Specifically, the bill prohibits the use of certain authorities under the DPA with respect to electric vehicles, electric vehicle batteries, electric vehicle charging stations or infrastructure, or obtaining critical minerals for use in manufacturing of any such items.

Prohibiting Certain Off-Post Demonstrations Act of 2024 This bill prohibits members of the Armed Forces from participating in off-post demonstrations under certain circumstances. The bill makes violations of the prohibition punishable under the Uniform Code of Military Justice. Under the bill, members are prohibited from participating in off-post demonstrations when they are on-duty, they are in a foreign country, the activities constitute a breach of law and order, violence is likely to result, they are in uniform against regulations, the demonstration is against U.S. military action, the demonstration is against U.S. support of a U.S. ally at war, or the demonstration is outside of the embassy of the United States or a U.S. ally.

Manufacturing Jobs for Veterans Act of 2024 This bill requires the Department of Labor, as part of the Veteran's Workforce Investment Program, to implement the Veterans Manufacturing Employment Program to award competitive grants to three states for the establishment and administration of a State Manufacturing Employment Program. Such program must provide grants to manufacturing employers and joint-labor management organizations that provide eligible veterans with training, on-the-job training, apprenticeships, and training that leads to a recognized postsecondary credential. Eligible veterans are those who are employed by a manufacturing employer and enrolled or participating in a specified training, on-the-job training, apprenticeship, or certification class.

Military Family Leave Act of 2024 This bill entitles an employed family member of a member of the Armed Forces who receives notification of a call or order to active duty in support of a contingency operation, or who is deployed in connection with a contingency operation, to two workweeks of leave per year for each family member who is so called or deployed. Such leave may (1) be taken intermittently or on a reduced leave schedule; and (2) consist of paid or unpaid leave, as the employer considers appropriate. Additionally, the bill (1) allows an employer to require certification of entitlement to such leave within a leave request, (2) provides employment and benefits protection for employees upon their return from such leave, and (3) prohibits an employer from interfering with or otherwise denying the exercise of such leave rights.

Lead Endangers Animals Daily Act of 2024 or the LEAD Act of 2024 This bill directs the Department of the Interior to promulgate final regulations prohibiting the discharge of a firearm using ammunition other than nonlead ammunition included on the list established pursuant to this bill on all lands and waters under the jurisdiction and control of the U.S. Fish and Wildlife Service. Interior shall establish and annually update a list of nonlead ammunition. The prohibition shall not apply to (1) a government official or agent who is carrying out a statutory duty unrelated to the management of wildlife; (2) a state, local, tribal, or federal law enforcement officer, or the agent of such an officer, who is carrying out a statutory duty; or (3) an active member of the U.S. military who is carrying out official duties. The regulations promulgated pursuant to this bill shall provide that any person that knowingly violates the prohibition may be assessed a civil penalty by Interior of (1) no more than $500 for the first violation, and (2) no less than $1,000 or more than $5,000 for each subsequent violation.

Disabled Veterans Housing Support Act This bill excludes compensation received for a military service-connected disability from a veteran's income when determining eligibility for assistance under the Community Development Block Grant (CDBG) program. The CDBG program provides grants to urban communities for development activities focused on revitalizing neighborhoods, economic development, and providing improved community facilities and services. Additionally, the Government Accountability Office must report on how service-connected disability compensation is treated when determining eligibility for all programs administered by the Department of Housing and Urban Development.

Extension of Continuing Appropriations and Other Matters Act, 2024 This bill provides continuing FY2024 appropriations for federal agencies, modifies the requirements for determining eligibility for federal student aid, and provides additional funding for Federal Pell Grants. The bill is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires. The CR provides funding through March 8, 2024, for agencies and programs that were funded in the following four FY2023 appropriations acts: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023; the Energy and Water Development and Related Agencies Appropriations Act, 2023; the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023. For most other federal agencies and programs, the CR provides funding through March 22, 2024. (Under the current CR, the first group of agencies is funded through March 1, 2024, and the remaining agencies are funded through March 8, 2024.) The CR generally funds most programs and activities at the FY2023 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. The bill also revises the computation of the student aid index (SAI) for dependent students, which is used to determine eligibility for federal student aid. The SAI for a dependent student is calculated using the Free Application for Federal Student Aid (FAFSA) data for the student and their parents. The FAFSA Processing System calculates the parents' contribution from income and assets, the student's contribution from income, and the student's contribution from assets; the SAI is the sum of these three values. In particular, the bill specifies that a student's available income shall not be less than -$1,500 for award year 2024-2025 and not less than $0 for award year 2025-2026 and each succeeding award year. The bill also provides specified additional funds for Federal Pell Grants for FY2025 and each succeeding fiscal year.

Let Pregnancy Centers Serve Act of 2024 This bill explicitly authorizes states to use Temporary Assistance for Needy Families (TANF) funding to carry out programs that encourage patients to carry their pregnancies to term rather than seek abortions. Under current law, states have broad authority to use TANF funds as they see fit to accomplish any of the program’s four purposes, including to prevent and reduce out-of-wedlock pregnancies.  The bill also prohibits the federal government from subjecting entities receiving TANF funds to disparate treatment because they encourage patients to carry their pregnancies to term, or because they do not provide, assist, or counsel in favor of abortion. Similarly, the federal government may not subject states contracting with such entities to disparate treatment. Under the bill, disparate treatment includes presumed ineligibility for TANF funds or presumed failure to satisfy the purposes of the program. The Department of Justice, a state, or an entity adversely affected by a violation of these provisions may bring suit in civil court for appropriate relief, including money damages. Federal officials may not invoke sovereign immunity as a defense to such a suit.
