance to disadvantaged or beginning farmers or ranchers for access to the environmental quality incentives and the conservation stewardship programs. Permits conservation reserve contract modification to facilitate transfers from retiring owners to limited resource farmers or ranchers. Amends the Consolidated Farm and Rural Development Act to: (1) reduce the number of operating years required for a beginning farmer or rancher to qualify for a direct real estate loan; (2) extend conservation loan and loan guarantee authority, and reserve specified amounts for beginning farmers and ranchers; (3) extend the beginning farmer and rancher individual development accounts pilot program; (4) authorize micro loans for beginning farmers or ranchers; and (5) make the direct operating loan set-aside for beginning farmers and ranchers permanent. Amends the Agricultural Risk Protection Act of 2000 to extend the value-added agricultural product market development grant program. Amends the Farm Security and Rural Investment Act of 2002 to extend the beginning farmer and rancher development program. Provides assistance for agricultural rehabilitation and vocational training for veterans. Amends the Competitive, Special, and Facilities Research Grant Act to extend the Agriculture and Food Research Initiative. Provides priority assistance for new farming opportunities, including young, beginning, socially disadvantaged, and immigrant issues, as well as farm entry, transition, and transfer issues. Amends the Federal Crop Insurance Act to provide for risk management programs targeted at beginning, socially disadvantaged, transitioning, or legal immigrant farmers and ranchers. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) the position of Military Veterans Agricultural Liaison.

Treto Garza Far South Texas Veterans Inpatient Care Act of 2013 - Redesignates the Department of Veterans Affairs Health Care Center in Harlingen, Texas, as the "Treto Garza South Texas Department of Veterans Affairs Health Care Center." Directs the Secretary of Veterans Affairs (VA) to: (1) ensure that such Center includes a full-service inpatient health care facility, (2) modify the existing facility to meet such requirement, and (3) include in the annual VA strategic capital investment plan a project to expand the Center's capabilities to provide increased inpatient capacity, an urgent care center, and a full range of services for women veterans.

Requires the President, by May 15, 2013, to submit to Congress a qualifying sequester replacement plan proposing to cancel permanently at least $85.333 billion of budgetary resources available for FY2013 from any discretionary appropriations or direct spending account. Requires further that: up to $42.666.500 billion of budgetary resources be cancelled from defense spending (budget function 050); any cancellation of such budgetary resources comply with the policies under and consistent with amounts authorized in the National Defense Authorization Act for Fiscal Year 2013 (NDAA FY2013); the cancellation is not implemented through changes to programs or activities contained in the Internal Revenue Code, or increases governmental receipts, offsetting collections, or offsetting receipts; any cancellation of budgetary resources in a non-defense spending account may not be offset against an increase in another such account; and the proposed cancellation reduces outlays by at least $82.500 billion by the end of FY2018. Sets forth requirements for expedited consideration of a joint resolution of disapproval in both chambers of the qualifying sequester replacement plan. Requires the President, if the joint resolution of disapproval is not enacted within seven calendar days after May 15, 2013, to cancel: (1) any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for enforcement of a specified budget goal, and (2) the budgetary resources submitted in the qualifying sequester replacement plan.

Earnings Contingent Education Loans Act of 2013 or the ExCEL Act of 2013 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 (HEA) to make students ineligible to receive Direct Loans (DLs) on or after July 1, 2014. Makes certain exceptions for student borrowers who have an outstanding balance on their DLs or Federal Family Education Loans (FFELs), as of that date, and later apply for a Direct Unsubsidized, PLUS, or Consolidation Loan. Establishes an Income Dependent Education Assistance (IDEA) Loan program, effective July 1, 2014, making federal funds available for loans to student borrowers. Sets the interest rate on IDEA Loans at the bond equivalent rate of ten-year Treasury bills, plus 3%. Caps the total amount of interest that can accrue during a borrower's grace and repayment periods at 50% of the total amount of their IDEA Loan. Blocks the accrual of interest on IDEA Loans for active duty military personnel. Allows student borrowers to consolidate FFELs, DLs, and Perkins Loans into IDEA Consolidation Loans that bear interest at an annual rate that equals the weighted average of the interest rates on the loans consolidated. Directs the Secretary of the Treasury to establish an IDEA Loan Repayment Program that: (1) repays IDEA loans through wage withholding and quarterly estimated tax payments, and (2) provides the Secretary of Education with the tax return information for each borrower that is necessary to determine the borrower's income-based repayment obligation. Sets the annual repayment obligation for borrowers at an amount equal to 15% of the excess of their taxable income over the sum of: (1) an exemption amount equal to 150% of the federal poverty level for their household; and (2) the lesser of $3,000 or specified income other than wages, salaries, tips and other employee compensation. Sets the income-based repayment obligation of individuals who are not required to file a tax return at zero. Directs the Secretary of Education to provide borrowers, through the Internet, with a tool that has an interface that enables them to manage their IDEA Loans. Allows borrowers to prepay all or part of an IDEA Loan without penalty. Penalizes borrowers who fail to pay their full repayment amount for a taxable year. Amends the Social Security Act to give the Secretary of Education access to the information in the National Directory of New Hires to determine when IDEA borrowers in repayment status are hired and to inform them of their obligation to provide their employer with accurate loan information for wage withholding purposes. Amends the Internal Revenue Code to include IDEA loan withholding information on W-2 forms and to require the Secretary of the Treasury to disclose borrowers' tax return information to the Department of Education for IDEA program purposes. Makes specified FFEL and DL loan repayment or forgiveness programs applicable to IDEA Loans. Expresses the sense of Congress that any federal loan repayment or forgiveness program outside of the HEA that is available to students with DLs should be available to students with IDEA Loans.

Medicare DMEPOS Market Pricing Program Act of 2013 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program, which is terminated as of December 31, 2013. Terminates contracts awarded before enactment of this Act on July 1, 2013. Prescribes requirements for transitional payments for items and services, including payments for diabetic supplies and off-the-shelf orthotics, in areas designated for rounds 1 and 2 of the erstwhile phase-in of the competitive acquistion program, as well as during the initial two-year period of the market pricing program. Directs the Secretary to: (1) conduct market-priced auctions in eligible auction areas throughout the United States for the furnishing of market priced items and services, (2) establish an auction design through a specified process and meeting certain requirements, and (3) ensure that the first auction will be conducted for all eligible auction areas not later than 14 months after contracting with an auction expert. Directs the Secretary to: (1) select a combination of two categories of items and services for each auction, (2) establish a lead product for each product category, (3) establish for each market priced item and service a clearing price equal to the highest cost bid that will meet capacity targets in the market area, (4) award a contract to any entity in an auction's eligible market area whose bid is at or below the clearing price, and (5) monitor the performance of suppliers that are awarded a contract to ensure their compliance with certain requirements. Requires the Secretary, through the Office of the Assistant Secretary for Planning and Evaluation, to contract with an auction expert and a market monitor to assist in the design, development, implementation, and functioning of the auction. Requires the market monitor, on an ongoing basis, also to monitor suppliers and the effects of the market pricing program. Rescinds unobligated balances of all discretionary appropriations for each fiscal year (except those for accounts, programs, projects and activities operated by the Department of Defense [DOD] or the Department of Veterans Affairs [VA]) in an amount necessary to make this Act budget neutral for such fiscal year.

Shelter Our Servicemembers Act - Directs the Secretaries of Veterans Affairs (VA) and Housing and Urban Development (HUD) to jointly establish a two-year pilot program of grants to nonprofit organizations to provide elderly homeless veterans with non-transitional housing. Authorizes the Secretaries to award two grants of up to $25 million each under the program. Allows recipients to use such grant to: (1) purchase real property to provide up to 200 homeless veterans with non-transitional housing, and (2) refurbish or renovate such property. Makes eligible for such housing veterans of at least 55 years of age who: (1) have been continuously homeless for a year or more or, during the last three years, had at least four separate periods of living on the streets, in an emergency shelter, or a combination thereof; and (2) have a condition that limits their ability to work or perform activities of daily living. Directs the VA Secretary to provide case management for elderly veterans receiving such assistance.

Sudan Peace, Security, and Accountability Act of 2013 - Directs the President to develop and transmit to Congress a comprehensive strategy to end serious human rights violations in Sudan and to promote comprehensive peace and democratic reform. Requires the strategy to include an interagency plan along with a description of the resources and additional personnel required for the diplomatic, economic, intelligence, and military activities to be undertaken to address and end human rights violations, strengthen democratic institutions, and expand democratic participation and governance, including capacity building of Sudanese civil society, political parties, and nongovernmental organizations seeking peaceful democratic change. Requires a description of: (1) the options for expanding U.S. diplomatic engagement with countries with close political or economic relations with Sudan, including China, Russia, Qatar, Egypt, and other traditional allies and multilateral organizations; and (2) the manner in which sanctions against Sudan or Sudanese individuals will be more effectively enforced, including by providing adequate resources and personnel to the Office of Foreign Assets Control (OFAC) within the Department of the Treasury, prioritizing the enforcement of Sudan sanctions within OFAC, and mandating increased collection of intelligence information on Sudanese targets of sanctions. Directs the President to impose specified visa, development assistance, security assistance, property, credit, financial assistance, export, cultural, or scientific sanctions on any person or government that: (1) supported or assisted Sudan in the commission of serious human rights violations in Sudan, including by selling, leasing, or otherwise transferring military equipment to Sudan or providing property, goods, technology, services, or other support in the amount of $500,000 or more that directly and significantly contributes to Sudan committing or assisting in the commission of serious human rights violations; (2) is interfering or has interfered with the delivery of humanitarian aid to Sudan; (3) is impeding the peace process or threatening the stability of any part of Sudan or the region; or (4) failed to execute an International Criminal Court arrest warrant against any Sudanese official if such person or government had the jurisdictional authority to execute the warrant and failed to make the arrest without reasonable justification. Prohibits the imposition of sanctions or other prohibitions on any government or person that is: (1) acting on behalf of the government of South Sudan in connection with the shipment or payment for oil from South Sudan or the advancement of peace between Sudan and South Sudan, or (2) providing humanitarian aid to Sudan. Amends: (1) the Comprehensive Peace in Sudan Act of 2004 to make its asset and visa sanctions applicable to Sudan, and (2) the Darfur Peace and Accountability Act of 2006 to impose such sanctions on Janjaweed commanders and coordinators threatening peace and stability in Sudan. Terminates sanctions upon certification by the President that specified conditions have been met.

Rehabilitative Therapy Parity for Military Beneficiaries Act - Allows rehabilitative authority provided for beneficiaries under the Department of Defense (DOD) TRICARE program (a DOD managed care program) to include therapeutic exercises or activities included in the authorized plan of care of the individual receiving such therapy. Allows such activities or exercises to further include therapies provided on a horse, balance board, ball, bolster, and bench.

Gettysburg National Military Park Expansion Act - Requires the inclusion of the Gettysburg Train Station in Gettysburg National Military Park, including land located in close proximity to the Train Station that is in the Borough of Gettysburg, Pennsylvania, and the property that is adjacent to Plum Run in Cumberland Township, Pennsylvania. Authorizes the Secretary of the Interior to acquire only by purchase from a willing seller publicly owned property that is within the area of the Train Station, if efforts to acquire such property without cost have been exhausted. Prohibits the acquisition by eminent domain of property that is within such area.

Authorizes the Secretary of Veterans Affairs (VA) to issue to a veteran a card, to be known as a Veterans ID Card, that identifies the veteran as a veteran and includes the veteran's name and photo. Allows the Secretary to issue such a card regardless of whether the veteran is: (1) enrolled in the VA system of annual patient enrollment; or (2) in receipt of VA educational assistance, compensation, or pension. Authorizes the Secretary to work with national retail chains that offer veterans reduced prices on pharmaceutical and consumer products to ensure that such chains recognize the above cards when offering such prices.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of a gold medal to the First Special Service Force (a joint American-Canadian volunteer unit), collectively, in recognition of their World War II service. Requires the awarded medal to be given to the First Special Service Force Association in Helena, Montana, for display or temporary loan for display elsewhere, including at Fort William Henry Harrison in Helena. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Agricultural Opportunities for Military Veterans Act - Amends the Agricultural Risk Protection Act regarding the value-added agricultural product market development grants program to: (1) include farmers and ranchers who are veterans among priority recipients, and (2) authorize program appropriations through FY2017. Amends the Farm Security and Rural Investment Act of 2002 regarding the beginning farmer and rancher development program to: (1) provide set-asides for beginning farmers and ranchers who are veterans, and (2) extend mandatory funding and authorization of appropriations through FY2017. Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture (USDA) to establish the position of Military Veterans Agricultural Liaison to: (1) provide returning veterans with information about beginning farmer training and agricultural vocational and rehabilitation programs; (2) provide veterans with information concerning the availability of, and eligibility requirements for, agricultural programs; and (3) advocate on behalf of veterans with USDA. Amends the Food Security Act of 1985 regarding the conservation reserve transition incentive program to: (1) include farmers and ranchers who are veterans, and (2) authorize appropriations through FY2017. Makes farmers and ranchers who are veterans eligible for increased payments under the environmental quality incentives program. Gives priority to beginning or socially disadvantaged farmers and ranchers who are veterans for assistance set-asides under the environmental quality incentives program and the conservation stewardship program.
