ROV In-Depth Examination Act of 2015 This bill denies the Consumer Product Safety Commission (CPSC) authority to establish recreational off-highway vehicle (ROV) performance or configuration standards, or to require ROV manufacturers to provide performance and technical data to prospective purchasers and to the first purchaser of an ROV for purposes other than resale, until the study required by this Act is completed. The CPSC shall contract with the National Academy of Sciences (NAS) to complete within two years after enactment of this Act a study of the lateral stability and vehicle handling requirements proposed by the CPSC in a notice of proposed rulemaking published on November 19, 2014. Such study shall determine: the technical validity of such proposed requirements for reducing the risk of ROV off-road rollovers, the number of ROV rollovers that would be prevented if the proposed requirements were adopted, whether there is a technical basis for the proposal to provide information on a point-of-sale hangtag about a vehicle's rollover resistance on a progressive scale, and the effect on the utility of ROVs used by the Armed Forces if the proposed requirements were adopted. The CPSC must consider the results of the study in any subsequent rulemaking regarding the performance or configuration of ROVs or the provision of point-of-sale information regarding ROV performance. If the CPSC is unable to enter into an acceptable agreement for the study with NAS within a specified time frame, it shall seek to enter into such agreement with another appropriate organization that is not part of the government, that operates as a not-for-profit entity, and that has expertise and objectivity comparable to NAS.

National Liberty Memorial Clarification Act of 2015 This bill amends the Military Construction Authorization Act for Fiscal Year 2013 with respect to submission of site and design proposals by the National Mall Liberty Fund D.C. (sponsor) for the National Liberty Memorial to honor the slaves and free black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution. The site and design approval process is revised to make the Secretary of Agriculture, rather than the Secretary of the Interior or the Administrator of General Services, responsible for consideration of these site and design proposals and their submission, on behalf of the sponsor, to the Commission of Fine Arts and National Capital Planning Commission.

21st Century Civilian Conservation Corps Act Authorizes the President, in order to relieve widespread unemployment, restore depleted natural resources in the United States, and advance public works programs, to establish a Civilian Conservation Corps to employ unemployed or underemployed U.S. citizens in the construction, maintenance, and carrying on of works of a public nature, such as forestation of U.S. and state lands, prevention of forest fires, floods, and soil erosion, and construction and repair of National Park System paths and trails. Authorizes the President to extend Corps activities to state- and private-owned lands to prevent and control forest fires and floods and attacks of forest tree pests and diseases. Requires the President, based on certain criteria, to give preference to the employment of additional persons in the Corps in the following order: (1) unemployed Armed Forces veterans (including Reserve members); (2) unemployed U.S. citizens who have exhausted their unemployment compensation; (3) unemployed U.S. citizens who are eligible for unemployment compensation immediately before employment in the Corps, including any additional compensation or extended compensation; and (4) other unemployed or underemployed U.S. citizens. Authorizes the President to provide housing and transportation for Corps employees. Prohibits discrimination in the hiring of Corps employees.

Veterans Conservation Corps Act of 2015 Directs the Secretary of Veterans Affairs (VA) to establish a veterans conservation corps to assist unemployed veterans in the transition from service in the Armed Forces to civilian life and to employ such veterans: (1) in conservation, resource management, firefighting, law enforcement, and historic preservation projects on public lands; (2) in maintenance and improvement projects for cemeteries under the jurisdiction of the National Cemetery Administration; and (3) as firefighters, law enforcement officers, and disaster relief personnel. Requires priority to be given to the employment of veterans who served on active duty on or after September 11, 2001. Requires, as part of the veterans conservation corps: (1) the Secretary of Homeland Security (DHS) to award grants under the Federal Fire Prevention and Control Act of 1974 to hire veterans as firefighters, (2) the Attorney General to award grants under the public safety and community policing grant program (COPS ON THE BEAT grant program) under the Omnibus Crime Control and Safe Streets Act of 1968 to hire veterans as law enforcement officers, and (3) the DHS Secretary to provide funds to increase participation by veterans in the Federal Emergency Management Agency Corps program. Authorizes the VA Secretary to transfer amounts to carry out the corps to the Attorney General, the Chief of Engineers, the Corporation for National and Community Service, and the Secretaries of Agriculture, Commerce, DHS, and the Interior. Directs the VA Secretary to establish a steering committee to establish selection criteria for, and provide advice to the VA Secretary on, the awarding of assistance under this Act.

Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2015 Requires the government: (1) to provide leadership to negotiate and enter into a multilateral treaty or other international agreement that provides for the dismantlement and elimination of all nuclear weapons in every country by 2022; (2) once the President certifies that all countries have eliminated such weapons or begun such elimination under established legal requirements, to redirect resources that are being used for nuclear weapons programs to addressing human and infrastructure needs and to converting nuclear weapons industry employees, processes, plants, and programs to constructive, ecologically beneficial peacetime activities; (3) to undertake efforts to eliminate war, armed conflict, and all military operations; and (4) to promote policies to induce all other countries to join in such commitments.

Military and Veteran Caregiver Services Improvement Act of 2015 Expands eligibility for the family caregiver program of the Department of Veterans Affairs (VA) to include members of the Armed Forces or veterans who are seriously injured or who became ill on active duty prior to September 11, 2001 (currently, limited to service after September 11, 2001). Expands services to caregivers of veterans under such program to include child care services, financial planning services, and legal services. Terminates the support program for caregivers of covered veterans on October 1, 2020, except that any caregiver activities carried out on September 30, 2020, shall be continued on and after October 1, 2020. Authorizes the transfer of entitlement to post 9/11 education assistance to family members by veterans who are retired for a physical disability or who are seriously injured veterans in need of family caregiver services, without regard to length-of-service requirements. Authorizes the VA Secretary to pay monthly special compensation to seriously injured or ill veterans in need of personal care services and to their caregivers. Excludes from gross income, for income tax purposes, such compensation paid to injured or ill veterans. Authorizes flexible work schedules or telework for federal employees who are caregivers of veterans. Amends the Public Health Service Act to designate a veteran participating in the program of comprehensive assistance for family caregivers as an adult with a special need for purposes of the lifespan respite care program. Establishes in the executive branch an interagency working group to review and report on policies relating to the caregivers of veterans and members of the Armed Forces. Directs the Secretary to provide for studies on members of the Armed Forces who commenced service after September 11, 2001, and veterans who have incurred a serious injury or illness, including a mental health injury, and their caregivers.

Restrain the Judges on Marriage Act of 2015 Amends the federal judicial code to deny federal courts jurisdiction to hear or decide any question pertaining to the interpretation, or the validity under the Constitution, of: (1) any type of marriage, (2) the provision of the Defense of Marriage Act declaring that no state shall be required to give effect to any marriage between persons of the same sex under the laws of any other state, or (3) this Act. Prohibits federal funds from being used for: (1) litigation in federal courts on such questions, or (2) enforcement of federal court orders or judgments on such questions.

Veterans' Access to Child Care Act Directs the Department of Veterans Affairs (VA) to provide child care assistance to an eligible veteran for any period that the veteran: (1) receives covered health care services at a VA facility, and (2) is required to travel to and return from such facility for the receipt of such services. Defines: (1) "covered health care services" to mean regular mental health care services, intensive mental health care services, or such other intensive health care services to which the VA determines that provision of child care assistance would improve the veteran's access; and (2) "eligible veteran" as a veteran who is the primary caretaker of a child and who is receiving covered health care services from the VA or who is in need of, and who would receive, such services from the VA but for lack of child care. Includes among child care assistance to be provided under this Act: a stipend for the payment of the full cost of child care offered by a licensed child care center, which shall be modeled after the VA's Child Care Subsidy Program; direct provision of child care at an on-site VA facility; a payment made directly to a private child care agency; and collaboration with a facility or program of another federal department or agency.

Smart Building Acceleration Act Directs the Department of Energy (DOE) to: (1) conduct a survey of privately owned smart buildings throughout the nation, select at least one building each from an appropriate range of building sizes and types, and evaluate the costs and benefits of such buildings using the guidelines of the Federal Energy Management Program relating to whole-building evaluation, measurement, and verification; and (2) establish a program to establish one or more smart buildings under the jurisdiction of the General Services Administration and the Departments of Defense, Energy, and Veterans Affairs to demonstrate and evaluate the costs and benefits of smart buildings. Requires such evaluations to include an identification of which advanced building technologies are most cost-effective and show the most promise for increasing building energy savings, increasing service performance to building occupants, and reducing environmental impacts. Defines a "smart building" to mean a building with an energy system that: is flexible and automated; has extensive operational monitoring and communication connectivity, allowing remote monitoring and analysis of all building functions; is integrated with the overall building operations for control of energy generation, consumption, and storage; and communicates with utilities and other third party commercial entities. Directs DOE: (1) as part of DOE's Better Building Challenge, to develop a smart building accelerator in consultation with major private sector property owners to demonstrate innovative policies and approaches that will accelerate the transition to smart buildings; and (2) to conduct research and development to address key barriers to the integration of advanced building technologies and to accelerate the transition to smart buildings.

Air Traffic Controllers Hiring Act of 2015 Directs the Federal Aviation Administration (FAA), in appointing individuals to the position of air traffic controller, to give preference to: an individual who has successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program (the program) and who has received from the institution either an appropriate recommendation or an endorsement certifying that the individual would have met the requirements in effect as of December 31, 2013, for an appropriate recommendation; a qualified individual who is eligible for a veterans recruitment appointment; a qualified individual who is an eligible veteran maintaining aviation experience obtained in the course of the individual's military experience; a preference eligible veteran; and a qualified individual maintaining practical air traffic control experience obtained at civilian installations of the Department of Defense, FAA air traffic control facilities, or contract towers of the FAA. Allows the FAA to consider additional applicants only after completing consideration of such preferred applicants. Provides that a preferred applicant shall not be subject to any biographical assessment as part of FAA hiring practices that apply to applicants for the position of air traffic controller. Directs the FAA to revise its hiring practices to eliminate the use of any biographical assessment that unduly disqualifies applicants. Provides for reconsideration of individuals who applied in response to the FG-01 vacancy announcement of February 10, 2014, who were disqualified on the basis of such an assessment. Requires (currently, allows) the FAA to maintain the program by making new agreements and continuing existing agreements with institutions of higher education under which the institutions prepare students for the position of air traffic controller. Directs the FAA to take into consideration any training initiatives for air traffic controllers that are locally developed at institutions of higher education participating in the program for use in establishing best practices nationwide.

No Armed Drones Act of 2015 or the NADA Act of 2015 Amends the FAA Modernization and Reform Act of 2012 to prohibit the Department of Transportation (DOT) from authorizing any person to operate an unmanned aircraft system (drone) in the national airspace system as a weapon or to deliver a weapon against a person or property. Permits DOT to establish exceptions to the prohibition for: private drones for recreational hunting and animal control, and public drones for operations conducted by U.S. Customs and Border Protection, the Department of Defense, and certain governmental entities for national defense or in response to terrorism.

Wounded Warrior Workforce Enhancement Act Directs the Secretary of Veterans Affairs (VA) to award grants to eligible institutions to: (1) establish a master's or doctoral degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. Requires a grant priority for institutions in partnership with a medical center administered by the VA or a facility administered by the Department of Defense. Provides grant amounts of at least $1 million and up to $1.5 million. Defines as eligible institutions those either accredited by the National Commission on Orthotic and Prosthetic Education or demonstrating an ability to meet such accreditation requirements if receiving a grant. Requires the Secretary to award a grant to an institution with orthotic and prosthetic research and education experience to: (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic-based research.

David's Sling Authorization Act for Fiscal Year 2016 This bill authorizes the Secretary of Defense carry out activities relating to the research, development, test, and evaluation and procurement of the David's Sling weapons program. It is the sense of Congress that: the United States and Israel should enter into a production agreement that specifies the terms of coproduction, program schedule, and an itemization of costs for the David's Sling weapons program production; such production agreement should strive for optimal coproduction of the David's Sling components; and reaching such a bilateral production agreement, which includes funds disbursement policy, should be a priority.

Wounded Warrior Research Enhancement Act Directs the Secretary of Defense to award grants to carry out research for the advancement of orthotic and prosthetic clinical care for members of the Armed Forces, veterans, and civilians who have undergone amputation, traumatic brain injury, and other serious physical injury as a result of combat or military experience. Includes under such research the prevention of amputations, orthotic and prosthetic intervention, and orthotics and prosthetic materials and technology research.

Increases the amounts payable through the Department of Veterans Affairs (VA) for: (1) burial and funeral expenses of certain veterans, and (2) such expenses in connection with a veteran's death due to a service-connected disability. Directs VA, with respect to any fiscal year, to provide percentage increases for burial and funeral expenses.

Caregivers Expansion and Improvement Act of 2015 Extends to all veterans with a serious service-connected injury the eligibility to participate in the Department of Veterans Affairs program of comprehensive assistance to family caregivers of such veterans. (Under current law, such eligibility is limited to those veterans who incurred such an injury on or after September 11, 2001.)

Amends the USA PATRIOT Improvement and Reauthorization Act of 2005 and the Intelligence Reform and Terrorism Prevention Act of 2004 to extend until December 31, 2020, expiring provisions of the Foreign Intelligence Surveillance Act of 1978 (FISA) concerning: (1) FISA court orders approving roving electronic surveillance, (2) requests for FISA court orders that allow the government to require the production of business records and other tangible things for foreign intelligence and international terrorism investigations, and (3) a revised definition of "agent of a foreign power" that allows surveillance of individual non-U.S. persons who engage in international terrorism or preparatory activities (commonly referred to as the "lone wolf" provision). (Currently, such provisions are scheduled to expire on June 1, 2015.)

Wounded Warrior Research Enhancement Act This bill directs the Secretary of Defense to award research grants for: actions that can be taken to prevent amputation of limbs, the most effective point for orthotic and prosthetic intervention during patient treatment, orthotic interventions that are most effective in treating the physical effects of traumatic brain injury, patients that benefit most from particular orthotic and prosthetic technologies, orthotic and prosthetic services that best facilitate the return to active duty of members of the Armed Forces, and the effect of aging on the use of prosthetics. The Secretary shall award research grants for the improvement of existing, and development of new, materials and technology used in orthotics and prosthetics.

Expresses a commitment to ending veteran homelessness.

Veterans Day Moment of Silence Act Directs the President to issue an annual proclamation calling on the people of the United States to observe two minutes of silence on Veterans Day, beginning at 3:11 p.m. Atlantic standard time, in honor of the service and sacrifice of veterans throughout the history of the nation.

Small Business Development Centers Improvement Act of 2015 Amends the Small Business Act with respect to the authority of the Small Business Administration (SBA) to use certain SBA programs, including the small business development center (SBDC) program, to provide grants, financial assistance, loans, export assistance, and subcontracting opportunities on federal contracts to specified small businesses, organizations, state governments, universities, companies, and other entities that assist smaller enterprises. Declares that the SBA shall only use such programs to deliver entrepreneurial development services, entrepreneurial education, support for the development and maintenance of clusters, or business training. Makes such program requirements inapplicable to: services provided to assist small businesses owned by an Indian tribe; activities and programs in support of members of the Armed Forces, including National Guard and Reserve components, a veteran, or a spouse of a member of the Armed Forces or a veteran; or the Microenterprise Technical Assistance and Capacity Building Program, the State Trade and Export Promotion Grant Program, and the Federal and State Technology Partnership Program. Bars the SBA from prohibiting grant recipients under the SBDC program from marketing and advertising their services to individuals and small businesses. Directs the SBA to consult with SBDC associations to develop documents governing data collection activities related to grant recipients. Prohibits participation in private partnerships and cosponsorships with the SBA from limiting SBDCs from collecting fees or other income related to the operation of such partnerships and cosponsorships. Removes a limitation on the amount of funds the SBA may use to pay the examination expenses of the SBDC accreditation program. Authorizes the SBA to permit a SBDC to provide advice, information, and assistance to small businesses outside the SBDC's state, without regard to geographic proximity, if the small business is in a declared major disaster area. Revises privacy requirements under the program to specify that SBDCs (including consortia and affiliated contractors or agents) are prohibited, subject to existing exceptions, from disclosing certain identifying information of any individual or small business receiving assistance to any state, local, or federal agency or third party. Prohibits the SBA from awarding grants (including contracts and cooperative agreements) under the SBDC program to any entity other than those that: (1) received such grants before September 30, 2015; and (2) seek to renew them after such date. Exempts not-for-profit institutions of higher education from such prohibition.

This bill directs the Secretary of Defense (DOD) to: (1) designate a senior DOD official to procure wide band satellite communications necessary to meet DOD requirements, including those for military and commercial satellite communications; and (2) submit to the congressional defense committees a plan to meet such requirements.

Veterans' Credit Protection Act Directs the Department of Veterans Affairs (VA) to: (1) conduct outreach to inform veterans of how to resolve credit issues caused by a delayed payment of a claim for emergency hospital care, medical services, or other emergency health care furnished through a non-VA provider; and (2) establish a toll-free telephone number for veterans to report such issues to the Chief Business Office of the VA. Requires the VA to report annually on the effectiveness of such Office in providing timely payment of proper invoices for emergency hospital care, medical services, or other emergency health care furnished through non-VA providers by the required payment date during both the preceding five-year period and the preceding one-year period. Requires the report, for any part of the period covered by such a report that occurred before October 1, 2014, to evaluate the provision of such payments by the Veterans Integrated Service Networks. Requires such report to include: the number of veterans who contacted the VA regarding delayed payments that could negatively affect their credit; the total amount of interest penalties paid by the VA by reason of delayed payments; the number of proper invoices submitted, the amount owed for and the payment status of such invoices, and the periods that elapsed before such invoices were paid; any comments regarding delayed payments made by medical providers; and a description of the best practices to provide timely payment of a proper invoice, including a plan to improve such timely payments. Directs: (1) the Office to submit to Congress quarterly reports on the number of pending claims for reimbursement for emergency hospital care, medical services, and other emergency health care furnished through non-VA providers; and (2) the Comptroller General to conduct a study that evaluates the effectiveness of the Office in providing timely payment of a proper invoice for such care by the required payment date.

Filipino Veterans Recognition Act This bill amends the American Recovery and Reinvestment Act of 2009 to authorize the Secretary of Veterans Affairs to make a payment from the Filipino Veterans Equity Compensation Fund to an eligible person who, during the one-year period beginning on the date of the enactment of this paragraph, submits to the Secretary: a benefits claim; or with respect to a person who filed a benefits claim during such one-year period, a new claim or an appeal to such previously filed claim. In determining an individual's eligibility to receive Compensation Fund benefits the Secretary shall accept as proof of service an affidavit from the government of the Philippines certifying an eligible individual's service (AGO Form 23). Such an affidavit shall serve as proof of service regardless of whether the eligible individual: submits any other qualifying document, or is included in the Approved Revised Reconstructed Guerilla Roster of 1948, (Missouri List). The Secretary may not accept such an affidavit as proof of service for any VA benefit other than the Compensation Fund. Nothing in this Act shall be construed as authorizing additional amounts to be appropriated to the Compensation Fund.

Local Care for Veterans Act This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to direct the Secretary of Veterans Affairs (VA) to ensure that a veteran may elect to receive health care treatment and services in a qualifying non-VA facility if: (1) the veteran is enrolled in the VA health care system and resides not more than 50 miles from the nearest VA facility that the Secretary has identified in a prospectus level lease request as being deficient with respect to providing certain treatment or services or as needing expansion; and (2) the Secretary determines that such deficiency has not been resolved or such expansion has not occurred.

Equalizing Transparency for Veterans Act Directs the Secretary of Veterans Affairs (VA) to biennially publish information on the VA's provision of health care on a VA Internet database that is publicly available. Includes among that information for each VA medical facility: quality measures regarding inpatient and outpatient care that the Secretary of Health and Human Services (HHS) is required to make publicly available under the Medicare program; the average length of stay, opioid prescription rate, and suicide rate for patients discharged from the facility; and the average number of days a patient waited for an appointment or procedure at such facility. Includes in such information for each VA nursing home any quality measures the Secretary of HHS makes publicly available regarding Medicare nursing homes. Directs the Secretary to establish a process to validate the published information. Requires the Secretary to annually submit a plan to Congress to improve each VA medical facility that ranks within the bottom quartile on each quality measure used by the Secretary to rank such facilities. Directs the Secretary to establish a toll-free telephone number for individuals to use to notify the Secretary of low-quality care being provided at a VA medical facility.

Military Family Leave Act of 2015 Entitles an employed family member of a member of the Armed Forces who receives notification of a call or order to active duty in support of a contingency operation, or who is deployed in connection with a contingency operation, to two workweeks of leave per year for each family member who is so called or deployed. Allows such leave to: (1) be taken intermittently or on a reduced leave schedule; and (2) consist of paid or unpaid leave, as the employer considers appropriate. Allows an employer to require certification of entitlement to such leave within a leave request. Provides employment and benefits protection for employees upon their return from such leave. Prohibits an employer from interfering with or otherwise denying the exercise of such leave rights.

Directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program with community partners (private nonprofit organizations) to provide intensive community care coordination and supportive services to disabled veteran families who lack access to VA or other direct wellness services. Authorizes such services to include: care coordination and case management services; outreach services; assistance in obtaining VA benefits, including vocational and rehabilitation counseling, employment and training service, educational assistance, and health care services; assistance in obtaining and coordinating the provision of other public benefits provided in federal, state or local agencies or other community partners, including marriage counseling, services for children, suicide prevention, substance abuse awareness and treatment, mental health awareness and treatment, financial counseling, anger management counseling, domestic violence awareness and prevention, employment assistance, transportation services, child care, housing counseling, preparing and updating family care plans, development of strategies for living with a veteran with post-traumatic stress disorder or traumatic brain injury, and accessing emergency financial assistance through philanthropic efforts; and providing direct services that are necessary to improve the well-being and address the needs of the disabled veteran families but are otherwise unavailable through existing public or private programs.

Military Corridor Transportation Improvement Act of 2015 Amends the Intermodal Surface Transportation Efficiency Act of 1991, as amended, to declare as high priority corridors on the National Highway System as well as segments of the Interstate System: (1) U.S. Route 117/Interstate Route 795 from U.S. Route 70 in Goldsboro, Wayne County, North Carolina, to Interstate Route 40 west of Faison, Sampson County, North Carolina; and (2) U.S. Route 70 from its intersection with Interstate Route 40 in Garner, Wake County, North Carolina, to the Port at Morehead City, Carteret County, North Carolina.

Department of Veterans Affairs Construction, Accountability, and Reform Act This bill authorizes the Secretary of Veterans Affairs (VA) to carry out the Aurora medical facility project to replace the VA Medical Center in Aurora, Colorado. The Secretary may not pay any bonus during FY2015-FY2016. If the project to replace the VA Medical Center in Aurora, Colorado, is not completed by September 30, 2016, the Secretary may not pay any bonus until the date on which the Secretary certifies to Congress that such major medical facility project is fully operational. The aggregate amount of subsequent fiscal year bonuses is capped through FY2024. The Secretary shall enter into an agreement with the Secretary of the Army for the Army Corps of Engineers to carry out the design, contract, construction management, and other similar services for the Aurora project. The Secretary is prohibited from carrying out any major medical facility project. The Secretary of the Army, through the Chief of Engineers, shall carry out all major medical facility projects for the Department. The Government Accountability Office shall review the Secretary's management of the Aurora project. The Secretary must notify Congress at least 120 days (currently at least 30 days) before obligating funds for major medical facility projects that exceed authorized amounts.

Defense of Environment and Property Act of 2015 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to specify the types of water bodies that are "navigable waters" and therefore fall under the scope of the Act. Groundwater is considered to be state water. Activities carried out by the Environmental Protection Agency (EPA) or the U.S. Army Corps of Engineers may not impinge upon states' power over land and water use. States or individual property owners may obtain judicial review of jurisdictional determinations by the EPA or the Army Corps that would affect their ability to plan the development and use of land and water resources within 30 days after a determination. The EPA may not use a significant nexus test to determine federal jurisdiction over navigable waters and waters of the United States. The following rules are nullified: (1) the Army Corps' rule entitled "Final Rule for Regulatory Programs of the Corps of Engineers," (2) the EPA's proposed rule entitled "Advance Notice of Proposed Rulemaking on the Clean Water Act Regulatory Definition of 'Waters of the United States,'" (3) the guidance document entitled "Clean Water Act Jurisdiction Following the U.S. Supreme Court's Decision in Rapanos v. United States & Carabell v. United States " (relating to the definition of waters under the jurisdiction of the Clean Water Act), and (4) any subsequent regulation or guidance issued by federal agencies that defines or interprets the term "navigable waters." The Army Corps and the EPA may not promulgate rules or issue guidance that expands or interprets the definition of navigable waters unless expressly authorized by Congress. Federal agencies must obtain the consent of private property owners prior to entering their land to collect information about navigable waters. Federal agencies that issue regulations that relate to the definition of navigable waters or waters of the United States and diminish the fair market value or economic viability of a property must pay the affected property owner an amount equal to twice the value of the loss. Until the landowners have been compensated, such a regulation will have no force or effect.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay, except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

American Business for American Companies Act of 2015 Prohibits an executive agency from awarding a contract for the procurement of property or services (including a defense contract) to: (1) any foreign incorporated entity determined to be an inverted domestic corporation or any subsidiary of such entity, or (2) any joint venture more than 10% of which is held by such an entity or subsidiary. Directs each agency to include in each such contract awarded with a value in excess of $10 million, other than a contract for exclusively commercial items, a clause that prohibits the prime contractor from: (1) awarding a first-tier subcontract with a value greater than 10% of the total prime contract to such an entity or joint venture, or (2) structuring subcontract tiers enabling such entity or joint venture to perform more than 10% of the total value of the prime contract. Authorizes an agency to waive such requirements for a contract in the interest of national security or when necessary for the efficient or effective administration of federal or federally funded: (1) programs that provide health benefits to individuals, or (2) public health programs. Provides for termination of a contract or suspension or debarment of a contractor in violation of this Act. Requires a foreign incorporated entity to be treated as an inverted domestic corporation if: (1) the entity acquires, on or after May 8, 2014, substantially all of the properties held by a domestic corporation or substantially all of the assets of, or substantially all of the properties constituting a trade or business of, a domestic partnership; and (2) after the acquisition, either more than 50% of the stock of the entity is held by former shareholders of the domestic corporation or former partners of the domestic partnership, or the management and control of the expanded affiliated group which includes the entity occurs primarily within the United States and such expanded affiliated group has significant domestic business activities. Sets forth an exception for an entity within an expanded affiliated group with substantial business activities in the foreign country in which the entity is created. Requires the Department of the Treasury to prescribe regulations for determining cases in which the management and control of an expanded affiliated group is to be treated as occurring primarily within the United States.

Virginia Jobs and Energy Act Directs the Secretary of the Interior to: (1) conduct lease sale 220 within one year after enactment of this Act, and (2) include at least two lease sales in the Virginia lease sale planning area in each five-year oil and gas leasing program that applies after the current leasing program. Prohibits any oil or natural gas exploration, development, or production off the Virginia coast that would conflict with a military operation. Directs the Secretary and the Secretary of Defense (DOD) periodically to review and revise a specified Memorandum of Agreement concerning such operations to account for new offshore energy production technologies, including those using wind energy. Allocates 37.5% of new leasing revenues received by the United States each fiscal year under any lease issued under this Act for payment to states affected with respect to the leases under which those revenues are received by the United States. Sets forth a payments allocation schedule for states within 200 miles of the leased tract. Exempts from environmental impact statement requirements under the National Environmental Policy Act of 1969 (NEPA) any project determined by the Secretary to be an offshore meteorological site testing and monitoring project. Defines such project as one administered by the Department of the Interior and carried out on or in the waters of the Outer Continental Shelf to test or monitor weather (including wind, tidal, current, and solar energy) using towers, buoys, or other temporary ocean infrastructure and that: (1) causes less than one acre of surface or seafloor disruption at the location of each meteorological tower or other device and no more than five acres of surface or seafloor disruption within the proposed area affected by the project (including hazards to navigation); (2) is decommissioned within five years of its commencement; and (3) provides meteorological information to the Secretary. Directs the Secretary to: (1) require that any applicant seeking to conduct such a project obtain a permit and right of way; (2) determine, within 30 days after receiving an application, whether to issue such a permit and right of way; (3) provide an opportunity for public comment; (4) consult with DOD, the Commandant of the Coast Guard, and the heads of other federal, state, and local agencies affected by issuance of the permit and right of way; and (5) provide an applicant the opportunity to remedy deficiencies in an application that was denied.

Veteran Emergency Medical Technician Support Act of 2015 Amends the Public Health Service Act to direct the Department of Health and Human Services to establish a demonstration program for states with a shortage of emergency medical technicians (EMTs) to streamline state requirements and procedures to assist veterans who completed military EMT training to meet state EMT certification, licensure, and other requirements.

Veterans Entrepreneurship Act Amends the Small Business Act to prohibit the Administrator of the Small Business Administration (SBA) from assessing a guarantee fee in connection with a loan made under the SBA Express Program to a veteran or spouse of a veteran on or after October 1, 2015. Directs the Administrator to report to Congress on: (1) the feasibility of providing financial planning and counseling to owners of small business concerns who are members of a reserve component prior to deployment; (2) the level of outreach to and consultation with female veterans by women's business centers and veterans business outreach centers; and (3) the Military Reservists Economic Injury Disaster Loan Program, which shall include a discussion of SBA outreach efforts to increase participation, the number of loans made, and an analysis of the effectiveness of, and recommendations for improving, the Program.

Vulnerable Veterans Housing Reform Act of 2015 Amends the United States Housing Act of 1937 to exclude as family income for Department of Housing and Urban Development housing assistance purposes any Department of Veterans Affairs payments made to veterans in need of regular aid and attendance for expenses related to such aid and attendance.
