Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits as prescribed in this Act.

Armed Services Discharge Review Procedure Act

Armed Services Discharge Review Procedure Act - Directs the Secretary of Defense to provide for the establishment of regional boards of review throughout the United States to review the discharge or dismissal under specified conditions of any former member of an armed force upon motion of any such board or upon request of the former member, or, if deceased, the surviving spouse or other specified persons. Provides for a procedure whereby a Judge Advocate may be appointed to represent a person requesting a review under this Act before a board established under the provisions of this Act. Provides that a person who requests a review under this Act shall be promptly advised in writing, upon filing his application, of his right to make a personal appearance before the board, and of his right to be represented by counsel, of his own choosing or appointed by the Judge Advocate or by an accredited representative. Directs that no information (in code or otherwise) shall be included on any discharge certificate by any military department if such information in any way indicates the attitude, opinion, or decision of the military department concerned with respect to whether the person to whom such certificate was issued should be accepted for reenlistment in the armed forces. Requires that all such information shall be treated as strictly confidential and may be released to another department or agency of the Government only on a need-to-know basis. Directs the Secretary of each military department and the Secretary of Transportation (with respect to the Coast Guard) to the maximum extent practicable, to issue new discharge certificates to all former members of such department whose last discharge certificate contains any information (in code or otherwise) described in this Act. Directs the Secretary of Defense to, within sixty days after the date of enactment of this Act, initiate and carry out a comprehensive nationwide program designed to contact and inform all former members of the armed forces who have been issued discharge certificates with the type of information thereon described in this Act and who have not been contacted and issued new discharge certificates as provided in this Act. Directs the Secretary to consult with the Administrator of Veterans' Affairs in carrying out such program, and the Administrator shall utilize the full services and facilities of the Veterans' Administration to assist in contacting such former members. Provides that any action taken by the Administrator of Veterans' Affairs shall be in addition to, and not in lieu of, action to be taken by the Secretary of Defense. Provides that not later than sixty days after the date of enactment of this Act the Secretary of Defense shall submit a written report to the Congress disclosing the plan to be carried out by him under this Act.

Provides that, except as provided in this Act, the decisions of the Administrator of Veterans' Affairs on any question of law or fact concerning a claim for benefits or payments shall be final and conclusive. States that in the event of a disagreement with respect to any claim on account of disability or death (including peacetime veterans resulting from disease or injury incurred or aggravated in line of duty, within 12 months after discharge if he or she is disabled by disease then it is presumed that such disease was prevalent at time of discharge) an action may be brought against the United States and jurisdiction is conferred upon such courts to hear and determine all such controversies. Limits institution of any such claim to within two years from the date of notice by the Administrator of his determination with respect to such claim or within two years after the date of enactment of this Act, whichever date is the later. Provides that, notwithstanding the provisions of the Act to provide that the unexplained absence of any individual for seven years shall be deemed sufficient evidence of death for the purpose of laws administered by the Veterans' Administration, a finding of death made by the Administrator shall not be final and conclusive in an action brought under this Act.

Extends eligibility for coverage under Servicemen's Group Life Insurance to: (1) a person who volunteers for assignment to the Ready Reserve of a uniformed service and is assigned to a unit or position in which he may be required to perform active duty; (2) a person assigned to the Retired Reserve of a uniformed service who has not received the first increment of retirement annuities or has not yet reached 61 years of age and has completed at least 20 years of satisfactory service creditable for retirement purposes; and (3) a member, cadet, or midshipman of the Reserve Officers Training Corps while attending field training or practice cruises. Provides that an insurance policy for a member of the Ready Reserve shall cease 120 days after separation or release from such assignment unless on the date of separation the member is totally disabled, or has completed 20 years of service creditable for retirement purposes. Continues the insurance policy of a member of the Retired Reserve until such time as the member receives the first increment of retirement annuity, or the member's sixty-first birthday, whichever occurs earlier. Makes provisions for the conversion of Servicemen's Group Life Insurance following termination to a policy with a participating life insurance company. Provides for the payment of premiums by a deduction from the pay of a member of the Reserve or Ready Reserve. Authorizes the Secretary of the Army or the Secretary of the Air Force, as the case may be, to allow a member of the National Guard who is not on active duty to make allotments from his pay for the payment of premiums under a group life insurance program sponsored by the military department of the State in which such member holds his National Guard membership or by the National Guard association of such State. (Amends 38 U.S.C. 765-771; Adds 37 U.S.C. 707)

World War I Pension Act - Provides that every person who served in the active military or naval service of the United States during World War I and whose name is carried on the rolls of the Veterans' Administration as a veteran of World War I shall be entitled to receive from the Administrator of Veterans' Affairs a pension at the rate of not less than $100 a month. Requires any amount of pension payable under this Act, upon the death of the veteran, to be paid to his or her spouse (unless such spouse is also receiving an award under this Act), any other income notwithstanding. States that any World War I veteran shall be eligible to receive free hospitalization and domiciliary care with inpatient or outpatient services at any Veterans' Administration facility or medical services from a local medical doctor if the veteran is handicapped by either disability or lack of funds for traveling expenses, due to distance from a Veterans' Administration facility.

Directs the Secretary of Defense to prescribe regulations for procedures and action under this Act, such regulations to be applicable to all uniformed services.

Prohibits the appropriation of funds for intelligence activities unless such funds have been specifically authorized by legislation enacted after enactment of this Act. Requires that legislation pertaining to intelligence activities be reported from such joint committee. Grants subpena power to the chairman of such joint committee.
