This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. Armed Forces who participated in the operations, thanks the young people of Normandy and the United States for their involvement in events celebrating the anniversary of the Normandy landings, recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List, and requests the President to issue a proclamation calling on the people of the United States to observe the 75th anniversary.

Protect European Energy Security Act This bill requires the submission of certain reports to Congress related to Russia's construction of two natural gas pipelines, the Nord Stream 2 and Turk Stream. The Department of State shall report on (1) its efforts to promote energy security in Ukraine and the European Union and decrease their dependence on Russian energy sources, (2) its diplomatic efforts to oppose the pipelines, and (3) an estimate of European demand for natural gas from 2019 through 2023. The Office of the Director of National Intelligence shall report on the impact of the Nord Stream 2 pipeline on (1) U.S. interests and security objectives; (2) European energy security and defense posture; (3) Russian influence in Europe; and (4) Ukraine, including the impact of reductions in transit fees due to the pipeline.

Homeless Veterans Prevention Act of 2019 This bill expands programs, and revises policies, related to veterans who are homeless or at risk of homelessness. Currently, grant recipients under the Department of Veterans Affairs (VA) comprehensive service program for homeless veterans receive per diem payments for services furnished to homeless veterans. The bill provides that furnishing care for a dependent in the care of a homeless veteran (who is receiving services from a grant recipient) may count as a service for which grant recipients may receive per diem payments. The bill requires the VA to enter into partnerships with public or private entities to fund a portion of the legal services such entities provide to homeless veterans and veterans at risk of homelessness, including legal services related to housing, family law, criminal defense, and income support. Under the bill, veterans who are receiving assistance under the Housing Choice Voucher Program are eligible for specified VA dental care. The bill repeals the sunset on the authority of the VA and the Department of Labor to carry out a program of referral and counseling for veterans who are at risk of homelessness and are transitioning from certain institutions (e.g., penal institutions). The bill also extends authorization through FY2020 for the VA to provide financial assistance for supportive services for very low-income veteran families in permanent housing. The Government Accountability Office must complete a study of VA assistance to homeless veterans. Finally, the bill repeals an annual reporting requirement related to VA assistance to homeless veterans.

Investing for the People Act of 2019 This bill increases discretionary spending limits, modifies the procedures for enforcing the limits, and establishes budget enforcement procedures in the House of Representatives for FY2020. The bill increases both the defense and nondefense discretionary spending limits for FY2020 and FY2021. It also modifies the procedures for enforcing the spending limits to limit adjustments for funding designated for Overseas Contingency Operations/ Global War on Terrorism, allow specified adjustments for Internal Revenue Service enforcement activities and the 2020 Census, and modify the sequestration process. The chairman of the House Budget Committee must submit for publication in the Congressional Record committee allocations, aggregate spending levels, and aggregate revenue levels that are consistent with the discretionary spending limits and requirements specified in this bill. For budget enforcement purposes, the allocations and levels shall apply in the House of Representatives as if they were included in a FY2020 budget resolution. The chairman may adjust the allocations and levels to reflect (1) changes in the Congressional Budget Office baseline, or (2) legislation that does not increase the deficit over FY2020-FY2024 or FY2020-FY2029. The bill prohibits advance appropriations, except for programs, activities, or accounts identified in lists submitted by the chairman of the House Budget Committee for publication in the Congressional Record. The identified accounts are subject to aggregate limits specified in the bill. (An advance appropriation is any new discretionary budget authority provided in appropriations legislation for FY2020 that first becomes available after FY2020.)

Allied Burden Sharing Report Act of 2019 This bill directs the Department of Defense to report to Congress on (1) the defense spending and military activities of certain countries with cooperative defense agreements with the United States, (2) whether a country places limits on the use of funds contributed to the common defense, and (3) any U.S. actions to minimize such limitations. The report shall cover each North Atlantic Treaty Organization (NATO) member state, each Gulf Cooperation Council member state, each country party to the Inter-American Treaty of Reciprocal Assistance (Rio Treaty), and other specified countries.

Taiwan Assurance Act of 2019 This bill directs the Department of State to review its guidance governing U.S.-Taiwan relations and to reissue such guidance to the relevant executive branch departments and agencies. It also directs the State Department to report to Congress on the results of the review and on the implementation of the Taiwan Travel Act, which states that it is U.S. policy to allow and encourage engagement between U.S. and Taiwanese officials. The bill states that Taiwan is an important part of U.S. strategy in the region and urges the United States to conduct regular transfers of defense articles to enhance Taiwan's self-defense capabilities.

College Equity Act of 2019 This bill requires the Department of Education (ED) to establish grant programs for reviewing and addressing inequities in student recruitment, admissions, and support at institutions of higher education (IHEs). Specifically, ED must award grants to IHEs to conduct equity audits that review IHEs' policies, practices, and resources (e.g., admission policies, financial aid, and faculty diversity) to identify areas that might produce gaps in outcomes by certain identity factors. Identity factors include gender, race, ethnicity, national origin, income, criminal background, military service, first-generation students, students with disabilities, student parents, and transfer students. In addition, ED must award grants to IHEs for executing improvement plans that address inequities. Finally, higher education accrediting agencies and associations must assess the findings from the audits and assist IHEs in addressing inequities.

This resolution affirms that the Taiwan Relations Act and the Six Assurances will remain cornerstones of the U.S.-Taiwan relationship. It encourages increasing engagement between the United States and Taiwan and states that the President should conduct regular transfers of defense articles to Taiwan. (The United States made the Six Assurances to Taiwan in 1982, stating that it will not pressure Taiwan to negotiate with China and that it has not agreed to consult with China prior to any arms sales to Taiwan.)

Ceiling and Visibility Unlimited Act This bill authorizes each military department to carry out a program to award scholarships to Junior Reserve Officers' Training Corps members to assist them in obtaining private pilot's licenses through approved institutions of higher education. The bill also requires a report on the results of an assessment of the Air Force aviation training program known as the "JROTC Flight Academy, Chief of Staff Private Pilot Scholarship Program," conducted in 2018 and 2019.

Veterans Posttraumatic Growth Act This bill requires the Department of Veterans Affairs (VA) to conduct a two-year pilot program to study the effectiveness of nonprofit post-traumatic growth programs to determine (1) the outcomes of such programs in contrast to traditional models of mental health care, (2) the possible integration of such nonprofit programs into VA mental health care programs, and (3) the budgetary impact of such integration. Post-traumatic growth is the positive psychological change that can result from struggling with traumatic events. The bill makes veterans who are not at immediate risk of attempting suicide and not participating in traditional mental health treatment eligible for such program.

Ending Mass Collection of Americans' Phone Records Act This bill repeals the authority of the Federal Bureau of Investigation (FBI) to obtain business records, such as phone records, on an ongoing basis under the Foreign Intelligence Surveillance Act (FISA). FISA warrants shall only be for items specifically identified in the FBI's application to access the records. FISA currently allows the FBI to apply for a warrant to access records and other documents to obtain foreign intelligence information or to protect against international terrorism or clandestine intelligence activities. The application for such a warrant is ex parte before courts designated under FISA, meaning that the government is the only party present in the proceedings.

VA Medical Center Facility Transparency Act This bill requires the directors of medical facilities of the Department of Veterans Affairs (VA) to submit to the VA and Congress an annual pamphlet containing certain statistics (such as how many veterans were treated at each facility), as well as plans for improvements and descriptions of successes experienced by the facilities. The bill also requires the pamphlets to be made publicly available online and as hard copies at the medical facilities.

Expanding Care for Veterans Act This bill requires the Department of Veterans Affairs (VA) to develop a plan to expand the scope of research and education on and delivery of complementary and integrative medicine services (products and practices that are not currently part of mainstream, conventional medical practice) for veterans. The bill also requires the VA to define in regulations the meaning of complementary and integrative medicine . The VA must implement a three-year program at not fewer than 15 VA medical centers to assess the feasibility and advisability of integrating the delivery of complementary and integrative medicine services for veterans with mental health conditions, chronic pain conditions, and other chronic conditions. The bill requires the VA to contract with a qualified independent entity to conduct studies of the barriers encountered by veterans in receiving (and administrators and clinicians in providing) complementary and integrative medicine services. The National Research Advisory Council must review the results of the studies and submit findings to the VA. Finally, the VA must implement a three-year grant program awarding grants to public or private nonprofit entities to assess the feasibility and advisability of using wellness programs to complement the provision of mental health care to veterans and family members who are eligible for readjustment counseling from the VA.

Department of Veterans Affairs Creation of On-Site Treatment Systems Affording Veterans Improvements and Numerous General Safety Enhancements Act or the VA COST SAVINGS Enhancements Act This bill requires the Department of Veterans Affairs (VA) to install and operate an on-site regulated medical waste treatment system at each VA facility that would benefit from such a system's cost savings. In order to identify which VA facilities would benefit, the VA must develop a uniform regulated medical waste cost analysis model to determine the cost savings associated with the use of an on-site regulated medical waste treatment system.

"Hello Girls" Congressional Gold Medal Act of 2019 This bill requires the President pro tempore of the Senate and the Speaker of the House of Representatives to make arrangements for the award of a Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps (commonly known as the "Hello Girls").

Berta Caceres Human Rights in Honduras Act This bill prohibits U.S. assistance to the police or military of Honduras. The Department of the Treasury shall instruct U.S. representatives of multilateral development banks to vote against providing loans to the Honduran police or military. The prohibition shall be lifted if the Department of State certifies to Congress that various conditions have been met, including that the Honduran government has (1) pursued all legal avenues to reach verdicts in specified crimes, such as the killings of indigenous land-rights activist Berta Caceres and of 100 small-farmer activists in the Aguan Valley; (2) investigated and prosecuted members of the military and police who have violated human rights; and (3) taken effective steps to establish the rule of law.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions and reporting requirements related to Iran's Revolutionary Guard Corps (IRGC), a branch of the Iranian armed forces that the Department of State has designated as a foreign terrorist organization. The President shall identify foreign persons and entities that have conducted one or more sensitive transactions or activities related to the IRGC as well as entities owned or controlled by the IRGC and impose property- and visa-blocking sanctions on them. The bill expands the definition of a "sensitive transaction or activity" to include transactions to provide material support for (1) a designated foreign terrorist organization, (2) a foreign person or entity whose property and interests have been blocked pursuant to an executive order related to those who commit or threaten terrorist acts, or (5) the Syrian government or any agency or entity owned or controlled by the Syrian government. The bill also expands existing sanctions to cover foreign persons and entities that knowingly provided significant financial services to an Iranian person or entity that (1) has been designated as a foreign terrorist organization, (2) has provided support for an act of international terrorism, or (3) is subject to sanctions pursuant to various executive orders. The President shall report to Congress on whether specified entities, such as the Telecommunication Company of Iran and the Iran Mineral Products Company, are owned or controlled by the IRGC. The bill imposes other reporting requirements, including an analysis of how supply chains in Iran and abroad aid the IRGC.

Protecting NATO Skies Act of 2019 This bill prohibits the transfer of an F-35 aircraft to Turkey and various activities related to such a transfer. The prohibition may be waived if the President certifies to Congress that Turkey does not intend to accept delivery of the S-400 air defense system, which Turkey has agreed to buy from Russia.

Secure 5G and Beyond Act of 2019 This bill requires the President, in consultation with relevant federal agencies, to develop a strategy to secure and protect U.S. fifth and future generations (5G) systems and infrastructure. Such strategy shall (1) ensure the security of 5G mobile telecommunications systems and infrastructure within the United States; (2) assist mutual defense treaty allies, strategic partners, and other countries in maximizing the security of 5G systems and infrastructure; and (3) protect the competitiveness of U.S. companies, privacy of U.S. consumers, and integrity of standards-setting bodies against political influence.

SFC Brian Woods Gold Star and Military Survivors Act This bill expands benefits for survivors of members of the Armed Forces. Specifically, it provides commissary and exchange privileges to a remarried former spouse; provides continued eligibility for payment of an annuity to a spouse who remarries, including a surviving spouse who remarried before the age of 55 and before enactment of this bill; allows payment of necessary expenses for the transportation of a decedent's remains to two locations (if the second is a national cemetery); allows payment of financial assistance to civilian providers of child care or youth program services furnished to survivors of members who die in the line of duty while on active duty, active duty for training, or inactive duty for training; and provides continued eligibility of a remarried surviving spouse for payment of veterans' dependency and indemnity compensation, including a surviving spouse who remarried before the age of 57 and before enactment of this bill.

Domestic Terrorism Prevention Act of 2019 This bill authorizes domestic terrorism offices in the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) and requires specified steps to prevent and report on domestic terrorism. The bill also authorizes a Domestic Terrorism Executive Committee, which shall coordinate with key public safety officials to promote information sharing and ensure an effective joint effort to combat domestic terrorism. The joint terrorism task forces of the FBI and state, local, and regional fusion centers shall each, in coordination with the committee and such offices (1) share intelligence to address domestic terrorism activities; (2) conduct an annual, intelligence-based assessment of domestic terrorism activities in their jurisdictions; and (3) formulate and execute a plan to address and combat such activities. DOJ, the FBI, DHS, and the Department of Defense shall establish an interagency task force to combat white supremacist and neo-Nazi infiltration of the uniformed services.

Break Relief for Every Academic Kind of Period in an Academic Year for Veterans Act or the BREAK PAY for Veterans Act This bill authorizes the Department of Veterans Affairs to continue paying educational assistance or subsistence allowances during periods between school terms in certain circumstances. Specifically, the bill authorizes the payment of educational assistance or subsistence allowances during periods between school terms where the educational institution certifies the enrollment of the eligible veteran or eligible person if (1) the period between those terms does not exceed eight weeks, and (2) the terms preceding and immediately following such a break period are not shorter in length than the period itself.

Cuba Agricultural Exports Act This bill exempts from prohibitions against U.S. assistance to Cuba (1) any exports under the market access program, the export credit guarantee program, or the foreign market development cooperator program; and (2) any obligation or expenditure of funds to promote trade with Cuba by federal commodity promotion programs established in accordance with a commodity promotion law. This exemption shall not apply if the U.S. assistance recipient would be an entity controlled by the Cuban government, including the armed forces or the Ministry of the Interior. A person subject to U.S. jurisdiction may invest in the development of an agricultural business in Cuba if the Department of State and the Department of Agriculture jointly determine that the agricultural business is not controlled by the government of Cuba, including the armed forces or the Ministry of the Interior; and does not traffic in property of persons subject to U.S. jurisdiction that was confiscated by Cuba on or after January 1, 1959. A person subject to U.S. jurisdiction may provide payment or financing for agricultural sales to Cuba or to an individual or entity in Cuba.

States' Education Reclamation Act of 2019 This bill abolishes the Department of Education (ED) and repeals any program for which it has administrative responsibility. The Department of the Treasury shall provide grants to states, for FY2019-FY2027, for elementary, secondary, and postsecondary education purposes permitted by state law. The level of funding is set at the amount provided to states for federal elementary and secondary education programs and the amount provided for federal postsecondary education programs, respectively, for FY2012, minus the funding provided for education programs that this Act transfers to other federal agencies. States must contract for an annual audit of their expenditures or transfers of grant funds. Program administrative responsibility and delegation of authority are transferred as follows: ED's job training programs to the Department of Labor, each special education grant program under the Individuals with Disabilities Education Act to the Department of Health and Human Services (HHS), ED's Indian Education programs to the Department of the Interior, each Impact Aid program under the Elementary and Secondary Education Act of 1965 to the Department of Defense, the Federal Pell Grant program and each federal student loan program to Treasury, and programs under the jurisdiction of the Institute of Education Sciences or the D.C. Opportunity Scholarship Program to HHS.

Master Sergeant Roddie Edmonds Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Roddie Edmonds in recognition of his achievements and heroic actions during World War II.

Supporting Children of the National Guard and Reserve Act This bill expands the military student identifier program to include students of parents who serve in reserve components of the Armed Forces, not just active duty members.
