USS Frank E. Evans Act This bill requires the Department of Defense to authorize inclusion on the Vietnam Veterans Memorial Wall in the District of Columbia of the names of the 74 crew members of the USS Frank E. Evans killed on June 3, 1969.

Student Veteran Work Study Modernization Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to expand eligibility for the work-study allowance program to individuals who are pursuing programs of rehabilitation, education, or training at a rate equal to at least half of that required of a full-time student.

Stamp Out Veterans Medical Debt Act This bill requires the U.S. Postal Service to issue and sell a Veterans Medical Debt Relief Stamp to help pay medical debt incurred by veterans for hospital care, medicals services, and extended care services furnished by the Department of Veterans Affairs, including through the Veterans Community Care Program.

This concurrent resolution recognizes the difficult challenges Black veterans faced when returning home after serving in the Armed Forces, their heroic military sacrifices, and their patriotism in fighting for equal rights and for the dignity of a people and a nation. The concurrent resolution also recognizes the need for the Department of Veterans Affairs to continue to work to eliminate any health and benefit disparities for minority veterans.

VA Zero Suicide Demonstration Project Act of 2025 This bill requires the Department of Veterans Affairs (VA) to establish the Zero Suicide Initiative pilot program for the purpose of improving safety and suicide care for veterans. The program must be implemented at five VA medical centers, including one that serves veterans in rural and remote areas.

Veterans Supporting Prosthetics Opportunities and Recreational Therapy Act or the Veterans SPORT Act This bill includes adaptive prostheses and terminal devices for sports and other recreational activities within the definition of medical services under the laws administered by the Department of Veterans Affairs (VA). Under the bill, these artificial limbs must be furnished as medical services to eligible veterans.

Fisher House Availability Act of 2025 This bill expands eligibility for temporary lodging at a Fisher House to additional individuals receiving medical care or treatment at a Department of Veteran Affairs (VA) or non-VA facility or those accompanying individuals receiving such treatment. (Fisher Houses are where the VA furnishes no-cost lodging to veterans and others when receiving treatment or accompanying an individual receiving treatment.) Specifically, the bill authorizes the VA to provide lodging at a Fisher House on a space-available basis to members of the Armed Forces, regardless of duty status, or any individual on active duty (i.e., eligible individuals) who must travel a significant distance to receive care or services; family members and others accompanying such eligible individuals to receive care or services; veterans, members of a veteran's family, and others who must travel a significant distance for a member of a veteran's family to receive care or services; and eligible individuals, members of an eligible individual’s family, and others who must travel a significant distance for a member of an eligible individual’s family to receive care or services.

This resolution designates October 2025 as National Military Toxic Exposures Awareness Month and recognizes the impact toxic exposures have had on veterans, members of the Armed Forces, their families, and their survivors. Further, the resolution calls upon the Department of Defense to reinforce the commitment by the federal government to prevent future incidents of toxic exposure among members of the Armed Forces.

Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Firearm Access During Shutdowns Act of 2025 This bill requires various federal agencies to continue certain operations, functions, and services related to firearms during a government shutdown. The bill applies to the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); the ATF's Directorate of Enforcement Programs and Services; the activities of the Department of Commerce's Bureau of Industry and Security relating to firearms and firearm-related products, including activities related to processing of applications for export licenses; and the activities of the Department of State's Directorate of Defense Trade Controls relating to firearms and firearm-related products, including activities related to processing of applications for export licenses. Under the bill, (1) these operations, functions, and services are deemed to relate to an emergency involving the safety of human life or the protection of property; and (2) employees carrying out the operations, functions, and services are deemed to be excepted employees. (Under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown. Employees who are required to work during a government shutdown because they fall under this or other exceptions are known as excepted employees.)

Armed Forces Pay Act of 2025 This bill provides continuing appropriations to pay members of the Armed Forces and civilian employees of the Department of Defense (DOD) and intelligence agencies during any period in which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service or inactive-duty training during the period; and (2) civilian employees of DOD, the Coast Guard, the Office of the Director of National Intelligence, and the Central Intelligence Agency. The appropriations provided by the bill are available until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2026. The bill also specifies that the funds provided by this bill for intelligence or intelligence-related activities are deemed to be specifically authorized by the Congress during FY2026 until the enactment of the Intelligence Authorization Act for Fiscal Year 2026.

Paychecks for Patriots Act of 2025 This bill provides continuing appropriations for military pay during any period in which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of members of the Armed Forces, including reserve components, who perform active service or inactive duty training during the period. The appropriations provided by this bill are available until legislation is enacted that provides FY2026 appropriations for military pay (including continuing appropriations for this purpose).

A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying employees of the agency. The bill must take effect as if it had been enacted on September 30, 2025.

Edith Nourse Rogers STEM Scholarship Opportunity Act of 2025 This bill expands eligibility for and modifies administration of the Edith Nourse Rogers STEM Scholarship. The scholarship allows individuals who are entitled to Post-9/11 GI Bill educational assistance and are pursuing eligible degrees in science, technology, engineering, mathematics, or health care to receive up to nine additional months of benefits (capped at $30,000). The bill eliminates the requirement that an individual must have less than 180 days of remaining educational assistance entitlement (or no entitlement remaining) to be eligible for the scholarship. Additionally, the bill reduces by 25% the number of credits an individual must have completed in order to be eligible for the scholarship. In situations where there are insufficient funds available in a fiscal year, the bill authorizes the Department of Veterans Affairs to give priority to individuals who have used the most months of their educational assistance entitlement and those who are using their entitlement to pursue a program of post-secondary education in specified fields (e.g., engineering). The bill specifies that individuals who receive the scholarship benefit may only use the benefit after they have used all of their educational assistance entitlement under the Post-9/11 GI Bill.

Pay Our Military Act of 2025 This bill provides continuing appropriations for military pay for any period during which continuing or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for pay, allowances, and certain benefits for members of the Armed Forces, including reserve components, who perform active service during the period. The benefits funded by the bill include individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and monthly payments to surviving spouses who care for a child of a member or former member of the Armed Forces. The bill also provides FY2026 continuing appropriations for pay and allowances for Department of Defense (DOD) civilian personnel (and Department of Homeland Security [DHS] personnel in the case of the Coast Guard) who are providing support to such members of the Armed Forces, and payments for DOD contractors (and DHS contractors in the case of the Coast Guard) who are providing support to the members of the Armed Forces. A federal agency may not use funds provided by this bill during any period in which continuing appropriations are available for the same payments, allowances, and benefits that are funded by this bill. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2026.

This joint resolution directs the President to terminate the use of U.S. Armed Forces for hostilities within or against Venezuela unless a declaration of war or authorization to use military force for such purpose has been enacted. The resolution specifies that it shall not be construed to prevent the United States from defending itself from an armed attack or threat of an imminent armed attack.

Further, the bill prohibits states and local jurisdictions from refusing to hire a nonresident military spouse or dependent as an election worker solely on the grounds that the individual does not maintain a place of residence in the state or local jurisdiction.
