Military Housing Oversight and Service Member Protection Act This bill addresses Department of Defense (DOD) oversight and service member protections in DOD-sponsored private military housing. Among other things, the bill covers contracts, unit inspection, remedying substandard conditions, handling housing-related injuries, and prohibiting improper financial interests by public officials. Specifically, DOD must establish requirements for entering into and renewing contracts with private landlords and must make the financial details of such agreements public. DOD must employ certified independent housing inspectors to ensure that private military housing units are safe, clean, and adequate, and that they meet federal, state, and local laws and standards of habitability. DOD must allow state and local housing inspectors to conduct no-notice inspections, including on military installations. DOD must require each landlord to provide access to the landlord's maintenance work order system. Service members may file a claim with DOD to withhold the basic allowance for housing if a landlord has not met maintenance guidelines or the unit is uninhabitable according to state and local law. Military treatment facilities must screen service members and family members for medical conditions resulting from unsafe private housing, and landlords must pay medical bills associated with housing-related injuries. The Department of Veterans Affairs must provide similar care for veterans and their families. The bill prohibits members of defense-related congressional committees and certain military officers and high-level DOD employees from having a financial interest in private military housing. Violations are subject to civil penalties.

Specifically, the VA must provide the name and location of the facility and also specific information regarding the veteran who committed or attempted suicide. The VA is required to include in each notification (1) guidance to deter the sensationalism of suicide, (2) guidance for identifying warning signs exhibited by veterans at risk of suicide, and (3) information on the resources available from the VA to veterans at risk of suicide.

Support and Defend Our Military Personnel and Their Families Act This bill establishes that any person who has served under honorable conditions as a member of the Armed Forces in support of contingency operations shall be eligible for naturalization as if the person had served during a period of presidentially-designated military hostilities. (Contingency operations are operations where Armed Forces members are or may become involved in military actions, operations, or hostilities, or that result in the call to active duty) The bill extends the period for filing a naturalization application from six months to one year after completing eligible military service. An alien eligible for a family-sponsored visa and is either the spouse or child of a permanent resident alien serving in the Armed Forces shall be exempt from worldwide visa numerical limitations. The Department of Homeland Security (DHS) may adjust to permanent resident status an alien who is a parent, spouse, child, son or daughter, or minor sibling of a person who has served in the Armed Forces under honorable conditions. The bill permits posthumous benefits under specified circumstances. DHS must give prior approval before a notice to appear in a removal proceeding may be issued against an alien who has served honorably in the Armed Forces. Before giving such approval, DHS shall consider factors such as the alien's record of service, grounds of deportability applicable to the alien, and any hardship to the Armed Forces or the alien or family members if placed in removal proceedings. Such an alien may shall not be removed based on certain grounds of inadmissibility or detained after ordered removed.

Navy SEAL Chief Petty Officer William “Bill” Mulder (Ret.) Transition Improvement Act of 2019 This bill requires the Department of Labor and the Department of Veterans Affairs (VA) to make improvements to the Transition Assistance Program that serves members of the Armed Forces who separate, retire, or are discharged from service. Among other requirements, the bill extends by five years the pilot program for providing off-base transition training for veterans and their spouses. Labor must select no fewer than 50 locations to implement the training, and at least 20 shall be states with a high rate of veteran unemployment. The bill requires the VA to make grants to eligible organizations for the provision of transition assistance. Finally, the bill grants access to the VA and Labor to certain information reported by employers to states' new hire directories in order to track employment of veterans.

This bill transfers administrative jurisdiction from the Department of the Interior to the Department of the Army over the 16.09-acre parcel of federal land in Arlington, Virginia, adjacent to and comprising Memorial Avenue from the western side of the Route 110 overpass, west to and including the hemicycle used by the Women in Military Service for America Memorial. Such land shall be administered as part of Arlington National Cemetery. The bill also transfers administrative jurisdiction from Army to Interior over the 1.04-acre parcel of federal land in Arlington adjacent to the Chaffee parking lot, comprising one structure, and bounded on the northeast by Sherman Drive. Such land shall be included within the boundary of Arlington House and the Robert E. Lee Memorial, and administered by Interior as part of such memorial. The land transfers of this bill shall be made without reimbursement nor consideration. The use of a bicycle trail or recreational access in the transferred lands may continue after transfer.

If a review indicates that the award is warranted, a recommendation shall be made to the President to award the Medal of Honor to that veteran.

The bill authorizes appropriations to DOD for Procurement, including aircraft, weapons and tracked combat vehicles, shipbuilding and conversion, missiles, and space procurement; Research, Development, Test, and Evaluation; Operation and Maintenance; Working Capital Funds; the Joint Urgent Operational Needs Fund; Chemical Agents and Munitions Destruction; Drug Interdiction and Counter-Drug Activities; the Defense Inspector General; the Defense Health Program; the Armed Forces Retirement Home; the Space Force; and Overseas Contingency Operations. The bill also authorizes the FY2020 personnel strengths for active duty and reserve forces and sets forth policies regarding military personnel; compensation and other personnel benefits; health care; acquisition policy and management; DOD organization and management; civilian personnel matters; matters relating to foreign nations; strategic programs, cyber, and intelligence matters; and the establishment of the Space Force within the Air Force. The bill authorizes appropriations and sets forth policies regarding military construction for the Army, Navy, Air Force, defense agencies, the North Atlantic Treaty Organization Security Investment Program, and Guard and Reserve Forces facilities. The bill authorizes appropriations for base realignment and closure activities.

Blue Water Navy Vietnam Veterans Act of 2019 This bill extends the presumption of service-connection for certain diseases associated with herbicide (e.g., Agent Orange) exposure to veterans who served (1) offshore of Vietnam between January 9, 1962, and May 7, 1975, or (2) in or near the Korean Demilitarized Zone between September 1, 1967, and August 31, 1971. Under a presumption of service-connection, specific disabilities or diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill extends eligibility for health care, vocational training and rehabilitation, and monetary allowance to children with spina bifida who have at least one veteran parent who may have been exposed to an herbicide agent while serving in Thailand between January 9, 1962, and May 7, 1975. The Department of Veterans Affairs must report on the Follow-up Study of a National Cohort of Gulf War and Gulf War Era Veterans.

Burma Human Rights and Freedom Act of 2019 This bill authorizes aid to address the humanitarian crisis in Burma (Myanmar). It also calls for sanctions and reports related to the issue. Specifically, the bill authorizes aid for humanitarian assistance and reconciliation activities in Burma and other countries in the region, including assistance to help targeted ethnic minority groups and support voluntary resettlement. The President may not provide security assistance for Burma's armed forces until the Department of State certifies that the Burmese military has made significant progress in abiding by international human rights standards. The bill reinstates trade restrictions on rubies and jadeite from Burma until the President certifies that Burma has passed certain reforms relating to transparency in the gemstone industry. The President shall report to Congress a list of (1) senior military officials known to be directly and significantly involved in gross human rights violations in Burma, and (2) entities owned or controlled by such individuals. The State Department shall deny such individuals visas, and the Department of the Treasury shall impose various property-blocking sanctions against listed entities and individuals. The State Department shall report to Congress a strategy to promote economic development in Burma. The bill also requires reports on Burma's military, Burma's eligibility for preferential duty treatment, whether certain Burmese military officials should be on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control, U.S. diplomatic efforts to impose coordinated sanctions related to Burma, and crimes against humanity in Burma.

The bill makes permanent provisions that reduce individual tax rates, modify the taxation of the unearned income of children, allow a deduction for qualified business income of pass-through entities, increase the standard deduction, increase and modify the child tax credit, increase the limitation for certain charitable contributions, allow additional contributions to ABLE accounts (tax-favored accounts designed to enable individuals with disabilities to save for and pay for disability-related expenses), allow certain members of the Armed Forces in the Sinai Peninsula of Egypt to receive combat zone tax benefits, reduce the adjusted gross income threshold for the medical expense deduction, exclude from gross income discharges of student loan debt due to the death or disability of the student, repeal the deduction for personal exemptions, limit individual deductions for state and local taxes, limit the mortgage interest deduction, double the estate and gift tax exemption amount, increase the alternative minimum tax exemption amount for individuals, and repeal or limit several other deductions and exclusions. The bill also modifies (1) the capital gains tax brackets, and (2) the tax filing requirements for married taxpayers.

These plans, which may include state-owned National Guard facilities, shall contain the following elements, as appropriate: an assessment of current risks and threats, such as changes in environmental conditions, and future risks and threats—based upon authoritative projections of changing environmental conditions—to the resilience of a major installation considered in a master plan during a 50-year lifespan; a description of vulnerable assets or infrastructure located on the installation as well as critical community infrastructure and resources outside of the installation; and a description of measures to mitigate threats to the resilience of an installation and its mission, associated costs of the measures, and agreements that will aid the resilience of the installation and vulnerable community infrastructure and resources.

Get the Lead Out of Military Housing Act

Get the Lead Out of Military Housing Act This bill addresses the exposure of personnel and dependents to lead in military facilities. It requires the Department of Defense (DOD) to establish a policy under which a certified lead-based paint inspector or risk assessor may access a military installation in order to conduct lead testing. Penalties are imposed for failure to provide testing results to relevant government agencies or obstruction of the testing. DOD shall test for, and mitigate, the presence of lead-based paint and lead in drinking water in schools that are (1) owned or operated by the Department of Defense Education Activity, or (2) providing educational programs pursuant to agreements to provide education to military dependents. DOD may not discourage inspection of housing for presence of lead-based paint or sources of lead. The bill expands requirements for lead-level testing or screening as part of well-baby care under the TRICARE program. It prescribes testing for the level of lead in the blood at the ages of both 12 and 24 months for children at elevated risk of lead exposure. The Government Accountability Office shall study the effectiveness of such screening, testing, and treatment for lead exposure and poisoning. DOD shall maintain records concerning the year housing for military personnel was built, and members must provide notice of when their residence was built as a condition of receiving a housing allowance. The military departments shall certify whether housing complies with requirements of the Toxic Substances Control Act regarding lead-based paint hazards at federal facilities. Political appointees in military departments that have failed to meet the certification requirements may not receive bonus pay.

Stop Iran From Smuggling Weapons to Terrorists Act This bill authorizes the Department of Defense (DOD) to provide training to (1) the national military or other security forces of Israel, Bahrain, Saudi Arabia, the United Arab Emirates, Oman, Kuwait, and Qatar that have among their functional responsibilities maritime security missions; and (2) ministry-, agency-, and headquarters-level organizations for such forces. Such assistance and training may be referred to as the Counter Iran Maritime Initiative. Such training may include the provision of de minimis equipment, supplies, and small-scale military construction and shall include the promotion of human rights and respect for legitimate civilian authority. DOD shall negotiate a training cost-sharing agreement with a recipient country that covers at least 50% of related costs.

San Gabriel Mountains Foothills and Rivers Protection Act This bill establishes the San Gabriel National Recreation Area in California as a unit of the National Park System, consisting of 51,107 acres of federal lands and interests in land. The Department of the Interior must (1) cooperate with the Department of Defense (DOD) to develop opportunities for the management of the federal lands under DOD jurisdiction that are included within the recreation area, (2) create a comprehensive management plan for the recreation area, and (3) develop an integrated visitor services plan for the recreation area. The bill establishes (1) the San Gabriel National Recreation Area Public Advisory Council to advise Interior on the development and implementation of the management plan and the visitor services plan, and (2) the San Gabriel National Recreation Area Partnership to coordinate activities of governmental and private entities in advancing the purposes of this bill and to improve management and recreational opportunities within the recreation area. The Department of Agriculture must modify the boundaries of the San Gabriel Mountains National Monument in California to include 109,143 acres of additional, identified National Forest System lands and administer those lands as part of the monument. The bill designates (1) specified areas as components of the National Wilderness Preservation System, and (2) specified river and creek segments as components of the National Wild and Scenic Rivers System.

The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's airspace.

Break Relief for Every Academic Kind of Period in an Academic Year for Veterans Act or the BREAK PAY for Veterans Act This bill authorizes the Department of Veterans Affairs to continue paying educational assistance or subsistence allowances during periods between school terms in certain circumstances. Specifically, the bill authorizes the payment of educational assistance or subsistence allowances during periods between school terms where the educational institution certifies the enrollment of the eligible veteran or eligible person if (1) the period between those terms does not exceed eight weeks, and (2) the terms preceding and immediately following such a break period are not shorter in length than the period itself. The bill also specifies that such payments of educational assistance allowances shall not (1) be charged against an individual's entitlement to educational assistance, or (2) be counted toward certain limitations that are placed on the period of assistance that is allowed under two or more programs.

The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.
