Sustainable Aviation Fuel Act This bill establishes targets and standards for reducing greenhouse gas emissions from airplane flights and provides incentives for the production and use of sustainable aviation fuel. Specifically, this bill establishes a national goal to achieve a net 35% reduction in greenhouse gas emissions from flights by 2035 and net zero emissions by 2050. The Environmental Protection Agency (EPA) must establish a low carbon fuel standard for aviation fuels. Under the standard, the EPA must set annual targets in order to reduce certain greenhouse gas emissions associated with aviation fuel by at least (1) 20% by 2030, and (2) 50% by 2050. Beginning in FY2023, the Department of Defense must make a bulk purchase of an amount of sustainable aviation fuel that is not less than 10% of the total amount of aviation fuel procured for operational purposes. Additionally, the Department of Transportation must implement a program that offers grants and cost-sharing agreements for projects to produce, transport, blend, or store sustainable aviation fuel. The projects must be located in the United States.

Grant Regulation Adjustment during the Coronavirus Emergency for Homeless Veterans Act of 2020 or the GRACE for Homeless Veterans Act of 2020 This bill addresses the administration of grants from the Department of Veterans Affairs for the construction, acquisition, or improvement of facilities for homeless veterans, or the procurement of vans, including by removing the cap on the grant amount available for such projects during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Servicemembers and Veterans Initiative Act of 2020 This bill establishes the Servicemembers and Veterans Initiative within the Civil Rights Division of the Department of Justice (DOJ). The initiative shall, among other things serve as legal and policy advisor on DOJ's efforts to enforce criminal and civil laws that impact service members, veterans, and their families; develop policy recommendations for improved enforcement of federal law to support service members, veterans, and their families; serve as the liaison and point of contact between DOJ and the military departments; provide counsel for the Office of Justice Programs to ensure that funding decisions take into account service members, veterans, and their families; and enforce federal laws that protect service members and veterans.

Military Domestic Violence Prevention Act This bill requires the Department of Defense to take various actions and implement programs related to the prevention of and response to domestic violence and child abuse and neglect among military families, including by ensuring information sharing among the Armed Forces about incidents reported to the Family Advocacy Programs of the Armed Forces.

Studying Veterans Access to Care During COVID-19 Act This bill requires the Government Accountability Office to report on changes in the use of the beneficiary travel program of the Department of Veterans Affairs during the COVID-19 (i.e., coronavirus disease 2019) public health emergency period.

Stop China's IP Theft Act This bill directs the Department of State and the Department of Homeland Security to deny entry into the United States to senior Chinese Communist Party officials, the spouses and children of such officials, members of the cabinet of the Chinese government, and active duty members of China's armed forces. This prohibition shall not apply in any year in which the Office of the Director of National Intelligence certifies to Congress that China's government has stopped sponsoring, funding, facilitating, and actively working to support efforts to infringe the intellectual property rights of U.S. citizens and companies.

This resolution designates September 30, 2020, as Impact Aid Recognition Day to recognize the 70th anniversary of the Impact Aid Program. The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

National Medal of Honor Monument Act This bill authorizes the National Medal of Honor Museum Foundation to establish a commemorative work on federal land in the District of Columbia in honor of the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor recipients. The foundation shall be solely responsible for the acceptance of contributions for, and the payment of expenses of, the establishment of the commemorative work. Federal funds may not be used to pay any expenses for the establishment of the commemorative work.

Daniel J. Harvey Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide Act This bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to jointly implement a five-year pilot program to assess the feasibility and advisability of providing specified counseling and services as part of the Transition Assistance Program for members of the Armed Forces as a means of reducing the incidence of suicide among veterans. Specifically, the pilot program would involve a three-hour counseling module and the provision of contact information for a counseling or similar facility in the locality where the veteran intends to reside. Additionally, the participating veterans must submit medical records in connection with their service in the Armed Forces, regardless of whether they intend to file a claim for benefits for a service-connected disability. Under the program, a social worker or behavioral health coordinator from the VA must contact the veteran within 90 days after the member is discharged or released from service to schedule a follow-up appointment. At least 10 DOD Transition Assistance Centers must be jointly selected to carry out the pilot program.

Rohingya Genocide Determination Act of 2020 This bill requires the Department of State to report to Congress an assessment of the persecution of the Rohingya, a predominantly Muslim group in Burma (Myanmar), by Burma's military and security forces, and whether the situation constitutes genocide under U.S. law.

Enhanced Protection from Unmanned Aircraft Attacks Act of 2020 This bill allows the Departments of Defense, Homeland Security, Justice, and Energy to contract with other entities in order to protect U.S. facilities and assets from unmanned aircraft. The Federal Acquisition Regulation must be updated accordingly within 180 days of the date of enactment of the bill.

Veterans 2nd Amendment Protection Act This bill prohibits the Department of Veterans Affairs (VA) from transmitting certain information to the National Instant Criminal Background Check System (NICS) utilized by licensed importers or dealers of firearms. Specifically, the bill prohibits the VA from transmitting personally identifying information of a veteran or a beneficiary to the NICS solely on the basis that such veteran or beneficiary has an appointed fiduciary to manage their benefits, unless there is an order or finding of a judicial authority that such veteran or beneficiary is a danger to themselves or others.

Brian Tally VA Employment Transparency Act of 2020 This bill prescribes the notice the Department of Veterans Affairs (VA) must provide in the event a person submits a claim for damage, injury, or death on Standard Form 95 (related to tort claims occurring within the scope of an employee's federal employment). Specifically, the VA must provide to the claimant, within 30 days after the claim is submitted, notice of (1) the importance of obtaining legal advice, including a recommendation that the claimant should secure legal counsel; and (2) the employment status of any individual listed on the form. Additionally, if the claim involves a contractor that entered into an agreement with the VA, the VA must provide the claimant notice of the importance of obtaining legal advice as to the statute of limitations regarding the claim in the state in which the claim arose.

Regulatory Agency Demilitarization Act This bill prohibits a federal agency from purchasing or using a firearm. The bill excludes the Departments of Defense, Justice, and Homeland Security, the military departments, the Nuclear Regulatory Commission, the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency. The Government Accountability Office shall submit to Congress a report that includes specified information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers.

United States-Israel Common Defense Authorization Act This bill requires the President to conduct a study of certain Israeli military requirements, and it authorizes the President to take certain actions to ensure that Israel is prepared for contingencies if Iran seeks to develop a nuclear weapon. Specifically, upon request from the government of Israel, the President may provide for the construction of certain infrastructure in Israel, store munitions in Israel or transfer them to Israel, train Israeli personnel with respect to munitions, or conduct joint research and development with Israel.

Middle East Advanced Military Technology Protection Act This bill requires the President to make specified certifications to Congress before transferring certain defense articles or defense services to any country in the Middle East other than Israel. The certifications must include, for example, that the recipient country has a peace agreement with Israel and that it will not use the articles or services to commit human rights violations.

Veterans Community Care Fairness Act This bill requires covered veterans to submit a notification of the care or services they received within 30 days of being admitted for emergency care under the Veterans Community Care Program as a condition for authorization of such care by the Department of Veterans Affairs (VA). Covered veterans are those who are enrolled in the VA health care system or those who are not enrolled but are eligible for care due to a service-connected disability.

Election Security Assessments Act This bill requires the Office of the Director of National Intelligence (ODNI) to prepare an annual assessment on the threats to election infrastructure and recommendations to address such threats. The ODNI shall provide this annual assessment to Congress and the office of the chief election official of each state.

Armed Forces Deferred Tax Relief Act This bill compensates members of the Armed Forces for deferred income taxes withheld between the period of January 1, 2021, and April 30, 2021. Such compensation is not subject to tax.

American Financial Markets Integrity and Security Act This bill generally prohibits investments in certain Chinese military companies and entities reasonably believed to be involved in activities contrary to the national security or foreign policy interests of the United States. These entities may not sell securities to U.S. markets. Investment companies, insurance companies, and retirement plans are prohibited from investing in these entities. The bill also prohibits the use of federal funds to enter into or renew a contract with these entities. Furthermore, the Department of Commerce and the Office of the Director of National Intelligence—in addition to the Department of Defense as under current law—are allowed to add entities to the list of Chinese military companies.

This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations. In addition, the resolution urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh, enourages open communication between officials of Artsakh and the U.S. government, and calls for the full participation of Artsakh in intergovernmental negotiations regarding its future. (Artsakh is officially recognized as a part of Azerbaijan.)

This bill authorizes specified acronyms to be included on headstones or markers that are furnished by the Department of Veterans Affairs (VA). Specifically, the bill authorizes the VA to include KIA (killed in action), MIA (missing in action), and POW (prisoner of war) on a headstone or marker. Such acronyms are prohibited from counting towards any character or line limit.

This bill authorizes the Department of Veterans Affairs (VA) to carry out a major medical facility project starting in FY2021 for the construction of a VA medical center in Colorado Springs, Colorado. The bill requires the VA and the Department of Defense to jointly submit a report assessing the feasibility and advisability of providing health care services to both veterans and active duty service members at the new Colorado facility. After appropriations are provided for the project, the VA must enter into an agreement with the U.S. Army Corps of Engineers to procure services to carry out the major medical facility project to completion as the construction agent.

This bill limits the application of a June 22, 2020, presidential proclamation that suspended the entry of certain classes of aliens. Specifically, if an alien is entering the United States on a J-1 visa to provide childcare for a member of the Armed Forces through an au pair program, the proclamation shall not bar such an alien's entry unless the Department of Homeland Security, Department of Defense, and Department of State jointly issue a written justification for the bar.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Hire To Secure our Nation Act of 2020 This bill provides temporary direct-hire authority to the Department of Defense and the Department of State for positions that require expertise on Iran, China, or Russia, and for related linguist positions, in the competitive service. The bill also establishes a fellowship program in these agencies to recruit experienced professionals, particularly those with foreign language skills or cybersecurity expertise, for positions relating to national security.

Taiwan Relations Reinforcement Act of 2020 This bill contains provisions pertaining to the U.S.-Taiwan relationship. The director of the American Institute in Taiwan's Taipei office shall be subject to the advice and consent of the Senate. (The United States does not have official relations with Taiwan as a result of China's position that Taiwan is part of China. The American Institute in Taiwan is a private organization that represents U.S. interests in Taiwan and provides consular services.) No U.S. government department or agency may formally or informally recognize China's claims of sovereignty over Taiwan without the assent of Taiwan's people, as expressed through the democratic process. The Department of State shall establish the U.S.-Taiwan Cultural Exchange Foundation, which shall work with schools to send U.S. high school and university students to Taiwan to study the Chinese language, politics, and other subjects. In addition, the State Department shall develop and implement a strategy to respond to Chinese government attempts to use misinformation, media manipulation, economic coercion, and other strategies against Taiwan or persons in Taiwan. The bill also directs the President to establish an interagency Taiwan policy task force, which shall annually report to Congress a plan for enhancing U.S.-Taiwan relations. The bill also requires reports on topics including (1) China's efforts to block Taiwan's participation in international bodies such as the United Nations, and (2) the military posture of Taiwan and the United States as it pertains to conflict deterrence and readiness in the Taiwan Strait.

Israel and United States Security Enhancement for F-35 Exports Act of 2020 or the SECURE F-35 Exports Act of 2020 This bill requires specified assessments and certifications related to the sale of F-35 aircraft to countries in the Middle East to ensure that the sale, export, or transfer of these aircraft does not present a significant danger of compromising the critical military and technological military advantage of Israel or the U.S. Armed Forces.

PFAS Exposure Assessment and Documentation Act This bill requires (1) blood testing for perfluoroalkyl and polyfluoroalkyl substances (PFAS) of former and current members of the Armed Forces and their families if a periodic health assessment results in a positive determination of potential exposure to PFAS; (2) sharing by DOD with the Department of Veterans Affairs of the results of health assessments of exposure by a member of the Armed Forces; and (3) DOD to establish a registry of members of the Armed Forces who have been exposed to, or are suspected to have been exposed to, PFAS.

Transparency in Classification Act of 2020 This bill establishes the Interagency Security Classification Appeals Panel, a body to review decisions related to the classification of information, and contains other related provisions. The appeals panel shall provide the public and authorized users of the classification system with a forum to request review of agency classification decisions. It shall also provide members of Congress a mechanism for expedited reviews of classification decisions. Each agency that handles classified information shall establish a policy for an individual authorized to access classified information to request a review of a classification decision. Such an individual may also appeal a classification decision to the appeals panel. Appeals panel decisions may be appealed to the President. The bill imposes various requirements related to the appeals processes created under this bill, including time lines for rendering decisions. The appeals panel shall establish a public website with information about all appeals requests that it has received.

U.S. Postal Service Accountability and Voting Rights Act This bill prohibits the U.S. Postal Service from making changes to operations or levels of service from those that were in effect on January 1, 2020, requires states to carry out programs to track federal absentee ballots and voter registration application forms, and requires states to accept the federal write-in absentee ballot from absent uniformed services and overseas voters. It also requires the Department of Defense (DOD) to provide annual training to members of the Armed Forces and civilian employees of DOD related to cyberspace information threats.

Pandemic Essential Supplies Act This bill requires the Defense Logistics Agency (DLA) to establish an online system for states and local governments to submit requests for essential items during a disaster or emergency. It also designates the Director of the DLA as the head of an existing COVID-19 Joint Acquisition Task Force.

Managing American Knowledge and Equipment to Prevent Pandemic Emergencies Act or the MAKE PPE Act This bill addresses federal planning and coordination related to production and distribution of personal protective equipment and other critical nonpharmaceutical supplies during public health emergencies. It also supports efforts to expand domestic manufacturing and production of the materials and incorporates inventory management of the materials in existing grants for community and hospital preparedness. The bill specifically directs the Federal Emergency Management Agency (FEMA) to develop the capacity to coordinate these activities. In addition, FEMA, the Executive Office of the President, and the Department of Health and Human Services must jointly develop, in consultation with relevant federal partners, a protocol for federal procurement and distribution of equipment and supplies during emergencies. They must report to Congress on this protocol. FEMA must also establish the Office of Pandemic Preparedness and Response to coordinate, and develop a strategy related to, the procurement and distribution of critical materials. Among other tasks, the office must set up a data repository to track the demand for these materials. With respect to expanding domestic production, the Department of Defense and the Department of Veterans Affairs must, subject to some exceptions and waivers, purchase critical nonpharmaceutical materials that are produced domestically. Additionally, the National Institutes of Standards and Technology must award grants for U.S. manufacturers to expand domestic production capacity of critical materials and for entities to develop educational materials to aid the public in making temporary masks and other equipment.
