Tribal Heritage and Grizzly Bear Protection Act This bill provides for the management of grizzly bears ( Ursus arctos horribilis ) except for grizzly bears that (1) belong to a population that is listed as a threatened or an endangered species; (2) are taken, possessed, or transported in Alaska; or (3) are taken in self-defense or to save the life of another person in immediate danger. The Department of the Interior may issue a permit for taking (e.g., killing, harming, or capturing), possessing, or transporting grizzly bears, or their parts if such taking, possession, or transportation is for purposes of science, exhibition, tribal religion, agricultural protection, or public safety. Such permits must be compatible with the protection of the grizzly bear species or a population of grizzly bears occupying a geographically distinct area. In addition, Interior must establish (1) a Grizzly Bear Scientific Committee, and (2) a grant program for assisting livestock producers with issues of livestock predation. Finally, the bill provides for the reintroduction of grizzly bears on tribal land.

The study shall identify the rate of incidence of cholangiocarcinoma in such veterans and in U.S. residents. The bill also requires the VA to track and report on the prevalence of cholangiocarcinoma using the Veterans Affairs Central Cancer Registry.

Get Veterans a Doctor Now Act This bill authorizes the Department of Veterans Affairs (VA) to offer a contingent physician's appointment to a person who, upon completion of a post-graduate training program, completes a residency program within two years after the VA offer. Eligibility requirements for a VA physician's appointment, including a contingency appointment, are revised to require completion of a residency program rather than an internship. At least annually, the VA must ensure that a recruiter or other similar official of each Veterans Integrated Service Network (regional VA health care administrative areas) visits each allopathic and osteopathic teaching institution with a graduate medical education program within the network to recruit individuals for the Veterans Health Administration.

DOD must also maintain a database of such officers. Form DD-214 contains a member's record of service and information that may be used for veteran's benefits, retirement, employment, and veteran's organization membership.

Veterans' Second Amendment Rights Restoration Act of 2019 This bill sets forth procedures and conditions for the adjudication of veterans as mentally incompetent for purposes of firearms possession or ownership. Specifically, the bill requires the federal government to prove by clear and convincing evidence that a person is a danger to himself, herself, or others in order for a person to be adjudicated as mentally defective. Veterans must be provided certain notice, including written notice of the effect the ruling may have on their ability to own and possess firearms. For an administrative competency proceeding to be initiated, the Department of Veterans Affairs (VA) must determine (1) that a veteran requires the assignment of a fiduciary due to a finding of mental incompetency; and (2) the VA has a reasonable basis to believe that the person may be a danger to himself, herself, or others.

Spending Safeguard Act

Spending Safeguard Act This bill requires the Office of Management and Budget (OMB) to establish spending limits for direct spending programs that (1) are enacted or reauthorized after the enactment of this bill, and (2) do not have a specific level of authorized spending expressed as a dollar amount. The spending limits must be equal to (1) 120% of the cost of the program for defense, health, Medicare, income security, Social Security, and veterans benefits and services programs; and (2) 110% of the cost for any other program. The OMB must maintain a publicly available scorecard that displays the spending level for any program that is subject to the limits. The OMB and the President must submit specified reports to Congress comparing current spending to the limits. The bill prohibits obligations for programs that have reached the applicable spending limit. Agencies implementing programs listed on the OMB's scorecard must ensure that any contract, offer of benefits, or other material provided to program participants specifies that the program is subject to a spending limit that may impact future availability of funds to pay benefits.

Addressing Care Timelines for Veterans Act or the ACT for Veterans Act This bill modifies the Veterans Community Care Program to extend the authorization period for emergency treatment in non-Department of Veterans Affairs (VA) medical facilities. Specifically, the bill requires the VA to deem as authorized emergency care or services provided by a non-VA health care provider to a covered veteran if such veteran applies for authorization within 96 hours (currently 72 hours under VA regulations) of admission for care. Covered veterans are those who are enrolled in the VA health care system or those who are not enrolled but are eligible for care due to a service-connected disability.

Wounded Warrior Workforce Enhancement Act This bill requires the Department of Veterans Affairs (VA) to award grants to eligible institutions to (1) establish a master's degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. The VA shall give grant priority to institutions that have entered into a partnership with a medical center administered by the VA or a facility administered by the Department of Defense. An eligible institution is an educational institution that is either accredited by the National Commission on Orthotic and Prosthetic Education or that demonstrates an ability to meet such accreditation requirements if it receives a grant. The bill also requires the VA to award a grant to an institution with orthotic and prosthetic research and education experience to (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic research.

Foreign Service Families Act of 2019 This bill directs the Department of State to include in the Foreign Affairs Manual an updated plan for providing telecommuting employment opportunities for the spouses of overseas Foreign Service Officers. The State Department shall facilitate employment of such spouses by providing regular career counseling, maintaining a centralized database of the skills of such spouses and available employment opportunities, and offering other employment-related assistance. (Currently, the State Department is authorized to provide such assistance but not required to do so.) The State Department shall establish a program to help such spouses access employment and education opportunities, modeled after already-authorized programs for military spouses. The State Department shall report to Congress on the status of the implementation of the Foreign Service Family Reserve Corps (a program designed to speed up the hiring process for eligible family members of overseas Foreign Service officers), including (1) an update on the implementation of a hiring preference for Corps members, and (2) an accounting of any Corps-eligible individuals who were unable to fill a position at new location due to an inability to transfer a security clearance. Family members of overseas government employees shall not be held to a higher employment standard for positions customarily filled by Foreign Service officers, Foreign Service personnel, or foreign nationals.

SAVE Act

Save Arms control and Verification Efforts Act of 2019 or SAVE Act This bill requires reports related to extension of the Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START Treaty) and prohibits increases in the number of certain U.S. weapons should the treaty lapse. The following reports to Congress shall be required if the parties to the treaty do not finalize a treaty extension: separate reports from the President, the Department of Defense, and the Department of State justifying why the treaty has not been extended and certifying that it is in national security interests to not extend; and an assessment by the Office of the Director of National Intelligence of why the treaty has not been extended, including a certification that the United States will not lose intelligence into Russia's nuclear program. The bill also requires reports to Congress on the effect of a treaty lapse on U.S. intelligence-collection capabilities, the structure of the Armed Forces, U.S. nuclear weapons programs, and foreign relations. The President shall report to Congress on the progress of treaty-related discussions with Russia and a strategy for future strategic arms control agreements with Russia. The bill prohibits increasing the number of various U.S. weapons (such as deployed intercontinental ballistic missiles) above specified thresholds if the treaty lapses or if the President takes certain actions to withdraw from or suspend the treaty, unless the President certifies that Russia has made certain militarily significant increases to its weapons stockpiles.

Specifically, the bill expands eligibility for the Fry Scholarship to the following dependents: a child or surviving spouse of a servicemember who dies on or after September 11, 2001, serving in a line of duty other than active duty, and a child or surviving spouse of a Selected Reserve member who dies on or after September 11, 2001, from a service-connected disability within four years after the date of the last discharge from active duty.

Eastern European Security Act This bill authorizes the President to make direct loans to countries that joined the North Atlantic Treaty Organization (NATO) after March 1, 1999, for the purchase of U.S. defense articles. The President may (1) make such loans with lower interest rates than required by statute, and (2) charge fees associated with such loans. Before making such a loan, the Department of State shall certify to Congress that the receiving country is (1) making demonstrable progress toward meeting its NATO defense-spending obligations, and (2) respecting the country's constitution and upholding democratic values.

The grants may only be made to local governments in urbanized areas with populations greater than 50,000 or to stormwater management authorities in those localities. FEMA shall give priority to grant applicants in areas that (1) are highly vulnerable to a sea level rise, (2) include a military installation or other national security facility, or (3) have a population highly vulnerable to urban flooding and have an uneven capacity for flood mitigation and response efforts due to socioeconomic factors.

American Innovation Act This bill requires certain adjustments to discretionary spending limits in FY2020-FY2024 to accommodate increases in appropriations for agencies that perform basic science research. Adjustments are required for the National Science Foundation, the Department of Energy Office of Science, Department of Defense science and technology programs, National Institute of Standards and Technology scientific and technical research and services, and the National Aeronautics and Space Administration (NASA) Science Mission Directorate. The bill also requires annual appropriations during FY2020-FY2024 for each of the programs and agencies referenced in this bill to be at least the amount appropriated for FY2019. The bill exempts appropriations provided pursuant to this bill from sequestration. Military Housing Oversight and Service Member Protection Act

Military Housing Oversight and Service Member Protection Act This bill addresses Department of Defense (DOD) oversight and service member-protections in DOD-sponsored private military housing. Among other things, the bill covers contracts, unit inspection, remedying substandard conditions, handling housing-related injuries, and prohibiting improper financial interests by public officials. Specifically, DOD must establish requirements for entering into and renewing contracts with private landlords and must make the financial details of such agreements public. DOD must employ certified independent housing inspectors to ensure that private military housing units are safe, clean, and adequate and meet federal, state, and local laws and standards of habitability. DOD must allow state and local housing inspectors to conduct no-notice inspections, including on military installations. DOD must require each landlord to provide access to the landlord's maintenance work order system. Service members may file a claim with DOD to withhold the basic allowance for housing if a landlord has not met maintenance guidelines or the unit is uninhabitable according to state and local law. Military treatment facilities must screen service members and family members for medical conditions resulting from unsafe private housing and landlords must pay medical bills associated with housing-related injuries. The Department of Veterans Affairs must provide similar care for veterans and their families. The bill prohibits members of defense-related congressional committees and certain military officers and high-level DOD employees from having a financial interest in private military housing. Violations are subject to civil penalties.

Harmony’s Law

Harmony's Law This bill eliminates the statute of limitations under the Uniform Code of Military Justice for a child abuse offense. Currently, such charges must be received during the life of the child or within 10 years of the commission of the offense, whichever is longer. The bill retroactively applies to offenses for which the current statute of limitations has not yet lapsed. The Office of General Counsel of the House of Representatives is authorized to file legal briefs supporting the position that prosecution for a rape or sexual assault should not be time-barred, notwithstanding the opinion of the U.S. Court of Appeals for the Armed Forces in United States v. Mangahas , No. 17-0434-AF.
